The Operation of Port marketing and Future Strategy Directions (항만마케팅의 운영실태와 미래 전략방향)

  • Nowadays port has changed so rapidly as other economic variables. The main issues of these changes are classified with some problems such as the progress of containerization and enlargement of ship size and its speed, the introduction and expansion of EDI system, and the inducement of private capital in port development. Therefore, the competition among ports is severer than before, especially in container cargos. Almost all ports try to strengthen their competitive power and enlarge their port performance and throughput through many kinds of efforts and strategies. Port marketing is important approach and methods in order to make understand port and make call on their ports, of course, realizing the importance of port for the regional economics and employment generation. In this paper, the various marketing concepts are redefined and applied in terms of port and shipping service with which marketing is not so much popular and familiar. After many diagnoses and investigations are executed with special logistical viewpoints and attention, this paper suggests some countermeasures of port marketing in the angles of 4Ps. The strategies and countermeasures are classified in 3 stages according to their broadness and specificity. The privatization of port and port competition need the renovation and rationalization of traditional port activities and old port operation customs. Although this paper suggest many ideas with focusing Busan port, these ideas will be used in other ports. I think it is necessary further study concerned this topics and some limitations which this paper contains.

The Analysis on Economic Ripple Effect of the Fishing Village New Deal 300 Project (어촌뉴딜300 사업의 경제적 파급효과 분석)

  • The purpose of this study is to provide logical and policy justification for the feasibility and sustainability of the project through analysis of economic ripple effects of the fishing village new deal 300 project. To do this, we applied the industry-related analysis, which is mainly used to analyze the economic ripple effects, to the fishing village new deal 300 project. The industry association analysis classifies the detailed project of the preliminary plan for the selection of the business into the software business such as the hardware business and the capacity enhancement in the construction field and analyzes the economic ripple effect through the inter-industry association. As a result, it is expected that the fishing village new deal 300 project will have a positive economic impact. When the total investment of 3 trillion won is invested in the project, it is estimated that the production inducement effect and the value added effect are 5,545.3 billion won and 2,102.7 billion won, respectively. In addition, 62,005 get job inducements, where 10,952 employment inducements were associated with job creation. The analysis of the above impacts seems to have secured the logical justification for the implementation of the fishing village new deal 300 project.

Development of a Cloud-Based Infrastructure Engineering Design Platform Prototype (클라우드 기반의 인프라 엔지니어링 설계 플랫폼 프로토타입 개발)

  • Infrastructure engineering is a field that supports construction (assembly) as a representative industry that creates high added value and jobs by combining science and technology with knowledge, though its importance is underestimated. According to a report from the Ministry of Land, Infrastructure and Transport (Korea), the value-added rate (65.3%) of the engineering industry and the employment inducement coefficient (14 employees per billion won) are three times higher than in manufacturing. In particular,the forward value chain (such as project management and basic design) accounts for less than 10~15% of the total project cost but determines the overall price and quality of the infrastructure facilities. In this study, a work break-down system, design support module and database development method for road design projects for design platform development is presented. Based on the presented development method, a cloud-based infrastructure design platform's prototype is developed. The developed infrastructure engineering platform is expected to provide a web-based design work environment without time/space restrictions and greatly contribute to winning overseas business orders and securing competitiveness.

Analysis of Regional Economic Ripple Effects of Constructing LNG Bunkering Infrastructure at Busan Port (부산항 LNG 벙커링 인프라 구축에 따른 지역경제 파급효과 분석)

  • The International Maritime Organization (IMO) has strengthened environmental regulations, leading to an increase in demand for LNG-powered ships. To enhance the competitiveness of ports and promote the use of LNG-powered ships, establishing LNG bunkering infrastructure is necessary. However, no ports in Korea currently have such infrastructure. This study used the 2015 regional input-output table to examine the economic impact of establishing LNG bunkering infrastructure in Busan Port, the largest port in Korea. The estimated cost of the project in 2023 was KRW 21.09 billion. The average production, value-added, and employment inducement coefficients were 1.223, 0.372, and 7.58, respectively.

