Policy Suggestions for Fostering Teacher ICT Competencies in Developing Countries: An ODA Project Case in Peru

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.

The impact of 5G multi-access edge computing cooperation announcement on the telecom operators' firm value

  • Since multi-access edge computing (MEC) was established as a key enabler of 5G, MEC based on 5G networks (5G MEC) has been perceived as a new business opportunity for many industry players, including telecom operators. Numerous 5G MEC cooperation announcements among companies playing their respective roles in the MEC ecosystem have been recently released. However, because of cooperative and competitive relationships among key players in the MEC ecosystem and the uncertainty of 5G MEC, the announcement of 5G MEC cooperation can negatively affect the telecom operators' firm value. This study investigates the market reaction to announcements of 5G MEC cooperation for telecom operators using an event study methodology. The empirical results show that announcements of 5G MEC cooperation have a negative impact on the telecom operators' firm value. The results also show that the early deployment of 5G networks may reduce the negative impact of 5G MEC cooperation announcements by reducing uncertainty.

Enablers of the Adoption of Mobile Banking: From Economic-Psychological-Social Perspectives

  • With the proliferation of smart devices, mobile banking has become increasingly important. Customers can manage their banking needs without desktop computers or a face-to-face meeting with bank tellers. However, contrary to expectation of wide-spread use of mobile banking, several factors restrict its adoption. The purpose of this study is to explore what factors affect positively or negatively the adoption of mobile banking from economic (operational competence, convenience, mental accounting), psychological (hope, self-efficacy, optimism, resiliency) and social perspectives (normative social pressure, embarrassment avoidance). This paper suggests that three enablers would consequently affect a customer's perceived utilitarian and hedonic value in mobile banking, followed by trust and intention to use. In testing the hypothesized research model, survey and analysis of a structural equation model using Amos are conducted. The findings emphasize that banks need to focus on perceived utilitarian and hedonic values when considering economic, psychological and social enablers most salient to customers in order to promote greater adoption of mobile banking services.

Artificial intelligence approach for linking competences in nuclear field

  • Bridging traditional experts' disciplinary boundaries is important for nuclear knowledge management systems. However, expert competences are often described in unstructured texts and require substantial human effort to link related competences across disciplines. The purpose of this research is to develop and evaluate a natural language processing approach, based on Latent Semantic Analysis, to enable the automatic linking of related competences across different disciplines and communities of practice. With datasets of unstructured texts as input training data, our results show that the algorithm can readily identify nuclear domain-specific semantic links between words and concepts. We discuss how our results can be utilized to generate a quantitative network of links between competences across disciplines, thus acting as an enabler for identifying and bridging communities of practice, in nuclear and beyond.

ICT와 미래창조경제의 나아갈 방향 (Expected Role of ICT for Creative Economy)

  • 글로벌 경제의 성장 패러다임이 창조경제 체제로 변화하고 있다. 이러한 변화가 가져올 결과를 제대로 이해하기 위해서 나아가 바람직한 미래의 창조경제를 위해서, 그리고 ICT의 역할은 무엇인지에 대해서 살펴보고자 한다. 창조경제는 경제성장론에 바탕을 두고 있다. 신경제 체제에서 ICT 부문에 대한 투자를 통해 인플레이션 없는 지속적 성장 또는 주어진 인플레이션 하에서 보다 높은 수준의 지속 가능한 성장을 달성할 수 있게 된다. 그러나 미국에서와 달리 국내에서는 신경제 현상이 유의하게 나타나지 않았다. 신경제보다는 요소투입에 의존하는 성장 패턴을 보였기 때문이다. ICT는 신경제(디지털 경제)로의 이행을 위한 필수적 요소이긴 하나 그 자체로 생산성 및 성장을 전부 설명하는 것은 아니라고 평가된다. 관건은 어떻게 정보통신 및 기술발전을 타 산업에 확산시키는지의 여부에 달려 있다. ICT는 그 자체가 창조산업이거나 창조경제가 아니라 enabler로서 제대로 역할을 할 수 있어야 한다. 창조경제는 신경제론의 연장선에 볼 수도 있다. 자본과 노동력 요소 투자 이외에 문화적 자산과 인적 자원(Human resource)을 투여하여 가치를 생산해 내는 경제를 의미한다. 그러나 투입요소의 변화에 국한되면, 진정한 의미의 창조경제를 기대하기 어렵다. 그러한 의미에서 창조경제는 정권 5년 정책이슈가 아니라 미래지향적이어야 하며 단순히 투입요소에 창의력이 추가되는 차원을 넘어 through-put이라고 할 시스템의 변화가 수반되어야 한다. 여기에 ICT의 역할이 있다.

