The modern state has always followed a variety of risks in the industrialization and informatization trends in the development of science and technology. Under such an environment, A matter of State compensation should take into consideration a variety of values such as harmony relief victims' rights in accordance with the principles of the rule of law, suppression of illegal acts of public servants, ensuring stable performance of official duties, the national treasury stability. As the state takes responsibility for an act of a public servant in a modern constitutional state, there may be a doubt on that the state takes responsibility only when there is a deliberation or a mistake. According to the theory of the self-responsibility, which suits the Constitution, the principle of liability with mistake on the State Compensation Law shall be excluded. I agree to the opinion that a subjective responsibility prerequisite such as a deliberation or a mistake is not required in relation to the liability of reparation on the State Compensation Law. Therefore, it is needed to convert the principle of state liability of reparation from the principle of liability with mistake to the principle of liability without mistake through a fundamental revision of the State Compensation Law.

This study conducted a survey on the current status and satisfaction of libraries participating in the opening hours support project in order to continue it to meet the purpose of improving information access and life welfare. To this end, a questionnaire and interview survey were conducted for those in charge of opening hours for each library, and the results are as follows. First, the opening hours support project is a project that needs a strategy that fits the characteristics of the region and the environment. Therefore, it is necessary to consider operating independently rather than relying on national support in the future through the preparation of regional-oriented operation plans. Second, it is necessary to establish a flexible operating model for opening hours that both employees and users can understand. Third, it is necessary to prepare an organizational operation plan that requires both duties and responsibilities along with the rights equivalent to existing regular employees. Fourth, in order for national public libraries in Korea to develop and implement a consistent policy for specific policies and projects, it is necessary to unify the separate public library operating system in the future. Fifth, it is necessary to prepare education and guidelines for the continuity and stable operation of the project, and to activate services other than labor costs, such as support for improving the space for the user's pleasant use.
The Total Pollutant Load Management System(TPLMS) in the Han River basin is being changed from a voluntary to a mandatory system. Accordingly, this study suggests directions and priorities for research that can support implementation of TPLMS through an objective approach that deploys gap analysis and analytic hierarchy processes (AHP). Gap analysis indicated that TPLMS in Korea is still focused on compliance with regulations, and that implementation of TPLMS is still in its early stage. Improvements are thus needed in flexibility and effectiveness, including introduction of emissions rights trading, and upgrading to a renewable emissions permit system. The AHP study indicated that R&D will need to proceed in parallel in multiple areas to improve systems and resolve scientific uncertainties. Balanced R&D will be needed in both the institutional and technical groups. Subgroup analysis indicated that developing a reasonable process to establish water quality management targets is of the highest priority in the institutional group. In the technical group, higher priority will need to be given to improving model reliability and developing innovative pollution load reduction technologies.
In the Northeast Asian region fisheries agreements of the past regarding high seas as an agreement area were transformed or new agreements were introduced in order to conform to the EEZ regime. However, the existing joint regulatory zone which “open” status is somewhat similar to the high sea not only disappear, but also two new systems were established. To begin with, parties of the agreement claimed their EEZs to be from the territorial sea baselines to the extent set forth, problem of the fishery access of the other party under the agreement is to be solved on the principle of reciprocity and on recognizing of the catch results achieved in the past. In regards to the overlapping zones like neutral zone of the East Sea of Korea(Sea of Japan) and neutral zone to the south of the Cheju Island, provisional measures zones in the Yellow Sea and in the East China Sea, and transitional zone of the Yellow Sea special fisheries management systems reflecting the legal character of the zone involved are applied. Moreover, as fisheries agreements defining open sea as an agreement zone are not able to conform to the EEZ regime, so new fisheries agreements must be taken out from old systems and conceptions, and must be understood and enforced from the new point view. Therefore, countermeasures needed to do so should be developed, and their basic structure is as follows. Firstly, the basic concept of the EEZ regime requires that the coastal states have sovereign rights on their sea zones' natural resources and bear responsibilities appropriate to their allowed jurisdiction. Each Northeast Asian state should adjust the structure of fishing industries and employ advanced fisheries management system, and should make efforts toward such issues of the state policy as increasing fishery resources and preserving ocean environment. Secondly, measures should be developed to solve the international fisheries disputes which are to occur under enforcement of the new fisheries agreements system. In regards to the acts of violation the fisheries laws in the foreign EEZ the principle of jail sentence prohibition is established by the UN Convention on the Law of the Sea, and every fisheries agreement reflects this principle. Therefore, the present question is to consider concrete measures to enable the easy release of the seamen, who violated fisheries laws slightly and well-intently, through establishment and management of the guarantee fund needed to make collateral reasonable. Thirdly, Korean-Russian and Russian-Japanese fisheries relations were formed on the basis of the EEZ regime, since 1992 and 1977 respectively, and are expected to maintain mutually beneficial cooperative character. As for Korean-Chinese-Japanese fisheries relations, the operational problems of overlapping zones, and problem of the permits for EEZ mutual access should be solved on the basis of the principle of reciprocity and equity rather than unilaterally from any side.

