This study has aimed to compare an emission trading system (ETS) in the EU and Japan that introduced the scheme prior to Korea and provided the latter with a benchmarking model. Especially, the EU has a reputation for its well-organized and evolving system, and Japan has also successfully established the system despite its similar condition with Korea, such as an industrial structure and the degree of energy dependence. However, there are noticeable differences between the EU and Japan in their ETS. Whereas Japan has focused on securing certifications in CDM as the implementation of Kyoto protocol, EU has shown a tendency to transform the trading market from a parallel structure of EUA and CER transaction to only the EUA transaction after ending of 1st commitment period of the Kyoto Protocol. Since the differences were mainly caused by not only in a design of the system but also in internal governance and their national circumstance, it is meaningful to analyse the Korean case with a similar framework. This study may contribute to designing an appropriate system for emission trading in Korea through the comparison of the EU and Japanese case.
열은 전력과 같이 이동속도가 빠르지 못하고 전력에 비해 손실이 비교적 크게 발생하므로 전력거래와 같이 한개의 운용센터를 두고 열 연계 시스템을 운용하는 것은 현실성이 없다. 현재 열 연계가 모두 이루어지고 있는 한국지역난방공사의 경우에도 인접한 2~4개 정도의 열병합발전소간에만 열 거래가 이루어지고 있는 실정이다. 따라서 본 논문에서는 열 거래를 위한 통합운용센터를 몇 개의 권역으로 나누어 각 권역마다 권역의 Hub 통합운용발전소를 두고 운용하는 것이 열매체의 특성을 반영하는데 적정하고 타당한 것으로 판단하여 집단에너지 사업자간 열 연계 메커니즘을 제안하였다. 제안된 메커니즘에 최적으로 열 거래를 행할 수 있는 알고리즘을 개발하고 이를 실제 사업자에 적용하여 제안한 알고리즘의 유용성을 검증하였다.
클라우드 컴퓨팅은 정보의 다양성과 빅데이터를 IT자원을 이용하여 처리할 수 있는 컴퓨팅 개념이다. 정부는 신재생에너지를 활용한 전력생산을 장려하기 위해 RPS를 시행하였고 시스템을 구축하여 지리적으로 분산되어 있는 빅데이터를 수집하여 운영하고 있다. RPS제도를 이행하는 발전사업자들은 의무할당량 중 REC 부족분을 타 발전사업자들로부터 REC를 구매하여 조달해야 한다. REC는 자율시장에 근거하여 거래되고 있고, 매매가격의 편차가 크기 때문에 RPS 빅데이터를 통해 형평성있는 REC가격을 예측할 필요가 있다. 본 연구에서는 부정확한 가격추이와 규칙을 정량적으로 표현하여, 클라우드 환경에서 퍼지기반으로 REC가격을 예측하는 방법을 제안한다. 클라우드 환경에서 RPS 빅데이터를 통한 상호연관성과 가격결정에 영향을 주는 변수들에 대한 분석이 가능하고 시뮬레이션을 통해 REC 가격을 예측할 수 있다. 클라우드 환경에서 퍼지로직은 매물수량과 매매가격을 이용하여 투명성있는 REC 가격을 예측하고 장기적으로 수렴된 가격을 제시할 것이다.
전력 시스템의 환경이 변화함에 따라 새로운 전기 에너지 시장에 대한 수요와 필요성이 증대되고 있다. 특히 수요반응 프로그램을 활용하여 전력 사용 효율을 높이기 위한 노력은 선진국에서 지속적으로 연구되고 있으며 실제 시장으로 운영되고 있다. 본 논문은 수요반응, 마이크로그리드 간 거래, P2P 전력 거래 등 새로운 전력 시장에서 요구되는 기준부하 추정 방법에 대한 연구를 담고 있다. 본 논문에서 제안하는 기준부하추정 방법은 마이크로그리드 수요자원에 대한 분석을 바탕으로 기준부하추정 알고리즘을 선택하게 하였으며, 실제 데이터를 활용하여 제안된 방법의 실효성을 입증하였다.