촉진과 억제 요인이 온라인 중고 거래 플랫폼에 대한 저항과 사용 의도에 미치는 영향에 관한 연구: 듀얼 팩터 이론을 중심으로 (A Study on the Effect of Enabler and Inhibitor on the Resistance and Use Intention of Online Used Trading Platform: Focusing on the Dual Factory Theory)

  • 정보 통신 기술과 함께 급격하게 발전한 플랫폼은 그 혁신성에서 전통 산업과 많은 차이를 보여주고 있다. 기술 수용 모델을 기반으로 플랫폼의 수용을 촉진하거나, 혁신성에 저항하는 요인을 개별적으로 연구하던 선행 연구를 보완하기 위해, 본 연구는 듀얼 팩터 이론을 적용하여 촉진과 억제 요인이 소비자의 저항에 동시에 미치는 영향을 살펴보았다. 연구 대상으로 타 플랫폼과 차별적 특성을 보이는 온라인 중고 거래 플랫폼의 구매자를 선정했으며, 선행 연구를 기반으로 이들의 과거 구매 횟수가 플랫폼의 저항과 사용 의도의 관계에 미치는 조절 효과를 같이 살펴보았다. 연구 결과, 촉진 요인인 경제적 이익은 저항에 부(-)의 유의한 영향을 미쳤으나, 사회적 영향은 영향을 미치지 못했다. 억제 요인의 경우, 인지된 복잡성과 인지된 위험이 모두 저항에 정(+)의 유의한 영향을 미쳤다. 저항은 사용 의도에 부(-)의 유의한 영향을 미쳤으나, 사용자들의 구매 횟수가 늘어날수록 그 영향력은 정(+)의 방향으로 조절되었다. 마지막으로 저항은 선행요인(경제적 이익과 인지된 복잡성)과 사용 의도 사이에서 매개 효과를 가졌다.

지식 경영 프로세스의 모형에 관한 탐색적 연구 (An Exploratory Study on the Knowledge Management Process Models)

  • Today a knowledge management systems (KMS) is an enabler for gaining competitive position in the market environments. However, it is just recognized as a conceptual management paradigm not as realistic management philosophy in an organization. A firm just accustomed to deal with tangible assets such as inventory and buildings based on the cumulated experiences. However, the firm often struggle with how to define and apply the knowledge management system into its real business activities such as business strategy and productivity. For example, one of textile company, E-land, in Korea found the way how the firm utilize intelligent assets of its employees to overcome the performance differences among the employees in an organization to increase their ability. Managers in an organization should fully understand and try to figure out the concept of knowledge management systems to implement KMS more efficiently and effectively. Even though lots of previous knowledge management literature proposed several unique knowledge management process models, they have their own terms, process sequences, or different approaches. There are three common knowledge management processes: knowledge creation, knowledge store and search, knowledge sharing process. In this study, a new KM process theoretical framework based on the previous researches is developed. This study will guide to those who will adopt or implement of KMS in the organization in near future.

Using ICT for Mongolia's sustainable development in energy industry

  • Nowadays every technology is becoming smarter. Consequently, intensive use of ICT in the whole industries and cities enables a sustainable approach to meet enormous productivity, efficiency, transparency and conservation of natural recourses. Likewise, the role of ICT in terms of controlling, monitoring in the energy industry allows integrating potential renewables, bulk energy conservation and reliable optimized operation in the entire system. In this paper outlines challenging issues in renewable energy integration in Mongolia and proposes potential recommendations and conclusions. The author investigated the main technologies used in energy industry mainly smart grid, challenges and policy aspect in Mongolian energy sector by using the primary and secondary approach with case studies and literature based methodologies. Based on the policy aspect and current implementation of smart grid, the paper tries to address the readiness for the main application and future potential ICT driven applications. Furthermore, it concluded that ICT convergence is demanded to overcome the current vulnerabilities and significant momentum to leave behind by using its potential energy recourses and favorable geographical state. Policymakers may find this study useful, as it answers the question of whether ICT investment can ultimately reduce energy consumption and may aid in future planning. Even tough, in order to develop a smart grid and integrating renewables firstly set an appropriate market structure, ICT will key enabler to make energy system more profitable and sustainable. Regarding the result of this study, ICT deployment contribution is a huge demand for future opportunities energy in Mongolia.

  • Convergence is now the trend of knowledge information society. Information technology and knowledge transfer are main sources of convergence. There are many articles which studied outcomes of convergence while there are few articles that try to study the process of convergence. The purpose of this study is to investigate how convergence is dynamically formalized. For the analysis, we used Institutional Analysis and Development(IAD) framework from the point of convergence. IAD framework could synthetically study the origin and the process of convergence. We investigated the case of sillicon valley whether or not dynamics of ICT convergence could be explicable by IAD framework. The results shows that ICT technology and knowledge could be the enabler for the formation of convergence. ICT technology accelerates convergence and knowledge convergence from information converge different technologies and industries. This article provides a theoretical foundation for future research to analyze dynamics of ICT convergence by the IAD framework. For the future work, it is recommended that a study is to be empirically analyzed the dynamics of ICT convergence.

  • Purpose: To develop efficient PL response system, SMEs should decide which component of PL response system is important and implemented with priority under limited resources. To accomplish this goal, we propose strategic priority components of PL response system for SME manufacturer. Methods: We categorize the components of PL response system based on prior research results - System, Organization, Training, Technology, Cost, and Awareness. AHP (Analytic Hierarchy Process) is applied to extract important components of PL response system, which is used in assigning the priority of component. To analyze effects of each components, performance sensitivity analysis is applied. Results: The survey analysis results show Technology is the most important components. Organization and Cost component are follows. As the importance of Technology is changed, we can find Organization, Cost is second and third important components. Conclusion: Our research shows Technology which is related to make a safe product with systematic process, is a basic enabler of PL response system. Also, building a PL team and securing a budget for PL activity should be carry out with limited resources.
