An Analysis of the Media Effectiveness for Electronic Democracy (전자민주주의 매체의 효과 분석)

  • little attention has been given to the analysis of electronic democracy media, although electronic democracy, if adopted in Korea, is expected to enhance the quality of the political culture to a large extent. This research is to compare electronic democracy media, such as Internet, cable TV, teleconferencing, fax, and ARS and suggest recommendations on the successful Introduction strategy of electronic democracy in Korea. The analysis of collected data yields research findings, such as the fact that internet will be the most effective medium and a strategy for popularizing internet needes to be developed in advance.

  • This study centers on how the electronic democracy which is expected to be a political system of information society may increase civic participation and develop political system. On the other hand, critics of internet voting claim that the technology required to properly authenticate voters and assure the accuracy and integrity of the election system either does not exist or is not widespread enough in society to be equitable and effective. In order to capture the potential that this new technology offers, it must be implemented correctly, upon a well-conceived framework of standards and procedures. At the same time, government must seek the advice of industry leaders as well as social activists so as to avoid the many obstacles that will undoubtedly arise.

  • Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.

  • This paper addresses the democracy-oriented regulatory and legal requirements that e-democracy impacts. It demonstrates that the structure of the political system also plays a significant role in the decision to develop an e-voting application. The short term perspective of the questions put before the electorate obliterate the long term perspective in which many policy problems have to be seen. A well-designed e-voting system should produce an audit trail that is even stronger than that of conventional systems (including paper-based systems). Remote Internet voting systems pose significant risk to the integrity of the voting process, and should not be fielded for use in public elections until substantial technical and social science issues are addressed. Conclusively the paper focuses on the specific attributes an electronic voting (polling place) system should respect and ensure such as transparency, verifiability, accountability, security and accuracy in relation to the constitutional requirements such as General, Free. Equal, Secret, Direct and Democratic.

  • In this paper, we propose an efficient freedom of information and Information access right which improves transparent and speedy administration process. To build open Information, we scrutinize that causes of non access right and change of civil service consciousness, attitude for open information by effectively open system circumstances. The Important thing is basic information that is available to the public through an agency's FOIA Reference Guide, all agencies must notify potential FOIA requesters of the formal rules and requirements for the making and handling of FOIA request, through their FOIA regulations. The characteristics of this paper focused on Information access right, causes of non access right and proposed policy. In this paper, The author emphasize are as follows: first, to examine freedom of information' necessity and problem that scrutinize a theoretic analysis, second, to understand civil servant's attitude for the freedom of information, third, to suggest action plan and agenda for the better of Good Governance and Democracy of information.

  • User preferences and ratings may be anticipated by recommendation systems, which are widely used in social networking, online shopping, healthcare, and even energy efficiency. Constructing trustworthy recommender systems for various applications, requires the analysis and mining of vast quantities of user data, including demographics. This study focuses on holding elections with vague voter and candidate preferences. Collaborative user ratings are used by filtering algorithms to provide suggestions. To avoid information overload, consumers are directed towards items that they are more likely to prefer based on the profile data used by recommender systems. Better interactions between governments, residents, and businesses may result from studies on recommender systems that facilitate the use of e-government services. To broaden people's access to the democratic process, the concept of "e-democracy" applies new media technologies. This study provides a framework for an electronic voting advisory system that uses machine learning.

  • This paper explores desirable status of block chain electronic government in relation to the prevention of cybercrimes and corruption. After the research, we suggest four measures to establish desirable status of block chain electronic government. Eventually, transparency is ensured thanks to the core concept of block chain technology, sharing, not only allowing all of the participants to share information and but also preventing them from forging or falsifying information. Furthermore, a wide variety of participants can play a role as monitors in the horizontal structure of governance system, which also assures credibility and reliability on electronic government through trust on block chain itself. Electronic government aims at virtue of expanded electronic democracy which strengthens information democracy. Also, establishment of electronic governance, that emphasizes networking and guarantees, is a desirable image of the future of the fourth industrial revolution. Therefore, the establishment of future electronic government according to the four principles drawn from this paper can be the most suitable model.

  • Recently, there have been increasing cases of collective petitions filed in the electronic petitions system. However, there is no efficient management system, raising concerns on side effects such as increased administrative workload and mass production of social conflicts. Aimed at suggesting a methodology for estimating electronic collective petitions using anomaly detection and corpus linguistics-based content analysis, this study conducted the followings: i) a theoretical review of the concept of collective petitions, ii) estimation of electronic collective petitions using anomaly detection based on nonparametric unsupervised learning, iii) a content similarity analysis on petitions using n-gram cosine angle distance, and iv) a case study on the Voice of Citizens of Changwon City, through which the utility of the proposed methodology, policy implications and future tasks were reviewed.

  • Many areas of human activities are computerized with the wide spread use of computers and communication networks.Electrinic voting is an important social activity in democtatic society.The realization of electronic democracy is based on the sectrity of edectronic voting scheme.Therefore, it is necessary to use the cryto-graphic technique for secure electronic voting scheme.Therefore, it is necessary to use the cryto-graghic technique for secure election.In this stusy, an dedctronic voting scheme sutiable for large election is proposed.In order to make practi-cal volting scheme, we assume that the voting authorization center is trustful and the chaum's anonymous com-munication channel[6] prepared before the election day.The center authorizes the ballot of eligible voter by using the ID based digital signature scheme in the registeation stage.During the voting stage, undeniable chal-lenge/ response prorocol is performed between the center and the boters to ensure that the intemediate voting results should not affect the entire.The proprsed scheme fully conforms to the requirments of large scale election such as privacy of the voters, fairness, unresuability, unforgeability and eligbility.

  • This study criticizes the wave of liberalization, privatization, thoughtless and uncontrolled over-competition in the electronic communication networks area. This criticism is based on the 'transport economics' on one side, the 'network neutrality debate' on the other side. Through these standpoints, this study insists that it needs to deal with a social agenda related to the problems such as unplanned and unbalanced development of electronic communication networks, double/tripple-investment in the communication industry, conflicts among network companies and the decline of public values. Also does this study stress on the new ideas in the electronic communication network policy and planning to manage these problems. Electronic communication networks are converging and their borders are blurred. As a result of these flows, the field of information technology, media and contents is faced with radical changes. These changes could be so critical and complicated that nobody can diagnose their multi-level implications. However, the one thing sure is that we should start from the communication networks to think and control a communication system. Therefore, we should discuss and plan the now-and-future of communication infrastructure and its management. we need not only a market mentality but also a socio-cultural mentality. In this respect, this study does insist that it requires the vision of digital democracy and democratic communication ecology to put the steps toward social communication system.
