Flood Hazard Map and EAP Establishment Against Dam/Levee Failure (댐.제방 붕괴에 대비한 홍수위험지도 및 EAP 작성)

  • 비상대처계획(EAP, Emergency Action Plan) 수립 및 홍수위험지도 작성의 목적은 댐.제방 붕괴 등 비상상황이 발생하였을 때 하류부의 생명과 재산 손실을 최소화하기 위한 것으로서 댐 운영 및 관리책임자가 극한홍수 및 지진발생 조건하에서 댐의 물리적, 지형적, 구조적 특성에 따른 발생 가능한 비상상황을 예상하고 이에 효율적으로 대처하기 위한 가능한 최선의 사전계획을 수립하는 것이다. 또한, 댐의 비상상황에 대처하기 위한 비상대처계획 수립 의무화 및 이에 대한 실제적인 모의훈련 등에 필요한 기초자료를 체계적으로 제공하고자 함에 있다. 국내에서 EAP를 수립하여야 할 대상 댐 저수지는 한국수자원공사에서 관리하는 다목적댐, 생공용수댐과 한국농촌공사에서 관리하는 농업용저수지, 한국수력원자력주식회사에서 관리하는 수력발전댐 및 지방자치단체에서 관리하는 댐 등이 해당된다. 제방의 경우 인구가 밀집되어 있는 전 지역이 그 대상이 될 수 있다. EAP의 주요 내용에는 만약에 발생할 수 있는 붕괴 사고시 인명의 손실이나 재산상의 피해를 발생시킬 수 있는 댐 저수지들에 대해서는 EAP를 수립하거나 갱신하기 위한 지침들이 포함되어 있어야 한다. 댐으로부터의 하류 연안지역의 개발이나 소유권은 다양하며, 이로 인해 댐의 운영이나 붕괴로 인한 잠재적 인명손실 또한 다양할 수 있다. 따라서 모든 EAP는 댐, 저수지 하류부 현장 조건에 맞도록 구성되어야 한다. EAP 수립의 주체는 댐 및 저수지 관리자이며 EAP에는 비상상황 확인, 평가, 등급분류, 비상연락체계 및 경보전달체계 수립, 비상시 응급행동요령, 홍수범람예측지도 작성, 비상주민대피계획 및 훈련방안, 부록, 주기적 또는 필요시마다 보완 계획 등이 포함되어야 하며, EAP의 주요 구성요소인 홍수위험지도에는 홍수위험정보 및 대피정보를 제시함으로써 실제 주민 대피계획시 실제적이고 효율적인 대피계획 수립에 활용될 수 있다. 있는 기술가치평가 모형의 구축이 요구된다. 이에 본 연구에서는 효율적인 R&D 투자 정책 수립과 정부정책수립에 기여하고자 AHP(Analytic Hierarchy Process, 계층 분석 과정)기법을 이용, 수자원의 지속적 확보기술의 특성에 따른 4개의 평가기준과 26개의 평가속성으로 이루어진 2단계 기술가치평가 모형을 구축하였으며 2개의 개별기술에 대한 시범적용을 실행하였다.하는 것으로 추정되었다.면으로의 월류량을 산정하고 유입된 지표유량에 대해서 배수시스템에서의 흐름해석을 수행하였다. 그리고, 침수해석을 위해서는 2차원 침수해석을 위한 DEM기반 침수해석모형을 개발하였고, 건물의 영향을 고려할 수 있도록 구성하였다. 본 연구결과 지표류 유출 해석의 물리적 특성을 잘 반영하며, 도시지역의 복잡한 배수시스템 해석모형과 지표범람 모형을 통합한 모형 개발로 인해 더욱 정교한 도시지역에서의 홍수 범람 해석을 실시할 수 있을 것으로 판단된다. 본 모형의 개발로 침수상황의 시간별 진행과정을 분석함으로써 도시홍수에 대한 침수위험 지점 파악 및 주민대피지도 구축 등에 활용될 수 있을 것으로 판단된다. 있을 것으로 판단되었다.4일간의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에 있어서 시장수익률을 평균적으로 초과할 수 있는 거래전략은 존재하므로 이러한 전략을 개발 및 활용할 수 있으며, 특히, 한국주식시장에 적합한 거래전략은 반전거래전략이고, 이 전략의 유용성은 투자자가 설정한 투자기간보다 더욱 긴 분석기간의 주

