As an information-oriented era arrives, an environmental change of Internet marketing is going with high speed and such open door around the countries is providing worldwide companies with a new business opportunity. Now, Internet is a new communication tool for global network and is emerging as a new e-commerce market. Also, this trend is having an effect upon online site that sell crafts. Hence, this study aims to select artshop, which simultaneously operate off line and online while sell crafts, to research the present status, and analyze the problems to suggest the activation plans for effective Internet commerce. Accordingly, this study suggested six models for the settlement of these problem s and the activation plans as following: offer of the various works and the contents, security of price competition, reinforcement of marketing, establishment of brand recognition, management of customers and settlement of payment ways etc. The commerce of crafts in the artshop is only early stage today, but it is expected to grow into an universal connection way of information and buying which transcend space and to be briskly used for securing the competition of crafts in 21century.

As people get broader access to health information through the internet, there is a greater need for measure to maximize the social advantages of the internet and to minimize negative side-effects. With this concern, this paper classifies internet health information services sites into : on-line supply of health information, on-line consultation, on-line diagnosis, and on-line sales. As well this paper analyzes domestic laws supporting and/or regulating these services. The efficient provision of internet health services requires comprehensive laws on individual privacy protection, prevention and handling of medical accidents, an electronic prescription form for internet diagnosis, electronic signing, payment for medical expenses, qualifications for internet medical practitioners. Additional laws are required to establish internet pharmacies and internet health goods stores. These new laws can be prepared either separately or through revision of existing laws governing medical practice, pharmacies, and public health promotion. However, as the legal control by the government on cyber processes and entities has a fairly minimal effect, consumers should be encouraged to improve their own capacity for wisely using internet health services and health-service providers should be encouraged to promote voluntary supervision and control of their own services and practices.

To accomplish international electronic commerce via the Internet, the most serious dilemma is the international payment system. The BBL is a secure and effective electronic commerce framework for the replacement of traditional paper documents by electronic messages via the Internet providing significant benefits in terms of cost savings, improved logistics and reduced errors in documentation. The most important legal obstacles in the BBL are how to secure authenticity, non-repudiation and message integrity as well as the status of negotiability equivalent to paper B/L. These kinds of functions may be carried out through the electronic title registry of the Bolero International Limited. The technical structure is supported contractually by the Bolero Rulebook. And other documents except B/L can be made out without any legal or technical problems. What are the handicaps of the BBL in its practical use at this time? I can summarize the current and expected problems as follows: First, the fee to join Bolero Association Limited is burdensome to sellers, buyers and trade related organizations all over the world. Second, the liability in errors or defaults in operating central data registry of Bolero International Limited is limited to U.S.$100,000. The amount is not sufficient to the many bulk cargo owners to cover the damages. Third, businessmen are used to traditional paper documents; therefore it takes much time for them to change their customs and practices. So the BBL and traditional papers would be used simultaneously for the time being. Finally, it is very important to incorporate the Rulebook, a multilateral contract binding on all users signed, in each domestic law, which will accomplish the uniform law basis.

B2C형 소셜커머스는 IT기술 발달과 폐쇄형 거래형태를 개방형 형태로 변화하고 있으며 또한 중간유통을 획기적으로 줄임으로써 소비자에게 유통비용을 제거하여 파격적인 가격에 상품을 제공하고 있다. 시대의 흐름에 따라 기업 간 거래에서는 수많은 유통 채널을 통해 PRM(Product Relationship Management) 관리의 어려움과 신속하게 새로운 제품을 홍보하고 관리하는데 상대적으로 어려움을 겪고 있다. 제품을 유통 및 소비하는 기업들을 한곳에 모을 수 있는 플랫폼 제공을 통하여 B2C 기반의 소셜커머스를 롤 모델로 하여 운영 할 수 있는 플랫폼 제공이 필요하다. 또한 B2C 기반의 소셜커머스와 달리 B2B의 경우는 구매에 따른 결제 대금을 일시불로 지급하지 않고 할부 등 기간을 두고 지불하는 결제 시스템연동이 필수적인 요소이다. 본 연구에서 소개하는 B2B 거래를 위한 소셜커머스는 B2B 거래의 문제점을 해결하고 새로운 시장을 개척하여 효과적인 B2B 거래를 제공하고 관련 산업인 기업 간 전자결제 시장의 확대를 가져올 것이다. 향후 연구 분야는 본 연구에서 제안하는 모델에 대한 실증적 연구를 통해 본 제안 모델이 시장에 정착할 수 있다는 것을 연구하는 것이다.

