온실가스 저감정책에 대한 에너지 다소비 제조업의 경쟁력 분석: 가격설정력 모형을 이용하여 (Competitiveness of Energy Intensive Manufacturing Industries on Greenhouse Gas Mitigation Policies: Using Price Setting Power Model)

  • 온실가스 저감정책이 시행되면 에너지 다소비 제조업은 비용 상승으로 인해 많은 영향을 받을 것이다. 그러나 가격설정력이 있는 산업이라면, 비용 상승을 제품 가격의 상승을 통해 소비자에게 전가시킬 것이므로 온실가스 저감정책으로 인한 피해가 적을 것이다. 따라서 본 연구는 에너지 다소비 제조업의 가격설정력을 분석함으로써, 각 산업이 온실가스 저감정책에 얼마나 취약한지 살펴보았다. 본 연구에서 사용한 가격설정력모형은 오차수정모형을 통하여 분석하였으며, 수입재의 가격과 인건비를 주요한 설명변수로 사용하였다. 수입재의 가격에 반응을 한다면 경쟁자의 가격에 따라 가격을 설정하는 가격 순응자로 볼 수 있으며, 이러한 산업은 온실가스 저감정책에 취약할 것이다. 반면에, 국내 비용을 의미하는 인건비에 영향을 받는다면, 가격설정력이 있다고 볼 수 있으며, 온실가스 저감정책에 덜 취약할 것이다. 또한, 에너지 가격의 변동은 우리나라 뿐만 아니라 해외에도 영향을 미치므로 수입재의 가격에 반영이 되어 있을 것이다. 따라서 수입재의 가격의 순영향을 보기 위해 에너지 가격을 통제변수로 사용하였다. 추정 결과, 석유제품, 화학제품, 비금속 광물제품, 섬유제품, 자동차 제조업은 가격설정력이 있는 것으로 분석되었으므로, 이들 산업은 온실가스 저감정책에 대해 경쟁력을 가지고 있다고 볼 수 있다.

  • Recently, central and local governments of Korea have established and implemented various energy policies such as making energy map of city level and establishment of environment friendly city plan to materialize low carbon green city. To implement effectively these policies, however, conditions of energy consumption by each administrative district and each usage have to be verified exactly. This study is aimed to suggest a basic data for planing energy policy and energy demand prediction of city level by analyzing energy consumption unit and conditions of city gas by borough and usage in Busan.

The Green Growth Policy of the Lee Myung-bak Government: Policy Integration Perspectives for System Transition

  • S&T policy has been traditionally regarded as a sector policy; however, it is now evolving into an infrastructure innovation policy that forms the foundation of diverse types of policies. Simultaneously, environmental and energy policies formerly considered as sector policies are now being expanded and integrated into a higher level policy for sustainable development. With these changes underway, the importance of policy integration has increased. Efforts are being made to minimize contradictions between environmental, social, and innovation policies that emphasize proactive linkage among policies or place the highest priority on environmental policy following the theory of Environmental Policy Integration (EPI). Confronted with these policy changes, the Lee Myung-bak government announced "Low-Carbon Green Growth" in 2008 as national agenda for development that focus attention on environmental and energy issues. Economic policy and environmental policy have been traditionally seen in a conflicting relationship with different paths of policy development. However, the administration of President Lee is now emphasizing the synergy effects between the environment and economic growth with the concept of green growth. The green growth policy of the Korean government has great significance as it has built a momentum for incorporating social goals such as environmental values or sustainable development into economic growth-oriented policies; however, there remain many challenges due to the legacy of the development period that has dominated Korean society. The Korean government says it reflects "EPI" or "environmentalism" in policy goals; however, in reality it prioritizes development over the environment.