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

  • This paper is to show the long-term roadmap by analyzing the development trend for the safety technology of facility disaster in the country and abroad, and it is designed to plan the long term and roadmap in response to change the disaster environment. Recently in the country, it is increasing the needs of the long term roadmap design of the facility disaster research development in the facility disaster, by the repidly of the social and the living and the related governments response's changing. The U.S. is going to develop the disaster responding research by planning the its master plans, including the NRF (National Responing Framwork), the NIMS (National Incident Management System), and its sinarios etc.. Japan is going to develop the research planning in the annual report of the disaster prevention, and we going to do the study projects about the facility disaster area with the NEMA (National Emergency Management Agency) and NDMI (National Disaster Management Institute). This paper is showed to design the long term roadmap of the facility disaster's study development, and to minimize the damage of the man and his property, and to set the study development system of the national facility disaster, and furthering to make the resilient planning in changing of the facility disaster's environment.

A Study on the Improvement of Safety of Unloading Site by Comparison of Hydrogen Fluoride Leakage Accident (불화수소 누출사고 비교를 통한 하역작업장의 안전성 향상방안에 관한 연구)

  • The purpose of this study is to assess quantitatively the amount of leaks and the extent of dispersion in case of a leak at a hydrogen fluoride tank container unloading station, and to suggest a safety improvement plan to prevent recurrence of similar accidents. In 2012, Company H leaks 8 tonnes of tank containers with a maximum storage capacity of 18 Ton, causing it to become a social issue. As a result of calculation using Gaussian plume model, the concentration was estimated to be more than 20ppm from the leak point to 1,321 m radius. The leakage of hydrogen fluoride from the company R in 2014 was estimated to be 11.02 kg, of which 2.9 kg was treated by the scrubber. As a result of calculation using Gaussian plum model, the damage range with a concentration of 20ppm or more from the leak source was estimated to be 69 m in radius. As a result of comparing the above two accidents, it was found that the leakage amount was about 987 times different and the damaged site was more than 19 times different. Therefore, it was concluded that it was necessary to control the wearing of the protective equipment, the enclosure of the unloading site, the installation of the scrubber, and the emergency training to avoid the accidental leakage of a hydrogen fluoride from the unloading site.

A Study to Improve the Operation Criteria by Size of Ship in Ulsan Tank Terminal (울산항 위험물 취급부두의 선박크기별 운용기준 개선방안에 관한 연구)

  • In order to establish an operational standard based on ship size, this study considered a specific safety management plan for Ulsan along with international standards, analyzed the results of mooring safety assessment at four vulnerable piers and suggests cargo stoppage and emergency unberthing standards as follows. In accordance with ship characteristics, ships of less than 10,000 tons are recommended to limit their activities for wind speeds of 18-21 m/s and wave heights of 1.0-1.5 m. Ships from 10,000-50,000 tons are recommended to observe wind speeds of 17-20 m/s and wave heights of 1.2-1.5 m, while, ships of 50,000-100,000 tons are recommended wind speeds of 15-19 m/s and wave heights of 1.5 m. Ships of more than 100,000 tons are recommended wind speeds of 14-18 m/s and wave heights of 1.5 m.

  • Domestic road and railroad construction have been increasingly growing and for reasons of mitigating traffic congestion, urban plan and refurbishment project, deeper and longer tunnels have been built. The event of fire is the most fatal accident in a tunnel, and it can be very disastrous with a high possibility. In this study, QRA (Quantitative Risk Analysis) which is one of quantitative risk analysis approaches was applied to tunnel fire safety design and the evaluation of QRA cases and the cost comparison of QRA methods were carried out. In addition analysis of risk reduction effect of tunnel fire safety system was conducted using AHP (Analytic Hierarchy Process) and the priority of major factors that could mitigate the risk in tunnel fire was presented. As a result, significant cost reduction effect could be obtained by incorporating QRA and it is expected to design fire safety system rationally. The priority of fire safety system based on risk mitigation effect by fire safety system considering the cost is in order of water pipe, emergency lighting, evacuation passage and smoke control system.