Study on the Actual State of Breast-feeding - Centering Sungju-gun, Kyongbuk - (모유수유 실태에 관한 조사연구 -경상북도성주군을 중심으로-)

  • This study to study and analyze the current state of infancy breast-feeding & practice and related factors and to provide basic data for the effective practice of breast-feeding and breast-feeding percentage improvement. For the object, 474 mothers of the infants who were born between Jan. 1, 1998 and Dec. 31, 1998 were selected, and the survey period & method were from Oct. 15, 1999 through Nov. 14, 1999 (1 month period) and telephone interview, respectively. To examine by month breast-feeding type, the average breast-feeding percentage in 1 month after a child's birth was 42.4%, but after 6 month it decreased to 23.0%. To see breast-feeding percentage by academic background, the breast-feeding of elementary school graduated mothers was 33.3%, which was highest, and it decreased as the academic background of mothers went better (p〈0.01). By employment state, the percentage for the mothers who were not employed was higher (24.6%) than that of those who were employed at the time, which was 8.0% (p〈0.001). There was no meaningful difference found in breast-feeding percentage by infant mothers age, delivery place, infant sex, child order in family, weight at the time of birth. To examine breast-feeding percentage by delivery method, natural delivery was 27.0% which was higher than 13.1% of Caesarean section (p〈0.01), and by breast-feeding experience before leaving the hospital, 35.6% of those who have breast-fed were breast-feeding while it was 16.4% for those who never did it while in the hospital (p〈0.001). After conducting logistics multi return analysis having breast-feeding percentage as a variable at the time of 6 months after babys birth, I found that infant mothers employment state, delivery method, and breast-feeding experience before leaving the hospital become meaningful variables. As unemployed mothers (p〈0.05), as chose natural delivery (p〈0.05), as experienced breast-feeding before leaving the hospital (p〈0.001), there was more tendency to do breast-feeding. Summing the above results, I would like to suggest the following to raise breast-feeding percentage. Firstly, systematic education about the importance and advantages of breast-feeding and correct breast-feeding method should be practised for women. Secondly, vacation before and after childbirth for working women should be practised and the support of systems for working womens breast-feeding such as installation of nursery in work place are needed. Thirdly, continuous publicity and education for natural delivery inducement is necessary, and for the ones who chose Caesarean section, recommendation of breast-feeding is also needed. Fourth, for breast-feeding within fastest time after delivery, rooming-in required and legal and systematic support is also needed. Lastly, in the governmental level, publicity for breast-feeding and breast-feeding recommending programs that promotes 10 rules for successful breast-feeding bringing-up, provided by UNISEF and WHO, are to be provided.

Relationship among FDI, Economic Growth, and Employment (외국인직접투자와 경제성장 및 고용간 관계)

  • In this paper, the economic performance of the Jeju Free International City and the Free Economic Zone is investigated using statistical testing and the difference in differences (DID) model with data on foreign direct investment (FDI), gross regional domestic product (GRDP), and employment-to-population ratio (EPR). The relationships among FDI, GRDP, and EPR are also investigated using the panel vector error-correction model on the regional data. The compound average growth rate of actual investment, and the ratio of FDI received to FDI declared in the capital region were higher than in the non-capital region. For the growth and relative volume of FDI received, seven regions out of 16 were found to be low in growth and small in relative volume. The results of statistical testing showed statistically significant differences in some variables, except for two regions, but DID estimates that determine the pure policy effect of zone designation showed statistical insignificance. On the other hand, the explanatory power among the three variables was found to be quite limited, but it was greater in the cities, provinces, and non-capital region. In summary, it is necessary to establish the FDI inducement mechanism so the inflow of FDI can increase GRDP and EPR.

Economic Feasibility Analysis Study to Build a Plant-based Alternative Meat Industrialization Center (식물성 기반 대체육 산업화센터 구축을 위한 경제적 타당성 분석)