수소경제로의 이행을 위한 안전관리 정책 연구 (A Study on Safety Policies for a Transition to a Hydrogen Economy)

  • Hydrogen, which can be produced from abundant and widely distributed renewable energy resources, seems to be a promising candidate for solving the concerns for improving energy security, urban air pollution, and reducing greenhouse gas emissions. The two primary motivating factors for hydrogen economy are fossil fuel supply limitations and concerns about global warming. But the safety issues associated with hydrogen economy need to be investigated and fully understood before being considered as a future energy source. Limited operating experience with hydrogen energy systems in consumer environments is recognised as a significant barrier to the implementation of hydrogen economy. To prevent unnecessary restrictions on emerging codes, standards and local regulations, safety policies based on real hazards should be developed. This article studies briefly the direct impact-distances from hazard events such as hydrogen release and jet fire, and damage levels from hydrogen gas explosion in a confined space. Based on the direct impact-distances indicated in the accident scenarios and consumer environments in Korea, the safety policies, which are related to hydrogen filling station, hydrogen fuel cell car, portable fuel cell, domestic fuel cells, and hydrogen town, are suggested to implement hydrogen economy. To apply the safety policies and overcome the disadvantages of prescriptive risk management, which is setting guidance in great detail to management well known risk but is not covering unidentified risk, hybrid risk management model is also proposed.

국내 건축물 에너지 절감관련 정책 개선방안 (Improvements of Policies related Building Energy Reduction in Korea)

  • 기후변화협약에 따라 선진국을 중심으로 한 세계 30여 개국이 현재 온실가스 의무감축 대상국으로 지정되어있다. 우리나라도 2013 년부터 시작되는 2차 의무감축에 의해 의무감축 대상국에 지정될 가능성이 높다. 이에 최근 정부는 온실가스 저감을 위한 노력이 이루어지고 있으며 온실가스 저감 대책으로 건축물 에너지를 감소하는 것과 관련된 정책을 시행하고 있다. 그러나 국내의 관련 정책은 에너지 절감과 관련된 측면에 있어 해외 사례에 비하여 건축물 개선안 제공 및 건물 개보수시 전문가 검증과 같은 절차가 없다. 이에 따라 이러한 문제점을 보완하는 국내 정책의 개선방안이 정부 단위, 시도 단위의 정책을 기준으로 제시되었다. 하지만 본 연구에서 제시한 개선방안은 개략적인 개선방향으로 세부적인 내용은 향후 추가적인 연구가 필요할 것으로 판단된다.

도시열섬 완화를 위한 제도개선 (A Study on the Mitigation Policies for Urban Heat Island)

  • While heat island has been recognized as an unique environmental nuisance in cities, the phenomenon tends to be regarded as an inevitable side effect on urbanization. Recently the nature of the heat island has been disclosed and efforts for the remedy have been discussed in many ways. Some pioneering actions have been taken to mitigate the strength of the heat island's intensity in several countries. After studies for the heat island and speculations on current pilot policies of 3 different countries has been done, mitigation policies for heat island has been suggested as followings. 1. Preservation of natural topography is essential because latent energy consumption(evapotranspiration) from the site is the single most important factor to mitigate the energy surplus caused by urban heat island. 2. Because current national zoning ordinance or building law can not effectively control the site specific local environment, heat island policy should be established or employed at local level. 3. Incentives for the mitigation should be adopted on the process of implementation because environment is public concern. 4. Wind can easily dissipate energy surplus which is the major driving force for heat island. Therefore local wind, the direction and intensity should be sustained and sometimes facilitated fully through policies.

