한국임산물무역(韓國林産物貿易)의 동태(動態)와 전망(展望) (A Study on Trends and Prospects of Forest Products Trade in Korea)

  • 국내(國內) 산림자원(山林資源)이 부족(不足)한 한국(韓國)의 입장(立場)에서 볼 때 목재(木材)의 수급균형(需給均衡)을 위(爲)하여 외재(外材)에 크게 의존(依存)해야함은 어찌할 수 없다 하겠으나, 다른 한편 이에 상응(相應)하는 각종(各種) 임산물(林産物)의 수출(輸出)을 통(通)하여 어떻게 임산물(林産物)의 무역수지(貿易收支)의 균형(均衛)에 유의(留意)하여 왔는가를 지난 약(約) 20 여년간(餘年間)의 시계별(時系別) 자료(資料)를 통(通)하여 살펴보았다. 1960년대(年代)부터 1970년대말(年代末)까지는 이러한 균형유지(均衝維持)가 지속(持續)되었으나, 1979년(年) 제(第)2차(次) 유류파동(油類波動) 이후(以後)로는 점차(漸次) 불균형(不均衡)이 노정(露呈)된체 오늘에 이르고 있다. 그러나 세계경제(世界經濟)의 무역의존도(貿易依存度)는 날로 증대(增大)되어가는 추세(趨勢)에 있고, 한국경제(韓國經濟)가 처(處)한 제반여건(諸盤與件)이 대외지향정책(對外指向政策)을 채택(採擇)하지 않을 수 없는 실정(實情)에 놓여 있는 한(限), 국민경제(國民經濟)의 일익(一翼)을 담당(擔當)하고 있는 임업부문(林業部門)에 있어서도 임산물(林産物) 무역(貿易)의 확대(擴大)를 통(通)하여 그 수지균형(收支均衡)을 회복(回復)하는 데 최선(最善)의 노력(努力)을 기우릴 필요(必要)가 있다. 한편 목재수입정책(木材輸入政策)은, 외재의존도(外材依存度)가 85%임에 비추어 목재수급(木材需給)과 물가안정(物價安定)에 외재(外材)의 비중(比重)이 매우 클 뿐아니라, 그 가격기능(價格械能)을 통(通)하여 국내(國內) 목재가격조성(木材價格造成)을 위(爲한) 투자환경조성(投資環境造成)에도 큰 영향을 미치고 있으므로, 신중(愼重)을 기(期)할 필요(必要)가 있으며, 이러한 관점(觀點)에서 현행(現行) 목재수입(木材輪入) 자유화제도(自由化制度)는 마땅히 재검토(再檢討)되어야 한다.

한국 중소기업의 수출대금결제방식 결정요인에 관한 연구 (A Study on Determinants of Export Payment Terms in Korean Small & Medium Enterprises)

  • 본 연구는 한국 수출입 중소기업의 대금결제방식 결정요인의 실증분석을 통하여 중소기업의 무역대금결제방식의 효율적인 선택에 기여함을 그 목적으로 두었다. 선행연구에서 분석한 기업의 외적요인, 내적요인, 결제특성, 거래물품, 거래금액요인과 본 연구에서 위험관리요인을 첨가하여 요인으로 활용하였다. 설문지는 분석대상에서 제외하고 최종적으로 수집된 유효 표본의 수는 155개로 수집이 되었다. 연구를 수행하기 위해 실증분석은 모두 유의수준 p<.005에서 검증하였으며, 통계처리는 SPSSWIN 18.0 프로그램을 사용하여 분석하였다. 분석결과 실태분석에서는 기업에서 사용하고 있는 결제방식에 관한 실태분석은 설립연도, 수출품목, 거래지역, 거래형태, 기업규모 등으로 실시하였다. 실증분석 결과에서는 첫째, 신용장방식의 선택에 영향을 미치는 요인은 기업외적 요인, 기업의 내적요인, 위험관리요인, 거래금액등이 유의한 영향을 미치는 것으로 나타났으며, 송금방식에 영향을 미치는 요인으로는 기업의 외적요인, 내적요인, 결제특성요인, 거래금액의 요인 등이 유의한 영향을 미치는 것으로 나타났다. 추심거래방식의 가설검증은 제시된 모든 영역에서 채택이 되지 않았다. 연구결과의 활용을 위해 수입대금결제방식에 관한 연구와 비교를 실시하였으며, 수입관련한 결과는 기존에 연구된 논문의 자료를 이용하였다.

