Study on Public Institution Dataset Identification and Evaluation Process : Focusing on the Case of KR Electronic Procurement System (공공기관 데이터세트 식별과 평가 절차 연구 국가철도공단 전자조달시스템 사례를 중심으로)

  • After the revision of the Enforcement Decree of the Public Records Act, the archives created a management standard table for data set records management and performed management and control. Therefore, in this study, the data set record identification procedure and evaluation index were developed for systematic data set record management of archives. By applying this, a management standard table was prepared after identifying the records of 8 datasets in kr's electronic procurement system, and the evaluation was carried out according to the evaluation index, and the retention period, transfer, and collection were determined. It is hoped that this case study will be of practical use to the archives at a time when concrete examples of procedures for the management of dataset records are lacking.

A study on configuring deployment of digital repositories for the archives management systems (대량기록물 처리를 위한 영구기록물관리시스템의 디지털저장소 배치형상 연구)

  • The National Archives of Korea(NAK) has a mission to ingest large-scaled digital records and information from a number of different government agencies annually from 2015. There are important issues related to the digital records and information transfer between NAK and agencies, and one of them is how to configure deployment of digital repositories for the archives management systems. The purpose of this paper is to offer the way to design it by examining the checkpoints through the whole life cycle of digital records and information in the archives management systems and calculating the amount of ingested digital records and information to the systems in 2015 and deploying the digital repositories configured according to the amount the records and information. Firstly, this paper suggests that the archives management systems in NAK should be considered and examined into at least three different parts called Ingest tier, Preservation tier and Access tier in aspects to the characteristics of the flow and process of the digital records and information. Secondly, as a results of the calculation the amount of the digital records and information ingested to the archives management systems in 2015 is sum up to around 2.5 Tera bytes. This research draws several requirements related to the large-scaled data and bulk operations which should be satisfied by the database or database management system implemented on to the archives management systems. Thirdly, this paper configures digital repositories deployment according to the characteristics of the three tiers respectively. This research triggers discussion in depth and gives specific clues about how to design the digital repositories in the archives management systems for preparing the year of 2015.

  • This study aims to propose the adoption of a business management system, as well as suggest the functions and development directions for public organizations, which are required to establish the record management and information disclosure system under Government 3.0, rapidly respond to the needs for strengthening the responsibilities for explanation, and improve work efficiency. Recently, some of the public organizations that introduced the record management and information disclosure system adopted the Electronic Document System, which focuses on the function of electronic approval, and developed a records classification scheme for the system. This study aims to review the case of A organization, which recently developed an in-house records management system and established information strategy planning to adopt a customized business management system after establishing a business reference model throughout the organization, and suggests the directions of the electronic record production system for public organizations.

A Study on Lifecycle Cost Model for Electronic Records & Archival Management (공공 전자기록의 생애주기 기반 관리 비용 모형에 관한 연구)

  • This study aims to propose a lifecycle cost model for electronic records & archival management. For this purpose, the study identified cost elements based on analysing public records & archival management activities and proposed cost factors for management by applying data gathered from records centers & archives. The study employed various methods: desk research, activity analysis, a cost information survey and interviews with experts in digital preservation, and records/archival management. The study made the first step to the cost studies in electronic records management in Korea. It is expected to update the CoMMPER model and redefine activities of electronic records management. Further case studies based on the model is required.

  • Recently, the central government organizations have changed their Business Management System to the cloud-based On-nara Document 2.0. According to this, the National Archives of Korea is spreading a cloud-based records management system. With the development of digital technology, including cloud computing, preservation and utilization of records must be redesigned continuously to be effective and efficient. It is needed that the process and method of the electronic records management will change from simple digitization of paper-based recording to digital technology. This article offers opinions related to the logical transfer, storage and redundancy elimination of digital objects, machine-readable format, big-data analysis, templates of official documents, and authenticity authentication system based on universally unique identifiers (UUID) and hash value.

  • 과학자들의 대표적인 연구결과 발표 및 배포 수단이었던 인쇄저널은 최근 인터넷의 영향으로 다양한 장점을 지닌 전자출판 및 전자커뮤니케이션으로 변화하고 있다. 이러한 학술환경의 급격한 변화를 배경으로 본 연구는 PMC(PubMed Central) 발족과 함께 커다란 논란이 되고 있는 기존 인쇄출판의 문제점과 최근의 무료 전자 아카이브 동향에 대해 소개하고, 이를 바탕으로 변화하는 학술 커뮤니케이션에 있어 소외의 우려가 있는 도서관의 당면문제 및 대응방안에 대해 고민해 보고자 한다.

  • This study aims to understand the concept and changes of the records management of InterPARES based on the analysis of background, main research interests, and major achievements of IP3 and ITrust. To this end, this study conducted a content analysis of IP3 and ITrust to drive main keywords. This study also utilized word clouds from IP project titles. In addition, a comparative analysis of IP3 and ITrust was conducted based on the environment, scope, core research areas, keywords, objectives, and record management life cycle perspectives. The research identified that InterPARES research was widely expanding the content and subject areas of the study: 1) to apply across the life cycle, as well as long-term preservation; 2) to focus on the concept of trust as well as the concept of authenticity; and 3) to include the concept of the Internet, digital forensics, and the open government along with electronic records.

  • Many hospitals introduce the electronic medical record systems (EMRS) to implement a digital type of hospital. However, there are various problems in managing and preserving medical records. Systems, such as OCS, PACS, and EMR, are independently operated without formal standards related to medical records management. To manage medical records effectively, distributed medical records including paperand electronic-type should be managed in an integrated manner. With its analysis of the current status in the management of medical records of J University Hospital, this study proposes methods to solve the problems extracted from the results of the analysis, and a management model for an integrated medical records management based on the process of records management of ISO 15489.

  • Electronic record types are becoming diverse, and "composite electronic records," which are made up of various types of electronic records associated with functionality or user interaction that does not exist in current electronic document formats, are increasing. To ensure a continuous access to composite electronic records, metadata construction is a prerequisite for electronic records archiving. In this paper, we propose a metadata that can support archiving of composite electronic records associated with interactive functionality. The common elements were derived from an analysis of both domestic and international file format registry projects, and metadata elements related to functional requirements were identified from the analysis of the records on nursing education e-learning contents. We proposed the metadata elements for archiving composite electronic records, which consist of 25 high-level elements and 138 subelements.

A Study of Metadata Elements for Digital Image Records Management (디지털이미지 기록관리를 위한 메타데이터 요소 연구)

  • As the importance and proportion of electronic records increases in the public sector, the necessity for variable types of records management has strengthened. Elements of records management metadata standards, which were provided in 2007 by the National Archives of Korea, focused mainly on text-centered records management standards. Therefore an extension of elements which can represent diverse types of electronic records is needed. In this study, metadata elements focusing on image records are suggested. For this, the characteristics of image records are investigated and the Australian government recordkeeping metadata standard and the PREMIS data dictionary, which have been recently modified, are analyzed. Through this, four elements, format, significant properties, environment, and coverage are suggested to fortify the current records management standard.
