제도와 정책에 따른 노인복지시설의 건축계획 방향 (Architectural Planning of Elderly Facilities with the Institution and Policy)

  • The elderly in South Korea in 2012 to 11.8% now aging fast-paced world, which is older than most countries. That is, as long as the elderly people lack the time to respond on the issue could cause many problems. According to the principle of social solidarity, long-term care insurance was introduced for the elderly since July 2008 and facility and sanction salaries were supported for the level 1 (the most serious illness) - level 3 (serious illness) elderly. On the other hand, in the fields of architecture, it is difficult to receive the contents of the unified related articles when the design and construction of the elderly welfare facilities take propel commissioned. This paper not only presents the elderly welfare facilities operated according to the institution and policy of elderly welfare facilities in terms of architecture, but also provides the criteria summarized by building facilities in the field of construction of elderly welfare facilities planning, planning, design is intended to provide basic information. This study addresses are as follows: First, the aging population of South Korea and welfare facilities for the elderly are addressed. Second, in terms of architecture, the institution and policy of elderly welfare facilities in South Korea, are addressed. Third, the construction criteria of elderly welfare facilities is summarized to help architectural practitioners understand. Fourth, the future direction of the architectural design of welfare facilities for the elderly is presented.

노인복지시설 유형별 지역적 편차에 관한 연구 (A Study on Local Variations of Elderly Welfare Facilities by Care Type)

  • This study purposed to examine elderly welfare facilities by type, to analyze their local variations, and ultimately to contribute to the expansion of elderly welfare infrastructure. The results are expected to help inspect elderly welfare infrastructure for providing the aged with social services before the execution of 'the insurance for elderly long term care' and establish welfare facilities by area in the future. For these purposes, we used the national data "The Current State of Elderly Welfare Facilities in 2007" produced by the Ministry of Health and Welfare. We digitized elderly welfare facilities in 163 cities and counties by type and analyzed them by area. We also examined the differences in the local distribution of representative elderly welfare facilities such as elderly welfare centers, home based facilities (home helper centers), asylums for the aged and elderly care facilities in 16 cities and provinces. Furthermore, we analyzed differences and problems in their local distribution urban areas, mixed areas of urban and rural communities, and rural areas. In addition, we studied the current state of institutionalized care and home based care, which are two major directions of current elderly welfare policies, based on the local distribution of facilities and analyzed differences in the trends according to area. According to these results, the urban had more home based care facilities than the rural. However, the rural had more institutionalized care facilities than urban. Also, each local self-governing body showed unique characteristics. Therefore, these results suggest that we need to establish elderly welfare policies based on the distribution of facility types by area.

독일의 복합적인 형태의 노인복지시설과 대규모 노인복지시설의 건축적 특성에 관한 연구 (A Study on the Architectural Characteristics of Large and Multipurpose Elderly Welfare Facility in Germany)

  • The purpose of this study was to analyze the elderly welfare facilities in Germany, which already entered into the aging society. Especially, the multipurpose and large elderly welfare facilities, where more than 50 elderly people lived, were analyzed. For this purpose, a field study was conducted between January 13 and February 3, 2005. This study tried to find out the architectural characteristics and trends of elderly welfare facility. There are about 9200 elderly welfare facilities in Germany, and about 7% of the elderly people over 65 years old live there. As for the multipurpose elderly welfare facilities, there are about 5800 facilities, 64% of the total facilities. The elderly welfare facility carries out single function at the early stage, and adds up another functions step by step. In general, the facility is managed with focusing on two main functions (care function and residential function). In a small town, the care function is the major one of the facility. However, in the city, the major functions of the facilities are both care and residential function, which are elderly residence or safeguard house.

Efficiency Evaluation of Welfare Facilities for the Elderly Applying AHP and DEA Techniques

  • This study examined the factors which have influence on the welfare facilities for the elderly and analyzes their efficiency. It investigated theoretical studies and preceding studies and divided the efficiency evaluation factors into input and output factors. Input factors included budget, the number of workers and clients and facility area and output factors were operation management, the number of clients, profitability and welfare for the elderly. To sum up the analysis results of evaluation factors of welfare facilities for the elderly, the analysis of relative importance of input showed that budget was most important. As a result of analyzing the relative importance among detailed items, balance sheet and professional manpower were highest. Input factors by facility types showed that the budget for utility facilities and living facilities were highest. In output factors, utility facilities and living facilities were highest in management systematization and welfare for the elderly, respectively. In efficiency evaluation, utility facilities for the elderly showed 100% of efficiency in CCR and BCC models. In welfare facilities for the elderly, while CCR model showed 100% of efficiency in facility types A, C, D, and F, the efficiency was low in facility B (79.89%), E (77.14%), and G (80.72%). In BCC model, facility E was low as 78.69%. In efficiency comparison between utility facilities and living facilities for the elderly welfare, the efficiency of utility facilities for the elderly welfare was higher. Therefore, this study investigated the efficiency of welfare facilities for the elderly as its main purpose and presented policy suggestions based on the research results as the alternative.

