Research on democratic transitions has relatively ignored the question of why some countries experience a regressive form of political pacts, while others do not. This paper develops a simple game-theoretic model to explain the phenomenon of collusive pacts in the process of democratization. Trasformismo is a term that refers to a system of political exchange based on informal clientelistic politics. The existing studies of the politics of trasformismo have emphasized the timing of industrialization and the tradition of strong state as conditions of the politics of trasformismo. However, not every late industrializers and not every strong states experienced some variants of collusive political pacts in their trajectories of democratization. In this paper, I contend that the politics of trasformismo is rather a generalizable pattern of political elites' behavior under particular circumstances. By developing a simple game theoretic model, this paper suggests the conditions under which political actors are likely to collude to a regressive form of political pacts. The model shows that the likelihood of collusion to a regressive form of political pacts is a function of a set of parameters. First, a higher level of incumbency advantage in electoral competition is likely to be associated with a higher probability of collusive political pacts. Second, a higher degree of the monopoly of political representation of political parties without a close link with a variety of societal forces is likely to induce collusive behavior among politicians. Third, the ruling party leader's expectations about the likelihood of a safe extrication are related to collusive political pacts. This paper then engages in a case study of the 1990 three-party merger in South Korea. The 1990 Korean case is interesting in that the ruling party created a new party after having merged with two opposition parties. This case can be considered a result of political maneuver in a context of democratization. The case study suggests the empirical relevance of the game-theoretic model. As the game of trasformismo and the case study of the 1990 three-party merger in South Korea have shown, the collusive political pact was neither determined by a certain stage of economic development nor by a particular cultural systems. Rather, it was a product of the art of trasformismo based on party leaders' rational calculations of the expected likelihood of taking governing power.

While the integration into global value chains has garnered attention as a rural development strategy, less is known about why some integrations are successful while others are not. This study draws on rent theory and on empirical examples from Jinju and Nonsan, the two biggest strawberry production regions in South Korea, to explore the mechanisms of Jinju creating and exclusively retaining monopoly rents from the exports. Based on five months of fieldwork and in-depth interviews with stakeholders, the findings show that a producer-driven chain integration into the overseas markets was possible in Jinju due to the natural barriers to entry based on an exportable variety, as well as the region's climate conditions being suitable to the variety. Moreover, the farmers have attempted to retain the monopoly rents and extra profits from public supports by associating producers. The horizontally associated farmers stabilized their positions by enhancing their bargaining power against exporters, as well as by managing access to the public supports by controlling memberships.

