멀티스크린 서비스(Multi-screen service)는 하나 이상의 미디어를 복수개의 단말에서 동시에 또는 차별적으로 소비하는 서비스로서, 이러한 멀티스크린 서비스는 기존 TV의 스마트화 및 스마트 단말의 보편화에 따라 그 활용성이 더욱 높아지고 있다. 또한 방송통신 융합 환경인 하이브리드 방송(Hybrid Broadcasting) 환경에 적용할 경우, 여러 개의 화면을 통해 여러 소스의 콘텐츠를 소비하여 다양한 사용자 경험(User experience)을 제공할 수 있다. 하이브리드 방송 환경에서 멀티스크린 서비스를 제공하기 위한 요소기술로서 장면구성기술을 활용할 수 있다. 장면구성 기술은 미디어가 소비되는 시간과 화면상의 공간을 특정함으로써 다수의 미디어를 복합적으로 소비하는 방법으로서, 해당 기술을 통해 제공되는 멀티스크린 서비스는 단말 간의 연계를 통한 복수 미디어의 시공간적 제어 및 소비를 제공할 수 있다. 하지만 기존의 장면구성 기술은 적용 가능한 환경의 제약과 다양한 단말에 대한 적용이 어렵다는 점, 활용의 복잡성 등으로 인해 하이브리드 방송 환경에 쉽게 적용하기 어려운 점이 존재한다. 이러한 문제점을 해결할 수 있는 새로운 환경으로 HTML5를 고려할 수 있다. HTML5는 개방형 네트워크를 활용하는 다양한 스마트 단말에 공통적으로 적용될 것으로 기대되며, 기존 HTML에 비해 다양한 종류의 미디어의 소비를 지원한다. 이에 본 논문에서는 하이브리드 방송환경이 적용될 다양한 스마트기기에서 사용될 것으로 예상되는 HTML5을 기반으로 한 장면구성 및 멀티스크린 서비스 기술을 제안한다. 이를 위해, 본 논문에서는 HTML5 및 멀티스크린 서비스와 관련된 기술을 소개하고, HTML5의 요소 및 속성의 확장을 통한 장면구성 및 멀티스크린 서비스 정보 제공 방법과 멀티스크린 서비스를 위한 단말 간 미디어 시그널링 및 동기화 방법을 제안하였다. 또한, 제안된 HTML5 기반 장면구성 및 멀티스크린 서비스 적용 방안을 구현 및 실험을 통해 검증하였다.

Roy Huddle, having invented the coated particle in Harwell 1957, stated in the early 1970s that we know now everything about particles and coatings and should be going over to deal with other problems. This was on the occasion of the Dragon fuel performance information meeting London 1973: How wrong a genius be! It took until 1978 that really good particles were made in Germany, then during the Japanese HTTR production in the 1990s and finally the Chinese 2000-2001 campaign for HTR-10. Here, we present a review of history and present status. Today, good fuel is measured by different standards from the seventies: where $9*10^{-4}$ initial free heavy metal fraction was typical for early AVR carbide fuel and $3*10^{-4}$ initial free heavy metal fraction was acceptable for oxide fuel in THTR, we insist on values more than an order of magnitude below this value today. Half a percent of particle failure at the end-of-irradiation, another ancient standard, is not even acceptable today, even for the most severe accidents. While legislation and licensing has not changed, one of the reasons we insist on these improvements is the preference for passive systems rather than active controls of earlier times. After renewed HTGR interest, we are reporting about the start of new or reactivated coated particle work in several parts of the world, considering the aspects of designs/ traditional and new materials, manufacturing technologies/ quality control quality assurance, irradiation and accident performance, modeling and performance predictions, and fuel cycle aspects and spent fuel treatment. In very general terms, the coated particle should be strong, reliable, retentive, and affordable. These properties have to be quantified and will be eventually optimized for a specific application system. Results obtained so far indicate that the same particle can be used for steam cycle applications with $700-750^{\circ}C$ helium coolant gas exit, for gas turbine applications at $850-900^{\circ}C$ and for process heat/hydrogen generation applications with $950^{\circ}C$ outlet temperatures. There is a clear set of standards for modem high quality fuel in terms of low levels of heavy metal contamination, manufacture-induced particle defects during fuel body and fuel element making, irradiation/accident induced particle failures and limits on fission product release from intact particles. While gas-cooled reactor design is still open-ended with blocks for the prismatic and spherical fuel elements for the pebble-bed design, there is near worldwide agreement on high quality fuel: a $500{\mu}m$ diameter $UO_2$ kernel of 10% enrichment is surrounded by a $100{\mu}m$ thick sacrificial buffer layer to be followed by a dense inner pyrocarbon layer, a high quality silicon carbide layer of $35{\mu}m$ thickness and theoretical density and another outer pyrocarbon layer. Good performance has been demonstrated both under operational and under accident conditions, i.e. to 10% FIMA and maximum $1600^{\circ}C$ afterwards. And it is the wide-ranging demonstration experience that makes this particle superior. Recommendations are made for further work: 1. Generation of data for presently manufactured materials, e.g. SiC strength and strength distribution, PyC creep and shrinkage and many more material data sets. 2. Renewed start of irradiation and accident testing of modem coated particle fuel. 3. Analysis of existing and newly created data with a view to demonstrate satisfactory performance at burnups beyond 10% FIMA and complete fission product retention even in accidents that go beyond $1600^{\circ}C$ for a short period of time. This work should proceed at both national and international level.
