Korea has introduced Korea Emissions Trading Scheme (Korea ETS) since 2015. However, not many companies voluntarily participate in the emissions trading. The goal of this paper is to provide the way to improve the Korea ETS. This study compares the Korea ETS with EU Emissions Trading System, which has been practiced for a decade, and suggests three strategies to activate the Korea Emissions Trading Scheme. The first thing is to encourage more companies to participate in the emissions trading since the number of companies in the emissions trading in Korea is quite limited compared with that of EU. The second thing is to activate the trading of Korean Credit Unit in order to stimulate various emission reduction mechanisms. Currently, the most of the trading in the emissions market is through the Korean Allowance Unit. The third thing is to establish concrete measures to continuously improve the Korea ETS. A comprehensive evaluation of the Korea ETS is needed along with the ongoing convergence with the associated comments. The improvement of Korea ETS would be one of the most efficient ways to compete the climate change, and would also play a role to raise the status of Korea.
To introduce an emissions trading system for GHG that currently have no reduction requirements, the following should be considered as priorities: eliciting the participation of the industrial sector and linking GHG emission trading systems to the emissions trading system (implemented from July 2007) that has become part of national policy with the enactment of the Special Act. Two directions can serve as viable alternatives in that regard. One is a baseline-and-credit method based on incentive auctioning. This has the advantage of inducing participation through economic incentives without a reductions commitment. The downside of this method is that it requires vast investments, as well as the fact that reaching an agreement between participants and the government to decide an objective baseline is difficult. On the other hand, the cap-and-trade method set forth in the Special Act is attractive in that it can be integrated with the air pollutant emissions trading system, but it would be difficult to elicit the participation of the industrial sector in the absence of GHG emission reduction requirements. In the current situation, it would be preferable for the government to induce the participation of the industrial sector by devising a wide variety of incentives because taking part in the emissions trading system before reducing GHG emissions offers large incentives through learning by doing. The timing of GHG reduction commitments and emissions trading system implementation may be uncertain but their Implementation will be unavoidable. Thus the government needs to facilitate preparations for emissions trading of GHG in the future and continuously review its operation in integration with the air pollutant emissions trading system to maximize adaptation and teaming by doing effect in the industrial sector.
The main purpose of this study is to find what steps are needed for a system for CO2 emissions trading to be formulated as government policy, using System Thinking approach. First, this paper analyzed Korean newspapers to consider the social issue regarding CO2 emissions trading. There were more articles related to international issues than domestic ones before 2008. This trend, however, became reversed from January 2008, which means that consideration of CO2 emissions trading has been discussed as a domestic social issue from 2008. Second, it analyzed speeches by former president Roh Moo-Hyun and current president Lee Myung-bak. In particularly, President Lee Myung-bak declared "Low Carbon and Green Growth" as a new growth engine and a Korea's vision of the future national development. Third, it examined which government agencies, including departments and committees, are pursuing policies regarding climate change, global warming, and CO2 emissions trading. Most policy has originated in the Ministry of Environment, although policy alternatives have been proposed in other agencies including the Ministry of Knowledge Economy. The study concludes that the political consideration has played a major role in the policy agenda-setting process of the CO2 emissions trading in Korea.
Climate change has been identified as one with the greatest challenges facing nations, government, business and over future decades. Activities to reduce greenhouse gas emissions by the Kyoto Protocol, the international community has been in progress. Efforts are needed to secure the equivalence between the emission rights through direct cooperation with the relative nation accreditation body. Early entry into the IAF/PAC GHG MLA is essential for demonstrating equivalence between greenhouse gas emissions. Emissions trading will also require connection to the EU ETS, California, USA, and Tokyo, Japan to link Emissions trading. In the case of establishing accreditation standards and accreditation criteria, it will be necessary to distinguish between the domestic Energy Target Management System and the Emission Trading System. Independent greenhouse gases verification bodies should be established to meet the requirements of IAF and PAC. It is necessary to revise the qualification criteria for the verification of the greenhouse gas verification body according to international standards requirements. It is necessary to support the role of accreditation bodies of domestic greenhouse gas verification bodies. It is required to join international organizations of international mutual recognition of international trade and the need for pilot projects to link greenhouse gas emissions. The core link to our emission trading system is called EU-ETS, and we will need to join the IAF/PAC GHG MLA GHG. The International Mutual Recognition Agreement (IAF) is expected to allow international interoperability of GHG emissions verification between EA and the PAC. By signing a PAC GHG MLA, it will need to be prepared to prepare for the pilot project to link the emission trading system.
많은 국가에서 배출권거래제를 도입할 때 기업의 급격한 비용부담을 완화하고 정책의 수용성을 제고하기 위해 도입 초기에는 높은 비율로 무상할당을 시행하고, 이후에는 탄소누출의 위험을 고려하며 점차 그 비율을 낮추어 가는 것이 일반적이다. 이는 '오염자 부담 원칙(Polluter-Pays Principle)'에 따른 것으로, 낮은 무상할당 비율을 고도화된 배출권거래제의 요소 중 하나로 흔히들 간주한다. 이에 본 연구는 배출권 시장이 완전경쟁시장이 아닌 경우, 무상할당 비율을 낮추는 것이 한계 비효율성의 관점에서 바람직하지 않을 수 있음을 간단한 배출권 시장 모형을 통하여 확인한다. 특히 특정 시장 조건에서 배출권 시장의 왜곡으로부터 초래되는 비효율성을 최소화하는 무상할당 비율이 존재함을 입증함으로써 낮은 무상할당 비율이 반드시 배출권거래제의 개선을 의미하는 것은 아님을 보인다.
