This study is a system that provides a suitable level of the problem, designing the learner certification simulation program based on the ITS(: Intelligent Tutoring System) based on the model and the learning expert model, the model through a buggy (Buggy Model). In the demand survey that reflects the needs of users, convenience, effectiveness, scalability, and reliability were required. In order to reflect this, various problems were developed, problem type analysis, difficulty control, student grades and level management. Users who are preparing for the certification test are expected to use the development system to solve the problems according to their own level and to solve various types of problems in a practical environment to greatly shorten the preparation period for certification.

In this paper, The infrastructure case for reproduction or analysis of the mechanism on the fire or the electrics shock of the electrical appliances is proposed. The various electrical appliances(Washing machine, Ballast, Electric heaters, Electronic switches, Mobile phone chargers) used in the home can be tested on the high voltage and over current test through the implementation of the infrastructure. The electrical tests of fire and electric shock consists of the high voltage of maximum 5000 V and over current test of 3 steps(90 A, 60 A, 40 A) and noise test. The mechanism of the fire and the electric shock tests reproduced are analyzed through the monitoring system and the oscilloscope. The electronics manufacturers can prevent accidents through the tests of the electronics factor reproduced and the analysis of the infrastructure designed.

The purpose of this study is to empirically analyze the productivity change of the 10 Single PPM Certification Company in the 3 Industry(Electronics, Motor-Parts, Machines). In this study, Productivity change over the time in Korean small and medium sized firms in the 3 industries by the bootstrapped Malmquist Productivity Index(MPI). The traditional Malmquist Productivity Index(MPI) and Data Envelopment they could lead to wrong evaluations of the efficiency and productivity scores. In this paper, DEA and a MPI are combined with a bootstrap method in order to provide statistical inferences that analyze the performance of the Single PPM Certification Company. The data cover the period between 2004 and 2007. The result of this paper reveals : 1) The electronic industries(Motor-Parts, Machines). 2) average productivity Progress of the 7DMU(Electronics), 1DMU(Motor-Parts) and none(Machines).

The digital revolution is happening much more quickly and Internet Commerce and Electronic Commerce is having a profound influence on the global trade and internal commerce, revolutionize the way of doing business, especially retail and direct marketing. Owing to Internet, an increasing share of business transactions occurs online. Electronic payment is essential for the smooth progress of the electronic commerce as electronic payment plays the important role in the electronic commerce, that is, the value transfer resulting from the electronic commerce. So far, there have not been a considerable emphasis on the risks residing in the electronic payment and money. So, this paper deals with the risks in the electronic payment and money, in particular technical risks and social risks, and the reliability-increasing schemes to prevent the risks in the electronic payment. The reliability-increasing schemes relate to the security of the electronic payment systems and certification authority and key management, transaction rules between the parties concerned in the electronic payment.

There are increasing needs for an individual or enterprise to interchange documents electronically through communication network to enhance the efficiency of business, owing to rapid process of transactions. But e-commerce encounters the problems regarding the handling the electronic documents, that is to say, deposit and proof of the electronic documents. This paper deals with Authorized Electronic Data Depot as an integrated system for processing, relaying and proving documents that. Authorized Electronic Data Depot operates as e-enabler in exchanging documents in trust among administrative agencies and a comprehensive government directory, digital government seal certification system and DNS system. Authorized Electronic Data Depot leads public and private sectors to save the paper-related costs. But the regulations concerning an authorized electronic data depot is introduced in the course of revision of Electronic Transactions Act. The purpose of this paper is to suggest some guidelines in legalizing the authorized electronic data depot.

This study is about the controller development of the Electric Operating Cell(EOC) which will replace the Mechanical Operated Cell(MOC) of the vacuum circuit breaker which has been used in the power plant and the performance test for the developed controller. The controller developed through this study was manufactured considering the harsh installation environment and electrical condition of the power plant, and the controller performance certification test for confirming the product reliability was taken to know whether or not to withstand fully in various electrical and mechanical problems. Items for performance certification test were AC power frequency voltage withstand test, combined surge immunity test, 1 [MHz] oscillatory SWC test, fast transient SWC test, radiated electromagnetic interference test, vibration test. As a result, all tests has passed an examination without malfunction.

In the field of secure information systems including electronic commercials, public key infrastructure(PKI) is widely used for secure services. The more PKI domains are established, the more needs we required for cross-domain certifications. Furthermore, each country has many certificate authorities(CA) which requires more complex cross certification. We may need a fast algorithm in order to fad the possible certification paths. This will be more indispensible in the growing PKI systems. Thus, in this paper we design a high-speed certification path discovery algorithm and implement it. Also we investigate the feature of operation of the system.

Where a paper document, a manual signature, or negotiability is required in statute, then solutions must be found through a change in the law. However, where the problem originates in commercial usage, then the solution can be easier, and speedy. Certainly, nearly all of the functions that paper document provides can be equally, or better, satisfied by electronic means. That is, Electronic Commerce(EC), which has been increasing rapidly and is a new type of transaction, may be hindered by legal obstacles to use of Electronic Message, or by uncertainty to its legal effect and validity. It is no unnecessary to tell the importance of foreign trade in Korea economics. Nevertheless, government's direct support is impossible owing to WTO's regulation. Accordingly, government have brought focus into trade facilitation as paperless trade. e-Trade document repositary building by government's budget and private sector's cooperation is a part of e-Trade platform and necessary function in connection with relay and certification of e-Trade document. This study examined the estimated operational problems of e-Trade document repositary as compared Licensed Electronic Document Repositary. Firstly, the operator of e-Trade document repositary undertake multiple role and function as Licensed Certification Authorities(e-sign Act), Licensed Electronic Document Repositary(Framework Act on Electronic Transaction) etc. Secondly, sufficient levy that meet operating cost of the e-trade document is the key point of e-Trade document repositary's success, because additional budget invest in that operation is too hard to do. Thirdly, the operator of the e-Trade document repositary have to keep fairness, objectivity and transparency because the operational right is exclusive.

This thesis examines the problems faced in the electronic bill of lading for which improvements are necessary, and suggests various ways of overcoming those problems. First, to build a negotiation system for electronic B/Ls, active participation from related parties in addition to the government support is essential. Second, electronic B/Ls cannot be utilized within a short period of time in current commercial practices. Third, there should be infrastructure which connects all parties of international commerce through an electronic system. Fourth, instead of promoting mutual recognition through international treaty, there should be a plan which legally specifying mutual recognition between certification authorities. Fifth, it is needed to ease the strictness of electronic signature to promote the global negotiation of electronic B/Ls. Lastly, in prima facie weight of evidence, there was a significant difference with the Rotterdam Rules even in comparison with the Commercial Act which was amended with the significantly advanced rules on electronic B/L. He believed there should be a discreet consideration on these matters at the revision of the Commercial Act. For this, the government has to provide support more aggressively with more interest and commitments.
