Effect of the Civil Servant's Suspension of Pension Payments on the Labor Supply and Suggestions on Developmental Alternatives of Suspension of Pension Payments (공무원연금의 지급정지제도가 가입자의 노동공급에 미치는 영향 및 지급정지제도의 발전방향 모색)

  • This Study reviews theoretical argument about the effect of retirement earnings test on the labor supply of the aged which is controversial issue in OECD countries and analyze the effect on the incidence of re-employment, re-employment period of suspended officials and the possibility of re-retirement through Government Employment Pension Corporation data. It consists of 178,363 public officials who received pension benefit or disability pension in January 2005. The main result of this research shows that public officials re-employed were 8,086 which is 4.5% of total retired, and median survival time of suspended pension payments is 3.3 years. Also the median re-employment period of 100% suspended officials is about 20 month shorter than that of 1/2 suspended officials and it is shown in regression analysis that the possibility of re-retirement by 100% suspended officials is statistically significant higher than those of 50%. It specially expects greater influence if includes in case taking lump-sum or no making effect of re-employment because current system withhold pension payments even by earned income itself. Therefore, this analysis suggests suspension of pension payment properly applied according to the age and income together with "Delayed Retirement Credit" or "Partial Pension" for developmental alternatives of civil servant's suspension of pension payments. Furthermore, It is urgently needed that distinctive quality data about re-employment including earnings to perform deep-empirical research for effective policy. Lastly, it is extremely necessary to reinforce management system of Government Employment Pension Corporation.

A Study on the Influence of Major Satisfaction on the Employment Preparation Behavior among Female College Students of the Department of Library and Information Science (국내 전문대학교 문헌정보과 여대생의 전공만족도가 취업준비행동에 미치는 영향에 관한 연구)

  • In this study, the factors of major satisfaction(curricular satisfaction, class satisfaction, relationship satisfaction, cognitive satisfaction, and general satisfaction factors) which influence the employment preparation behaviors were identified by conducting a survey of female college students of the department of library and information science, and whether the feeling of employment efficacy had a moderating effect on the relationship between the the major satisfaction and the employment preparation behaviors were verified. The research results are as follows. First, curricular satisfaction(C.R.=3.847, p<0.001), class satisfaction(C.R.=3.244, p<0.01), relationship satisfaction(C.R.=3.045, p<0.01), and cognitive satisfaction(C.R.=2.464, p<0.05) factors turned out to have a significant positive(+) effect on the employment behaviors of female college students of the department of library and information science. Second, the moderating effect between the high group and the low group in terms of employment efficacy turned out to have a statistically significant moderating effect as the p value was less than 0.05, p = .040. The results of this study may be used as the useful basic data to not only improve the employment rate for the department of library and information science of community colleges in Korea, but also to prepare for the rapidly declining school-age population and the Institutional Accreditation.

Beauty Shop Owner's Employment of Immigrant Women (미용산업고용주의 다문화이주여성에 대한 고용 연구)

  • This study examines the employment experience of beauty shop owners with respect to immigrant women. A quantitative analysis was conducted through a survey of beauty shop employers. Total 400 beauty shop owners were given a questionnaire and 380 responses were obtained. IBM SPSS 21.0 was used for frequency analysis, chi-square test, t-test using obtained data. Most of the respondents reported rare immigrant women employment. In addition, they were not likely to have experienced benefits from government support system and had little knowledge of such systems. According to an the employment analysis, there were differences in business areas, locations, regions, business type, and the number of employees according to characteristics of beauty shops. Immigrant women were more likely to be employed in Gyeonggi than in Seoul and Chungcheong Province and in skincareshops than in hairshops, nailshops and make-up shops. Shops with fewer than six employees were more likely to employ immigrant women. Those shop owners has employed immigrant women were more likely to hire immigrant women. Employment intentions of employers included mitigation services for auxiliary and sharing purposes, government benefits, and solutions for employment difficulties. Government support had a positive effect on employment intentions of beauty shop employers. Employers with knowledge of government support programs were more likely to hire immigrant women. The results suggest that the government should make more efforts to promote relevant policies. Future research should identify the reasons why few immigrant women are employed.

Association Between Work Status and the Use of Healthcare Services Among Women in the Republic of Korea

  • Introduction: Previous studies on occupational health focussed predominately on the occurrence of occupational diseases. Relatively few studies have measured how employment is associated with the use of healthcare services. This study investigates the association between employment and the extent and range of healthcare use, such as medical expenditures, of women in South Korea. Methods: We analyze data of the Korean Health Panel, an ongoing longitudinal national representative survey, from 2008 to 2017, to identify the status of economic activity of women by year and age group. We estimate the association between female employment status and medical expenditures by using random effect panel Tobit models. Furthermore, we investigate the association between employment status and the range of healthcare services in biomedicine and traditional Korean medicine (KM) by conducting conditional fixed-effects logistic regression analyses. Results: For women aged between 25 and 65 in 2017, the majority of them were employed or self-employed. (The proportion of employment of self-employment equals 64.80%). In addition, working women spent 11.6% less on healthcare than nonworking women, and self-employment lowered the healthcare expenditure by 13.1%. Neither work nor the type of work is related to the types and range of healthcare service use. Being employed or self-employed is negatively associated with women's expenditure on healthcare. Conclusions: The findings show that employment is associated with less spending on healthcare. They imply that employment has a positive impact on women's health.