Climate change is one of the broadest and the most complex issues of international environmental cooperation. Concern about climate change has been steadily increasing and has become a worldwide issue. According to IPCC(Intergovernmental Panel for Climate Change)'s recently report, global warming has accelerated vest serious problems. GHG(Green House Gas) emissions trading schemes, including the Kyoto mechanism that spread to solving the problems. Based on the evaluation on GHG emissions trading schemes, we also find some policy implications on the future development of emissions trading the conventional air pollutants in Korea which start to 2007. The regulatory authority needs to make clear how to allocate allowances to new entrants and also to keep the balance between the opportunity costs of reduction between potential shutdown facilities and new entrants. Under the current rule that does not allow shutdown credits, an equivalent level of allowances needs to be allocated to new entrants free of charge. We believe our policy recommendations may be useful not only for Korea but also for a the other countries, since they are facing a similar policy environment as Korea, particularly in the case of climate change.
Korea has been officially classified as a non Annex-I country under the Kyoto Protocol, however, international community is used to considering it as if it were an Annex-I country. Korea has been under great pressure from the international community, especially from the EU and the US, to get included as an Annex-I country or to accept a legally-binding emissions reduction target like other developed nations. Korean Government declared its national target of emissions reduction in 2020 before the Copenhagen meeting, and also pronounced "Low-Carbon Green-Growth" as a new national paradigm to drive the entire nation toward a low carbon society and develop a new growth momentum. The 'green Act', which was passed by the National Assembly in 2009, is a comprehensive and fundamental law providing legal grounds to all of the national policies and measures that are needed to transform the nation into a low-carbon society. Korean government announced to begin Carbon Emissions Trading from 2015, instead of the originally scheduled year of 2013, considering global trends and industrial competitiveness in a flexible manner. The Carbon Emission Trading would reduce carbon emissions by 30 percent from the expected 2020 level, or 4 percent below its emissions in 2005.
우리나라 배출권거래제도는 기후변화대책법(이인기 의원 대표 발의안)이나 저탄소녹색성장기본법(정부 발의안)을 기반으로 후속법안에서 배출량 설정방식, 할당방법, 국가인벤토리 및 배출권 운영체제를 확정해야 한다. 배출권 설정방식은 온실가스 감축 목표달성이 명확한 배출총량할당방식을 채택하고, 할당방식은 경쟁력에 심각한 영향을 미치는 부문에는 무상배분 및 지원방안을 마련하며, 전력부문에는 높은 비율로 경매로 할당하는 것이 바람직하다. 그리고 대상 온실가스는 6개의 교토의정서 온실가스 모두를 포함하고, 국가인벤토리는 현재 수도권 대기총량제에서 실제로 측정되고 있는 대기오염물질 측정기에 온실가스를 측정기를 부착하여 측정된 통계로 구축하며, 국가레지스트리는 에너지관리공단의 온실가스 인증원 및 등록소에서 하고 있는 프로젝트기반 배출권 관리업무와 새로운 할당량기반 배출권 업무를 통합할 수 있는 한국온실가스등록소(가칭)를 설립하는 것이 효율적이라 생각된다. 그리고 최근 탄소시장은 현물은 물론 선물 및 옵션의 거래가 활발한 추세를 감안하여 배출권거래소는 한국증권선물거래소에 설치하고, 결제청산업무는 증권선물거래소와 업무 연관네트워크가 이미 구축되어 있는 증권예탁결제원에서 담당하는 것이 시간과 비용을 절감할 수 있는 방안이라고 생각된다.
There are two main policies to meet the national goal of reducing Greenhouse Gases (GHGs) emissions in Korea towards Paris Agreement. From 2012 to 2014, Target Management System (TMS) was operated and the Emissions Trading Scheme (ETS) has been established since 2015. To compare the impact of TMS and ETS on reducing GHGs, we collected annual GHGs emission reports submitted by individual business entities, and normalized them using a z-variant normalized function. In order to evaluate the impact of those policies, we calculated the amount of GHGs emissions of 73 business entities from 15 business sectors. Those entities emitted $508million\;CO_2eq$, which is 74% of total national GHGs emissions in 2014. The main results of analysis indicate that accumulated GHGs emissions during the period 2012 to 2014 affected by TMS was higher than the national goal of GHGs emission reduction, and only the GHGs emissions in 2014 were in the range of allowed GHGs emissions, set by the Government. In 2015, when ETS initiated, total GHGs emission trading was $4.84million\;tCO_2eq$, which is only 0.9% of total allowance in 2015. However, more than 50% of business entities, who got the allowance of GHGs emission given by the Government, met the goal of GHGs emissions. Particularly, 27 of 73 business entities reduced GHGs more under the ETS rather than the TMS. Even though we analyzed only 4 years' data to demonstrate the impact of TMS and ETS, it is expected to commit the national goal of GHGs reduction target by TMS and ETS.
This paper develops an analytic model for minimizing the cost of distributing items by truck from one supplier to many customers under Milk run logistics strategy. The model derives formulas for not only inventory and transportation costs but also costs associated with carbon emission trading scheme. In addition, monetary investment for reducing carbon emissions is considered. We analyze how to determine optimal shipment size and carbon emission reduction investment. The purpose of this work is to evaluate the effects of carbon emission trading scheme on the Milk run logistics strategy in terms of how much to reduce carbon emissions and/or inventory and transportation costs. We analytically show that it is possible to reduce carbon emissions while reducing inventory and transportation costs by introducing cap-and-trade carbon emission trading scheme under certain conditions.
