  • The Korean textile industry contributed much to the country's economic success during the 1970s-80s. Since the end of the 1980s, however, most of the Korean textile industry has begun to suffer from both high labor costs and skilled-labor shortage. During this period, such countries as China, Indonesia, and Malaysia began to gain strong foothold in the global textile market, mainly owing to considerably low label costs. To maintain competitiveness in the global textile market, the Korean textile industry should undergo a structural change. It should switch from the mass production of low quality design to selective praction of high quality and well-designed textiles. An cement of high value-added should be put into the textile product.: Usage of functional material, new processing technology, automation, pro-environmental dye shes, and strategic marketing is required. In this appear, I suggest ways and means to make the Korean textile design be good enough to compete in the global market.

  • Evaluation indicators reflecting recent digital environments are needed as a tool to increase research library's competitiveness and productivity. Especially, research libraries have different subject backgrounds and there are many one-person libraries. In this study, we developed new evaluation indicators based on the draft indicators made in 2007 considering these environmental elements so that it may be used easily and applicable to various research libraries. In developing the new indicators, we reviewed other library type's indicators and listened carefully to the comments from expert librarians in the research libraries through several meetings. After developing the indicators, we made a survey in order to verify its validity as well as its effectiveness and also made a test evaluation for research libraries. The proposed indicators will contribute in evaluating the current level of Korean research libraries and promoting them to the future-oriented libraries.

  • Over 80% of Korea's cargo transport relies on public roads. Such over-reliance has created a range of social problems including environmental damage. Korea thus faces an urgent need to establish an alternative mode of cargo transportation. In view of the changing international logistics environment, railway is clearly a superior mode of transport. The prerequisite task today for Korea is to enhance the competitiveness of inland railway by switching to railway and spurring new demand for cargo. This study examines inland railway cargo transport from the demand perspective. Specifically, through the use of a survey, the study identifies key factors influencing the decisions of container shippers regarding the use of railway for cargo transport. The survey responses were statistically tested using Smart PLS structural equation modeling. The results indicate that attitude toward railway use had the strongest influence on choice, while the key variable affecting attitude formation was cost.

  • Science & Technology(S&T) is the most important thing to attain competitiveness in the 21st century, Our traditional S&T policies have been focused on hardware infra structure. we should consider software of S&T to enhance effectiveness. S&T should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy in the 21st century should consider nonmaterial factors which include social, human, environmental and culture. Under this background, The purpose of this paper is to seek new S&T policy in the 21st century. Therefor this paper deals with how we can prepare for the future S&T policy and classify the change of S&T policy of Korea and analyze the characteristic of each phase. This paper argues that all actors (for example, S&T personnel, corporate using S&T, general public) should participate in the process of S&T innovation since the 21st century is the generation of the general public S&T. • More people travel oversea as the economic size of Korea is getting larger and more new jobs are requested to be created by the society. To respond to these trend and request, Incheon International Airport Corporation (IIAC) is about to expand its processing capability with a new terminal; 54 million passengers to 72 million. IIAC is also introducing new strategies such as open innovation (OI) and creating shared value (CSV). With these changes, IIAC faces new challenges of restructuring its business and organization with new ideas. Most organizations including IIAC are becoming more dependent on external resources to keep their competitive advantages under the turbulence of global business environmental changes. Therefore, they focus on the OI paradigm which is reported as a convincing strategy to improve competitiveness in terms of budget and time-to-market. OI is to quickly react to the rapidly changing business environment and is adopted to support startup incubation. In the previous research with IIAC, three major tasks were defined; utilizing the IIAC brand power for external vendors, building a technology road-map, and introducing a collaboration support system. This paper deals with the collaboration system as proposed in the previous research. We focused on the collaboration process for startup incubation. Cases were studied; the K-startup model by the government, a university model to explore youth startups, and a R&D institute model to study professional startups. Based on the case studies, we defined an IIAC model and proposed issues to take care of. The model is distinguished from the other studied models since IIAC is a prospective customer of new technology.

  • Exemplary contracts of construction management (CM) including highway projects have been carried out in the civil engineering area over the past ten years. However, practical and administrative challenges as transitional circumstances have been revealed in the different participants of supervision, inspection and construction management. Thus, it is important to internally overcome problems and negative perception encountered in civil engineering, and to promote the efficiencies in construction cost and quality. In addition, external efforts should be put to market opening, globalization, and technology development for competitiveness and high value industry. While it is critical to establish the concrete CM system by collaborating with various participants, proven architecture and system have not been provided because of incorrect measurement of CM accomplishment, overlap of responsibility between CM and supervision, and slow deployment in construction field. This paper analyzed the current CM practices and business environments, and presented the possible solutions for strategy improvement of CM in the owner's view point.

  • Initiatives for balanced growth are centered on urban centers and strictly based upon focused areas and quantitative economics, and thus have rather facilitated the urbanization while deteriorating rural areas' competitiveness. Although huge supports have been made by the central government to address this issue, the effects are very low, due to the limitation of top-down approaches. Recently, however, the demand of differentiated policies for rural communities increases while the necessity of diagnostic index tailored for individual municipalities is also highlighted. The present study investigates diagnostic indices discussed in the preceding studies and derives optimum ones suitable for rural area evaluation. To this end, an index pool was constructed and a set of indices was developed through experts interview and factor analysis. It is expected that the indices help planners effectively diagnose rural areas, and contribute to expand the applicability of 'Customized Diagnostic Technologies.'
