To analyze risk factors of temporary power installations, the investigation was carried out for power receiving system and pack and panel boards at construction sites. The subject was variable such as an airport, an apartment, a municipal playground. There are many risk factors caused by inadequate working environments and the deterioration of temporary power installations using equipment with minimum safety devices at construction sites. There, it is intended to present problems and preventive measures against electrical shock accidents, through analyzing risk factors of real field condition and investigating temporary power installations all over the country.
With the increasing power demands, size of the fault current in electrical grids is steadily increasing, and it exceeds the breaking capacity of circuit breakers. To effectively cope with these problems, a high-speed interrupter was suggested. The high-speed interrupter provides fault current with a bypass to a fault current limiter in case of accidents and consequently, fault current can be restricted. In this study, behavioral characteristics of high-speed interrupter were analyzed by accident types occurred in a distribution system. When accidents occurred, a and b contact of the high-speed interrupter were turned-off and then, turned-on. Accordingly, fault current flowed to the circuit connected to a current limiting element, and the fault current limiter restricted fault current to within a half-cycle. Nevertheless, the behavior of the high-speed interrupter was slowed down by a switching surge. As a result, fault current was confirmed to be restricted not to within the anticipated half-cycle, but to after a half-cycle. Moreover, the behavioral characteristics of the high-speed interrupter changed not only by accident types, but by behaviors of R, S, and T phases. This was due to the errors in stroke lengths of the high-speed interrupters, which resulted in a slight time discrepancy among three interrupters. In addition, the switching behaviors of the b and a contact were confirmed not to have coincided due to the switching surge; b contact behaved first and a contact followed. because of this, accuracy of stroke length and switching surges through the solenoid suction increases may be necessary to resolve.
전기안전 측면에서 전기설비의 환경영향을 평가하고 국내규정에 맞도록 개선하기 위한 검토가 필요하다. 본 논문은 분진발생지역에서 현장실측과 분석을 통해 위험성을 평가하였다. 분진은 절연재료 표면에 부착되어 사고의 원인이 된다. 분진에 의한 전기사고의 메커니즘에 있어서 분진이 전기설비에 쌓이던, 누설전류가 흐르고, 표면이 탄화된다. 이후 줄열에 의해 전기화재가 발생한다. 실태조사결과, 보호 장치 또는 분전함에서 분진이 발견되었으며, 포집된 분진은 포집량과 도전율이 각각 달랐다. ICP-AES에 있어서 대체로 나트륨성분이 검출되었고 고무재생공장의 경우에는 아연과 칼슘성분이 검출되었다. 하수처리장에서는 나트륨, 마그네슘, 철, 칼슘, 알루미늄 등의 성분이 검출되었다. 따라서, 현장실측과 분진의 분석은 분진발생지역에서의 전기적 위험성 평가의 중요한 자료가 될 것이다.
According to the statistics from the Ministry of labor, 70~80 people died by work-related electric shock accidents in the workplace and this number is about 10~20 times higher than those of the foreign countries such as Japan and the United Kingdom in frequencies and rates per 100,000. The electrocution deaths had decreased from several hundred in 1990s to 67 in 2002, since then there has been little change over the last 5 years. To reduce this number of the electrocution death, it is necessary to analyze the sources of the accidents and to implement the suitable measures for preventing the similar accidents from occurring. But there is not any consensus standard method or procedures for accident investigation yet. And the results solely depend on the ability of the investigator. Because of the demand of eliminating technical barrier for free trading, the IEC 60364 is adopted as a regulation for low voltage electrical installations in Korea. The facilities designed and constructed by IEC 60364 are increasing. The facilities by IEC 60364 have different features in comparison with the facilities by Korea eletro technical regulation, and these features combined with parameters of electric shock accident can greatly affect the consequences of the electric accidents. The accident analysis program for electric shock injuries in Terra Neutral(TN) and Terra Terra(TT) system was developed in this paper, which was based on KOSHA Electric Shock Analysis Program(ESAP).
본 논문에서는 콘센트와 플러그 접속부에서의 접촉불량에 의한 열화특성에 대하여 실험, 분석하였다. 부하의 크기와 시간 경과에 따른 전기적 특성을 분석하였으며 도전 재료와 절연재료의 외형, 표면구조, 열화특성을 분석하였다. 실험결과는 접촉불량에 의한 전기화재 예방과 화재원인 분석에 활용 가능할 것으로 기대된다.
Epidemiological and statistical observations were made of fire hazards that occurred during the past 18 years, 1948 to 1965. Injury and mortality rates for all ages were computed chronologically. For the years of 1955, 1961 and 1965, all fire accidents were epidemiologically analysed to draw characteristic patterns in relation to the seasonal and 24 hour distribution, causes and sites of accidents etc.. Fire hazards observed herein are the categorys E 916 of the International Classification of Causes of Death, 1955, and includes all accidents caused by fire and explosion of combustible materials. The following conclusion was made: 1. The average number of annual deaths due to fire was 183 and the number of the in jured due to the same cause was 335. The mortality rate per 100,000 population was 0.8 and the ratio of injuries per death was 1.83. 2. The casually rate including both the dead and injured was 5.0 per 100,000 in Seoul, the highest among the provinces and followed by 3.4 in Cheju -Do, 2.1 in Kangwon-Do, 1.7 in Kyunggi-Do accordingly. The other provinces had a range of 0.6 to 1.2. 3. The monthly distribution of fro accidents showed that the winter months, December through February, had more frequent accidents, while the summer season, June through August had less. The 24 hour distribution of accidents showed more cases from 12:00 to 18:00 and less from 4:00 to 10:00 hours. 4. The per cent distribution of causes of accidents showed; 90.0% for careless, 10.0% for arson. The cause of carelessness was further breakdown into; 15.0% for kitchen fire places, 13.8% for fire playing, 9,4% for electrical heating and wires, 8.3% for fuels, 6.3% for matches, 5.2% for ash dumps and the remaining for others. 5. The accidents as classified by place revealed that 56.8% of the total occurred at the common dwelling houses, 11.3 at various industrial workshops, 9.3% at the street shops and the remaining at the miscellaneous places.
Photovoltaic energy is regarded as the key solution to the instability of energy supply and environmental pollution, and it is spreading from the developed countries to world wide. This paper looks into guide lines of KESCO (Korea electrical Safety Corporation) on Photovoltaic system and analyzed case of inconsistencies of pre-service inspection. Through these analyses it will be possible to prevent possible accidents in the process of installing Photovoltaic system and thus ensure electrical safety of Photovoltaic system.
As the statistical data, the most of electrical shock accidents have been caused by human errors including those of mistake, carelessness, and so on during normal condition. But, there are currently no international standards for the determination of withstand distance to ensure safety of personnel form 22.9 kV electrical power facilities during their normal operation. Therefore, this paper describes the characteristics of flash-over voltage by moisture variation to establish the distance clearances in terms of electrical safety.
Platforms of many railroad stations are crowded with passengers regardless of the time throughout day. But the intensity of illumination of the existing lightening systems are so low enough to make passengers feel inconvenience in using platforms. Consequently there exists high possibility of accidents in platforms of low illumination. Hence, for the safety and convenience of passengers, it is necessary to improve the luminous intensity of lightening system for platforms. This paper points out the problems of existing system and presents the method to improve it.
