An Overview of Models for Energy Technology Assessment (에너지기술평가모형에 관한 고찰)

  • Energy system models have been broadly used for the solution of the assessment of technical and economical characteristics in the national energy systems. The purpose of this study is to overview the structures, potentials and usefulness of system models for energy technology assessment. The conventional models developed so far are not aquate to analyze the energy and environmental problems simultaneously. Energy system models integrated by multiobjective programming are also reviewed and discussed in this paper to judge their usefulness and applicability in simultaneously analyzing the energy and environmental problems.

Renewable Energy Consumption and Economic Growth in China

  • Environmental pollution is becoming more and more serious, and people gradually realize the harmfulness of environmental pollution, so they pay more and more attention to environmental problems. Also, the conflict between environmental issues and economic growth, and the renewable energy consumption is increasing. The emergence of renewable energy in China has improved the problem of energy shortages and further protects the environment. This article studied the renewable energy resources and the status quo of development and utilization, examined China's renewable energy development countermeasures and suggestions, and conducted an empirical analysis of the effect of renewable energy on economic growth in China. The empirical research concluded that energy consumption and renewable energy consumption have a positive and significant impact on economic growth, and the driving effect of traditional energy on GDP growth is still greater than the driving effect of renewable energy on GDP growth.

  • In this paper, we simulate the contribution of an increasing renewable energy to demands for fossil fuels and power supply price by estimating a cost function for the Korean electric power generation sector. Since the renewable energy is a composite input, it is not feasible to compute the price index for renewable energy due to data limit. We estimate a restricted cost function, which is derived by minimizing the costs of fossil fuels conditional on the quantity of renewable energy set to its optimal level, jointly with supply relation. In particular, derivation of the shadow price of renewable energy would make it possible to analyze potential costs incurred by power plants.

Analysis of Causal Relationship between Energy Consumption, Production and Export in Domestic Manufacturing Sector (국내 제조업부문의 에너지소비, 생산, 수출간의 인과관계 분석)

  • This study analyzed the mutual causal relationship between energy consumption, production, and export for manufacturing industry in Korea. The Korean manufacturing industry was divided into nine industries and panel data was constructed from 1991 to 2013. The panel Granger causality test method developed by Demitrescu and Hurlin (2012) was used along with the Vector Error Correction Model. This analysis showed that there was Granger Causality from production to energy consumption, from exports to energy consumption. However, Granger Causality was not established in the opposite direction. Therefore, this result supports the conservation hypothesis of Qzturk (2010) that energy-saving policies in the manufacturing sector can be implemented without adverse effects on production or exports in short-run. There is a long-run cointegrating relationship between production, energy consumption, exports, labor, and capital in the Korean manufacturing sector. Furthermore, the energy consumption contributes to the increasing of production in long-run equilibrium relationship.

  • Korea also plans to introduce Renewable Portfolio Standard (RPS) for strengthening market functions after 2012 as United States and several members of EU countries did. Through the introduction of RPS, it requires energy industry to supply new and renewable energy at fixed rate. Therefore, it will contribute to the distribution of new and renewable energy. This paper analyzed the economic effect of the introduction of RPS using CGE. The summary of the paper on the analysis of the economic effect based on endogenous growth theory under imperfect market competition by using CGE is as follows; Since RPS possibly regulates the amount of new and renewable energy, it can achieve the target amount of new and renewable energy without fail. As achieving the target amount accurately, the distribution of more advanced skills can be expected. However, GDP reduction can occur because investment cost increases due to the requirement of new and renewable energy supply. Therefore, in the long run, it is appropriate to introduce RPS because it contributes to the distribution of new and renewable energy and can be utilized as a new growth engine to encourage economic growth.

A Study on the Induce Effects of Energy Consumption among Industries (산업별 에너지 소비의 유발효과에 관한 연구)

  • We measure and compare inducements of energy consumption in different industry sectors using inter-industry input and output tables of 1995, 2000 and 2005. We also compute the multiplier effects that relate to the directions of future economic effects. Key Findings are as follows. First, we observe continues decreasing linkage effects in all industries over period of 1995 to 2007. Second, backward multiplier of energy consumption were highest in the material related industry and chemical industry. As for inter-industry inducements, the indirect backward multipliers were high in the other industry. Third, the forward multiplier effect of energy consumption were as same as the backward multiplier effect's sectors. The indirect forward multipliers, however, were highest in the material related industry and chemical industry. The above findings show that since implementing pro-environmental policy in 2000s, the industries structure for reducing energy consumption has been transformed.

