기후변화 적응 주류화를 위하여 세 가지 기후변화영향평가 시행 방안을 검토하였다. 첫째, 신법 마련 및 개별 시행, 둘째, 신법 마련 및 환경영향평가 틀 내 제도 시행, 셋째, 기존 환경영향평가 틀 내 시행하는 것이다. 이 논문에서는 세 가지 방안의 내용, 장 단점을 분석하였다. 그리고 신법 하에서 제도를 개별 시행할 경우의 개략적인 평가 내용과 환경영향평가 틀 내에서 시행하고자 할 경우 관련 법률, 규정개정(안)을 제안하였다.

As a result of supply-oriented housing policy of Korea since the 1960s, the number of apartment housing units has increased up to six million as of the end of 2001 that is 55% of total housing units. Although the needs of placid living environment increases according to the enhancement of residents' living standard, most of construction firms as apartment suppliers plan and design apartment buildings to maximize the profit and give rise the residents' petitions and troubles about floor impact noise. In consequence, the floor impact noise becomes one of principal problems of living environment, and the government placed the obligation of installing the noise isolation materials between upper and lower floors in 2001 and controlling the floor impact noise lower than 60dB from the middle of 2004. In other to provide the fundamental research data to enhance the reduction performance of floor impact sound, in this paper, the factors that influence on the floor impact noise are derived from the survey of many research papers and the performance of various materials used as noise reduction objects are compared and surveyed with the factors in the experiments in field and laboratory.

Attention plays vital role either students academic performance in classroom or work performance of workers. This study was accomplished among elementary school students of elementary school classroom for two years. Three experiment cases were designed based on the Predicted Mean Vote (PMV) indexes. Thermal environment and PMV were directly monitored; Thermal Sensation Vote (TSV) and Comfort Sensation Vote (CSV) were analyzed based on survey data; and attention was analyzed for different comfort level using FAIR program. PMV, TSV and CSV were varied with the change in thermal environment and there was not noticeable gender influence on impact. The good correlation between thermal environment, PMV, TSV and CSV confirmed the impact of thermal environment on indoor comfort. There were different impacts on attention with comfort conditions. Academic attention of low attention group i.e. weak students, can be improved by providing the comfort environment. Thermal environment influences the comfort and the comfort influences the attention, it is possible to assess the impact of thermal environment on attention in further.

Purpose: The small-scale environmental impact assessment conducted during the development project stage has focused on the preservation of the natural environment centered on non-urban areas, due to the nature of urbanization, health problems for citizens of high-density urban areas have a limitation in that they are relatively neglected. In the case of strategic environmental impact assessment and environmental impact assessment in urban areas, there is no basis for evaluation in urban areas because there are exceptions to be excluded from the target projects or there are no target project regulations for buildings. Therefore, in this research, we examined the problems with the target project such as the current environmental impact assessment, and tried to establish a system improvement plan that can solve them. Research design, data and methodology: After reviewing the current environmental impact assessment-related laws (including enforcement ordinances) and national land planning laws (including enforcement ordinances), exceptions such as environmental impact assessment in urban areas were identified and problems were identified. Based on this, an amendment to the Enforcement Decree was proposed to provide institutional support for the expansion of target projects such as environmental impact assessment in urban areas. Results and Conclusions: Through this research, it is expected that the projects subject to environmental impact assessment on development projects in urban areas directly related to the health of the people will be expanded, and the net function of the environmental impact assessment system will be maximized.

최근 3년간 검토된 환경관리해역에서 이루어진 해역이용협의 건수는 총 60건으로 조사되었다. 환경보전해역에서는 지속적으로 감소하였고, 특별관리해역에서는 증가하는 양상을 나타내었다. 환경관리해역의 개별사업유형을 분석한 결과 인공구조물 설치사업이 가장 높은 비율을 차지하였고, 그 외 항만 어항개발, 연안정비 및 해수 인 배수사업유형이 많이 이루어졌다. 환경관리해역에서 국가해양환경정보통합시스템(MEIS) 자료를 활용하여 2006~2017년까지 경년별 수질변화경향을 비교한 결과, COD는 뚜렷한 증감의 변화는 보이지 않았으나 환경보전지역은 다소 증가하였으며, TN과 TP의 농도는 다소 감소하는 경향을 보였다. 특별관리해역인 광양만과 마산만 및 환경보전해역인 가막만에서는 주로 하계에 빈산소수괴가 출현하였다. 이러한 환경관리해역에서의 이용 개발행위가 지속적으로 이루어지고 있으므로, 이에 따른 해양환경부문 환경영향평가(해역이용협의)시에는 충분한 수질변화에 대한 실태분석 및 사업추진에 따른 수질영향과 퇴적물의 오염상태를 철저히 진단해서 오염원관리에 대한 대책이 중점적으로 평가되어야 할 것으로 판단된다. 특히, 각 환경관리해역의 지정 목적에 따른 유지 수질목표를 명확히 설정하여, 오염원 및 연안오염총량관리와 연계하여 오염 부하량 저감대책을 제시하여야 할 것이다.