한강유역의 자연환경과 사회경제활동에 대한 에머지 평가 - 한강유역 및 한강하구 관리를 위한 정책제언 - (Emergy Evaluation Overview of the Natural Environment and Economy of the Han River basin in Korea)

  • 한강유역의 자연환경과 사회경제활동을 평가하고 유역의 환경 및 한강하구 관리와 관련한 정책시사점을 제시하기 위하여 에머지 평가를 수행하였다. 한강유역의 경제는 2005년에 연간 $5.19{\times}10^{23}\;sej/yr$의 에머지를 사용하였다. 한강유역의 경제는 외부 에머지원에 대한 의존도가 아주 높았으며, 유역 내부의 자연환경이 제공한 에머지는 전체 사용량의 15.6%에 불과해 사회경제활동의 자립도가 낮았다. 화폐로 나타낸 한강유역의 2005년 대외교역수지는 적자를 기록하였지만, 에머지로 나타낸 교역수지는 흑자를 나타냈다. 한편, 한강유역의 인구는 유역의 자연환경이 부양할 수 있는 수용력을 훨씬 초과하고 있는 것으로 나타났는데, 유역의 재생가능에머지가 부양할 수 있는 인구는 2005 년 유역 인구의 1.8%에 불과하였다. 외부의 에머지가 지속적으로 유입하여 선진국 수준으로 발전할 경우를 가정한 경우에도 유역 인구의 14.3%에 지나지 않았다. 한강유역의 사회경제활동이 자연환경에 미치는 영향은 아주 높아 환경부하비율이 54.8에 달했으며, 유역 경제의 지속가능성을 나타내는 에머지지속성지수 또한 0.02로 아주 낮게 나타났다. 종합적으로 한강유역의 사회경제활동은 현재의 상태에서는 지속가능하지 않은 것으로 평가되었다. 한강유역의 낮은 지속가능성은 유역의 자연환경뿐만 아니라 서해로 이어지는 중요한 전이생태계인 한강하구의 보전과 지속 가능한 이용에도 악영향을 끼칠 수밖에 없다. 따라서 한강유역, 특히 수도권에 집중되어 있는 인구와 경제활동을 유역내의 다른 지역이나 유역 바깥의 다른 지역으로 분산시켜 유역 환경과 한강하구에 미치는 압력을 완화시킬 필요가 있다. 또한 한강유역의 수용력을 증가시킬 수 있도록 생태계 생산력을 회복하기 위한 적극적 생태계 복원정책을 추진할 필요가 있다. 이런 점에서 자연하구의 원형을 잘 유지하고 있으며, 생물종다양성과 생산력이 높은 한강하구의 보전과 지속 가능한 이용을 위한 구체적인 조치가 시급히 시행될 필요가 있다.

혼합결제방식에서 수입화물선취보증서 발행은행의 보증책임 범위 (The Range of Guarantee Responsibility by an Issuing Bank of Letter of Guarantee under Mixed Settlement Method)

  • 본 연구는 선하증권이 발행된 국제무역거래에서 화물이 서류보다 일찍 도착하여 원본 선하증권 없이 화물을 인도 받기 위해 국제적으로 통용되고 있는 상관행인 수입화물선취보증서를 기존 연구와 다른 관점에서 고찰하고자 한다. 혼합결제방식 하에서 발행된 수입화물선취보증서의 보증책임 범위를 판례를 통해 분석하고 국제적인 상관행으로 자리잡고 있는 수입화물선취보증서의 원활한 활용을 위한 다음 두 개의 대안을 제언한다. 첫째, 혼합결제방식을 이용한 경우, 수출업자는 상업송장을 발행함에 있어 결제방식의 결제대금을 각각 분리해서 발급해야 수입화물선취보증서의 보증책임 한도에 대한 명확한 의사표시가 이루어질 수 있을 것이다. 둘째, 수입화물선취보증서의 발행은행은 보증서 발행의 보증책임 범위를 명확히 하기 위해 기존 양식에 책임한도를 제한한다는 취지의 문구를 추가한 새로운 수입화물선취보증서 양식의 구축이 필요하다.