Relationship between declining oil use and electrification (탈석유화와 전기화의 관계 분석)

  • After the oil crisis in 1970s, many countries have tried to reduce oil dependency. Especially, in Korea, rapid declining oil consumption has speedily brought to electrification and a surge in electricity demand. This paper attempts to estimate the relationship between declining oil use and electrification in Korea using OECD panel data covering from 1985 to 2011. To this end, random effect model and fixed effect model are employed. The increase in the ratio of energy oil to total energy consumption by 10%p leads to reduce the electricity demand by about 15%. This result can be useful information to cope with the recent crisis of electric power. In addition, industrial sector is ranked in forth the ratio of industrial electricity use to total electricity use according to the result of comparative analysis of electricity consumption by use in OECD countries. Therefore, industrial sector should be treated as the main target of demand-side management policies for electricity.

The Analysis of the Potential Effects of Energy Conversion Policy Considering Environment (환경을 고려한 에너지 전환정책의 잠재적 효과분석)

  • In this paper, we empirically evaluate the potential performance of energy conversion policy and analyze its effects on power generation sector. We first examine the degree of substitutability between energy inputs by measuring the price elasticities of energy demands and then estimate the changes in CO2 generation when the proportions of nuclear power plants and renewable power generation are increased. The shadow prices of nuclear power and renewable energy are calculated to compare the potential costs of power generation between the two energy sources. We analyze the impacts of the expansion of nuclear power plants and renewable power generation on power supply price. Nuclear and renewable energy were measured to be complementary to each other. The expansion of nuclear power plants has been more effective in reducing CO2 emissions than increasing renewable power generation. In most years over 2002 to 2016, the impact of nuclear power expansion on the power supply price was generally higher than that of renewable power generation, with relatively large range of fluctuations.

Mid- and Long-term Forecast of Forest Biomass Energy in South Korea, and Analysis of the Alternative Effects of Fossil Fuel (한국의 산림바이오매스에너지 중장기 수요-공급전망과 화석연료 대체효과 분석)

  • This study analyzed the anticipated supply-and-demand of forest biomass energy (through wood pellets) until 2050, in South Korea. Comparing the utilization rates of forest resources of five countries (United Kingdom, Germany, Finland, Japan, and S. Korea), it was found that S. Korea does not nearly utilize its forest resources for energy purposes. The total demand for wood pellets in S. Korea (based on a power generation efficiency of 38%) was predicted to be 3,629 and 4,371 thousand tons in 2034 and 2050, respectively. The anticipated total wood pellet power generation ratio to target power consumption is 1.13% (5,745 GWh), 1.17% (6,336 GWh), and 1.25% (7,631 GWh) in 2020, 2030, and 2050, respectively. Low value-added forest residues left unattended in forests are called "Unused Forest Biomass" in S. Korea. From the analysis, the total annual potential amount of raw material, sustainably collectible amount, and available amount of wood pellet in 2050 were estimated to be 6,877, 4,814, and 3,370 thousand tons, respectively. The rate of contribution to Nationally Determined Contributions was up to 0.64%. Through this study, the authors found that forest biomass energy will contribute to a carbon neutral society in the near future at the national level.

  • Korea has a high volume of exhaust in environmental pollutants compared to her economic size, which results from the increase of the ratio in high energy consuming industries. There arises an issue that efficient energy saving is not achieved in the related projects of the construction, which is one of the high energy consuming industries. In addition, such projects of dismantling old and decrepit buildings are frequent in recent years. Given the situation, to obtain much better effects of energy saving, it is necessary to build basic databases and develop utilization plans on energy consumption volume, exhaust volume of pollutants, and environmental expenses that come from the dismantlement stages out of the life cycle of construction projects. Therefore, this study calculates the exhaust volume of environmental pollutants, converts it into environmental expenses by pollutants, and evaluates the environmental economics on the projects of dismantling buildings, utilizing LCI DB that is suggested by Ministry of Knowledge Economy and Ministry of Environment. For this purpose, related data research, the existing literature study, and on-the-spot field investigation were conducted. Based on the results of analysis on the collected data, the environmental economics of the target building was evaluated.
