Comparison of Calibrations using Modified SWAT Auto-calibration Tool with Various Efficiency Criteria (다양한 검증 지수를 이용한 SWAT 자동 보정 비교 평가)

  • The appraisals of hydrology model behavior for flow and water quality are generally performed through comparison of simulated data with observed ones. To perform appraisal of hydrology model, some criteria are often used, such as coefficient of determination ($R^2$), Nash and Sutcliffe model efficiency coefficient (NSE), index of agreement (d), modified forms of NSE and d, and relative efficiency criteria NSE and d. These criteria are used not only for hydrology model estimations also for various comparisons of two data sets; This NSE has been often used for SWAT calibration. However, it has been known that the NSE value has some limitations in evaluating hydrology at watersheds under monsoon climate because this statistic is largely affected by higher values in the data set. To overcome these limitations, the SWAT auto-calibration module was enhanced with K-means clustering and direct runoff/baseflow modules. However the NSE is still being used in this module to evaluate model performance. Therefore, the SWAT Auto-calibration module was modified to incorporate alternative efficiency criteria into the SWAT K-means/direct runoff-baseflow auto-calibration module. It is expected that this enhanced SWAT auto-calibration module will provide better calibration capability of SWAT model for all flow regime.

An AHP Approach to Select the Task Related Technique for Work Efficiency Improvement in Shipbuilding Enterprise (AHP에 의한 조선기업의 작업능률향상을 위한 과업관련기법의 선택)

  • The objective of this research is to select the most effective technique among task related techniques(motion & time study, job redesign, physical environment improvement) for improving work efficiency in shipbuilding enterprise. This study consists of several principal steps. The first step is to design critical criteria in evaluating work efficiency in ship-building enterprises. The second step is to develop sub-criteria of the critical criteria. The third step is to develop a four level AHP(Analytic Hierarchy Process) structure using the critical criteria, sub-criteria and techniques among task related techniques. The fourth step is to develop the pairwise comparison matrix at each level of AHP structure, which was based on survey data collected at the H heavy industry. And the last step is to select the most effective technique among task related techniques using AHP analysis. The result of AHP analysis has shown clear difference in priority among task related techniques in terms of work efficiency of the shipbuilding enterprise: The reduction of normal time is more important than the reduction of allowance time in improving of the work efficiency. Motion & time study is the most important technique for the reduction of normal time, and physical environment improvement is the most important technique for the reduction of allowance time as well.

  • The decision-making process is the act of finding the best solution among various alternatives through comparison between various criteria based on objectives of the project, evaluation standard, and conditions. However, in practice it is not easy to simply decide the optimum decision, especially for selecting malfunctioning reservoirs because no systematic evaluation criteria or standard assessment process are available. Therefore, this study adopted AHP method, which is a MCDM (multi-criteria decision making technique) to identify the malfunctioning reservoirs for efficient management of reservoirs. Important criteria of the selection of malfunctioning reservoirs and priority weights of each criteria were determined based on results of expert's survey under a stepwise hierarchical approach. The most important factor for the decision of malfunctioning reservoirs was obtained as Reservoir efficiency among the selected criteria including Reservoir efficiency decrease, Disaster Risk, Reservoir efficiency, Available water storage, Future water demand, Resident Needs. The AHP technique was applied on 11 reservoirs in Andong region to verify its applicability. Scoring method was applied for the comparison with the results of AHP method.

  • This study is to suggest some improvement directions of the criteria for the management evaluation in order to contribute to the achievement of lasting value of the continuous development and publicity in regard to the public library means-efficiency. To this end, This study analyzed the means-efficiency evaluation criteria via theoretical review on business analysis of private enterprise and the analysis framework based on it. The improvement of evaluation criteria in regard to efficiency for the continuous development of public library are as follows. 1) Regardless of domestic and foreign, an efficiency index in the performance evaluation index of public library is absolutely insufficient. The sufficient indexes measuring efficiency which is appropriate for the concept of performance should be developed. 2) A flow data representing input and performance in certain time period is insufficient. Therefore, evaluation index consisted of flow data should be more developed. 3) Long term stock data is excluded in the term cost as it is the cost used for the long term such as fixed assets. However, it is useful as input data, which is realized through the perfect accounting.