Science communication based on social reflection and political consensus among social members should be activated rather than focusing on science and trying to find solutions in a short period of time in order to respond to science and technology risk issues in modern society, which are the main characteristics of complexity, uncertainty, and unpredictability. The purpose of this study is to examine science communication suitable for a risk society and to present implications by exploring in detail how the concept and flow of science communication have changed due to changes in the social paradigm and what is needed to revitalize science communication. When scientific knowledge and understanding of science are combined with public participation, and science communication that can demonstrate practical expertise and efficiency can be realized when empirical knowledge to solve problems in a risk society is strengthened away from the authority and power of science alone.
The relationship between buyers and sellers is changing into a long-term relationship. A number of distribution channel researchers have determined that the behavior of distribution channel members can be characterized by relational exchanges. The members of relational distribution channels may be perceived as strategic partners; however, even within these arrangements, member asymmetries may exist, which can create unequal distributions of power and dependence. Thus, as all distribution channel members may not be equal in power, it is possible that a less-dependent channel leader may emerge. Therefore, leadership in distribution channels is a very important variable. Distribution channel leadership can be defined as the activities undertaken by the distribution channel leader to influence the marketing programs and strategies of channel members. A distribution channel's performance is influenced by the leadership style of the channel leader. Although research on channel leadership styles can be broadly categorized, many researchers have dealt with analyzing distribution channel leadership by using the power-influence approach, which includes looking at variables, such as power, power base, and influence strategies. Moreover, they have examined the direct relationship between leadership styles and performance. Many distribution channel scholars have attempted to justify the application of leadership styles identified in alternative leadership theories to the inter-organizational context of distribution channels. They have made suggestions regarding how great the usefulness of leadership style as a strategy is to secure the compliance of distribution channel members and have conceptually and empirically linked it to channel-related phenomena, such as manifest conflict, cooperation, channel efficiency, and effectiveness. However, as few empirical studies have examined the antecedents and consequences of leadership styles, research on leadership style can be considered nascent. Thus, it is required to investigate the antecedents and consequences of the leadership style of a distribution channel leader. This study aims to empirically identify whether there are influences of the antecedents of leadership on two different leadership styles, and to reveal whether these leadership styles induce any consequences. The research subjects were 220 franchisees. Research findings are as follows: First, the results show a positive effect of technological capability on transformational relationships. However, it does not have a significant effect on transactional leadership. Second, innovation-oriented organizational culture has negatively influenced both leaderships. However, task-oriented organizational culture positively and significantly influenced both forms of leadership. Third, the ethics of leaders has influenced both leadership styles positively and significantly. Fourth, regarding consequences, transformational leadership strengthens financial performances, whereas it weakens relational citizenship behaviors. However, transactional leadership positively influences relational citizenship behavior whilst negatively affecting financial performance.
Phosphorus desorption study is essential to understanding P behavior in agricultural and environmental soils because phosphorus is considered as two different aspects, a plant nutrient versus an environmental contaminant. This study was conducted to determine soil P buffering power related to P desorption quantity intensity (Q/I) parameters, $Q_{max}$(an index of P release capacity) and $l_0$(an index of the intensity factor), and to investigate the characteristics of relationship between the P desorption Q/I parameters and the soil properties. Soil samples were prepared with treatments of 0 and $100mg\;P\;kg^{-1}$ applied as $KH_2PO_4$ solution. The P desorption Q/I curves were obtained by a procedure using anion exchange resin beads and described by an empirical equation ($Q=aI^{-1}+bln(I+1)+c$). The P desorption Q/I curves for the high available P (${\g}20mg\;kg^{-1}$ of Olsen P) soils were characteristic concave trends with or without soil P enrichment, whereas for the low available P (${\lt}20mg\;kg^{-1}$ of Olsen P) soils, the anticipated Q/I concave curves could not be obtained without a proper amount of P addition. When the soils were enriched in phosphates, the values of desorbed solid phase labile P and solution P, such as $Q_{max}$ and $I_0$ respectively, were increased, but the ratio of $Q_{max}$ versus $I_0$ was decreased. Thus, the slope of desorption Q/I curve represented as phosphorus buffering power, $|BP_0|$, is decreased. The $|BP_0|$ values of the high available P soils ranged between 48 and $61L\;kg^{-1}$ in the P untreated samples and between 18 and $44L\;kg^{-1}$ in the P enriched samples. Overall $|BP_0|$ values of both low and high available P soils treated with $l00mg\;P\;kg^{-1}$ ranged between 14 and $79L\;kg^{-1}$. The $Q_{max}$, values ranged between 71.4 and $173.1mg\;P\;kg^{-1}$, and the lo values ranged between 0.98 and $3.82mg\;P\;L^{-1}$ in the P enriched soils. The $Q_{max}$ and $I_0$ values that control the P buffering power may be not specifically related to a specific soil property, but those values were complicatedly related to soil pH, clay content, soil organic matter content, and lime. Also, phosphorus release activity, however, markedly depended on the desorbability of the applied P as well as the native labile P.

The engineering of satellite communication systems at frequencies above 10GHz requires a method for estimating rain-caused outage probabilities on the earth-satellite path. A procedure for predicting a rain attenuation distribution from a point rainfall rate distribution is, therefore, needed. In order to predict rain attenuation on the satellite link, several prediction models such as ITU-R, Global, SAM, DAH model, have been developed and used at a particular propagation condition, they may not be appropriate to a propagation condition in Korean territory. In this paper, a new rain attenuation prediction method appropriate to a propagation condition in Korea is introduced. Based on the results from ETRI measurements, a new method has been derived for an empirical approach with an identification on the horizontal correction factor as in current ITU-R method, and the vertical correction factor has been suggested with decreasing power law as a function of rainfall rate. This proposed model uses the entire rainfall rate distribution as input to the model, while the ITU-R and DAH model approaches only use a single 0.01% annual rainfall rate and assume that the attenuation at other probability levels can be determined from that single point distribution. This new model was compared with several world-wide prediction models. Based on the analysis, we can easily know the importance of the model choice to predict rain attenuation for a particular location in the radio communication system design.