DYMO 라우팅 프로토콜의 이동 속도와 트래픽 부하에 따른 경로 축적의 효율성 (Efficiency of Path Accumulation with DYMO Routing Protocol in Mobility and Load Environment)

  • MANET에서의 전통적인 라우팅 프로토콜은 일반적으로 두 종류로 나눠지는데 proactive 라우팅 프로토콜과 on-demand 라우팅 프로토콜이다. 라우팅 정보의 proactive 전파와 reactive 발견 사이에는 필수적인 trade-off 가 존재한다. 모든 시나리오들을 충족하는 라우팅 프로토콜이 존재하지 않는 것은 분명하다. 그래서 최적의 라우팅 프로토콜을 발견하기 위한 연구가 계속되고 있으며 IETF의 MANET 워킹그룹은 여러 다른 프로토콜을 제안 중에 있고 그 중에 하나가 on-demand 라우팅 프로토콜의 AODV를 계승한 DYMO(Dynamic MANET On-demand)이다. DYMO는 경로 축적 메커니즘을 채택하였다. 경로 발견 과정에서 노드들은 라우팅 메시지를 포워딩하기 전에 그들 자신의 라우팅 정보도 패킷에 추가할 수 있다. 결국 소스와 목적지 사이의 모든 노드들의 라우팅 정보가 교환되는 것이다. 이 논문에서는 이 경로 축적 메커니즘의 사용 유무에 따라 다양한 속도와 트래픽 부하에서 DYMO의 성능이 어떻게 변하고 최적의 환경은 무엇인지 연구해보고자 한다.

상급종합병원의 4대 중증질환 의료 서비스 품질과 보호받을 권리 및 존엄성 유지에 관한 연구 (A Study on the Quality of Healthcare Services for Four Critical Illnesses and the Maintenance of Right to Protection and Dignity in a Senior General Hospital)

  • Purpose: The unique nature of life-and-death healthcare services sets them apart from other service industries. While many studies exist on the relationship between healthcare services and customer satisfaction, most of them focus on mildly ill patients, ignoring the differences between critically ill and non-seriously ill patients. This study discusses the actual quality of healthcare services for patients who are facing life-threatening illnesses and are on life support, as well as their right to protection and dignity. Methods: The survey conducted to 149 patients with the four major illnesses: cancer, heart disease, brain disease and rare and incurable disease, those who have experiences with senior general hospitals. Results: The basic statistics of this study are adequate to represent the four major critical illnesses, and the reliability and validity of this study's hypotheses, which were measured by multiple items, were analyzed, and the internal consistency was judged to be high. In addition, it was found that the convergent validity was good and the discriminant validity was also secured. When examining the goodness of fit of the hypotheses, the SRMR, which is the standardized root mean square of residuals that measures the difference between the covariance matrix of the data variables and the theoretical covariance matrix structure of the model, met the optimal criteria. Conclusion: The academic implications of this study are differentiated from other studies by moving away from evaluating the quality of healthcare services for mildly ill patients and focusing on the rights and dignity of patients with life-threatening illnesses in four senior general hospitals. In terms of academic implications, this study enriches the depth of related studies by demonstrating the right to protection and dignity as a factor of patient-centeredness based on physical environment quality, interaction quality, and outcome quality, which are presented as sub-factors of healthcare quality. We found that the three quality factors classified by Brady and Cronin (2001) are optimized for healthcare quality assessment and management, and that the results of patients' interaction quality assessment can be used to provide a comprehensive quality rating for hospitals. Health and human rights are inextricably linked, so assessing the degree to which rights and dignity are protected can be a superior and more comprehensive measurement tool than traditional health level measures for healthcare organizations. Practical implications: Improving the quality of the physical environment and the quality of outcomes is an important challenge for hospital managers who attract patients with life and death conditions, but given the scale and economics of time, money, and human inputs, improving the quality of interactions and defining them as performance indicators in hospital quality management is an efficient way to create maximum value in the short term.

