Development of Nursing Clinical Judgment Scale (간호사의 임상판단 측정도구 개발)

  • Purpose: This study aimed to develop a nursing clinical judgment scale (NCJS) and verify its validity and reliability in assessing the clinical judgment of nurses. Methods: A preliminary instrument of the NCJS comprising 38 items was first developed from attributes and indicators derived from a literature review and an in-depth/focus interview with 12 clinical nurses. The preliminary tool was finalized after 7 experts conducted a content validity test based on a data from a preliminary survey of 30 hospital nurses in Korea. Data were collected from 443 ward, intensive care unit, emergency room nurses who voluntarily participated in the survey through offline and online for the verification of the construct validity and reliability of the scale. Results: The final scale comprised 23 items scored on a 5-point Likert scale. Six factors - integrated data analysis, evaluation and reflection on interventions, evidence on interventions, collaboration among health professionals, patient-centered nursing, and collaboration among nurse colleagues - accounted for 64.9% of the total variance. Confirmatory factor analysis supported the fit of the measurement model, comprising six factors (root mean square error of approximation = .07, standardized root mean square residual = .04, comparative fit index = .90). Cronbach's α for all the items was .92. Conclusion: The NCJS is a valid and reliable tool that fully reflects the characteristics of clinical practice, and it can be used effectively to evaluate the clinical judgment of Korean nurses. Future research should reflect the variables influencing clinical judgment and develop an action plan to improve it.

Retardation Effect on the Breach of the Earth Filled Embankment Using the Stiffener During Overtopping (흙댐 제체의 보강재 설치에 따른 월류붕괴 지연효과)

  • Most embankment of the reservoirs (99.1 %) have been constructed in the earth filled type in Korea because the construction of this type is less expensive and simpler than others such as concrete one. However, it has to be reinforced the slope to prevent the breach due to overtopping or piping under unexpected flood conditions. This study has been analyzed the retardation effect using three types (L, T, $L^*$ shape) of stiffener in order to reinforce embankment when they are collapsed by overtopping flow. Experimental results showed that L-type stiffener is the most effective in delaying the breaching of embankment and reducing the soil erosion when compared with others. The reinforced embankment breaching showed that time delay was occurred about 1.73 to 2.29 times and the peak flowrate was reduced compared to non-stiffener embankments due to energy dissipation by collision and less soil erosion. The embankment breaching mostly leads to major damages because of the lack of repair time. Thus, since these stiffeners can resist the rapid breach, it would be possible to earn the time to emergency repair and lifesaving, as well as reduction of damages of embankment in downward region with decreasing peak flowrate. Results from this study would be used for the basis when establishing the emergency action plan for the reservoirs on the verge of hazard.

Correlation between Oral dryness and Stress level of college students (대학생의 구강건조감과 스트레스)

  • The purpose of this study was to investigate the correlation between oral dryness and stress and to collect baseline data for health promotion plan of college students. This research design is correlation study. Data of 835 were collected from May 2 to June 17, 2011, and analyzed using the SPSS PASW Statistics 18.0 Program. There was a statistical significant between oral dryness and perceived health status(p<.001). there were statistical significant in gender(p<.001), age(p<.001), grade(p<.01), major(p<.01), perceived health status(p<.001), exercise(p<.001), smoking(p<.001), drinking(p<.01) between general characteristics and stress. The mean score of oral dryness level was $12.89{\pm}10.15$ from 0 to 60 score range. Higher percentage in oral dryness action was "When I swallowing dry food, drink water or beverage"(48.7%). The mean score of stress was $7.17{\pm}4.78$ from 0 to 20 score range. Oral dryness level was positively related to stress(p<.01) and oral dryness action(p<.001). It is necessary to develop the educational program for health promotion of college students.