Recent two moderate earthquakes (2016 $M_w=5.4$ Gyeongju and 2017 $M_w=5.5$ Pohang) in Korea provided the unique chance of developing a set of relations to estimate instrumental seismic intensity in Korea by augmenting the time-history data from MMI seismic intensity regions above V to the insufficient data previously accumulated from the MMI regions limited up to IV. The MMI intensity regions of V and VI was identified by delineating the epicentral distance from the reference intensity statistics in distance derived by using the integrated MMI data obtained by combining the intensity survey results of KMA (Korea Meteorological Administration) and 'DYFI (Did You Feel It)' MMIs of USGS. The time-histories of the seismic stations from the MMI intensity regions above V were then preprocessed by applying the previously developed site-correction filters to be converted to a site-equivalent condition in a manner consistent with the previous study. The average values of the ground-motion parameters for the three ground motion parameters of PGA, PGV and BSPGA (Bracketed Summation of PGA per second for 30 seconds) were calculated for the MMI=V and VI and used to generate the dataset of the average values of the ground-motion parameters for the individual MMIs from I to VI. In this paper, we investigate the cause of throughput degradation on the wireless local area network(WLAN) and the reason of interference level change attributed to the spanned frequency in the presence of electromagnetic interference. We also measured and quantified the electric field strength of interference which yields the abrupt change of the throughput. Two units of WLAN and one unit of AP(Access Point) are configured to maintain the radio link. As the sources of interference, both the co-channel and adjacent-channel interference are considered and the critical values of electric field are provided for each case. Our experimental observations show that the signal strength generated from these interference sources is at most less than 54 dBuV/m @3 m in order to coexist between WLANs and other low power radio devices without any noticeable throughput decreases. Based on our empirical results, as far as 802.11b WLAN is concerned, we believe that the current domestic limit of the signal strength for an extremely low power radio device, 30.9 dBuV/m @3 m, can be increased as much as 23.1 dB.

This paper presents the a measured path-loss characteristics for mobile communications beyond 3G in microcellular residential area and street microcell at 3.4, 5.3, and 6.4 GHz band signals. The residential area is divided into two sections, one of which is composed of fifteen-story appartment buildings. The other section comprises four-story houses. The street microcell is classified line-of-sight(LOS) and nonline-of-sight(NLOS) areas. Both residential areas have standard deviations independent of the residential area classification, whereas the path loss exponents in the apartments is higher than those in area for same frequencies. A two-ray model is applied to analyse the path-loss charateristics in LOS areas. In LOS areas, an empirical breakpoint, whose distance is 6 percent shorter than a theorical breakpoint, is founded. Further, a sudden power level drop occurs at a transition point from LOS region to NLOS area. Path loss exponent is found to be significantly higher for non-LOS region than for LOS region. The power level drop due to corner loss and path-loss exponents both increase as the distance between the transmitter and the corner increases.

The purpose of this study is to empirically analyze whether performance-oriented remuneration systems in public thermal power generation companies substantially induces organizational commitment of employees, and contributes to organizational performance. According to the study, adequacy of salary and individual work evaluation have significant effects on organizational commitment, whereas external and internal evaluations for pay-for-performance remuneration systems do not have a significant effect. Annual salary for performance and pay-for-performance systems have a significant influence on organizational performance. In addition, because annual salary and individual work evaluation of the performance-oriented remuneration system have significant effects on both the indirect effect, through organizational commitment, as well as the direct effect on organizational performance, there exists a partially mediated effect on organizational commitment. Conversely, because external and internal evaluations do not significantly affect organizational commitment, there is no means of verifying the mediating effect. Studies suggest that a fair annual salary system for performance employed in conjunction with a pay-for-performance system will provide positive impacts on organizational performance and employee loyalty.
