The private security will overcome the limit of public police system and implement a small and efficient government concept. Especially in recent years, this security system has naturally been expanded in its functions from crime prevention to prevention of disasters. To manage the emergency by the private security industry, the private security services to involve some peculiarity and specialty. The policy agenda of private security industry for crisis management are suggested. First of all, to provide quality services for emergency management, the guards from private organizations should receive professional education and training to secure the specialty. Second, we need to improve the quality of security instructors with intensive education system for them. Security instructors should be able to effectively handle lots of different matters in the fields of security, but examination of the current curriculum of education for security instructor indicates that there is not much chance of it. Third, must be natural in light that the private organizations have some limitations in their operational capabilities and scopes. Private security duties are well established in cooperation with related institutions such as the police. Lastly, development of high quality crisis management commodities in the private security becomes even more significant. The government should be determined to make an effort to grow the private industry and foster a political environment for the same purpose.

Fire safety management on any construction site should start with recognizing fire risks in the workplace, understanding the extent of the risks, and proper assessment of the controls necessary to reduce the risks. However, the most important step to prevent fire-related accidents on jobsites is the constant review and monitoring of processes and controls by all individuals involved. This study was conducted to analyze the effectiveness of using computer simulation as an addition to maps or floor plans in safety training and management. Simulex was used on a real project to model various egress routes and to identify potential problem areas of the evacuation strategy. This study highlights the efficacy of simulated emergency evacuation as a training tool that visually shows constantly altering means of egress.

For construction projects it is imperative that site management gives the highest priority to planning safe site evacuation for all foreseeable emergencies, including earthquakes and typhoons which are often experienced in Japan. This is especially important and even more critical for high risk projects involving underground works, such as Tunneling & Pneumatic Caissons. Based on the safety regulation of underground works, a back-up power supply system must be provided during the construction period at all times. Often, fluorescent lamps with re-chargeable batteries are provided for infrequent emergency cases, however these have a questionable useable life span and thus need careful maintenance and periodical replacement. In this paper we focused on using the phosphorescence materials to indicate the evacuation direction. As a result, it was confirmed that the phosphorescence materials were considered useful in reducing panic and facilitating a controlled evacuation in the event of a total black-out due to power failure.
Recently, the importance of emergency medical services has emerged, as rapid advances in urbanization and industrial development. Accordingly, the need for effective emergency medical services is increasing, and the evaluation of an emergengy medical services centers is conducted to meet these policy needs. The purpose of this study was to analyse the relationship between the structure and the process domain of the evaluation of an emergency medical services center based on the Donabedian's model and to verify the validity as an index of quality evaluation through the results. As a result of the analysis, there were some indicators that showed a different direction than expected, but generally there was a significant correlation between the structure and process domains of the evaluation of an emergency medical services center. This suggests that the process can be improved by improving the structure. In conclusion, as structure and process indicators in evaluation of an emergency medical services center show significant relationship, it can be evaluated as validity as a tool to measure the quality of emergency medical services.

Emergency room process is very important in the whole hospital processes because it is first diagnosis for patient. Above all, triage is important activity which quickly diagnose the status of emergency patient and sets the priority for treatment. This paper analyzes the treatment process pattern by triage type. The results show that the treatment process after triage such as residence time, diagnosis and checkup type, and joint treatment are dependent on triage types. We can use these analysis results for improving the current triage system and developing the new triage system considering a domestic emergency medical service environment.
A growing number of studies have examined the relevance and impact of social media in building organizational resilience, which the ability to recover from a crisis, in the field of emergency management. However, few studies have assessed how these emergency response organizations perceive their own use of social media in crisis situations. In attempting to fill this gap, this study conducted a structured survey with emergency-response organization representatives in Seoul, South Korea, to examine how such organizations evaluate their utilization of social media in an urban emergency situation and how their social media uses are related to promoting organizational resilience during adverse events such as a flood. Overall, the findings imply that organizations are not yet taking full advantage of social media. Respondent evaluations of their own social media use in all three assessment areas-information provision, information dissemination, and emotional messages-were not satisfactory. However, their perceptions of how well they utilize social media were positively related to how they view their organizational resilience. Therefore, it may be that these organizations realize the powerful role of social media in building organizational resilience but lack the knowledge and experience to make the best use of social media services.