  • 비상대처계획(EAP, Emergency Action Plan) 수립 및 홍수위험지도 작성의 목적은 댐.제방 붕괴 등 비상상황이 발생하였을 때 하류부의 생명과 재산 손실을 최소화하기 위한 것으로서 댐 운영 및 관리책임자가 극한홍수 및 지진발생 조건하에서 댐의 물리적, 지형적, 구조적 특성에 따른 발생 가능한 비상상황을 예상하고 이에 효율적으로 대처하기 위한 가능한 최선의 사전계획을 수립하는 것이다. 또한, 댐의 비상상황에 대처하기 위한 비상대처계획 수립 의무화 및 이에 대한 실제적인 모의훈련 등에 필요한 기초자료를 체계적으로 제공하고자 함에 있다. 국내에서 EAP를 수립하여야 할 대상 댐 저수지는 한국수자원공사에서 관리하는 다목적댐, 생공용수댐과 한국농촌공사에서 관리하는 농업용저수지, 한국수력원자력주식회사에서 관리하는 수력발전댐 및 지방자치단체에서 관리하는 댐 등이 해당된다. 제방의 경우 인구가 밀집되어 있는 전 지역이 그 대상이 될 수 있다. EAP의 주요 내용에는 만약에 발생할 수 있는 붕괴 사고시 인명의 손실이나 재산상의 피해를 발생시킬 수 있는 댐 저수지들에 대해서는 EAP를 수립하거나 갱신하기 위한 지침들이 포함되어 있어야 한다. 댐으로부터의 하류 연안지역의 개발이나 소유권은 다양하며, 이로 인해 댐의 운영이나 붕괴로 인한 잠재적 인명손실 또한 다양할 수 있다. 따라서 모든 EAP는 댐, 저수지 하류부 현장 조건에 맞도록 구성되어야 한다. EAP 수립의 주체는 댐 및 저수지 관리자이며 EAP에는 비상상황 확인, 평가, 등급분류, 비상연락체계 및 경보전달체계 수립, 비상시 응급행동요령, 홍수범람예측지도 작성, 비상주민대피계획 및 훈련방안, 부록, 주기적 또는 필요시마다 보완 계획 등이 포함되어야 하며, EAP의 주요 구성요소인 홍수위험지도에는 홍수위험정보 및 대피정보를 제시함으로써 실제 주민 대피계획시 실제적이고 효율적인 대피계획 수립에 활용될 수 있다. 있는 기술가치평가 모형의 구축이 요구된다. 이에 본 연구에서는 효율적인 R&D 투자 정책 수립과 정부정책수립에 기여하고자 AHP(Analytic Hierarchy Process, 계층 분석 과정)기법을 이용, 수자원의 지속적 확보기술의 특성에 따른 4개의 평가기준과 26개의 평가속성으로 이루어진 2단계 기술가치평가 모형을 구축하였으며 2개의 개별기술에 대한 시범적용을 실행하였다.하는 것으로 추정되었다.면으로의 월류량을 산정하고 유입된 지표유량에 대해서 배수시스템에서의 흐름해석을 수행하였다. 그리고, 침수해석을 위해서는 2차원 침수해석을 위한 DEM기반 침수해석모형을 개발하였고, 건물의 영향을 고려할 수 있도록 구성하였다. 본 연구결과 지표류 유출 해석의 물리적 특성을 잘 반영하며, 도시지역의 복잡한 배수시스템 해석모형과 지표범람 모형을 통합한 모형 개발로 인해 더욱 정교한 도시지역에서의 홍수 범람 해석을 실시할 수 있을 것으로 판단된다. 본 모형의 개발로 침수상황의 시간별 진행과정을 분석함으로써 도시홍수에 대한 침수위험 지점 파악 및 주민대피지도 구축 등에 활용될 수 있을 것으로 판단된다. 있을 것으로 판단되었다.4일간의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에 있어서 시장수익률을 평균적으로 초과할 수 있는 거래전략은 존재하므로 이러한 전략을 개발 및 활용할 수 있으며, 특히, 한국주식시장에 적합한 거래전략은 반전거래전략이고, 이 전략의 유용성은 투자자가 설정한 투자기간보다 더욱 긴 분석기간의 주

A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

Study on Behaviour of Flood Wave-front Varied with Levee Breach Speed in Flat Inundation Area (평탄지형 제내지에서의 제방붕괴속도에 따른 범람홍수파 선단 거동에 관한 연구)

  • An experimental study was carried out to investigate the characteristics of the propagation distance of a flood wave considering the levee failure speed in a flat inundation area. The Ritter solution for one dimensional flow was considered to formulate the experimental results and a representative form with coefficients of k and m, which consider the three dimensional flow characteristics, was applied. The experiments showed that the propagation velocity of the wave front in the inundation area was influenced by the levee breach speed as well as the initial water level, which is a significant variable representing the flood wave behavior. In addition, coefficients k and m are not constants, but variables that vary with levee breach speed. An empirical formula was also suggested using the experimental results in the form of the relationships between k and m. In this study, a large-scale experiment for flood inundation was carried out to examine the behavior of flooding in the inundated area and the relationships between the levee breach speed and wave-front propagation velocity were suggested based on the experimental results. These research results are expected to be used as the baseline data to draw a flow inundation map, establish an emergency action plan, and verify the two-dimensional numerical model.

