The Rotterdam Rules is the first international maritime carriage of goods Convention that acknowledge electronic records of contracts of carriage. The Rules have developed separate chapter in relation to electronic transport records' issuing, transfer, etc. This paper aims to evaluate Rotterdam Rules' contribution to the use of electronic transport records. To achieve the aims firstly this paper have examined the related articles of Rotterdam Rules, Secondly in practical aspects, this paper explores the opportunities and obstacles which could be happened in practical procedures, applicable to transport industry, shipper and holder of electronic transport records. Findings could be summarized as follows, first the Rules shows high acceptability to whom it may involved in transport industry by simplify the contents of the Rules to avoid conflict with each countries' national laws. The Rules acknowledge the functional equivalence between paper and electronic transport records in specific provisions. This could be important development to facilitate the use of electronic transport records. But the Rules have not mentioned liability limit of transport industry when the problems arise from issuing, tele-transmission, transfer of the records. And the secure of the functional equivalence between paper and electronic transport records also could be remained in uncertain regime due to different stance of each national laws.

오늘날 대부분의 도서관 전자자원 이용은 라이선스 계약에 의해 이루어지고 있다. 이용자의 전자자원 접속 및 이용은 라이선스 조건 범위 내에서 허용된다. 따라서 전자자원을 효율적으로 관리하고 적절한 서비스를 제공하기 위해서는 라이선스 관련 데이터요소를 체계적으로 관리할 필요가 있다. 이에 본 연구는 전자자원 관리를 위한 라이선스 관련 메타데이터를 설정하는데 그 목적이 있다. 본 연구방법으로 전자자원 메타데이터 스키마, 저작권 권리표현언어의 분석과 외국 대학도서관 전자자원 관리시스템의 라이선스 관련 데이터요소의 비교분석을 하였다. 이를 종합하여 최종적으로 전자자원 라이선스 관련 핵심요소와 선택요소로 구분하여 라이선스 관련 메타데이터를 설정하였다.

현대에 거래되는 재화의 종류는 소비형태의 변화에 의해 급속도로 많아지고 있다. 그러나, 거래되는 재화의 종류가 많아진 만큼 이에 대한 정확한 가치판단이 흐려지는 경우가 발생한다. 미술품, 창작물 등의 재화는 소비자가 올바른 가치를 판단하기 어렵다는 단점이 크게 부각되고, 거래 형태 또한 다양하여 이에 대한 신뢰성을 보장받기 힘들다는 문제가 발생한다. 다양한 재화에 대한 접근성이 확대된 현재, 이러한 단점들은 공유경제 시장의 안정성을 저해하는 요인으로 꼽힌다. 본 논문에서는 이러한 문제점을 해결하기 위하여 신뢰성 있는 중개인을 통한 블록체인 기반의 재화 계약 서비스를 제안한다. 제안한 서비스는 이더리움 블록체인에서 동작하는 스마트 컨트랙트를 사용하여 신뢰성 있는 중개인을 등록하고 재화의 가치검증 및 계약 과정에 사용한다. 또한 재화의 등록 내용, 제안 및 계약 과정을 블록체인에 등록하여 계약 과정의 신뢰성을 보장한다. 모든 동작 과정은 스마트 컨트랙트에 등록되고, 이더리움 블록체인의 트랜잭션 히스토리에 저장되므로, 등록된 데이터의 신뢰성을 보장할 수 있다. 또한 등록, 제안 및 계약의 전 과정이 스테이트 머신 기반의 스마트 컨트랙트에 의해 동작하기 때문에 사용자는 계약 과정을 보다 안전하게 제어할 수 있다.

The Internet is a wonderland that can be enjoyed by the young, old, and those in-between. It is also a vast commercial market where many contracts are formed every second. The Internet and E-Commerce have created new situations that have generated sweeping proposals for fundamental changes in contract law. During the first half of the 20th Century. when many businesses expanded their geographic scope, there was a tremendous desire for uniform treatment of contracts for the sale of goods throughout the U.S.A. and the whole world. That same dynamic is now occurring in E-Commerce. There is a general recognition of the desirability of uniform contract law to govern E-commerce, but to date that does not exist, though there are extensive proposals for reform of contract law on the Internet. E-Commerce is currently plagued by some of the same problems that led to the passage of the UCC. In the absence of uniform legislation, state-by-state differences are inevitable with respect to E-Commerce. State-by-state differences in E-Commerce contract law is widely viewed as undesirable. To deal with this problem, a number of uniform bills have been proposed including UCITA, UETA, and revisions to Article 2 of the UCC (Subpart B). The thrust of these uniform acts is to create legal parity between paper records and electronic records. There is considerable resistance by consumer groups to this parity and progress towards Passage of UCITA, UETA, and revised Article 2 has been slow. The UCITA covers licenses of computer software but does not cover the sale oil goods on the Internet. The scope of the UCITA includes computer software. multimedia interactive products, computer data and databases, and Internet and online information, The UETA deals comprehensively with E-Commerce and contract law. The UCC covers the sale of goods, which does not necessarily involve E-Commerce. The basic principles of contract law are modified to deal with Internet transactions. Intent is inferred from the operations of electronic agents and "signatures" can occur with a response to an invitation to click to accept.