일본 고령자복합시설과 데이서비스센터의 복합유형에 관한 연구 (A Study on Types of Multi-Functional Welfare Facilities and Day Service Centers for the Elderly in Japan)

  • Due to the shortage of elderly care services in urban areas, multi-functional welfare facilities are proven to be very effective for delivering various service needs of elderly in Japan. Introduction of new longterm care policy for elderly in Korea would change many aspects of elderly care service facilities. Especially elderly home care services like adult daycare centers will expand drastically after beginning of elderly longterm care insurance. The purpose of this research is to study and analyze multi-functional welfare facilities in Japan focusing on the types of day service in those facilities. Planning of daycare centers in multi-functional welfare facilities for the elderly can be classified to 8 types. Those types are daycare centers with senior housing, longterm care insurance facilities, senior centers, small multi-function facility, medical facilities, educational facilities, community facilities and general housing projects. Each type has different benefits for the networking of services for the elderly. Design of daycare centers in multi-functional welfare facilities have distinctive features in entrance and user approach, space allocation and circulation planning. The study of daycare centers and multi-function planning should be followed to make better home care environments for the elderly in Korea.

  • At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.

한옥의 공간을 적용한 노인복지시설 유니트케어의 평면 유형 (The Elderly Welfare Facilities Unit-Care Type Development According to the Atmosphere of a Traditional Korean House)

  • After elderly long term care insurance implementation (July 1, 2008), the elderly medical and welfare facilities covered by medical insurance continuously increases 30 to 63% sanction annually. Rapid growth of senior citizen welfare facilities arises in a poor residential environment issues. In most cases, it is the legal minimum criteria tailored for 4 persons accommodated in nature, such as the hospital. Therefore, 'Hometown-style traditional Korean House' is needed to rest comfortable for elderly people. Research goal is to provide direction and design materials by developing a type of architectural planning for the elderly welfare facilities unit care of the atmosphere of a traditional Korean House. The following two elements are applied to the elderly welfare facilities. Senior citizen welfare facilities in the main living space are applied to modern residential space of the elderly-friendly atmosphere of a traditional Korean House. It is applied for the Korean lifestyle and residential culture are through an analysis of Japan's leading development unit care system.

  • With the overall revision of the Welfare of the Aged Act in 1997, elderly welfare facilities have developed differently according to the size of locality, capacity, and social and economic characteristics. In response to the problem, various plans are being executed for expanding services and facilities for the aged. However, such efforts by the government have been focused on quantitative increase rather than on qualitative improvement, and there are not many high-quality elderly welfare facilities that meet the needs of the consumers, namely, the aged. In contrast, elderly welfare centers in Japan began to be founded from the 1960s and increased significantly from the 1970s and, as a result, 2,214 elderly welfare centers were in operation in 1995, maintaining a high level in quantity as well as in quality. Therefore, the present study surveyed using a checklist how elderly welfare centers in Japan, which are playing central roles in welfare facility services for the aged in Japan, design their indoor spaces reflecting elders' behavior and characteristics and, based on the results of the survey, classified spaces into shared spaces and individual service spaces and analyzed the spaces of each center using the checklist. The results from this case study will be used as basic data to establish standards for the space composition of elderly welfare facilities in Korea, which has 10 years' short history of elderly welfare facilities.

한국과 일본 노인복지시설의 공간구성에 관한 비교 연구 (A Comparative Study on Spatial Structure of Elderly Welfare Facilities in Korea and Japan)

  • The ratio of the aged population over 65 in Korea comprises 5.7% of the total population in 1995, and 7.1% in 2001, and it is expected that it will be 14% in year 2023. Also, owing to the appearance of various layers of the aged, it is necessary to prepare various programs and facilities for the aged who are healthy and economically capable in order for them to spend their life in an abundant and rewarded way. Andthere is a rising necessity not only to recognize the value of existence for the existing elderly welfare facilities but to prepare new elderly welfare facilities considering comprehensive elderly welfare as well. Especially, even though elderly welfare centers continue to provide for the aged both in a low-income class and a common class various service programs and activity programs, there still is a poor structure in terms of spatial dimension in detail to comply the service. Accordingly, we believe that it is necessary to have a comparative study on elderly welfare centers in Japan as elderly welfare facility that advances about 30 years ahead. For this purpose, this study compared the spatial structures of application programs according to facility regulations and their gross spatial classification focusing on elderly welfare centers in Japan and those of Korea. Based on this, this study intends to present basic materials for interior space planning when establishing elderly welfare centers founded on space dimension and structure along with the gross space in elderly welfare centers in Korea in the future.

지방정부 노인복지서비스의 수요·공급간 격차분석

  • The entry of aging society and the coming of (super) aged society need overall the elderly welfare policy and budget for quantitative expansion and qualitative increase to the elderly welfare services. However, financial limit to the elderly welfare and increase to elderly welfare services in local government rely on central government or private sector. This study is discussed the gap between demands and supplies of the elderly welfare services in Busan Metropolitan City and policy implications suggested by these results. The major findings of the study are summarized as follows. First, the rate of the poor elderly under minimum living standard and the elderly housing facilities in demand of the elderly welfare services is reduced, but other measuring indicators are generally increased. Second, a per 10,000 elderly welfare service officials and a per 10,000 elderly medical welfare facilities in supply of the elderly welfare services are generally increased, but other measuring indicators are reduced. The policy implications of the study is to reduce the poor elderly under minimum living standard, to expend the elderly welfare budget, and adequately to supply a variety of the elderly welfare facilities for reduce demand of the elderly welfare services.