Application of WBAN technology in medical field facilitates the prevention of diseases by collecting the vital signs remotely. It also enables to prevent the accidental emergency situation in advance plus long-tem monitoring of patients with chronic diseases such as heart diseases, hypertension, or the elderly and infirm. For emergency patients, major vital signal information collected by the 'Sensing' should have the top priority and such information should be transferred as promptly as possible without competition. In addition, when an emergency occurs to a patient, a priority mechanism is necessitated for a urgent message to get through to the final destination. However, LR-WPAN IEEE 802.15.4 technology does not consider such emergency message handling features. To deal with aforementioned issues, the IEEE 802.15.4 super frame protocol structure has been designed for stable transfer of emergency information in WBAN environment in this study, and alternation to super frame structures have been made, allowing GTS(Guaranteed Time Slot) can be used first at CFP (Contention Free Period) by reserving the resources in advance and prioritize the emergency signals. NS-2 has been utilized for the performance test and analysis.
Objectives : The aim of this study was to examine how emergency medical technicians(EMT) are affected by job stress, musculoskeletal symptoms(MSSs) and depression. Methods : Data were collected from EMTs at emergency medical institutions and fire stations (n=257). With a questionnaire, the association of job stress and MSSs and depression were examined in this study. Results : When examining job stress by place of work, the level of stress in field situations was significantly higher in EMTs at fire stations than in EMTs at emergency medical institutions. The MSSs of EMTs at emergency medical institutions were significantly higher compared to EMTs at fire stations, For depression, the score was 14.09 out of 60, and MSSs were significantly more common in women. Additionally, the level of job stress for 20-24 and over 35 year olds was significantly higher than that in the other age groups. Job stress had a positive correlation with MSSs and depression of EMTs, and MSSs were associated with depression. Conclusions : To improve the work environment of EMTs, attention should be paid to job stress, MSS, and depression and the presence of positive organizational support should be provided which can prevent negative effects.
Purpose: This research was done to identify relationships among job stress, fatigue, job satisfaction, and commitment to organization in emergency department nurses. Methods: Research participants were 513 nurses who worked in the emergency department of 17 tertiary centers and 28 secondary hospitals. Data collection for this descriptive correlational study was done from May to July 2010 using self report questionnaires, and analyzed using descriptive statistics, t-test, ANOVA, Pearson correlation coefficient with the SAS 9.2 program. Results: There were statistically significant differences in organizational commitment according to age, religion, total clinical experience, emergency department experience, current position, frequency of night shift, average sleep hours, wage level, numbers of beds in unit, and reason for working. A positive correlation was found between job stress and fatigue, and between job satisfaction and commitment to organization for the emergency department nurses and a negative correlation between job stress and Job satisfaction, and fatigue and Job satisfaction. Conclusion: Results of this research indicate that job stress in emergency department nurses was the principal variable affecting job satisfaction and commitment to organization along with fatigue. Appropriate stress management strategies based on identification of job stress for these nurses should lead to development of improved management of nursing manpower and a reduction in stress.
Emergency response has been considered as an important task in practice, because it is directly associated with the survival of patients. However, it is very difficult to increase the number of fire stations due to the budget and efficiency problem. Under this circumstances, it is critical to consider the suitability of current arrangement for 911 fire station. This is especially true in Gyeonggi-Do where the characteristics of each sub-area are different. In response, this study aims to identify types of areas that are vulnerable for emergency situations, and try to find relevant solutions for each type. For this purpose, we collected 151,463 data for emergency declaration data which exceeds 10 minutes for its response. Total 19 clustering variables which are used as input variables are selected, considering the characteristics of each area. As a result of clustering analysis, three clusters are identified and analyzed. Finally, areas whose emergence response time is in top 10% are selected and analyzed. This paper is expected to find current issues and problems of emergency response for each area, and help to understand and solve the problem for the local government.