The Prospects of International Cities in China

  • Since 1980's there have been two trends that obviously developed in the would -- economics globalization and urban internationalization. China, with is reform and opening-up policy and rapid economic growth, keeps pace with these two trends. The term "International City" has no putative standard or definition. If we make an analogue of urban functional hierarchy in the world with a pyramid, the International Citiesa are the few elites on its top. The highest level international cities can be called "World City" or "Global City". In today's new international division of labor, they are diversified leading cities with control capacity on a world scale, like New York, London, and Tokyo. The secondary international cities are either diversified cities with influence and regulative functions on multinational scale or specialized cities on politics, economics, culture, or other aspects with worldwide impact. Judged by different criteria, there is no city that is qualified as International City with the exception of Hong Kong, which was returned to the P.R. of China in 1997. Nevertheless, Some favorable conditions for the development of the international city still exist in China. This country is already the sixth largest economic entity in the world, and the second largest economic entity in the world, and the second largest one if GNP estimated by ppp. Furthermore its import and export value make up for 40% of its GNP, indicating that China is repidly merging into global economy. In this 1, 2 billion-population country, the difference of economic levels between urban and rural, coastal and inland regions is so big that a few metropolises in the coastal region have the possibilities and potentials to develop into international cities regardless of rather low GNP per capita of the whole country. This article will focus on analysis from several perspectives, such as the proportion of foreign trade values in GDP, the proportion of imports and exports by foreign funded enterprises in total foreign trade value; distribution of the 500 largest foreign-funded enterprises; distribution of the 500 enterprises with largest import and export values; distrigbution of foreign computer and telecom companies with offices in China; the number of outward flights per week and the international tourists; the value of foreign capital used in cities and so on. From this analysis, it is predicted that Chinese international cities will surely emergy from the eastern coastal regions and they must be the core cities of metropolitan interlocking regions that have been formed or in the process of forming. Those international cities will arise from south to north in turn : Hong Kong-Guangzhu, Shanghai, Beijing-Tianjin, and perhaps the last one is Dalian-Shenyang. The other side of this issue is that there is a long way for the coming international cities in China except Hong Kong. At least China and these core cities must continually devote to (1) improve the regional composition of foreign capital sources. (2) improve the composition of export commodities. (3) improve the investment environment (including hard and soft environment) to attract more transnational corporations to settle. (4) deepen the reform of state-owned enterprises and establish Chinese own transnational corporations to enter the world market.ons to enter the world market.

포항항의 VTS 서비스구역 설정에 관한 연구 (A Study on the Establishment of VTS Service Area in Pohang)

  • In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.

Plant Growth Promoting Activities of Some Rhizosphere Bacteria and their Effect on Brassica rapa Growth

  • The necessity to develop economical and eco-friendly technologies is steadily increasing. Plant growth promoting rhizomicrobial strains PGPR are a group of microorganisms that actively colonize plant roots and increase plant growth and yield. Pot experiments were used to investigate the potential of some rhizobacterial strains to enhance the Brassica rapa growth. Microbial strains were successfully isolated from the rhizosphere of Panax ginseng and characterized based on its morphological and plant growth promotion characters. Surface disinfected seeds of Wisconsin Fast B. rapa were inoculated with the selected PGPR microorganisms. The different pots treatments were inoculated by its corresponding PGPR ($10^7cfu\;mL^{-1}$) and incubated in the growth chamber at $25^{\circ}C$ and 65% RH, the light period was adjusted to 24 hours (day). NPK chemical fertilizer and trade product (EMRO, USA) of effective microorganisms as well as un-inoculated control were used for comparison. Plants harvested in 40 days were found to have significant increase in leaf chlorophyll units and plant height and also in dry weight of root and shoot in the inoculated seedlings. Root and shoot length and also leaf surface area significantly were increased by bacterial inoculation in sterile soil. The study suggests that Rhodobacter capsulatus and Azotobacter chroococcum are beneficial for B. rapa growth as they enhance growth and induced IAA production and phosphorus solubilization. This study presents some rhizomicrobial strains that significantly promoted growth of Wisconsin Fast Plant B. rapa in pot experiment under different soil conditions.

유전자변형 생물체의 위해성평가 (Risk Assessment of Genetically Modified Organisms)

  • New breeding method by genetic engineering is expected as a key technology to solve food shortage due to the growing world population in the year 2000s. Many genetically modified organisms (GMOs) were already developed and the commercial cultivation had started. The first GMO, Flavr Savr tomato, which rotted at a much slower pace than ordinary ones, was developed in US in 1994. Since then, over than 70 different agricultural products including corn, cotton, soybean, papaya, potato, and squash made with genetically modified plants are reportedly on sale worldwide. Supporters favor the GMOs because they have greater yields, longer shelf lives and stronger resistance to disease and insects. On the other hand, opponents say that the supporters ignore a potential danger that they may damage the environment as well as human beings. To assure the safe development and use of GMOs as food and other biotech products, the possible risks on biological environment and human health should be throughly examined and regulated by developer and government. Because the biosafety problem is a global, environmental, and trade issue, a new international treaty is under development. The Cartagena Protocol on Biosafety was adopted at the 1 st Extraordinary Conference of Parties of the Convention on Biological Diversity which was held at Mont-real, Canada, Jan. 29th, 2000. The adoption of the Protocol is seen as a breakthrough in that it is based on the" Precautionary Principle" despite scientific uncertainties surrounding potential risks that GMOs may inflict on human health and the environment and that it has laid the ground for introduction of specific steps to handle international trading of GMOs. In this paper, the authors would like to introduce the current status and perspective of environmental and human risk assessment of GMOs.t of GMOs.
