Customs Administration strategies under FTA's trade environment (FTA 무역환경에서의 관세행정 전략)

  • The Customs Administration, unlike other administrative service, should respond to constantly changing external environment. The Customs has to actively adapt itself to government policy changes, economic changes and international environment changes to facilitate the flow of trade logistics and maintain trading relations wi th other countries. The purpose of this paper is to explain policy directions of the Korea Customs Service which enforces various policies related to tariff and non-tariff barrier elimination for the trade liberalization while the Korean government is pursuing FTAs on a multi-track basis. This paper aims to seek ways to apply FTA policies to the Korean society and economy in a smooth manner. First of all, this paper examines changes in Customs administration brought by the proliferation of FTAs to such areas as FTA negotiations, import/export management, duties and taxes collection, drawback reduction/exempt ion of duty application area of preferential tariff rate and country of origin management. Then, the paper sets FTA missions of "supporting Customs Administration to lead the new trend of free trade environment" after analyzing the environment changes. To achieve the FTA mission mentioned above, the KCS designated 4 strategies and 40 implementation tasks. The 4 strategies are named "4C Strategies" taking initial letters from Client-oriented, Customized procedures, Cooperation and Constitution. "4C" also refers to Foresee(strategies to foresee the successful establishment of FTA policies) or For C(Customer or Customs). The KCS will continue to create new tasks through various channels and monitor their implementation process, and to help FTA regime successfully take root in Korea.

Analysis of the Effects of Birth Encouragement Policy according to Changes in the International Trade Environment: Focusing on Generation MZ

  • Purpose - Population is the foundation for maintaining and growing the strength of a nation, and a certain number must be maintained for the growth of the national economy. and Amidst the changing population structure where the elderly population is steadily increasing while the productive population is gradually decreasing, there is a practical need for devising solutions to overcome the low birth rate. Design/methodology/approach - For conducting this study, data was collected from a total of 1,000 residents of Goyang city, aged 19 and above. Out of these, empirical analysis was conducted using the SPSS 29.0 statistical program on the response data of a total of 247 individuals, including 156 individuals in their 20s and 191 individuals in their 30s, who belong to the MZ generation. Findings - The results showed that first, the awareness of the childbirth encouragement policy did not significantly affect the child-rearing environment. The perception of the importance of the childbirth encouragement policy had a positive and significant effect on the child-rearing environment. Moreover, the child-rearing environment had a positive effect on marital attitudes. Research implications or Originality - Thus, rather than the effects of awareness through the promotion and education of national childbirth policies, it is preemptively necessary to realize substantial childbirth encouragement policies for improving the child-rearing environment.

Estimating the Reliability of Commercial Products in a Military Operational Environment Utilizing Field Data (사용현장 데이터를 이용한 군 운용 환경에서의 상용품목 신뢰도 예측)

  • Adapting commercial equipments to military operations may provide the advantage of low cost, reduced acquisition time, and technology advancement. On the other hand, it may also offer the opportunity for a reliability and logistics risk because commercial products, standards, and practices may not meet military requirements. In addition to this, commercial vendors have little experience in providing the technical data required to support military deployment logistics. As more companies are equipped with data aquisition systems for their products, considerable amount of field warranty data has been accumulated. Typically, the field data for a given product comprise with the sales volume and the number of the claims for each period. Three types of product data are considered in this study: military designed equipment operating in a military environment, commercial equipment operating in a military environment, and commercial equipment operating in a commercial environment. We construct a estimation model for each type of data and propose an reliability transform method from a commercial environment to a military environment. Parametric methods for estimating the product reliability are proposed based on maximum likelihood criteria and least square criteria. Then a reliability transform procedure for handling different types of data is proposed in a consistent fashion. A case study is investigated to characterize our model based on a real field warranty data set.

  • As port competitiveness is becoming more important in the global market environment RFID (Radio Frequency Identification) Is also becoming a crucial enabler In implement efficient visible, secure and productive ports. However there Is a lack of practical validated RFID technology acceptance cases in the port logistics industry until now, even though various related projects have been undertaken. In this study, we applied 13.56MHz passive RFID readers, tags, and their applications into existing bar-code based gate systems to improve the port logistics process, and we analyzed results of a pilot test in economic and non-economic perspectives. The main purpose of this study is to develop the RFID based automatic gate passing system in container terminals, and is to validate its economic and non-economic feasibility. In order to accomplish the purpose of this study, first, we examined previous researches on RFID technology acceptance in the port logistics industry, second, we Identified and analyzed the business process of existing gate systems in container terminals, third, we build RFID gate systems with 13.56Mhz tags, readers, and its middle-ware, finally we tested the system and its performance. The results were successful and showed the feasibility of the system in real container terminal gates. Economic and non-economic contribution was confirmed. Although the system has technological limitations with short range passive type, we clearly identified its potential capability and its economic validity in the field, which are the implications of this study.

