Levelized generation cost(LGC) has been widely used in assessing feed-in tariffs(FiT) for electricity generating from new and renewable energies. Current FiTs for renewable electricity in Korea have been fixed and applied with realistic economic data by the efforts of KERI(Korea Electrotechnology Research Institute) since October 2006. Some critical issues on the estimation of LGC are, however, found in KERI's report. Major issues are the estimation of capital cost, the consideration of corporate tax, and the application of economic life cycle in the formulae for LGC. These critical issues are examined and interpreted in a correct way in this paper.

Recently, Korea government decided to introduce RPS (Renewable Portfolio Standard) mechanism which requires electricity providers to gradually increase the amount of renewable energy sources such as wind, solar, bioenergy, and geothermal. As a consequence, it is expected that the long-term fuel mix would be changed to result in more expensive production and the increased production costs would be distributed to the rate payers via electricity tariffs. This paper presents the change in long-term fuel mix in year 2020 with the four RPS scenarios of 3%, 5%, 10% and 20%, and the methodologies for collecting the increased production costs through new tariff schedule. The studies on long-term fuel mix have been carried out with the GATE-PRO (Generation And Transmission Expansion Program) optimization package, a mixed-integer program developed by the Korea Energy Economics Institute and Hongik university. Three methodologies for distributing the production costs to the rate payers have also been demonstrated.

With the advent of electric power systems moving to a deregulated retail electricity market environment, calculating distribution service tariffs has become a challenging theme for distribution industries and tariff regulators. As distribution business remains as a monopoly, it is necessary to be regulated. And as multiple distribution companies compete with each other, it would be efficient to adopt competition to the determination of distribution service tariffs. This paper proposes a method to calculate distribution service tariffs using yardstick regulation, which can lead to competition among multiple distribution companies. The proposed method takes into account not only recovering revenue requirements but also the advantages of the yardstick regulation based on long-term marginal costs of distribution network expansion algorithms. A computer simulation is carried out to illustrate effectiveness of the proposed method and it is estimated that the algorithm can be applied to compute the distribution service tariffs under retail electricity markets.
Current feed-in tariffs(FIT) of Electricity generating from new and renewable energy sources are reappraised with the corrected formula of levelized generation cost(LGC) of utility power. The LGC of new and renewable electricity should be formulated in explicitly reflecting the capital cost and corporate tax during the economic life cycle based on its realistic application data. An applicable term of the FITs should, especially, be equal to the economic life cycle. The revised FITs issued in 2006 were, however, derived from the incorrect formula described in the study of KERI(Korea Electrotechnology Research Institute), and consequently misestimated. The reappraisal values for FIT of new and renewable electricity were shown and interpreted in this paper. An FIT of PV more than 30 kW, for example, should be 972.86 won/kWh instead of current 677.38 won/kWh increasing 43.6%. An upward revision of other FITs for new and renewable electricities should also be required in the range of 8.6% to 47.3%.

The paper estimated the reasonable market price of lead-acid battery energy storage system (BESS) intended for demand management of electricity customers. As time-of-use (TOU) tariffs have extended to a larger number of customers and gaps in the peak and off-peak rates have gradually risen, deployment of BESS has been highly needed. However, immature engineering techniques, lack of field experiences and high initial investment cost have been barriers to opening up ESS markets. This paper assessed electricity cost that BESS operation could save for customers and, based on the possible cost savings, estimated reasonable prices at which BESSs could become a more prospective option for demand management of customers. Battery scheduling was optimized to maximize the electricity cost savings that BESS would possibly achieve under TOU tariffs conditions. Basic economic factors such as payback period and return on investment were calculated to determine reasonable market prices. Actual load data of 12 industrial customers were used for case studies.

Korea electric power industry had been under vertical monopoly but is typically getting restructured for free competition. An ideal pricing system under the competitive market system is 'unbundled pricing system' and 'marginal pricing system', but the current pricing system still adheres to the traditional bundled system and the average cost pricing system. Especially, progressive electricity rates for residential use reflect governmental policy-making which is focused on income redistribution & welfare, industrial supports and energy saving. This study proposes new and reasonable residential electricity pricing systems which are Time-Of-Use (TOU) and Real-Time Pricing (RTP) to reflect variations in the wholesale price of electricity. It also presents examples of various tariffs for residential electricity pricing systems.

The Distribution Network costs are currently part of the total cost of KEPCO covered through aggregated final consumer tariffs. There is no unbundling of Power Sale and Distribution Network activities. This situation will change with the introduction of competition in supply. The Distribution Network Service Providers will have to provide access and set explicitly Distribution Service Charges in order to enable the Power Sales Businesses to convey electricity to their consumers using the Distribution Network for these purposes. The Distribution Service Charges will be made up of Distribution Connection Charge and Distribution Use of Network Charge. The Distribution Losses will be considered through Distribution Loss Factors and included in the electricity purchased by the Power Sales Businesses.

In Korea, prior to 2011, the electric reserve margin followed the probabilistic reliability view and the planning reserve margin had been operated at about 15% based on the assumption that power outage was permitted within 0.5 days a year. However, after experiencing the shortage of the electric generation capacity in Sept. 15, 2011, the planning reserve margin was selected as 22% to improve the reliability of the electric supply. In this paper, using panel data of 28 OECD countries over the period 2000-2014 we attempted to empirically examine the linkage between reserve margin, electricity tariffs, renewable energy share, GDP per capita, and summer / winter peak-to-peak ratios. As a result, all four independent variables have been significant for the electric reserve margin, and in particular, we found that countries with similar peaks in winter and summer have operated 4.3% higher reserve margin than countries experiencing only summer peak.