A Study on Improvement Plan for Selecting Boundary Areas to Respond to Chemical Accidents and Terrorism (화학물질 사고·테러 대응을 위한 경계구역 선정 개선방안 연구)

  • This paper presents a method for improving the selection of boundary areas suitable for Korea's situation based on domestic and foreign case studies on the establishment of boundary areas to protect people and the environment from chemical substances in response to chemical accidents and chemical terrorism. Currently, various related ministries are divided into hot zones, warm zones, and cold zones in common, but in specific areas, they are used in different ways in terms of terminology utilization. Therefore, it was suggested that the boundary areas be divided into four zones: hot zone, warm zone, cold zone, and safety zone. In addition, the terms warm zone and safety zone should be re-established. The existing ERPG acute exposure standard does not take into account various exposure times. Therefore, it is unsuitable for long-term exposure, so the priority of application should be AEGL, ERPG, PAC, and IDLHs. The CARIS information provision method is classified into substances that can or cannot be diffused or classified as indoor leaks. In addition, the wind direction trust line and the ERG's initial separation distance and protective action distance are expressed together so that they can be used for accident responses.

Two-Dimensional Flood Inundation Analysis Resulting from Irrigation Reservoir Failure - Focused on the Real Case with the Minimal Data Set - (농업용 저수지 붕괴에 따른 2차원 홍수범람해석 -계측자료가 부족한 실제사례를 중심으로-)

  • This study presents the applicability of two-dimensional (2D) flood inundation model by applying to real irrigation reservoir failure with limited available data. The study area is Sandae Reservoir placed in Gyeongju and downstream area of it and the reservoir was failured by piping in 2013. The breach hydrograph was estimated from one-dimensional (1D) hydrodynamic model and the discharge was employed for upstream boundary of 2D flood inundation model. Topography of study area was generated by integrating digital contour map and satellite data, and Cartesian grids with 3m resolution to consider geometry of building, road and public stadium were used for 2D flood inundation analysis. The model validation was carried out by comparing predictions with field survey data including reservoir breach outflow, flood extent, flood height and arrival time, and identifying rational ranges with allowed error. In addition, the applicability of 2D model is examined using different simulation conditions involving grid size, building and roughness coefficient. This study is expected to contributed to analysis of irrigation reservoirs were at risk of a failure and setting up Emergency Action Plan (EAP) against irrigation reservoir failure.

A study on the case analysis of Nitric acid chemical accident and establishment of preventive measures (질산 화학사고 사례분석 및 독성피해 영향범위에 대한 연구)

  • This study was based on nitrate chemical accidents at home and abroad. Toxic gases due to adverse reactions are generated in the workplace, laboratory, hospital, container damage, and chemical misinjection. Through a case review of possible situations and safety, this study analyzed various cases of accidents, accident status, accident type, cause of the accident, location of the accidents, etc. from 2014 to 2018. The plans for improvement in education and nitrate accidents were reviewed. As a result, 36 nitrate chemical accidents were investigated, including 16 careless worker accidents, eight transportation accidents, and 12 facilities shortages. Nitrate chemical accidents are occurring continuously. Based on this, the range of toxic effects using CARIS was calculated at the worst-case scenario, and the effective response range was measured through the damage impact range. For this purpose, the impact range was predicted based on the strengthening of safety education, emergency action plan and correlation, and the quantified data was identified. In addition, the reliability of the scope of impact was reviewed based on the correlation formula that could facilitate the evacuation of residents, and it was applied to actual accident scenarios of the workplace to present the effects of the accident response and preventive measures.

GIS-based Urban Flood Inundation Analysis Model Considering Building Effect (건물영향을 고려한 GIS기반 도시침수해석 모형)

  • Recently in urban area flood damages increase due to local concentrated heavy rainfall. Even in the cities where stormwater drainage systems are relatively well established flood damage still occurs because of the capacity limitations of the existing stormwater drainage systems. When the flood exceeds the capacity limitation of the urban storm sewer system, it yields huge property losses of public facilities involving roadway inundation to paralyze industrial and transportation system of the city. To prevent such flood damages in urban area, it is necessary to develop adequate inundation analysis model which can consider complicated geometry of urban area and artificial drainage system simultaneously. The Dual-Drainage model used in this study is the urban inundation analysis model which combines SWMM with DEM based 2-dimensional surface flood inundation model. In this study, the dual drainage model has been modified to consider the effect of complex buildings in urban area. Through the simulation of time variable inundation process, it is possible to identify inundation alert locations as well as to establish emergency action plan for the residencial area vulnerable to flood inundation.