본 논문에서는 날로 정보화 되는 사회 환경 하에서 다수의 계약자가 계약올 처리할 수 있는 전자계약시스템 에서의 위험요소를 분석하고 그에 따르는 디지털 다중 서명의 요구조건을 제시하였으며 지금까지 개발된 기존의 디지털 다중 서명 방식들을 전자계약시스템에 효율적으로 적용하고 새로운 다중 서명 방식을 제안하 였다 또한 제안 방식의 실제 예를 통해 전자 계약 시스템에 적용시켜 보았고, 각 방식별 요구조건 만족도를 검토하여 그 적용성과 효율성을 비교평가 하였다.

E-business including e-commerce boosts the competitiveness of corporations remarkably through the creation of new value added, positioning itself as the key to national competitive edge. Thus, advanced nations and international organizations such as WTO and OECD are structuring a positive support system for e-transformation. Korea also has been pushing for activating e-business at the government level since 2000. ECRC(Electronic Commerce Resource Centers) project is an efficient government initiative and inter-agency coordination in implementing e-Business policy for industry. This project has been sponsored by the MOCIE and operated through prime contracts with KIEC. ECRCs provide such services as educational training, technology transfer, consulting and information service related to e-Business for industry. They had given the digital opportunity demanded by industry from 1997 but in these days there are many other new e-business activating projects in Korea. This paper sought to study a strategic reform plan of ECRC.

The numerical model that can describe the ignition of the pseudospark discharge using hybrid fluid-particle method has been developed. The evolution process of the discharge has been divided into four phases along the potential distribution. After the plasma enters in the hollow cathode, the confining effect which is one of hollow cathode properties occurs and the electron current on anode rises rapidly. As the plasma expands successively, the sheath contracts and as the electric field in the sheath increases, the field-enhanced thermionic emission(Schottky emission) occurs. From numerical results, the physical mechanism that causes the rapid current rise in the ignition of the pseudospark discharge could be identified.

The evolution of blockchain-based systems has enabled researchers to develop nextgeneration e-voting systems. However, the classical consensus method of blockchain, that is, Proof-of-Work, as implemented in Bitcoin, has a significant impact on energy consumption and compromises the scalability, efficiency, and latency of the system. In this paper, we propose a hybrid consensus model (PSC-Bchain) composed of Proof of Credibility and Proof of Stake that work mutually to address the aforementioned problems to secure e-voting systems. Smart contracts are used to provide a trustworthy public bulletin board and a secure computing environment to ensure the accuracy of the ballot outcome. We combine a sharding mechanism with the PSC-Bchain hybrid approach to emphasize security, thus enhancing the scalability and performance of the blockchain-based e-voting system. Furthermore, we compare and discuss the execution of attacks on the classical blockchain and our proposed hybrid blockchain, and analyze the security. Our experiments yielded new observations on the overall security, performance, and scalability of blockchain-based e-voting systems.

A motive and aim of enactment of UN Convention on the Use of Electronic Communication in Int'l Contracts is based on need to eliminate legal obstacles that might arise under existing int'l trade law instruments and promote int'l electronic commercial transaction. But when it is used with related articles, 14, 15, 16, 17 for offer under CISG, one of the most successful conventions which produces substantive law for the unification of int'l trade, questions of practical importance, for example possibilities of withdrawal, revocation, rejection of offer, the extent of its criteria arise from therewith. In conclusion, a effective electronic offer has to assure easily access and confirmation of trade terms besides criteria of offer under CISG. An offer can be withdrawal, if electronic message of withdrawal has entered the offeree's server before or at the same time when the offer has reached the offeree but agreement expressly or impliedly, between the parties about type, format, email address is a prerequisited. Implied consent could be presumed through prior conduct or trade usages between the parties under CISG articles 8, 9. The term "have reached" correspond to the time which is able to retrieve the electronic message of withdrawal. But without express or implied agreement between them about electronic communication of type, format, email address, an offer can be withdrawal before or at the same time when it has entered offeree's other e-mail address and confirmed by his retrieval. In case of the revocation, electronic message of the revocation is effective before the offeree's dispatching an acceptance. A prerequisite for the revocation by electronic communication is came as the above mentioned withdrawal except for concept of a time difference for reach. In case of a rejection of offer, when a rejection by electronic communication has entered the offeror's server, an offer is ended. But a prerequisite for the rejection by electronic message is same as the above mentioned withdrawal and revocation.

The purpose of this research is to evaluate the degree of transactions of the electronic commerce in the hospitals. We created well-organized questionnaire to achieve this goal. we did telephone interviews with the hospitals, and then we reached out to the hospitals by e-mail and postal mail. We interviewed 311 hospitals, and 104 hospitals participated in this study. We conducted cross tabulations. The results are following : Among the subjects, male was 77.9%(81) and female was 22.1%(23). 51.0% of the hospitals used electronic commerce in their work purpose. The proportion of the hospitals that started their electronic commerce before 2000 years was 30.2% and after 2000 years was 69.8%. In the major electronic commerce service providers, 30.4% of the hospitals had their contract with auction, 18.4% of the hospitals had their contract with public procurement services. which is running by Korean government, and 11.8% were with EZmedicom and 10.8% were working with Carecamp. Through electronic commerce, the most high usage was office supplies 41.0% and the send area was medical supplies 11.2%. The results of this study suggest that electronic commerce in health care field is a very new area compared to other industries. There may be lots of barriers in the aspects of a way of working and norms of health care field. Electronic commerce system and contracts with their electronic commerce service providing partners.
