  • A SIL(Safety Integrity Level) assignment method is used for preventing failure action. The goal of safety system for processing automation is to reduce the human fatal risk. Even if we have developed the processing automation according to developing technology, we are also realized on increasing the human fatal risk cause of unexpected accidents. This study is directed the solution of decision for safety level for safety system and the best architecture for safety system in process automation.

  • In this paper, a real time monitoring and management system being operated in the ubiquitous environment was developed to monitor leakage current, load current, and arc-fault, and an electrical safety network for reasonable management of electrical risk factor was proposed. For confirmation of usefulness and reliability of the proposed safety network and system, the developed intelligent panels were applied to 28 Korean traditional houses in Jeonjoo city, and the network including the panels was operated. If the National Electrical Safety Network is completely constructed in the houses of general electrical users, the network will have an effect on that a main manager transfers from general people to expert. As a result, the electrical fires caused by an over-load, an arc-fault, and an earth-fault will be prevented.

  • Fuel cell systems are a completely different form of electricity source that has been used so far and is an aggregation of multiple technologies with multidisciplinary features that can be operated safely only when gas and electrical safety are being considered. Since fuel cells generate through electrochemical reactions there are difficulties in ensuring electricity safety, power quality assessment, effective control and reliability standards for system faults using conventional inspection techniques and even though they are necessary as a primary means for reduction of CO2 owing to the Climate Convention, electrical safety assessment and measures are required for the prevention of faults in residential facilities. Although small-scaled distributed power supplies can be utilized as important means of peak control and energy management measures, research is required for observing the effects on the system and the development of inspection technology to ensure stable operation, and the electrical safety of residential fuel cell systems need to be assessed and the problems derived for establishing electrical safety standards. From the year 2002, Japan has established laws on technical safety standards and development and rules on the product specifications and standards for the industrialization of hydrogen fuel cells. Also, a lot of effort have been made for the commercialization of fuel cells by building one-stop certification services. Internationally, the IEC TC 105 has established international standards based on fuel cells. In order to protect the national interest, the country should be able to respond accordingly meet global standards. In fact, in Korea, to comply with the international trend, Korea Energy Management Corporation is establishing a certified agenda for fuel cells and Korean Agency for Technology and Standards is enacting technical standards for fuel cells. The current terms of fuel cells are that research has been focused more on the quality and performance of manufactured products rather than stable power operation and maintenance over time. In this paper, by considering the household fuel cell as a power device, the safety standards of the fuel cell system for a reliable operation with the existing power system is being proposed.

  • In this paper, we examined the faulted cable joint through the external form analysis, material analysis, experimental verification and it's cause diagnosis system. It was not observed the voild, sharp material from the external form analysis and material variation. From the experimental verification, the thickness decrease of an insulator decreased ac breakdown strength suddenly and the breakdown traces of the insulator that was damaged by knife displayed elliptic shape. Thus, the faulted cable is assumed to accident that become dielectric breakdown by the deterioration of insulation performance that can happen when work.

  • As a result of increasing power demand and concern about power supply shortage in the world, various energy sources without depletion of fossil fuel are installed to electrical network. Above all, nuclear energy can be considered as the most economical energy source to generate electricity. But recently, due to problem of safety which has emerged as a key social issue, additional construction of nuclear power plants is difficult. In order to replace nuclear power, researches on the emergency generator have been actively conducting. This study conducted a survey of public institutions about specification of backup generator system and current states to secure available capacity.

A Knowledge-based Electrical Fire Cause Diagnosis System using Fuzzy Reasoning (퍼지추론을 이용한 지식기반 전기화재 원인진단시스템)

  • This paper presents a knowledge-based electrical fire cause diagnosis system using the fuzzy reasoning. The cause diagnosis of electrical fires may be approached either by studying electric facilities or by investigating cause using precision instruments at the fire site. However, cause diagnosis methods for electrical fires haven't been systematized yet. The system focused on database(DB) construction and cause diagnosis can diagnose the causes of electrical fires easily and efficiently. The cause diagnosis system for the electrical fire was implemented with entity-relational DB systems using Access 2000, one of DB development tools. Visual Basic is used as a DB building tool. The inference to confirm fire causes is conducted on the knowledge-based by combined approach of a case-based and a rule-based reasoning. A case-based cause diagnosis is designed to match the newly occurred fire case with the past fire cases stored in a DB by a kind of pattern recognition. The rule-based cause diagnosis includes intelligent objects having fuzzy attributes and rules, and is used for handling knowledge about cause reasoning. A rule-based using a fuzzy reasoning has been adopted. To infer the results from fire signs, a fuzzy operation of Yager sum was adopted. The reasoning is conducted on the rule-based reasoning that a rule-based DB system built with many rules derived from the existing diagnosis methods and the expertise in fire investigation. The cause diagnosis system proposes the causes obtained from the diagnosis process and showed possibility of electrical fire causes.

  • The aim of this study is to design a passive filter for the elimination of harmonics. For this design, the harmonics wave generating from the six pulse rectifier was measured and its characteristics were analyzed. We also calculated the quantity of harmonic current by changing the system operational conditions. According to this field data and calculated results. we determined the elements of the passive filter. The simulation results indicate the efficiency of designed passive filter.

  • Nowadays, railroads are considered the most efficient form of mass transportation. Furthermore, it is necessary that railroads be paired with state-of-the-art safety equipment. Unfortunately, it is impossible to prevent 100% of accidents that may be caused by system or human errors. In order to prevent future accidents, RAMS activity and Functional Safety Certification are required for new systems that are under development. In this paper we evaluate the necessity of the application of RAMS and the performance of RAMS in the system development process. We also explore the Safety Evaluation Procedure required for RAMS certification.

  • It is obvious that electrical safety cannot be secured soley by the efforts from public sector including government. With the global trend of deregulation as WTO/TBT agreement comes into effect, foreign countries strive to minimize unnecessary and inefficient regulations in every field by sharing responsibilities with the privae sector to secure international competency in trade. To this same end, in this paper 2 level approach plan is suggested to pave the way to the self-security system in electrical field by introducing self-reliance safety system by stage for pre-service inspection on the electrical installations for private use based on product requirements in terms of performance.