향후 민자고속도로의 건설이 확대됨에 따라 서로 다른 교통관리체계 및 요금정산체계를 가진 여러 관리회사들이 하나의 도로망을 형성하게 될 경우, 장거리를 주행하는 이용자는 각기 다른 회사가 관리하는 노선으로 구성된 경로를 이용하게 될 것이며, 이로 인해 주행 중에 필요한 교통정보의 단절과 잦은 통행료 정산으로 이어지는 정차에 의해 불편함이 가중될 것이다. 따라서 각 기관이 상호 연계 가능한 관리범위를 선정하여 운영해야만 이러한 불편을 최소화할 수 있다. 본 연구에서는 각 관리회사가 이용자 서비스제고 측면에서 연계해야 하는 최소한의 범위를 선정하고 이를 위한 운영방안을 제시하고자 한다. 특히 이용자를 위한 연계범위로 크게 교통정보연계체계 및 영업연계체계로 나누어서 검토하였다. 세부사항으로 교통정보체계는 정보의 내용 및 제공방법에 있어서 각 기관이 고려해야 할 주요 사항을 위주로, 영업체계는 각 정산방식별로 구분하여 상호 연계방안을 제시하였다. 본 연구 결과는 향후 다수의 고속도로관리회사가 설립될 때, 이용자의 편의를 도모하기 위한 상호 연계방향 수립에 유용하게 활용될 것이다.

인터넷과 모바일 통신망 보급의 빠른 확산 속도와 더불어 중국의 전자상거래 시장은 과거 10년간 72배 성장하였다. 그러나 성장속도 대비 해당 시장의 선진화를 위한 하부구조와 관련 규정의 부재는 최근 국가 경제발전 차원에서 시급히 개선되어야할 문제로 부상하고 있다. 따라서 본 연구에서는 문헌연구를 통해 최근 급성장한 중국 전자상거래의 기반 환경 및 시장현황을 살펴보고, 현재 중국 시장에서 문제로 대두되고 있는 전자상거래상의 주요 이슈를 전자상거래 형태별로 점검하였다. 또한 중국 유통시장에서 가장 큰 문제로 지적되고 있는 전자상거래상의 물류시스템의 문제, 소비자 보호문제, R&D 투자 현황 및 고급인력 확충의 문제를 진단하고 향후 기업차원과 정부차원의 제도 및 시스템 개선을 제안하였다. 마지막으로 본 연구는 특히 과거 연구에서 논의되지 않았던 모바일 결제시장과 인터넷 금융시장 및 전자상거래 중국의 세제 개편내용을 제공하고 국제표준화를 위한 제도적 시사점을 도출하였다. 중국정부의 5개년 전자상거래 육성을 위한 전자상거래 대외시장 개방에 대한 정책 발표 이후, 한국 수출 기업들에게 제공하는 시사점을 처음으로 제안하였다는데 의의가 크다.

