In the 4th industrial revolution, the maker movement is spreading around the world with the fusion of advanced technology with product manufacturing. Already in developed countries such as the US and Japan, the emphasis is on maker education that integrates education into traditional makers' movement. Through this, we are fostering young talents who will lead the fourth industrial revolution era. Domestic maker education is mainly performed in the maker space, and is limited to the IT field using Arduino and App-Inventor. Therefore, it has the limitation of fostering IT-oriented makers. Therefore, it is affecting the proliferation of the maker's movement because of the difficulty of participation of the general public. The purpose of this study was to understand the characteristics of maker 's movement and to suggest the direction of Korean maker education. In order to accomplish the purpose of research, we analyzed the case of convergent maker education at D Creation Economic Innovation Center, which combines IT and culture technology. We conducted a case study on maker education(VR production project, electronic publishing, beads craft, leather craft, IoT) which was held from July 8 to August 30, 2017 five times. We conducted interviews with five preliminary makers who participated in all the courses of the education, and five instructors who acted as professional makers with pre- developed questionnaires. The results of the study were derived by applying the Thematic Analysis method after opening the contents of the interview. Based on the results of the study, we could suggest characteristics of Korean makers and future direction of maker education.

The data-driven research environment is rapidly changing. Accordingly, domestic university libraries are also preparing to establish and operate research data management services to support university researchers. This study was designed to propose a research data management service to support researchers in science and technology specialized university libraries. In order to propose the service, 11 universities specializing in science and technology were selected from overseas and domestic universities and their research data management services were analyzed. Key categories were derived from analysis results, research data management, electronic research notebooks, and RDM training. In particular, the 'research data management' category included DMP, data collection, data management, data preservation, data sharing and publishing, data reuse, infrastructure and tools. And it consists of RDM guides and policies. The results of this study will be helpful in introducing and operating research data management services in science and technology specialized university libraries.

Electronic publishing has influenced, and in some ways changed, information seeking, reading patterns and citation behaviours. This study collected the Cited Half-Lives, the indicator implies the life-span of scholarly journals, from JCR Social Science edition the before and after of the prevalence of electronic journals, and observed if there are some changes in these two periods. The analysis results of eight disciplines show that the average Cited Half-Lives increased in 2007 than in 1994 for seven disciplines except the demography. Especially in the four disciplines of economics, education, finance and sociology, the average Cited Half-Lives increased significantly. This results show that the concentration, researchers cite more recent articles and concentrate their citations on fewer ones, is lightening and the dispersion of citations is actually increasing. With the online availability of articles and journals the old online materials can be often accessed, used and cited more frequently, the more growth potential of Cited Half-Lives are made in a digital environment. Further research needs to investigate if the phenomenon will become more obvious in various disciplines after a few years.

The digital convergence looking for new ways to engage visitors by superimposing virtual content on projection over the real world captured media contents. This paper propose the Light ID based interactive 3D immersive exhibition things view using HMD AR technology. This approach does not required to add any additional infrastructure to be built-in to enable service and uses the installed Lighting or displays devices in the exhibit area. In this approach, the Light ID can be used as a Location Identifier and communication medium to access the content unlike the QR Tag which supports provide the download information through web interface. This utilize the advantages of camera based optical wireless communication (OWC) to receive the media content on smart device to deliver immersive 3D content visualization using AR. The proposed exhibition method is emulated on GALAXY S8 smart phone and the visual performance is evaluated for Jeonju Hanok Village. The experimental results shows that the proposed method can give immersive 3D view for exhibit things in real-time.

For several decades in history of cartoon, it was about the era of publishing tendency based on printing technique just until few years before now. The media critic Marshall McLuhan said, "The cartoon of the 20th century have characters of printing or woodblock printing yet. Coming in to the 1980s, unlike traditional printing, cartoons of more various form appeared such as 'Moving cartoon, CD-ROM cartoon, Click-cartoon'. These phenomenons diversified and accelerated during the electronic equipments and internet that cartoon were able to be produced and distributed on not printing forms were progressing and popularizing. Like these, base on the progress of various forms in webtoon, this study will suggest 3 concept about expansion of Spatial Expressions of expression and cognition such as 'Reminiscent of The Vertical Image', 'The Vertical Panorama' and 'The Morphing into Spaces'. Also, , , the works of Doha Kang who is in the spotlight as the webtoonist of avant-garde and dynamic works, will be examined and analysed as the texts. Doha Kang was selectied as a 'Contemporary Twenty Webtoonist in Korea' from a survey of the cartoon's experts in korea by Bucheon Cartoon Information Center in 2009. He has recognized as the most experimental and be influential webtoonist from beginning of webtoon era to today. In this context, the analyses of his two works that was published in 2007, 2009 each, will helps understanding from diverse viewpoint about webtoon's expressions and structures. Furthermore, this study helps focus on values of webtoon as expansion art of Spatial Expression.

Information technologies in higher education are the basis for solving the tasks set by monitoring the quality of higher education. The directions of aplying information technologies which are used the most nowadays have been listed. The issues that should be addressed by monitoring the quality of higher education with the use of information technology have been listed. The functional basis for building a monitoring system is the cyclical stages: Observation; Orientation; Decision; Action. The monitoring system's considered cyclicity ensures that the concept of independent functioning of the monitoring system's subsystems is implemented.. It also ensures real-time task execution and information availability for all levels of the system's hierarchy of vertical and horizontal links, with the ability to restrict access. The educational branch uses information and computer technologies to monitor research results, which are realized in: scientific, reference, and educational output; electronic resources; state standards of education; analytical materials; materials for state reports; expert inferences on current issues of education and science; normative legal documents; state and sectoral programs; conference recommendations; informational, bibliographic, abstract, review publications; digests. The quality of Ukrainian scientists' scientific work is measured using a variety of bibliographic markers. The most common is the citation index. In order to carry out high-quality systematization of information and computer monitoring technologies, the classification has been carried out on the basis of certain features: (processual support for implementation by publishing, distributing and using the results of research work). The advantages and disadvantages of using web-based resources and services as information technology tools have been discussed. A set of indicators disclosed in the article evaluates the effectiveness of any means or method of observation and control over the object of monitoring. The use of information technology for monitoring and evaluating higher education is feasible and widespread in Ukrainian education, and it encourages the adoption of e-learning. The functional elements that stand out in the information-analytical monitoring system have been disclosed.

This study aims to improve the accessibility of websites that can search for online e-journals and check the original text, and the accessibility of web contents in the form of article papers. In order to publish online e-journals in Korea, article contribution management system is used, and services are provided through public or private academic DB companies. There was no content related to accessibility in the publishing and editing stage of online e-journals. In the case of foreign countries, objective to comply with Level AA of WCAG 2.1 to improve accessibility of websites and web content. In addition, the level of accessibility of academic journals is guided through VPAT. In order to improve access to web content in online journals, Accessibility matters are added to the academic society's editorial and publication regulations. Accessibility education should be provided to journal editors. Accessibility checklists should be developed and researchers should verify themselves. To improve the accessibility of online e-journals to websites, For equal use, various convenience functions should be provided when using the website. It guides the accessibility function to the article contribution management system. Each academic and academic DB company should be required to submit a Korean VPAT.
