건강한 야간환경 조성을 위한 목포시 옥외조명의 빛공해 평가 (Light Pollution of Outdoor Lighting in Mokpo-si)

  • Nowadays, the lighting of urban nightscape has become important for improvement in city. Lighting the outdoor is different that lighting an interior. Outdoor lighting designs should be designed to minimize glare, light trespass, light clutter and energy conservation to avoid light pollution. Mokpo city launched into a large scale project of the city beautification using outdoor lighting. However, outcomes of outdoor lighting project have faced strong opposition from environmental groups. This study aims to analyze the light pollution of outdoor lighting in Mokpo-si for creating a health night environment. The Radiant Imaging Prometric-1400 was used to measure the luminance of Yudal Mountain, Goha Island and Luminarie Street. The result showed that the all the outdoor lighting produce light pollution and some places like mountain and island did not need a lot of lighting all the time.

  • Land cover map is a typical GIS database which shows the Earth's physical surface differentiated by standardized homogeneous land cover types. Satellite images acquired by Landsat TM were primarily used to produce a land cover map of 7 land cover classes; however, it now becomes to produce a more accurate land cover classification dataset of 23 classes thanks to higher resolution satellite images, such as SPOT-5 and IKONOS. The use of the newly produced high resolution land cover map of 23 classes for such activities to estimate non-point sources of pollution like water pollution modeling and atmospheric dispersion modeling is expected to result a higher level of accuracy and validity in various environmental monitoring results. The estimation of pollution from non-point sources using GIS-based modeling with land cover dataset shows fairly accurate and consistent results.

The Effect of Aircraft Traffic Emissions on the Soil Surface Contamination Analysis around the International Airport in Delhi, India

  • To investigate the effect of aircraft traffic emissions on soil pollution, metal levels were analyzed for 8 metals (Fe, Cr, Pb, Zn, Cu, Ni, Mn and Cd) from the vicinity of the Indira Gandhi International (IGI) airport in Delhi, India. The texture of the airport soil was observed to be sandy. Among the metals, Cd showed minimum concentration ($2.07{\mu}g\;g^{-1}$), while Fe showed maximum concentration ($4379{\mu}g\;g^{-1}$). The highest metal accumulation was observed at the landing site. Significant correlations were observed between metals and different textures (sand, silt, and clay) as well as with organic carbon (OC). The results indicate that grain size play a major role in OC retention in soil and subsequently helps in adsorption of metals in soil. M$\ddot{u}$ller's geoaccumulation index (I-geo) showed that airport soil was contaminated due to Cd and Pb with the pollution class 2 and 1, respectively. Pollution load index of the airport site was 1.34-3 times higher than the background site. The results of factor analysis suggested that source of the soil metal is mainly from natural weathering of soil, aircraft exhaust, and automobile exhaust from near by area. With respect to Dutch target values, the airport soils showed ~3 times higher Cd concentration. The study highlighted the future risk of enhanced metal pollution with respect to Cd and Pb due to aircraft trafficking.

  • Air quality issues in Korea rapidly changed at the beginning of the 1990s from primary to secondary pollutants starting in Seoul, the capital of Korea. The present frame of national air pollution monitoring networks was established between the end of the 1980s and the beginning of the 1990s. Background monitoring was initiated in the middle of the 1990s in response to increasing public concern about the long-range transport of air pollutants. Apart from the national monitoring, both routine and intensive measurements of fine particles have been made for research purposes since the middle of the 1990s at several background sites. However, air pollution monitoring in urban areas for other purposes was relatively scarce as national monitoring has been concentrated in these areas. Although ozone pollution has become a significant issue in major metropolitan areas every summer, only a little information on ozone precursors is available. During the past few years, the number of national monitoring stations has greatly increased. The government has a plan to gradually expand monitoring items as well as stations. It is anticipated that highly detailed information on both photochemical reactants and products will be available within the next several years. More emphasis will be placed on toxic substances based on risk assessment in monitoring for both research and policy making.

A Study on the Subjectivity of Fashion and Environmental Pollution

  • 본 연구는 20대에서 60대까지의 여성을 대상으로 하여 환경오염과 패션산업의 관계에 대해서 어떻게 생각하고 있는지를 조사하고 그 인식을 유형화하였다. 이를 통해 패션산업이 환경문제를 개선하기 위해 나아갈 방향에 대해 알아보고자 하였다. 패션과 환경오염에 대한 인식유형은 4개로 분석되었다. 제1유형은 의류를 생산하는 과정과 소비하는 과정이 환경오염을 유발한다고 인식하지만, 패스트패션을 선호하고 트렌드를 중시하는 유형이었다. 제2유형은 패션산업이 공기와 수질을 오염시킨다고 생각하며, 가격이 비싸다면 리사이클링 의류를 구매하지는 않는 유형이었다. 제3유형은 패션산업이 환경오염의 주범이 아니라고 생각하며, 옷을 구매하면 오래 착용함으로써 환경을 지켜야 한다고 생각하였다. 제4유형은 환경을 먼저 고려하고 헌 옷을 구매하고 옷을 바꿔 입는 등 환경오염을 줄이기 위해 노력하는 유형이었다. 환경의 중요성이 커진 만큼 패션 분야에서도 환경오염을 줄일 수 있는 다양한 노력이 필요할 것으로 생각된다.