Due to the advancement of IPTV technologies, open IPTV services are a step closer to becoming reality. In such service environment, users are able to enjoy IPTV services using a variety of devices available at their home domain. However, it is impossible to get such flexible services at their convenience unless each of devices is individually connected to Set-Top-Box (STB) because of Conditional Access System (CAS) or service providers otherwise allow STB to freely distribute decoded contents to every user devices attached to STB. In this paper, we propose a key management scheme for securely distributing contents from STB to multiple user devices at home domain. The proposed scheme also makes the service providers be able to control the access rights to each of user devices without installing individual STBs. It is achieved by computationally dividing a private key of RSA signature scheme into three parts and thus makes possible to distribute the contents scrambled through a underlying CAS mechanism without re-encrypting them that the existing scheme should employ. It improves significantly computation and communication complexities, maintaining it as secure as the existing schemes. Additionally, it prevents misbehaving users from illegally distributing the contents from STB to their devices available at home domain.
The purpose of this study drew the core elements of ISO26000 by analyzing the elements suitable to the characteristics of casino companies, and examined the influence of the core elements of ISO26000 on organizational trust following the level of organizational trust of employees. As a result of the factor analysis, among the 7 measurement items of ISO26000, improvement of governance and fair operating practices were simplified into one factor and thus 6 factors were used for empirical analysis. Therefore, multiple regression analysis using least square method was conducted to examine the impacts of the 6 elements. As a result, 5 variables excluding human rights had significant impacts on the organizational trust. Concretely, the 5 core elements of ISO26000 (labor practices, governance and fair operation, consumer issues, environment and community social and economic development) had significant impact on organization trust in order. In addition, the results of quantile regression analysis show the core elements of ISO26000 had different impacts on organizational trust depending on the level of organizational trust of employees.