Government Policies and Promotion for Enhancing Bioenergy Adoption in Korea and USA

  • Bioenergy can be obtained from various forms of biomass such as agricultural, food processing, and municipal wastes. Recently, its importance is recognized more seriously because of its positive impacts on economic and stable energy supply and environmental sustainability. Despite its advantages, bioenergy has not been used as much as it was expected, nor has it been developed to the level of attractive commercialization in energy market. The main reasons for the sluggish progress have been analyzed by comparing the bioenergy policies in Korea and U.S.A. Both Korea and U.S. governments have recognized the importance of bioenergy and put in various efforts to promote the use of bioenergy. Both governments have legislated alternative energy promotion plans that support R&D, tax reduction, rewards, and low interest loans. However, it is suggested that the bioenergy policy and plan juxtapose the financial supports (R&D, tax exemption, low interest loan, education, etc.) with strong mandates and obligations. Although imposing strong mandates prerequisites the economically attractive and feasible technologies, it can motivate and speed up more effective technology development, in turn. In addition, the bioenergy R&D support must include studies on commercialization and marketing as well as process development. R&D on the socioeconomic effects of bioenergy should also be supported. Lastly, decision making processes for the bioenergy policy, and for alternative energy overall, must include environmental agencies for taking advantage of environmental benefits of bioenergy.

주택 에너지효율향상을 위한 재정지원 방안에 관한 연구 (The Study of Financing for Energy Efficiency Homes)

  • The aim of this study is to evaluate current policies and suggest the way of overcome financial impediments to the energy efficiency function of residential buildings. Based on this analysis the paper enumerates policy recommendations for enhancing how energy efficiency is addressed in building codes and other policies for residential buildings. For achieving this goal, this study conducts the cost-benefit analysis to measure total energy savings and associated total cost. The results of study shows that the cost is greater than the benefit from 1st to 4th year but the benefit will be greater than the cost for the rest of the year. In addition, this study designs a financial support method and an implementation mechanism. Investment from the capital market will take place with the government's interest subsidy. Home retrofit will be undertaken with low interest rate with 2.5% and the return will be paid by a monthly energy bill. The results of this study provides some useful insights for the policy design, including the importance of developing information tools for providing appropriate information to households.

Institutional Arrangement and Policy Context Underlying Sustainability Actions in the U.S.: Lessons for Asian Regions

  • This paper examines the actions and the factors driving those actions to reduce energy consumption and enhance energy efficiency taken by United States cities. While not much empirical evidence is available on why governments pursue practical sustainability actions, we attempt to shed more light on this important topic by empirically identifying factors that contribute to concrete actions toward sustainability policies. We adopt political market theory as a basic theoretical framework with policy-making applied to city energy consumption. Using the 2010 ICMA (local government sustainability policies and program) data, this study expands the focus of analyses to evaluate the effect of the form of government on energy consumption and energy efficiency by using multiple regression analysis. The findings show that at the city level, the mayor-council form of government are negatively associated with governments' efforts to reduce energy consumption. However, cities with at-large elections and municipal ownership are more likely to adopt sustainability actions. We also find that a large-scale economy has significant effects on the effort to reduce city energy consumption and improve energy efficiency. This shows that environmental policies are directly connected to locally relevant affairs, including housing, energy use, green transportation, and water. Thus, local level administrators could take an executive role to protect the environment, encourage the development of alternative energy, and reduce the use of fossil fuel and coal energy. These efforts can lead to important environmental ramifications and relevant actions by municipal governments.

Assessing Alternative Renewable Energy Policies in Korea's Electricity Market

  • This paper, focusing on the renewable portfolio standard (RPS), evaluates alternative renewable energy policies. We propose a tractable equilibrium model which provides a structural representation of Korea's electricity market, including its energy settlement system and renewable energy certificate (REC) transactions. Arbitrage conditions are used to define the core value of REC prices to identify relevant competitive equilibrium conditions. The model considers R&D investments and learning effects that may affect the development of renewable energy technologies. The model is parameterized to represent the baseline scenario under the currently scheduled RPS reinforcement for a 20% share of renewable generation, and then simulated for alternative scenarios. The result shows that the reinforcement of the RPS leads to higher welfare compared to weakening it as well as repealing it, though there remains room to enhance welfare. It turns out that subsidies are welfare-inferior to the RPS due to financial burdens and that reducing nuclear power generation from the baseline yields lower welfare by worsening environmental externalities.