수도품종의 대기오염적응성 (Study on Adaptability of Rice Varieties at Air-Pollution Site)

  • 수도오염지역에 적응하는 수도품종을 선정할 목적으로 10개 장려품종을 공시하여 년중 계속해서 배출되는 복합오염물(SO$_2$, HF)의 영향을 받고 있는 오염지역과 이로부터 7km 떨어져 있는 비오염지역에서 실험을 수행하였으며 엽내오염물함량, 연반률, 수량 및 엽록소함량을 조사, 비교한 결과는 다음과 같다. 1. 오염지역에서 재배한 벼의 엽내 전류황 및 불소함량이 비오염지역에서보다 많았으며 연반은 오염지역에서만 발생하였는데 다수계품종이 일반계품종보다 연반발생률이 훨씬 높았다. 2. 연반발생률과 오염지역에 대한 비오염지역의 불소함량비율간에는 단상관이 그리고 연반발생률과 불소 및 전류황함량비율간의 중상관은 유의성이 인정되었으나 전류황함량비율과는 관계가 없었다. 3. 공시한 10개 품종중 오염지역에서 수량성이 높았고 비오염지역에 대한 오염지역에서의 수양비율이 높았던 낙동벼. 동진벼, 남풍벼, 서광벼 및 청청벼 둥을 대기오염지역에 적응하는 품종으로 선정할수 있었다. 4. 오염지역에서 생육한 벼는 주당수수, 1,000입중 및 등숙비율이 비오염지역보다 낮았으며 대기오염에 적응하는 품종들은 두 지역간 주당수수 및 등숙비율의 변이가 적었다. 5. 오염지역에서 생육한 벼의 지엽내 엽록소함량은 비오염지역에서의 것보다 낮았는데 엽록소 a가 b보다 대기오염물에 대하여 더 민감한 반응을 보였다. 6. 비오염지역에 대한 오염지역의 품종별 수량비율은 품종의 연반율, 두 지역간 엽내 전류황함량비율, 불소함량비율 및 엽록소함량비율 등과 아무런 관계도 인정되지 않았다.

전국 및 경기도를 대상으로 한 토양오염실태조사의 효율성 제고방안 (Improvement of the Soil Pollution Investigation in South Korea and Gyeonggi-do)

  • 본 연구는 전국 및 경기도에서 수행한 토양오염실태조사를 평가하고 그 효율성을 제고하기 위하여 수행하였다. 2002년${\sim}$2007년 동안 경기도 및 전국의 실태조사결과 오염발견율은 전국이 2.7%, 경기도가 평균 1.9%를 나타내 일본, 미국에 비해 낮은 발견율을 나타내었다. 또한 전국의 중금속과 석유류 기준초과물질 구성 비율이 89.8%와 8.9%였는데, 이는 중금속을 대상으로 하는 표토 조사대상이 38%인 점과 석유류를 대상으로 하는 심토의 조사비중이 62%를 나타낸 것과 모순된 현상으로 심토에 대한 조사방법의 개선이 요구된다. 오염 발견율에 영향을 미치는 요소로 지점선정단계, 시료채취단계, 시료분석단계를 들 수 있으며 이중 가장 중요한 지점선정단계에 있어서 우선순위선정을 위한 방침을 제시하였다. 부연하여 사후관리를 위한 방안으로 녹색업체 부여 등의 인증 제도를 건의하였다.

방제선 등 배치의무의 법적 성질 및 민간개방의 정당성에 관한 연구 (A Study on the Legal Nature of the Duty to Arrange Spill Clean-up Equipment and the Issue on the Justification of Its Privatization)

  • Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. For this purpose, it is necessary to manage and supervise the maintenance and improvement of the control capability of the marine environment management business. It is also necessary to discuss the introduction of the grading system for the control ability of the civil control companies alike in major countries.

한국 환경정책의 발달동인 : 정책의 창문은 어떻게 열렸는가? (Dynamics of Environmental Policy Development in Korea : How did the Policy Windows have been opened?)

  • This paper examines the dynamics of environmental policy development in Korea by reviewing some of the ways on how the policy windows have been opened. There are a lot of theoretical arguments about the major factors influencing policy development or changes. Many scholars have believed that severe pollution accidents or salient environmental episodes might have been the main motivation of environmental policy development. This line of argument seems valid, especially with the water pollution control policy in Korea. Water pollution control programs had rapidly expanded along with the series of water pollution accidents in the tap water sources from the late 1980s to mid-1990s. However, regarding other major env. issues, various other factors have played more important roles in the development of the relevant policies. In case of air pollution control policy international sport events such as, 1986 Asian Games, 1988 Summer Olympics, and 2002 World Cup Competition, have contributed for the development. The municipal solid waste management policy partly owed its development to the introduction of local autonomy system in the mid-1990s. Even the foreign currency crisis occurring in December 1997 helped the policy paradigm shift from rigid supply-oriented to soft demand-oriented approaches. After closely looking at the dynamics of environmental policy development in Korea, this paper tries to identify the logical background of the observed outcomes.