  • Recently, the alternative meat (food) market is growing rapidly due to the increase in meat consumption due to global population growth and income improvement, as well as issues such as equal welfare, carbon neutrality, and sustainability. The government is also developing a green bio convergence new industry development plan to foster alternative foods, but there are difficulties in commercialization due to the lack of technology and insufficient production facilities among domestic small and medium-sized enterprises, so it is necessary to build joint utilization facilities and equipment to resolve the difficulties faced by companies. am. In addition, small and medium-sized enterprises are having difficulty developing and commercializing plant-based meat substitutes due to a lack of technical skills, and related equipment is expensive, making it difficult to build equipment on their own. Accordingly, Jeollabuk-do is pursuing a strategy to secure the source technology for development, processing, and industrialization of plant-based substitute meat at the level of developed countries by establishing a plant-based alternative meat industrialization center. In this study, an economic feasibility analysis study was conducted when a plant-based alternative meat industrialization center is built in Jeollabuk-do. As a result of the analysis, B/C=1.32, NPV=374 million won, and IRR=4.8%, showing that there is economic feasibility in establishing an alternative meat industrialization center. In addition, as a result of analyzing the regional economic ripple effect resulting from the establishment of an industrialization center, if 38 billion won is invested in Jeollabuk-do, the nationwide production inducement effect is 74 billion won, the added value inducement effect is 29.8 billion won, and the employment inducement effect is 672 people

A Study on Collection and Usage of Panel Data on On-board Job Taking and Separation of Korean Seafarers (한국선원의 승선과 이직에 대한 패널자료 구축과 활용방안)

  • Seafarers are an essential resource in maritime industries, which provide navigation skills, vessel maneuvering skills and fishing skills in the fishery industry. They also work as a driving force in pilotage, port operation, vessel traffic service, and marine safety. Other areas in maritime services, which rely on seafarer include safety management of ships, supervisory activities, and maritime accident assessment. In these ways, Korean seafarers have contributed to the growth of Korean economy. However, there have been issues of high separation rate, shortage of supply, multi-nationality, multiplicity of culture caused by employment of foreign seafarers, and aging. The present paper finds that maritime officers and fishery officers demonstrate differences in the statistics of on-board job taking and separation: the separation rate of fishery officers is higher than that of maritime officers. The existing data and statistics by the Korea Seafarer's Welfare & Employment Center could be improved by changing its structure from time series to panel data. The Korea Seafarer's Welfare & Employment Center is the ideal institution for collecting the panel data, as it has already accumulated and published relevant statistics regarding seafarer. The basic design method of the panel data is to adopt and improve it by including the information on ratings of maritime and fishery industries, ranks in a ship, personal information, family life, and career goal. Panel data are useful in short- and long-term forecasts of supply of Korean seafarers; demand evaluation of education, training, and reeducation of the seafarers; demographical dynamic analysis on Korean seafarers; inducement policy of long-term on board job taking in harmony with man-power demands in marine industries such as pilotage service; implementation of job attractiveness policy on Korean seafarers; and employment stabilization of Korean seafarers.

A Study on Medium-Sized Enterprises of Japan (일본의 중견기업에 관한 연구 : 현황과 특징, 정책을 중심으로)