This study was aimed to explore the level of awareness of Korean teachers and college students towards sustainable development(SD) and education for sustainable development(ESD). A survey was conducted to understand the present status of awareness of SD and ESD among 317 college students and 625 teachers in Korea from April to May of 2005. The questionnaire included items asking whether they heard about terms such as sustainability or sustainable development, the source of information on SD, the level of understanding or the urgent task for SD in Korea. It also included questions about experiences in participating in or conducting ESD, the need for ESD, important areas in and the modality for ESD and the willingness to participate in ESD. The results showed that the level of awareness on SD among teachers was low compared to college students, who have a relatively high level of access on SD issues through textbooks and classes in high school. Interestingly, most of college students replied that they never received any ESD, even though they learned SD in class. Both the teacher and student group thought that tile priority of sustainable development should be an 'environment-related' area in the social, economical and environmental perspectives. Most of the students and teachers considered the concept of SD as 'pursuing the balance between environmental protection and economic development.' Some of the teachers recognized the concept of sustainable development in the paradigm of continuous economic development. Both groups responded that the urgent task related to sustainable development is 'environmental protection' and the 'reduction of poverty.' On the other hand, they had experiences in teaching related to natural resources, gender equity, health, human rights, climate changes and other SD issues in class, but not under the name of ESD. They also emphasized 'critical thinking and problem solving & decision-making' in education. Most of the students and teachers responded that it was needed to carry out ESD, and that the way of life for SD would be the priority. It is suggested that various pedagogy and modalities according to various target groups should be considered in providing ESD. It is necessary to use more effective strategies for ESD rather than just introducing the concept of SD. Also, it is needed to review the ESD practices of teachers and improve the quality of education within the scope of ESD.
In this paper, we construct the TMO-based object group model on distributed environment, and analyze and evaluate the executability for distributed real-time service of our object group model by developing the distributed real-time application simulator applying the model. The Time-triggered Message-triggered Object(TMO) is a real-time server object having real-time property itself. The TMO-based object group is defined as a set of objects which logically reconfigured the physically distributed one or more TMOs on network by a given distributed application. For supporting group management of the server objects, the TMO-based object group we suggested provides the functions which register and withdraw the solver objects as a group member to an arbitrary object group, and also provides the functions which insert and delete the access rights of server objects from clients. Also, our model was designed and implemented to support the appropriate object selection and dynamic binding service for a single TMO as well as the duplicated TMOs, and to support the real-time scheduling service for the clients which are requesting the service. Finally, we developed the Defence System against Invading Enemy Planes(DSIEP) simulator as a practical example of distributed real-time application by applying our model, and evaluated the adaptability of distributed service strategies for the group components and the executability of real-time services that the TMO-based object group model provides.

The purpose of this study is to develop evaluation indexes for improving the quality of long-term care institutions (facility salary) evaluation in the sense that the applicability and effectiveness of previous studies related to the development of evaluation indexes for long-term care facilities for elderly are insufficient. There was this. To this end, an analytical review of the 2018 long-term care institution (accommodation benefit) evaluation index, an analysis of Japan's elderly long-term care home evaluation index, and the elderly long-term care facility workers in Korea and the special care home for the elderly in Japan FGI on evaluation indicators and evaluation system was conducted. Based on the results of the research, evaluation indicators were developed in terms of supporting users to receive high quality services. The characteristics of the elderly, that is, the characteristics of elderly diseases that are difficult to maintain and improve, the direction and transparency of institutional operation, and the need for terminal care were reflected. Forty-three evaluation indicators were presented, covering institutional operations, environment and safety, beneficiary rights protection, payroll process, and payroll results. In addition, we proposed a four-step multi-level evaluation system that can improve the efficiency of the evaluation process by improving the redundant and unnecessary evaluation process.

The study was to improve the right to the enjoyment of culture of persons with visual impairment by increasing the accessibility to art exhibitions and exploring assistive measures through needs assessment survey of persons with visual impairment on arts exhibition. We used total 83 responses collected through an online survey. The result are as follows. First, watching movies at a teather was the most frequent leisure activity among persons with visual impairment, while respondents reported attending art exhibitions as the least frequent activity. Yet, 71.1% included attending art exhibitions as one of their top 5 culture and leisure activities. Most of the respondents reported the purpose of attending art exhibitions as fun. However, a primarily visual atmosphere prevented them from visiting the exhibition. Second, persons with visual impairment preferred approaching the art to have a closer look. More than about 50% of the respondents used their residual vision. Most of the respondents reported to use more than two senses when appreciating the exhibits. Moreover, respondents reported that devices/services for multi-sensory experiences would be helpful to appreciate the art. The findings imply that the consideration of the characteristics and needs of persons with visual impairment is required for establishing the environment of art exhibitions. This could further contribute to the improvement of the right to the enjoyment of leisure and culture of persons with visual impairment and lead to the realization of social integration.