A microgrid can play a significant role for enlargement of renewable energy sources and emission reduction because it is a network of small, distributed electrical power generators operated as a collective unit. In this paper, an application of optimization method to economical operation of a microgrid is studied. The microgrid to be studied here is composed of distributed generation system(DGS), battery systems and loads. The distributed generation systems include combined heat and power(CHP) and small generators such as diesel generators and the renewable energy generators such as photovoltaic(PV) systems, wind power systems. Both of thermal loads and electrical loads are included here as loads. Also the emissions trading scheme to be applied in near future, the cost of unit start-up and the operational characteristics of battery systems are considered as well as the probabilistic characteristics of the renewable energy generation and load. A mathematical equation for optimal operation of this system is modeled based on the mixed integer programming. It is shown that this optimization methodology can be effectively used for economical operation of a microgrid by the case studies.
본 논문은 분산형 전력 시스템에서 심층강화학습 기반의 전력 생산 환경 및 수요와 공급을 예측하며 자원 할당 알고리즘을 적용해 전력거래 시스템 연구의 최적화된 결과를 보여준다. 전력 거래시스템에 있어서 기존의 중앙집중식 전력 시스템에서 분산형 전력 시스템으로의 패러다임 변화에 맞추어 전력거래에 있어서 공동의 이익을 추구하며 장기적인 거래의 효율을 증가시키는 전력 거래시스템의 구축을 목표로 한다. 심층강화학습의 현실적인 에너지 모델과 환경을 만들고 학습을 시키기 위해 날씨와 매달의 패턴을 분석하여 데이터를 생성하며 시뮬레이션을 진행하는 데 있어서 가우시안 잡음을 추가해 에너지 시장 모델을 구축하였다. 모의실험 결과 제안된 전력 거래시스템은 서로 협조적이며 공동의 이익을 추구하며 장기적으로 이익을 증가시킨 것을 확인하였다.
This paper analyzed what kind of institutional scheme for domestic policy instruments to reduce GHG emissions are desirable for Korea in complying with the international efforts to mitigate climate change, by focusing on independent abatement(equivalent to the imposition of carbon tax) and domestic emission trading. It also examined the economic and environmental implications of recycling the government revenue created from implementation of those policies. By utilizing a dynamic CGE model, this study shows that the economic cost under independent abatement is projected to be higher than that under emission trading. It is because under independent abatement scheme each emitter in economy must meet its emission target regardless of the abatement cost. On the other hand, emission trading allows emitters to reduce the marginal cost of abatement through trading of emission permits. In designing future domestic policies and measure to address the climate change problem in Korea, therefore, this study proposes the introduction of domestic emission trading scheme as the main domestic policy instrument for GHG emission abatement. In terms of double dividend, in addition, this study shows that both independent abatement and emission trading schemes under various assumption on the revenue recycling may not generate the double dividend in Korea.
Carbon dioxide emission trading market would play very important role in the global effort to cope with climate change. In KOREA, the energy consumption and geen house gas emission of various industry would be controlled by the low carbon-green growth law which was established at 2009. The paper industry as one of major industries in terms of energy consumption has been greatly required to prepare action plan for addressing this regulation and reduction of carbon dioxide emission. In this study, the current states of carbon dioxide emission trading market were analyzed in terms of practical responses of the paper industry. And the various action plans including CDM projects for paper industry were suggested.
This study investigates the present status and development of e-marketplace which is the most actively used in the e-trade stages from market research, searching for business partners, negotiations to contract. It also shows the present status and development of e-marketplace as an "e-trading company" designated by government, which gives prospect of profitable model of e-marketplace. Especially focused on EC21 - the best e-marketplace of Korea, this study views present status and development of EC21 and trading companies applied for EC21, government designated e-trading company, to receive electronic trading support services. In addition, we hope that the findings of this study will be a helpful material to government for making policy and framing supporting project toward leading organizations of e-trade such as Ministry of Commerce, Industry and Energy, e-trade promotion committee of Korea International Trade Association and small-ta-medium companies interested in e-trade, to activate e-trade.
Emissions Trading System (ETS) is utilized in many countries, including South Korea, as an efficient policy to abate GHG (Greenhouse Gas) emissions. Grandfathering on the basis of historic emissions is used as the way to allocate permits in South Korea. It, however, has caused an increase in the emission permits and lack of equity. To overcome these drawbacks, we propose an alternative DEA model for centralized allocation of emission abatement to evaluate the amount of emissions abatement by company based on the energy efficiency. In addition, an empirical analysis of 36 assigned companies for ETS in Korean metal industry is conducted to validate the feasibility of the proposed model. The result of the analysis shows that energy-efficient companies achieve reduced target of the emissions abatement and companies with low energy efficiency score are turned out to have contrary outcome, against the result of applying Grandfathering.
