Perception Survey of Firefighters on Application of Emergency Vehicle Exemption during Return to Station Accidents (긴급자동차 복귀 중 교통사고 특례에 대한 소방공무원의 인식조사)

  • This study aims to understand the current status of exemptions for traffic accidents during the return of emergency vehicles and to provide suggestions for improvement. A survey was conducted on 3,500 firefighters to investigate the perception of traffic accidents during the return of emergency vehicles, and responses from 505 participants were analyzed. Based On the demographic characteristics and perception of the participants, frequency analysis and variance analysis were used as research methods to analyze basic statistics and the current situation. The results showed that firefighters have concerns and anxieties about traffic accidents during the return of emergency vehicles, and the need for applying exemptions and enacting explicit legal provisions was statistically confirmed. Based on these results, we suggest a policy for exemptions to improve the preparation for re-deployment and to alleviate the concerns and anxieties of firefighters.

Low Temperature Catalytic Activity of Cobalt Oxide for the Emergency Escape Mask Cartridge

  • A preparation method of cobalt supported alumina catalyst for a emergency escape mask cartridge has been studied. Catalysts were prepared by incipient wetness impregnation method using pre-shaped $\gamma$=alumina powders of 70-100 mesh. The catalyst was tested in a continuous-flow reactor system and characterized by elemental analysis, BET and TGA-DTA techniques. Cobalt shows higher activity than platinum or nickel for carbon monoxide oxidation at room temperature. Optimum loading amount of cobalt was 10 wt.% for CO oxidation and the reaction activity increases gradually with the increase of calcination temperature up to $450^{\circ}C.

  • Today, Korean Disaster Control System has better change the existed it for substantial prevention and the emergency control system. And it requires the new National Wide Disaster Control System through building up the cooperation system with related posts which are scattered over the National Administration and one-way management for disaster affairs by them. Therefore 119 that might have a lot of technical knowhow should be a center of disaster affairs which will be able to take all rescue, relief(first aid), fire fighting, and preventive affairs. Then it could be a service organization of citizen. Consequently, it will strengthen National Disaster Control ability and it could be a National Wide Disaster Organization which is ready for prevention, preparation, confrontation of all kinds of disasters with absolute reliance by the citizen.

  • Because of not accepted on escape using elevators in fire emergency has some background. In the background elevator hoistway has turn into smoke spread route in fire. The escape that used an elevator was not able to make ends meet; of the big confusion is expected that cannot control the escape adequately, and do that elevator facilities breakdown possibility by the fire water, the escaper shut in car. Therefore ban on elevator service in fire time as a general rule. Recently, a few company promote super high-rise architecture in the country, a fire disaster prevention and human life safety measures preparation for PBD(A Performance Based Fire Protection Design) are studied concretely. And there is the escape example in fire time that used an elevator in the foreign country. You must promote it so that the escape measures that used enclosed stairway and an elevator in charge of a function of the mutual supplement. The result of this research can be used for establishing the standard and regulation for using elevators in fire emergency.

  • Since 1992, conventional fire fighting businesses have been converted into a metropolitan autonomous fire fighting system to be ready for a variety of disasters. However, the corresponding investment has been overlapped due to the non-integration of businesses to prevent any potential disasters, and a series of collaborative systems have been not functioning so well. In the meantime, our fire fighting sector has been trying to set up its own clean and faithful position by abolishing any inconvenient system or outsourcing private sectors, and expanded its work scope from conventional fire fighting even to rescue and emergency works. While focusing on handling disaster, the fire fighting sector has been widely trusted and reliable throughtout our nation. Moreover, our fire fighting sector has secured nation wide mobile organizations, technical personnel by field, special equipments and independent communication network. In addition, the fire fighting sector has knowledges, expertise and capabilities required for managing disasters, while in charge of almost every disaster management works including fire, explosion, collapse, disaster and flood. It becomes an organization for comprehensive disaster management under an absolute national trust, which is based on the system for prevention, preparation and countermeasure against a variety of disasters. Thus, our fire fighting sector must make many efforts and try to modernize conventional education and training. The ways to facilitate rescue and emergency works may include the nurture of technical fire fighting personnel along with modernized equipments, the reinforcement of rescue and emergency education, the facilitation of operating civil defense corps, the facilitation of operating volunteer fire fighting corps, the better arrangement of 119 briefing room for public healthcare in provincial offices, the sterilization of rescue instruments and equipments the better repair education for emergency rescue member, the establishment of regional emergency assistant system and the expansion of fire fighting personnel and equipments. In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations: Building up security system along with operational expansion, building up a system for emergency medical treatment, building up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119 we can review the following considerations : Improving the education for fire fighting training corps under Jeju Provincial Fire and Disaster Management Department, providing rescue members with more opportunities for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. If these requirements are met, it is expected that the fire fighting departments in Jeju province can cope with every accident and disaster a little more rapidly and quickly in compliance with local needs, so that they can keep their own position as a public fire fighting organization which may be trusted by the public.

