A Study on a Generation and Transmission Planning Considering CO2 Emission Constraint and Emission Trading (CO2 배출량 제약과 배출권거래제를 고려한 설비계획 방법론 개발에 관한 연구)

  • WASP which is used to plan generation expansion has disadvantages that can't manage environmental factors and regional supply-demand planning. But with the effectuation of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol, it is expected that reducing greenhouse gases affects power system in its long-term generation expansion planning. Therefore national countermeasures is needed. This paper formulates a mathematical model considering CO2 emission constraints and Emission Trading that will be enforced. This model is based on the MEFISET (Model for Economic Feasibility of Interstate Electrical Ties) which was made by Korea Energy Economics Institute and Hong-ik university and manages generation expansion planning. And this mathematical model is verified by studying a case system.

  • As UNFCC(United Nations Framework Convention on Climate Change) is enhanced, Korea will perform a CO2 reduction duty. The CO2 reduction duty will effect Korea power system because coal and oil thermal generations emit large CO2 form about 46% of total CO2 emission. Moreover various alternatives should be designed to comply with CO2 reduction duty. In this paper, we analysis resource planning considering CO2 emission constraints and emission trading. And we analysis resource planning under using LP(Linear Programing) and MIP(Mixed Integer Programing).

  • The purpose of this study is to consider the effectiveness of continuous $CO_2$ emission monitoring in waste incinerator. To prevent global warming, many countries are trying to reduce $CO_2$, the main greenhouse gas. Currently, Korea is implementing an emission trading scheme to reduce $CO_2$, and waste incinerators are included in this scheme as major $CO_2$ sources. However, when using waste incinerators, $CO_2$ is discharged during incineration of various types of wastes, therefore it is very difficult to calculate the amount of emissions according to IPCC guidelines. In addition, the estimation of $CO_2$ emissions by calculation is known to lack of accuracy comparing with actual emissions. Currently, Korea is operating CleanSYS, which enables continuous measurement of gases emitted into the atmosphere. Therefore, it is possible to estimate the $CO_2$ emissions of waste incineration facilities. The IPCC, which published $CO_2$ emission calculation guidelines, recognizes that direct measurement of emission is a more advanced method in cases of various $CO_2$ emission sources such as a waste incineration facility. Also, Korean emission trading scheme guidelines allow estimation of $CO_2$ emissions by continuous measurement at waste incineration facilities. Therefore, this study considers the effectiveness of a direct measurement method by comparing the results of CleanSYS with the calculation method suggested by the IPCC guidelines.

  • This paper presents the greenhouse gas emission trading scheme which is under progress as a pilot project at the power sector in preparation for UNFCCC. By referring UK's, Emission Trading is introduced incentive auction to maximize the reduction of greenhouse gas emission. At the 1st step, from year 2006 to 2008, only CO2 is regarded as an objective target to decrease but emission credit is excluded with an assumption and only 5 Generation company take part in as participants. The market operating procedure is composed of participants' registration, baseline verification, incentive auction, the registration of initial and yearly allocation, emission trading, yearly emission verification & approval, yearly obligation conformity, carry forward & incentive grant. It can be serve a guideline the whole aspects of emission trading which will start in 2006 including operation, verification and profit sharing.

  • Consumption of fossil fuel has been increasing steadily, and it has seriously affected environment. Due to this situation, UN establish ed UNFCC (United rations Framework Convention on Climate Change), and since Feb. 2005, Kyoto Protocol has come into effect for UNFCC obligation. In Korean power system, coal and oil thermal generation emitting large CO2 form about 46% of total generation. Moreover since electricity dem and has been increasing continuously, various alternatives should be designed to comply with Kyoto Protocol. In this paper, we analyze changes of each GENCO's generation pattern and resource planning under CO2 emission constraints. For this analysis, we incorporate CO2 emission constraints and the emission trading mechanism into the conventional OPF model.

  • Many countries have been preparing the exercise of UNFCCC (United Nations Framework Convention on Climate Change). If UNFCCC is enforced, considerable changes in generation sector are expected due to the imposed greenhouse gas emission. This paper proposes dispatch scheduling algorithms which incorporate the emission constraints and emission trading. Numerical examples are provided to demonstrate the availability these algorithms.

Analysis of CO2 Reduction effected by GHG·Energy Target Management System (TMS) and Korea Emissions Trading Scheme (ETS) (온실가스·에너지 목표관리제 및 배출권거래제 대상 기업의 명세서를 이용한 온실가스 감축 실적 분석)

  • There are two main policies to meet the national goal of reducing Greenhouse Gases (GHGs) emissions in Korea towards Paris Agreement. From 2012 to 2014, Target Management System (TMS) was operated and the Emissions Trading Scheme (ETS) has been established since 2015. To compare the impact of TMS and ETS on reducing GHGs, we collected annual GHGs emission reports submitted by individual business entities, and normalized them using a z-variant normalized function. In order to evaluate the impact of those policies, we calculated the amount of GHGs emissions of 73 business entities from 15 business sectors. Those entities emitted $508million\;CO_2eq$, which is 74% of total national GHGs emissions in 2014. The main results of analysis indicate that accumulated GHGs emissions during the period 2012 to 2014 affected by TMS was higher than the national goal of GHGs emission reduction, and only the GHGs emissions in 2014 were in the range of allowed GHGs emissions, set by the Government. In 2015, when ETS initiated, total GHGs emission trading was $4.84million\;tCO_2eq$, which is only 0.9% of total allowance in 2015. However, more than 50% of business entities, who got the allowance of GHGs emission given by the Government, met the goal of GHGs emissions. Particularly, 27 of 73 business entities reduced GHGs more under the ETS rather than the TMS. Even though we analyzed only 4 years' data to demonstrate the impact of TMS and ETS, it is expected to commit the national goal of GHGs reduction target by TMS and ETS.

  • The Kyoto Protocol finally entered into force in 2008. In this respect, it is imperative to explore different options to reduce greenhouse gas emissions for developing countries under the framework of the Kyoto Protocol. One of the main sources of $CO_2$ gas emission is fossil fueled power plants, thereby emission reduction could be achieved by substituting fossil fuel by non-fossil fuel sources on electric power generation sector. This paper presents the method for evaluating the effectiveness of emissions trading by fuel mix change. The cost of Fuel mix is formulated considering the economic effects of emission trading in electricity market. And the optimal fuel mix is proposed under the given emission constraints.

Empirical Analysis of the Effect of EU ETS on the CO2 Emission (유럽공동체 배출권거래제 도입 효과에 대한 실증분석)

  • Using the difference in differences (DID) estimation method, this paper analyzes the effect of European Union's Emission Trading Scheme (EU ETS) on the reduction of per capita $CO_2$ emission among the twenty five participating countries. For this, the panel dataset of forty two European countries for the period 1990~2007 is constructed. Special attention is paid to the bias of the standard errors in the DID estimation due to the presence of serial correlation in the error terms. The results shows quite a robust effect of EU ETS on the reduction of per capita $CO_2$ emission among the participating countries regardless of the calculation methods of standard errors. The results also shows that the increased implicit tax rate on energy has a robust effect on the reduction of per capita $CO_2$ emission. On the contrary, the estimation results regarding the effects of per capita GDP and population density on the per capita $CO_2$ emission seem inconsistent. In particular, the environmental Kuznets curve is not statistically supported with the use of robust standard errors.