Currently, the South Korean Government does not provide sickness benefits from the National Health Insurance, which is different from most other Organization for Economic Cooperation and Development countries. The sickness benefit guarantees a part of lost income due to injuries or diseases. The purpose of this study is to propose a sickness benefit scheme for South Korea. To this end, we compare health care systems, sickness benefit schemes, and delivery systems of those in Germany, Japan, and Sweden, focusing on the seven categories: management authority, object, level of payment, duration of payment, qualification requirements, connection with paid sick leave of workplace, and financial resources, and as to delivery system, the six categories: the number of procedures, transferring document between institutions, whether or not utilizing electronic reporting system, applicant, and administrative convenience. Based on the implications derived from the case study, we propose the sickness benefit scheme and its delivery pathway and other details for South Korea. This study is first to propose the sickness benefit for health insurance in Korea with its level of details. More studies should follow with case studies of other countries, as well as productive debates to build a feasible and sustainable sickness benefit system in South Korea.

본 연구는 미국의 거액전자자금이체에서의 지급지시의 효력을 검토하고 그 시사점을 제시한 것이다. 거액전자자금이체에서의 지급지시의 효력은 원지시인으로부터 구속력을 가진 지급지시의 발행, 수신은행의 지급지시에 따른 승낙, 그리고 수익자에 대한 채무이행으로 발생된다. 이와 같은 지급지시는 원지시인의 지급지시취소, 수신은행의 지급지시거절, 그리고 무권한적인 지급지시인 경우에 그 효력이 소멸된다. 즉, 원지시인으로서 업증된 전송자가 발행한 지급지시를 수신은행이 승낙하는 경우에만 지급지시가 정상적으로 이행되어 전자자금이체가 완료된다고 할 수 있다. 따라서 원지시인과 수신은행은 원지시인에 대한 입증과 지급지시의 진정성을 확보하여야 한다. 이러한 입증과 진정성 문제를 해결하기 위하여 관련 당사자들은 특히 보안절차의 확립에 관하여 약정하는 것이 중요하다.

전자화폐는 기존의 화폐가 가져야 하는 법적인 효력과 안전성 등의 기능을 그대로 가지면서 별도의 기기나 또는 컴퓨터 등에 소프트웨어 형태로 존재하는 전자지갑에 의해 관리된다. 전자화폐는 안전성을 제공해야 하고, 이중사용이 방지되어야 판다. 또한 동전의 다중사용 가능성이나 분라성을 만족시킴으로서 사용자 편리성과 효율성을 증대시킬 수 있다. 분할성은 사용자가 전자화폐를 발급받는 경우 발급받은 전자화폐를 사용자가 원하는 대로 나누어 사용할 수 있는 성질로써 거스름돈의 발생을 줄여 효율성을 증대시킬 수 있다. 본 논문에서는 이중 해쉬함수를 이용하여 동전을 생성하고 지불인증을 이용하여 생성된 동전을 마음대로 분할하여 사용할 수 있는 방법을 제안한다. 제안된 방법은 사용자의 익명성을 제공하지는 못하지만 해쉬함수를 이용하여 효율적이고 위조 불가능한 동전을 생성하며, 분할성을 만족함으로써 편리하게 이용가능하다는 장점이 있다.

최근 IT 산업의 발달로 인터넷 이용자가 폭발적인 성장에 따라 인터넷을 통한 전자 상거래가 새로운 경제 활동으로 등장과 동시에 무선 인터넷 시장이 급속한 성장을 하고 있다. 이에 따라 기존에 사용되어지고 있는 on-line상에서의 전자 지불 방식보다 실용적인 무선 인터넷상의 전자 지불 방식이 요구되고 있다. 이에 따라 본 논문에서는 무선 인터넷 상에서 전자상거래를 통한 결제대금 지급을 할 때 부정 사용자에 대한 사용자 추적, 즉 익명성 제어가 가능한 프로토콜을 제안한다. 본 논문에서 제안한 프로토콜의 특징은 기존의 on-line 상에서의 제공되어지고 있는 전자지불 프로토콜의 추적기능을 무선 인터넷 환경에서 보다 효율적이며 안전하게 사용할 수 있는 프로토콜을 제시한다.