Cardiac Toxicities Associated with Herbal Remedies (초본 섭취 후 발생한 심장독성)

  • Purpose: Herbal preparations have long been used for medical purposes by traditional cultures, and their use is increasing in modern societies. However, many herbal agents produce specific cardiovascular toxicities in humans. We performed this study in order to investigate the clinical characteristics of the cardiac toxicities associated with herbal remedies. Methods: We conducted a retrospective study of 45 patients (mean age $57{\pm}10$ years) who presented with cardiotoxicity between January 2007 and May 2011 due to ingestion of herbal remedy substances. Patients were identified as suffering cardiotoxicity if they presented with chest pain, EKG abnormality, and elevation of cardiac enzyme. Results: Of the 45 total cases, 17 included hemodynamic instability (37.8%), 7 with increasing cardiac enzyme (15.6%), 2 with cardiac arrest (4.4%) and one case of mortality (2.2%). The cardiotoxic herb group that demonstrated the worst clinical course was Ranunculaceae. Conclusions: In our study results, 57.6% of the herbal intoxication patients demonstrated the effects of cardiotoxicity. Thus, we recommend careful monitoring of herbal intoxication patients.

  • In the event of a disaster, we need people who specialize in rapid regional disaster recovery. However, in the present disaster response system, disaster relief is carried out at the level of public support, volunteer service, etc. There are various problems such as initial response due to lack of expertise, delays in disaster recovery, and inadequate response to disasters. Therefore, it is necessary to establish a unit with early ability to respond to local governments in the event of a disaster and expertise to enable rapid disaster recovery. Therefore, this study limited the preparation of the reserve forces emergency response units for the direction of local security, disaster relief and disaster relief through emergency disaster recovery under the disaster situation.

Development and application of the modified roller bandage (새로운 유형의 롤러붕대의 개발 및 적용)

  • Purpose: This experimental study aimed to solve the problem of discomfort and stably fix the bandage. A new self-adhesive bandage was manufactured to reduce the inconveniences associated with the plaster bandage. We compared the associated stability between the plaster bandage and the new self-adhesive bandage. Methods: The traditional elastic bandage (traditional EB; i.e., plaster bandage) and modified elastic bandage (modified EB; i.e., new self-adhesive bandage) were applied to 30 people each. We measured the time of preparation and attachment for traditional TB and attachment for modified TB. A 4kg cattle bell was fixed to each bandage to compare their respective stability levels. Results: The speed for the traditional EB was 28.93(±9.28)sec (mean 25.56s) and 6.13(±1.81)sec for the modified EB (mean 5.95sec). The stability values were 1.49(±.77)min for the traditional EB (mean 1.31min) and 26.22(±9.04)min for modified EB (mean 1.31min). The differences in speed and stability were statistically significant. Conclusion: Compared to the traditional EB, applying the modified EB could solve the attachment inconvenience and provide stable maintenance.

Disaster Preparation of Visiting Nurses in Public Health Centers (보건소 방문간호사의 재난대비 및 재난간호핵심능력 영향요인)

  • Purpose: The purpose of this study was to identify the factors influencing personal disaster preparation and disaster nursing core competency among visiting nurses in public health centers. Methods: A descriptive survey study was adopted. A convenience sample was taken from 277 subjects in three regions. Data were analyzed by descriptive statistics, t-test, ANOVA, correlation, Pearson correlation coefficient and multiple regression. Results: The mean personal disaster preparation and disaster nursing core competency scores were 11.13 and 76.87, respectively. Personal disaster preparation was statistically significant by experience of disaster victims and disaster management guideline. Disaster nursing core competency was statistically significant by participation in future disaster recovery. As a result of multiple regression analysis, personal disaster preparation accounted for 14.9 of the variance by experience of disaster victims and disaster management guidelines; disaster nursing core competency accounted for 8.9 of the variance by perception of disaster nursing. Conclusion: Although visiting nurses are ill-prepared for disaster, global natural and man-made disasters can occur regardless of time and place. Disaster education and training should therefore be included in nurses' fundamental education.

A Study on the Direction of System Improvement for the Utilization of Residential Spaces of the Emergency Evacuation Facilities in Responding to War (비상대피시설의 거주 공간 활용을 위한 제도 개선 방향 설정에 관한 연구)

  • Caused by the Cheonanham attack and the Yeonpyeongdo bombardment occurred a few years ago, and the recent North Korea's nuclear test, the war crisis between South and North Korea has been increasing. Accordingly, an interest in obtaining a temporary residential space, for the case of the outbreak of war, where people can reside safely over a period of time has been escalating. However, in the disaster relief planning guidelines of the National Emergency Management Agency, the standards on the temporary residential spaces in preparation for storm and flood or earthquake are included, but the standards on the ones in responding to war are not yet equipped. In particular, the standards on the underground temporary residential spaces that can accommodate massive victims should be developed in preparation. In this study, through a requirements analysis based on the survey of war victims and a comparative analysis between disaster-related laws and regulations, the direction of relevant system improvement for the utilization of temporary residential spaces in responding to war is established.