Effect of Employment of Persons with Developmental Disabilities on Social Activities (발달장애인의 취업이 사회활동에 미치는 영향)

  • The purpose of this study is to explore the effects of employment for people with developmental disabilities on their social activities. As a research method, cross-analysis, correlation analysis, and logistic regression analysis were performed using questionnaire data on employment status and social activity for 391 persons with developmental disabilities. As a result of the analysis, first, employment for people with developmental disabilities was found to be significant in social activities. In other words, 79.7% of those with developmental disabilities who were employed participated in social activities, and 39.3% of those who were not employed. Second, employment for people with developmental disabilities, whose personal characteristics were carefully verified as a control variable, had a significant effect on social activities and increased by 5.2 times. According to the results of the study, it can be seen that active employment support for people with developmental disabilities and policy efforts for employment are required for participation in social activities of people with developmental disabilities. Finally it was suggested to supported employment, expand standard workplaces for the disabled, introduce a job coach system, and establish a network with related organizations.

Spillover Effect Analysis of TPP's Global Value Chain Reorganization on Domestic Employment (TPP에 따른 글로벌 가치사슬 재편의 국내 고용 파급효과분석)

  • This paper investigates the effects of TPP on Korean domestic employment. Using data from 1995-2011 obtained from the world input-output database (WIOD) and firm-level data, this paper attempts to identify changes in global value chain (GVC) structures involving Korea and TPP member countries in the Asia-Pacific region. Three stage least squares estimation is employed, and empirical findings show that there exists a statistically positive and significant causal relationship between GVC and domestic manufacturing employment. The positive impacts of TPP on Korean domestic employment suggest that Korea actively encourage TPP negotiation. TPP will bring positive domestic employment effects and opportunities for structural transformation in the manufacturing and services industries in Korea.

  • The 4 major rivers restoration project (4RRP) requires the government to invest a lot of money. Regional economic effect is one of the main purposes of implementing the 4RRP. This paper attempts to measure the regional economic effects, focusing on regional employment-inducing effect and regional income-inducing effect. Regional employment-inducing effect is computed by excluding indirect effect and directly investigating the amount of employment. To this end, marginal propensity to consume, household consumption, household income should be derived. We used working day data and government expenditure multiplier to measure local employment creation and income generation. As a result, the project creates 46,628 employments from 2009 to 25 August 2011 and generates 25 trillion won regional income for three years.

The Influence of the Educational Satisfaction on the Project Effectiveness of Employment Promotion Project for the Elderly - A Mediating Effect of Participation Satisfaction - (노인일자리사업의 교육만족도가 사업효과성에 미치는 영향과 직무만족도의 매개효과)

  • The purpose of this study is to investigate the effect of educational satisfaction on project effectiveness, and the mediating effect of participation satisfaction between educational satisfaction and project effectiveness of employment promotion project for the elderly. The data were Research of the aged joining employment promotion project for the elderly made by Korea Labor Force Development Institute for the Aged in 2010 and the total subject was 1220. Descriptive analysis, correlations analysis, and the multiple regression analysis for research model test were used. Additionally, Sobel test was used to verify the significant mediating effect. Results were obtained in this study as the educational satisfaction have significant effects on participation satisfaction. And the mediating effect of educational satisfaction on project effectiveness is statistically significant. Based on the findings, in order to increase project effectiveness, we need to realize the importance of education for the aged joining employment promotion project for the elderly, and consider the participation satisfaction.

The Achievement of The Employment-oriented Welfare State (고용중심 복지국가의 고용과 재정 성과)

  • This study explores the effectiveness of employment-oriented welfare state by analyzing the mediating role of employment rate on the relationship between public welfare effort and fiscal soundness. Notably, this study considers the quality of employment into the analysis: part-time work, involuntary part-time work and low-wage work in analysis. The data sample consists of 18 OECD countries which initiated employment-oriented welfare strategy after the crisis of welfare state. An analysis was conduct based on Baron & Kenny(1986)'s method and panel two-stage model to handle the endogeneity problem. The results show that while the high level of public welfare effort negatively affects the fiscal soundness if it contributes to boosting employment rates, it has positive effects on the fiscal soundness. However, when the incidence of involuntary part-time employment and low-wage employment is high, the mediating impact of employment rate on the fiscal soundness disappears. This study argues that unless the quality of employment is taken into consideration, the positive effect of employment-oriented welfare state strategy to improve the fiscal soundness is not fully guaranteed.

The Effect of Employment Security on Suicide Ideation: Moderating Effect of Family Function (고용안정성이 자살생각에 미치는 영향: 가족기능의 조절효과 분석)

  • Suicide is one of the major social problems in Korea, and its suicide rate is highest among the OECD countries. It has been reported that employment instability in labour market is causal factor of suicide ideation. Because the unemployed and temporary or part-time workers are reported to have high level of suicide ideation due to unstable job security, and they are likely to be a high risk group for suicide, it is necessary to do in-depth research on the effect of job stability on suicide ideation and the protective factors. For this purpose this study investigates the relationship between employment status and suicide ideation, and examine the moderating effect of family function. Data of 1,235 adults from the national-wide 'Longitudinal Study of Suicide Survivors' Mental Health were analyzed. Employment status were associated with the level of suicide ideation(B=-.904, p<.001), and the level of suicide ideation was the highest in the unemployed group. And the moderating effect of family function was statistically significant(B=-.218, p<.05), and good family function buffers the effect of unstable job status on suicide as a protective factor. Based on these findings, policy and practical implications for suicide prevention for precarious employment from the family dimension are discussed.
