A Study on the Roadmap Design for Electrical Safety Technology (전기안전기술 로드맵 설계 연구)

  • A roadmap for Electrical Safety Technology has been designed based on the study that has been contributed by the specialists, professors and researchers in electral safety field. The roadmap is divided into five major fields including, for instance, the electrical fire accidents roadmap. The other four roadmaps are for electrical shock accidents, electrical facilities accidents, electrical safety policies and electrical safety culture-education, respectively. Each roadmap has a purpose, a scope, and a technical characteristic. Following the roadmaps can result in significant reduction of electrical fire accidents, electrical shock accident victims and so forth. The result can also be utilized in guiding the planning and development of the future electrical safety technology.

  • In the year 2002, 11,202 cases of electrical fires caused 462 casualties and about 58 billion won of physical damages. The electrical accidents alone caused victimized 854 people, including 87 deaths. at present, no detailed statistics about electrical fires is available. Also, there is no statistics about electric shocks and electrical equipment accidents. the electrical accidents are on the increase, proportional to the increase of electrical use. Therefore, a statistical analysis of electrical accidents is required to understand the situation and take measures to prevent similar accidents.

  • As the industrial scale is getting enlarged and the people's quality of life is growing, the electric energy consumption has been rapidly increasing every year and the frequency of electrical accidents such as electrical shock This paper gives statistical analysis of the number of casualties caused by the electrical shock, five hundred people every year, but it still exceeded the shaping risk of electrical accidents to anyone in KOREA. In this paper, for the electrical shock of the in 2014 act by occupation, voltage electrical equipment, location, accident type and months. In order to acquire electrical shock in 2014, we visited police stations and hospitals and analyzed records of accidents. The result showed that the electrical shock alone caused 37 people deaths and 569 injuries.

  • Many industrial disasters and safety-accidents are occurred constantly in current industrial society of domestic country. Although there are many attempts to reduce the occurrence of various industrial disasters and safety-accidents through exhaustive safety trainings and strict rules applied to fieldwork in electrical construction, still those accidents are not eradicated completely. The purpose of this study is to take counter measures against similar or same safety-accidents by analyzing the types of accidents and reasons among critical accident cases, which are occurred in electrical construction field.

  • According to the data of Korea Occupational Safety and Health Agency, electric shock accidents during recent 11 years exceeded more than 60% in architecture/other and construction work, the countermeasures for safety are required in the harsh environment of a construction site where moving electric machines and equipments are widely used. The establishment of countermeasure for insulation degradation and defect is required, in consideration of increasing trend for accidents caused by defective insulation among low voltage electrical installation each year. The aim of this study is to propose the policy about portable electrical tool standards and/or worker's safety standards for preventing electric shock accidents on safety workings, and is to develop the technology and the safety device to prevent electric shock for accident prevention reduction through experiments. It obtained the followings through this study; statistical data analysis of late about 10 years of electric shock-related industrial accidents analysis and portable electric tools; safety device development of 'device for testing continuous grounding and power shut-down' to prevent electric shock from portable electric tools. Furthermore, developed results and proposal in this study will help to prevent the electric shock accidents from portable electric tools and will be expected the utilization of policy formulation, educational data and field supplement of the safety device, and etc.

  • In construction sites, portable generators and electrical equipments cause frequently electrical accidents due to the poor condition of their usage. However, there are very few technical guidelines on these equipments even though they have serious accident causing potentiality. In order to reduce such accidents in practical and economical, grounding methods are studied in this paper as the countermeasure of electrical accidents. Several Korean national standards and international standards regarding three grounding types are compared each other, and some prevention means of electrical accidents are reviewed in this study. This paper presents the most effective grounding methods by assuming the WCS with the isolated power systems.

  • To prevent the electrical accidents in the laboratory, we identify problems for periodic inspections of the electric field and develop a fuzzy inference system that can be practically applied to check items. Focusing on electrical safety in the lab environment, we draw check items that can be applied in common and develop a standard checklist that is consistent with the laboratory electrical safety and the periodic inspections. Using the standard checklist we select the items that may contain a linguistic ambiguity and define the membership functions for these items. We also have a safety rating defined by the membership function. Using these fuzzy variables we form the fuzzy rules in the form of 'If-Then' and develop a fuzzy inference system through the fuzzy engine. From this, electrical accidents could be prevented in advance continuously by managing the intelligent and efficient inspection and electrical safety to prevent the electrical accidents in the laboratory.

  • This paper has analyzed various aspects of electric shock accidents on th base of the published statistical data of the Ministry of labour between 1982 and 1990. The number of electric shock accidents has suddenly been increased in 1990, because of the booming business of the building construction. It was found that many temporal electric wirings and movable electric devices in the field of construction have bee na leading cause of the electric shock accidents. In order to reduce the rate of electric shock accidents the proper authorities will have to establish the safety measures, to educate workers to prevent the accidents and to supervise more carefully.

Development and Effect Analysis of Experiential Electrical Safety Education System Based on Virtual Reality (가상현실 기반 체험형 전기안전 교육 시스템의 개발 및 효과 분석)

  • Every year, lives are lost due to electrical safety accidents that could have been prevented with proper education and awareness of electrical safety. To prevent such accidents, experiential education is more effective than indoctrination education. This paper describes the electrical safety education system based on virtual reality (VR) and evaluates effect of the proposed system. Users operated the experiential electrical safety education system, and they were provided electrical stimulation in an electric shock experience using a haptic device. Appropriate stimulation values were calculated according to age (children vs. adults) and gender through experiment. The scenario in which participants experience electrical safety in the home environment was structured, and related educational contents was produced. A total of 68 healthy elementary students evaluated the educational effect of the system. The results showed that the educational effect and the sustainability of effect of the proposed system are superior to those of existing multimedia learning methods. By implementing electrical safety education stimulating the senses of human, the learning effect was promoted and this experiential education would be able to prevent electrical accidents.

  • Investigation and analysis of accidents are critical elements of safety management. The over-riding purpose of an organization in carrying out an accident investigation is to prevent similar accidents, as well as seek a general improvement in the management of health and safety. Hundreds of workers have suffered injuries while installing, maintaining, or servicing machinery and equipment due to sudden re-energization of power lines. This study presents and analyzes two electrical accidents (1 fatal injury and 1 serious injury) that occurred because the power supply was reconnected inadvertently or by mistake.
