This study has been performed to explore verbal and behavioral expression of sexual desires among male elderly residents who have been living in long tenn care facilities. There are three topics covered in this study; first, in what situations and how seriously do care workers encounter expression of sexual desires of the elderly residents? Second, what kind of negative consequences do they believe those sexual behaviors will lead to? Third, how can we implement defensive measures against the sexual behaviors? In this study, twenty three care workers working full time in five retirement and care facilities were asked about their experience and perception of the above study agendas, and answers of the qualitative interview were drawn as follow; first, the elderly residents apparently show a variety of sexual harassment and provoking behaviors such as sticking to specific women, physically touching and attacking, and induce obscenely activities against female residents, care workers, and volunteer visitors. Second, their sexual behaviors are often influenced by their isolated and abandoned emotionality as well as living situation in rural areas. Third, their sexual behaviors often critically affect care work plan and facility managements by severely discouraging female care givers and community supporters. Therefore in this study, suggestions and defensive measures were made as follows: first, education and counselling programs toward female workers and volunteers need to be developed, and the programs should cover psychological and behavioral mechanism of sexuality in later life. Second, self control plans need to be empowered toward the elderly residents; in the plans, the elderly residents shall be encouraged to evaluate primary cause and proper solutions of sexual behaviors of their peering residents. Third, combination of healthy housing and care facilities for frail elderly need to be integrated in a neighboring location, so that when residents and workers encounter extreme episodes of sexuality of healthy residents in a housing facility, the problematic sexual residents are partially transferred into a neighboring care facility and thereafter other residents and cafe givers are relieved from stressful contacts with the extremely sexual residents.
At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.

The type of floor plan was classified into ㅁ type, L type, and ㅡ type. And they hadn't an outside space called a garden(courtyard). 2. The kinds of common spaces could be grouped as the space for basic living, for leisure, and for convenient living. Also it was all common that the housing facility had common diningroom laundry room once, and activity room. The type of the common spaces was categorized into three types, the centralized type where the shared space was located at the center of the housing facilities, the distributed type, depending on the degree of separation between common spaces and units, and another each building type. 3. The kinds of units was classified into studio, oneroom, one bedroom and two bedroom. 4. Elevator, safety grab bar, emergency bell, and the door handle of lever or bar type were placed in these facilities.
The old couple household is also growing up with the growth of the aged so this is problem that needs to consider the home welfare service aspect.