이 논문은 최근 디지털 음원 분야에서 주목할 만한 성장을 이루고 있는 러시아 음악시장의 현재적 상황과 그 배경에 대해 살펴보는 것을 목적으로 한다. 현재 세계 10위권의 시장 규모를 가진 러시아 음악 산업은, 스트리밍 접속을 통한 디지털 음원 시장을 중심으로 빠르게 성장하는 세계 음악 산업의 최근 흐름을 따르고 있다. 러시아의 음악 산업에서 디지털 음원의 성장 배경으로는 다운로드 및 스트리밍 음원 서비스 증가, 인터넷 발전으로 인하여 모바일을 이용한 디지털 음원 접속 회수의 증가, 정부의 저작권법 개정 등이 주요 원인으로 거론된다. 특히 스트리밍 음원 매출은 2020년에 디지털 음원 전체 매출의 85%이상 점유율을 예상할 만큼 폭발적인 성장이 기대된다. 스마트폰의 보급, 이로 인한 러시아 국민들의 라이프 스타일 변화, 즉 별도의 오디오 기기나 디지털 플레이어가 없어도 누구나 쉽게 디지털 음원에 접근하고 음악을 들을 수 있는 '연결/접속'의 편리함과 4차 산업혁명의 '빅데이터' 해석을 통한 음원소비자의 성향 분석 등이 이러한 변화를 전위에서 이끌고 있다. 또한 러시아 정부의 '저작권법' 개정과 더불어 불법 복제 음원물의 유통 근절에 대한 강력한 정책이 효과를 발휘하고 있다는 것도 디지털 음원의 가파른 상승을 이끄는 중요한 요소로 꼽힌다. 음악은 문화적 자산 가운데 가장 중요한 요소이면서, 디지털 경제의 전반적인 성장을 견인하는 효자 콘텐츠이다. 현재 러시아 음악 산업은 과거와 비교했을 때 안정적으로 지속 가능한 성장을 도모할 수 있는 환경이 구축되고 있으며, 여기에 다음과 같은 다섯 가지 개선안(저작권 보호에 대한 러시아인들의 의식 강화, 디지털 음원 산업에 빅데이터 활용, 디지털 음원 유통자들의 독과점 개선, 적정한 음원 수익 분배율 제시, 러시아 음악 산업에 대한 투자 활성화)이 효과적이고 생산적으로 잘 작동되면 세계 음악시장에서 러시아의 역할과 입지가 확장될 가능성은 매우 크다. 이럴 경우 러시아 음악 산업은 디지털 음원 시대에 단순히 적응하는 단계를 지나 4차 산업혁명의 수혜업종인 '스트리밍'에 접속하여 음악을 소비하는 패턴이 시장의 중심이 되는 세계 음악 산업을 선도적으로 이끌어 갈 것이다.
2017년 8월 미(美) 국방성 산하 DARPA(Defense Advanced Research Projects Agency)는 "모자이크전(mosaic warfare)"이라는 새로운 전투방식을 제안하였다. DARPA의 전략기술국장(Director of Strategic Technology Office) Timothy Grayson에 따르면 모자이크전이란 "지정된 위치에 딱 들어맞아야 제 역할을 할 수 있는 특정 모양의 "퍼즐조각(puzzle pieces, 특정임무가 지정된 플랫폼)"이 아니라 호환 가능한 "타일(tile, 센서 및 타격 기능)"이 복합체계로 구성된 전투방식"이다. 모자이크전 이론 및 최근 동향을 살펴보기에 앞서, 모자이크전에 대한 배경과 몇 가지 핵심전제를 분석하였다. 미 국방성은 중국 A2/AD에 대한 자국 자산의 방호가 극도로 제한된다는 점을 암묵적으로 인정하고 있다. 또한 미국은 여전히 다른 나라의 영토와 영공에서도 완전한 군사적 우위를 추구하고자 한다. 미국은 모자이크전을 통한 재빠른 전투손실 회복력, 인명피해 최소화로 대량의 물량이 필요한 소모전도 감수할 수 있을 것이다. 모자이크전의 핵심은 "의사결정 중심전(Decision Centric Warfare)"이다. 이를 구현하기 위해 아군에게는 적응력과 융통성을, 적에게는 복잡성과 불확실성을 제공하는 것으로, 인간의 "지휘(command)"와 기계의 "통제(control)"를 결합·활용하여 분산된 전력의 신속한 구성 및 재구성한다. 이를 통해 우군에게 더 많은 방책을 제공하고, 궁극적으로 상대의 의사결정 체계(OODA loop)를 붕괴시킨다. 이런 모자이크전 수행을 위한 핵심 요소는 적응형 킬웹(Adaptable kill web), 조합형 전력 패키지, 인공지능, 상황중심 C3 구조 등이 있다. 최근 CSBA(Center for Strategic and Budgetary Assessments)에서는 모자이크전의 의사결정과 관련하여 의미 있는 워게임 결과를 발표했다. 전통적인 전투수행 조직/방식(전통적 팀)과 모자이크전 수행방식의 팀(모자이크팀)간 분명한 차이점이 발견되었는데, 모자이크팀에서 더 많은 동시다발적 작전 수행 및 복잡성으로 상대의 의사결정 체계를 압도하고, 우군의 인명손실은 적었다. 또한 우군의 의사결정 속도를 증가시켜 지휘관 작전적 템포를 보다 신속하게 할 수 있었다. 한국군의 발전방향으로 우선 우리 안보환경을 고려한 '모자이크전'에 대한 연구와 발전이 필요하다. 미래전에 대비하여 영역에 상관없이 전력을 조합할 수 있는 전반적 군 구조를 검토해야 한다. 제한된 국방재원과 예산을 고려하여 선택과 집중이 필요하며, 주변국의 미래전 발전 동향에 대해 예의주시해야 한다.