  • Recently, China opened Yangshan port and provides a variety of benefits for shipping companies. Japan plans to reduce logistics costs and improve efficiency through the established 'super major ports' project. According to the 'hub and spokes' system, the number of direct calls toward North-Chinese ports are increasing. This changing environment has negative effects on the amount of transshipment cargos in Korean ports. In order to make a hub port of a domestic port, it is necessary to develop northeast Asian Feeder networks. Therefore, this paper analyzes the structure of northeast Asian feeder networks through the case study of European feeder networks strategy. Finally, we suggests the plans to reinforce feeder networks, which are strategic terminal operation, strategic alliances between shipping companies and port co-operation, for win-win strategy in the competitive northeast Asian market.

  • RFID technology is considered as a promising solution to increase efficiency of port logistics. Especially active RFID technology, such as e-Seal for container security, is receiving attention nowadays. If active RFID system is combined with passive RFID and legacy bar-code system overall efficiency of port logistics can be improved However, due to the device dependent control interface of RFID readers, there are many difficulties in making active-passive combined RFID system environment. In this paper, we introduce Smart Reader Interface (SRI) system, which provides a device independent RFID reader interrace to control different kinds of RFID readers by hiding device dependent control interface through adapter architecture which is similar to device driver of conventional operating systems. The key design objectives of SRI are the followings; conformance to the related standard. efficiency in processing, easy addition of an adapter for a new RFID reader. Actually, the implemented SRI system can support various kinds of commercial RFID readers, and through the test carried out not only in laboratory but also in the container terminal in the GwangYang Port, its practicality is verified.

The Effect of E-Service Quality on Customer Satisfaction and Repurchase Intention: Focusing on Fresh Food (E-서비스품질이 고객만족도와 재구매의도에 미치는 영향: 신선식품을 중심으로)

  • The purpose of this study is to confirm the influence of E-service quality of fresh product quality, logistics quality, and website quality on customer satisfaction and repurchase intentions. For the analysis, we used SPSS 23.0 to perform multiple regression analysis with 284 people who have purchased fresh food from China E-Services. The research results show that the better the E-service quality, the more positive (+) impact it has on customer satisfaction. In the relationship between E-service quality and purchase intention, customer satisfaction has a media effect. Through the analysis of the results, in order to improve customer satisfaction, it is necessary to focus on the quality of fresh food, provide excellent logistics, and allow customers to use convenient websites. This study only studies the general environment of E-services in the fresh food market, and will recommend specific implementation for one company in the future.

  • This paper proposes a green closed-loop supply chain network (GCSN) for optimizing closed-loop supply chains. The GCSN focuses on the application of the recycling express box in logistics circulation, accelerates the standardization of logistics operations and the use of express packaging in e-commerce companies, and promotes the reduction and greening of recycling express box in the e-commerce industry. The GCSN is represented as a mathematical formulation and implemented using LINGO. Greening, environmental protection, and wisdom are the general trends for promoting the growth of the e-commerce industry. Meanwhile, the price of raw materials has increased owing to a shortage of resources, which emphasizes the need for e-commerce enterprises to develop green packaging. Therefore, this study considers the shared circular packaging launched by e-commerce enterprises as the research object, and integrates the problem of facility positioning and path planning in the logistics system. The conclusion summarizes the significance of this study.

Master Franchising and Glocalization Strategy of CU in Mongolia (CU의 몽골 소매유통시장 진출 사례 연구: 마스터 프랜차이즈와 글로컬라이제이션 전략)

  • This study examined the characteristics of the Mongolian retail market through the case of CU, a Korean retail company that successfully entered Mongolia. This study provides useful implications for Korean companies planning to enter Mongolia. Despite its proximity to Korea, Mongolia is a difficult environment for the retail market because of its small domestic market, landlocked location, inefficient logistics infrastructure, and lack of laws and regulations related to the retail industry. On the other hand, CU has successfully settled in the Mongolian market through master franchise agreements with a local company and by promoting a glocalization strategy. Mongolia CU is not just a convenience store but a place where Mongolians can enjoy global culture, and it is being reorganized as a new space where Mongolians can satisfy their consumption needs.

Pilot Case for Container Security Device (CSD) Based on Active RFID

  • CSD is Active RFID based Container Security Device which is proposed by the U.S Department of Home Security. It is mounted inside the container to sense opening of the container door. ConTracer is the CSD which is developed in this research whose major features are sensing door opening status as well as history inquiring on internal environment and shock to the container by mounting the temperature/ humidity/ shock sensors. Moreover, its RFID frequency bandwidth uses 433MHz and 2.4GHz to correspond actively to the frequency used by different countries. This paper introduces the development trend of CSD, compares the ConTracer which is developed thru this research and other company's CSD, and introduces CSD System which is designed and established using ConTracer. Finally, the implemented CSD System is verified by applying the demonstration service to container distribution between Korea and China.
