This paper surveyed the development and future of electronic journals. The growing and impact of electronic publishing, developments and access of electronic journals, and the future of electronic journals were examined in detail, and remaining problems were analyzed. The findings of the study can be summarized as follows : 1. The future of electronic journals is not an issue of technology it is an issue of economics and social policy. And, the cost of delivering an electronic version to end-users were more expensive. 2. More sophisticated markup software and display software system are needed for fully structured text versions of articles. 3. Coordination of effort is essential in order that we maximize the end-users access requirements against resonable protection for the intellecture effort of the scholarly writer. 4. The success of an electronic journals will depend on the improved communication and cooperation between libraries, users, author, publishers, and information technology specialists. The advent of electronic information delivery has brought with it these issues to be solved. And development in the delivery of scholarly information by electronic means will accelerate.

The Internet has rapidly become a global publishing platform, and electronic scholarly journals covering a wire range of subject areas are now available via WWW. The purpose of this study is to investigate the production and delivery of electronic scholarly journals between national information circulation institutions, the degree of overlap in services between these institutions, and the degree of differences in terms of the amount of electronic scholarly journals between subjects in science and technology(S＆T) areas. For the study, Registered and Register-Candidate scholarly journals designated by Korea Research Foundation in S＆T areas are used. This study also provided some considerations for the services of domestic electronic scholarly journals between national information circulation institutions.

The purpose of this study is to investigate the current service pattern of electronic scholarly journals at homepages of Korean academic societies and to provide some suggestions for the better service of electronic scholarly journals. Data were collected from December 26, 2003 to January 6, 2004. The object of the examination was from the number of 257 academic societies which are publishing Registered Journals designated by Korea Research Foundation. Among the number of 257 academic societies, 116(45.1%) of them are providing electronic scholarly journals at their homepages, and among the number of 116 academic societies, 62(53.4%) of which are providing electronic scholarly journals with their own efforts without other organizations' help. The number of 257, 116, and 62 academic societies are compared with national information circulation institutions in terms of the service of electronic scholarly journals. Suggestions for the better service of electronic scholarly journals at academic societies in Korea are also provided.

Introduces and analyzes basic library collection management issues regarding electronic journals, including selection, budgeting, policy making, collection evaluation, and preservation/archiving. Argues that staffing and budgeting for electronic journals can be organized on subject-based or format-based approaches, or some combination of both. Electronic journals are selected through the same three-stage process used for print journals : identification, evaluation, and selection. Most of the traditional criteria for print journals are also applicable to electronic journals, but additional criteria are superimposed on them. The cancellation and weeding of electronic journals have not been addressed ;by ;the profession, but will assume more significance in the future. There is a need for new client-centered evaluation methodologies that focus on availability and accessibility rather than ownership.

The purpose of this study was to provide suggestions for the effective management and user services of electronic journals in university libraries. In order to do that literature reviews, case studies, and survey questionnaires were conducted. The case studies involved six university libraries, which were analyzed based on accessing, cataloging and user services. Questionnaires consisting of forty-seven items in eight parts, including selection and subscription of electronic journals were distributed to the libratians who were in charge of managing electronic journals. Following an analysis on the survey, guidelines for effective management and user services of electronic journals were suggested.

In the print world libraries have served as the archival repository for journals that they owned. In the age of digital information, however, with the licensing of electronic journals libraries purchase access to journal contents rather than paying for ownership. Libraries note the potential benefits of electronic journals, but also quake at the thought of inaccessible electronic journal contents caused by lack of preservation, changing technology, or publisher requirements. It is real that libraries have not yet stepped in to create archives of the electronic journals they are purchasing. In the digital environments, publishers, libraries, and other information providers are not the independent units that we used to be. It will take us all working together to solve the problem of preserving access to electronic journals. Thus, it is reasonable that a national library would be charge of making a comprehensive archiving policy on electronic journals, and that cooperative agreements of local libraries can help divide responsibility for different subject areas or materials.

This study is to analyze a cost-benefit and a cost-effectiveness on the basis of number full-text downloaded from IDEAL in the electronic journals consortium of Y University Library during 2000. The result of this study shows that Y University Library used more the combined print and electronic journals than only electronic journals, and in the case of the analysis on the cost-benefit, there was no benefit, but the cost-effectiveness was very high. Based upon the result of this study, it suggests that academic libraries request a trial from the information agency and carry out user instruction analysis of varied use statistics, user satisfaction survey so as to promote use of electronic journals.

This study assesses user attitudes towards electronic academic journals and suggests management issues for users and information managers. To reveal academic scholars' user attitudes, this paper is an attempt to survey the concepts of electronic journals, thoughts, perceptions and experiences of a sample of university faculty. Based upon various aspects of user attitudes, this study derives effective management techniques for electronic academic journals in library and information center.

The purpose of this study is to understand the acceptance of the electronic journals among undergraduate students. Using a survey questionnaire, this study collected the data collected from 813 students taking 11 courses offered in five different universities. The levels of electronic jounal and its service awareness appeared to be low as 63.7% and 59.9% respectively. Only 43.8% of the respondents report their experience of using Korean e-journals. There is a statistically significant difference in use among college groups and students' major of study. E-journals are mostly used off-campus and within the library, using simple search techniques. In spite of difficulties in search and gathering information, the satisfaction level marked above average. Reasons of nonuse are lack of opportunity and knowledge. However, 93.8% of nonusers report a willingness to use the e-journals in the future. LIS students show higher e-journal awareness and use experience compared to non-LIS students. Yet, the levels of using simple search techniques and satisfaction show little difference from those of the non-LIS students. The findings of the study suggest implications to promote the acceptance of e-journals among college students.

The tremendous growth in electronic journals made it clear that access would be one of the biggest issues confronting libraries seeking to adopt them. While users must be given the freedom to move seamlessly between electronic and paper journals, the most of university libraries in Korea have not provided a single point access to these yet. This study offers opportunities to improve the convenience which permits integrated access to the thousands of electronic and paper ones. It is suggested that the integrated catalog can be an appropriate solution that allows the one-stop shopping approach to library's entire collection.