  • Korea's business is composed of a few large-sized enterprises (which can be abbreviated as LSE) and a majority of small-sized enterprises (SSE). Although there has been a growing recognition of the need for the development of medium-sized enterprises (MSE) which can serve as a link between SSE and LSE, as yet there has not yet been a consensus on the definition, characteristics and the function of the MSE in Korea. Nowadays, the world is being globalized, and Japan and China are in competition to ne a great economic power. While East Asia is experiencing rapid changes, promoting MSE which can secure flexibility and efficiency through covering up the limitation of LSE and SSE is needed in order to respond the global market which is being specialized. The features of MSE in Japan can be listed as follows. First, the MSE in Japan is developing the company through getting into niche markets which are hard for major companies to enter rather than developing markets in order to compete against major companies directly. While MSEs are endeavoring to build the business firmly in the domestic market, they can possess special and competitive technical skills through trials and errors; so that they can get a chance develop their business through independent business system rather than putting their effort to compete against major companies. Second, from the MSEs with competitive edge in the market, there are many contributions to the national exportation. Those MSEs produce in domestic and maintain the quality of high price products which need cutting-edge technology, while they relocate the low and middle priced goods to the country where manufacturing costs are low, so that they can maintain the price competitiveness. Third, the industrial structure in Japan is formed from dual structure between major companies and small sized companies. In other words, in Japan's industrial structure which are composed of subcontract structure, this dual structure has taken a major role of small sized companies' growth and manufacturing businesses' international competitive power. Forth, MSE in Japan adopt a strategy of putting their value on qualitative scale growth rather than quantitative scale growth. In this paper, the case of Japanese MSE is analyzed. Along with its long history of Industrialization, Japan has a corporate environment where the SSEs can develop as a MSE and later a LSE through a full-support system. Among its SSEs, there are a number of world class corporations equipped with a large domestic market, win-win cooperation with the LSEs and an independent technology development. It can also be observed that these SSEs develop into MSEs with sustainable growth potentials. This study will focus on the condition under which the MSEs of Japan have been developed, and how they have survived the competition between SSEs and LSEs. Through this study, this paper attempts to offer solutions to Korea's polarization between the SSE and LSE, while providing the basis for SSEs revitalization. In general, if both extremities phenomenon deepen between LSE and SSE, there are possible fears of occurring disutility in national economy by the monopolization of LSE. For that reason, enterprise group, which can make SSE or MSE compete LSE in some area and ease the monopoly and oligopoly problem, is needed. This awareness has been shared for ages long. Nevertheless, there is no legal definition for MSE in Japan, and there is no definition about the enterprise size or unified view of MSE between scholars, but it is defined differently by each of academical person or research institution and study meeting. For that reason, this paper will organize the definition of MSE in Japan, and then will propose the characteristics of the background which has made MSE secure competitiveness and sustainable growth in global market. This study focus on that because through this process, the positive change to the awareness of MSE can be proposed in Korea and to seek the policy direction for building institutional framework which can make SSE become MES. Through this way, the fundamentals for SSE to become MSE can be managed and some appropriate suggestions which will be able to make MSE enter the global market in the future can also be proposed. Due to these facts, this study is very important and well timed task. In a sense of this way, this study will examine the definition and role of MSE in Japan. after this examination, this study will deal with the status, special feature, and promotion policy for MSE. Through this analysis of MSE in Japan, the foundation which be able to set the desirable role model for MSE in Korea can be proposed. Also, the political implication which is needed to push ahead to contribute to creating employment and economic growth through sustainable growth of MSEs in economic system of Korea can be offered through this study. It has been found that Japan's MSE functions as an indispensable link among various industrial structures by holding a significant position in employment rate, production and value added. Although the MSEs took up less than 1% of the entire number of businesses with 2700 manufacturing firms and 7000 non-manufacturing firms, its employment ratios are about 15%, while taking about 25% of the manufacturing industry's exports. In industries such as machinery and electronics which is considered Japan's major industry, the MSEs showed a higher than average ratio of manufacturing exports and employment rate. It can be analyzed that behind Japan's advantageous industries, close and deeply knit MSEs exist. Although there are no clearly stated policies geared towards the MSEs by the Japanese government, various political measures exist such as the R&D Project and the inducement of cooperation between enterprises which gives room for MSEs to participate in the SSE policies. In relation to these findings, the following practical measures can be considered in order to revitalize Korea's MSEs: First, there is a need for a legal definition of MSE and the incentives to provide legal support for its growth. Second, if a law to support the MSEs is established, it could provide a powerful inducement for the SSE to grow as a MSE, rather than stay as a SSE. Third, there is a need for a strategy of MSEs to establish a stable base in the domestic market and then advance to the global market with the accumulated trial and error and competitiveness. Fourth, the SSE themselves need the spirit of entrepreneurship in order to make the leap to a MSE. Because if nothing is to be changed about the system on the firms that grew, and the parts of the past custom was left to be managed alone, confusion and absence of management can take place. No matter how much tax favors the government will give and no matter how much incentive there could be through the policies, there are limits for industries to higher the ability to propagate. And because of that it is a period where industries need their own innovative skills to reform their firms.

An Analysis on the Economic Impact of ICT Based Innovation within Creative Industries in South Korea (창조산업 내 ICT기반 혁신의 경제적 파급효과 분석)

  • While creativity and innovation is the key to drive the creative economy in the South Korea, the development of analysis framework to evaluate the size and performance is limited. The present study suggests a framework and a method to assess economic impact of the creative economy using inter-industry analysis which employs input-output efficiencies populated by the Korean Bank and empirical data from the national informatization survey conducted by the National Information-society Agency(NIA). The results indicated that, as of 2013, despite of economy downturn, the creative innovation based on the information communication technology(ICT) had been significantly led the production, value-added, and employment inducement. The effect is predominant in the creative industry in an broad sense, that is, technology intensive manufacturing industry. Theoretical and policy implications are discussed.