Study on Behaviour of Flood Wave-front Varied with Levee Breach Speed in Flat Inundation Area (평탄지형 제내지에서의 제방붕괴속도에 따른 범람홍수파 선단 거동에 관한 연구)

  • An experimental study was carried out to investigate the characteristics of the propagation distance of a flood wave considering the levee failure speed in a flat inundation area. The Ritter solution for one dimensional flow was considered to formulate the experimental results and a representative form with coefficients of k and m, which consider the three dimensional flow characteristics, was applied. The experiments showed that the propagation velocity of the wave front in the inundation area was influenced by the levee breach speed as well as the initial water level, which is a significant variable representing the flood wave behavior. In addition, coefficients k and m are not constants, but variables that vary with levee breach speed. An empirical formula was also suggested using the experimental results in the form of the relationships between k and m. In this study, a large-scale experiment for flood inundation was carried out to examine the behavior of flooding in the inundated area and the relationships between the levee breach speed and wave-front propagation velocity were suggested based on the experimental results. These research results are expected to be used as the baseline data to draw a flow inundation map, establish an emergency action plan, and verify the two-dimensional numerical model.

  • This paper presents a method for improving the selection of boundary areas suitable for Korea's situation based on domestic and foreign case studies on the establishment of boundary areas to protect people and the environment from chemical substances in response to chemical accidents and chemical terrorism. Currently, various related ministries are divided into hot zones, warm zones, and cold zones in common, but in specific areas, they are used in different ways in terms of terminology utilization. Therefore, it was suggested that the boundary areas be divided into four zones: hot zone, warm zone, cold zone, and safety zone. In addition, the terms warm zone and safety zone should be re-established. The existing ERPG acute exposure standard does not take into account various exposure times. Therefore, it is unsuitable for long-term exposure, so the priority of application should be AEGL, ERPG, PAC, and IDLHs. The CARIS information provision method is classified into substances that can or cannot be diffused or classified as indoor leaks. In addition, the wind direction trust line and the ERG's initial separation distance and protective action distance are expressed together so that they can be used for accident responses.

Development on Integrated Information System for Preventing National Earthquake based on Real-Time Connection of Underground Informations (지하정보 실시간 연계 기반의 국가지진방재 통합정보시스템 개발)

  • Recently, National Emergency Management Agency constructs integrated information system for preventing national earthquake based on underground information. In the past, there are numerous difficulties in construction and management of underground information, because underground information is constructed by each management agency. But a link and application of underground information are available because of government 3.0. This study shows the integrated information system for preventing national earthquake based on real-time link of underground information. The integrated information system for preventing national earthquake developed in this study consists of boring information input modules, underground information search/analysis modules based on V-world tile map, user authority management modules, user management modules and real-time liaison interface modules. Also, this study proposes enhancement plan to construct integrated information system for preventing national earthquake stably and strongly. Stability test conduct on stability of data storage, system stability and consistency of processing speed test results show stability of the integrated information system for preventing national earthquake is high.

Study on Review of e-Call Introduction Plan and Analysis of Introduction Effect (e-Call 도입방법 및 도입 효과분석 연구)

  • The death toll for every 10,000 cars registered in Korea is 1.4, which is still the lowest among OECD members, and the need for rescue and response systems is emerging. In response, the company is developing a vehicle ICT-based emergency rescue system (e-Call) that can handle accidents such as rapid and accurate life saving by automatically sending accident detection and related information to the central center in the event of a traffic accident. However, ordinary citizens are negative about the installation and cost of e-Call services. To solve these problems, various introduction and operation methods of e-Call were proposed for activation of terminal distribution. In addition, the effect of introducing e-Call was analyzed by predicting the penetration rate of e-Call terminals. Analysis shows that 463 to 926 deaths and 3,335 to 6,66.9 billion won will be saved in 10 years after the introduction of e-Call terminals.