  • A hybrid procedure based on multi-Criteria Satisfaction Analysis (MUSA) and a Network Data Envelopment Analysis (NDEA) is proposed to evaluate the relative efficiency of customer services in bank branches. First, a three-stage process including sub-processes such as customer expectations, customer satisfaction, and customer loyalty, is defined to model the banking customer services. Then, fulfillment of customer expectations, customer loyalty level, and the customer satisfaction degree are measured and quantified through a multi-dimensional questionnaire based on customers' perceptions analysis and MUSA method, respectively. The customer services scores and the other criteria such as mean of employee evaluation score, operation costs, assets, deposits, loans, number of accounts are considered in network three-stage DEA model. The proposed NDEA model is formed based on multipliers perspective, output-oriented, and constant return to scale assumptions. The proposed NDEA model quantifies and assesses the total efficiency of main process and assigns the efficiency to customer expectations, customer satisfactions, and customer loyalties sub-processes in bank branches. The whole procedure is applied on 30 bank branches in IRAN. The proposed approach can be used in other organizations such as airports, airline agencies, urban transportation systems, railway organizations, chain stores, chain restaurants, public libraries, and entertainment centers.

Locational Preference of Last Mile Delivery Centres: A Case Study of Thailand Parcel Delivery Industry

  • Purpose - The purpose of this paper is to improve last mile delivery capability and ensure customers' satisfaction by approaching an analytic hierarchy process(AHP) and identifying criteria framework to determine locations of last mile delivery centre(LMDC). Research design, data, and methodology - Traffic congestion and emission policy in cities are barriers of last mile delivery in dense areas. The urban consolidation centre(UCC) cannot increase last mile delivery efficiency in dense cities because of their space and traffic limitation. In this paper, we develop a case to improve last mile delivery efficiency and to ensure customers' satisfaction by concentrating on LMDC. In addition, AHP has been applied to identify criteria framework and determine LMDC locations. The weighted priorities are derived from parcel delivery industry experts and have been calculated using Expert Choice software. Results - The framework criteria have assisted decision makers to place LMDC in a dense area to enhance customer's satisfaction with last mile delivery service. Conclusions - AHP has provided ranking framework criteria of LMDC potential for parcel delivery industry. The LMDC helps by improving last mile delivery efficiency to final destination amids conditions of CO2 emissions, traffic congestion, and pollution problems. It especially concerns delivery service activities when delivering parcels to customers rather than UCC.

A study of Priority-setting in Korean National Dental Health Insurance Scheme (치과 건강보험 우선순위 설정을 위한 고찰)

  • Priority setting in national health insurances in major advanced countries and the nation was investigated to draw the criteria for priority setting and suggest the most rational criteria for dental insurance so as to help secure the efficiency of medicare financing and individual's health right and also elevate medical consumers' satisfaction with health insurance. 1. Priorities in national health insurance are different from country to country, depending on the medical security systems, priority introducing conditions, and social environment, but have many common factors. 2. The priority setting criteria for national health insurance in those countries include the following in common: the efficiency, equity, and cost effect of treatment, emergency of treatment, consumption of expense, efficacy of treatment, patient's receptiveness, patient's demand, severity of disease, and patient's responsibility for the disease. 3. In oral diseases, severe diseases including oral cavity cancer are low in rate, and in-hospital treatments are few. From the above findings, it is suggested that dental insurance should establish discriminative criteria for priority setting by reflecting the aspects of dental diseases and system difference between dental and other health insurances and taking account of efficiency of treatment through prevention, cost effect, prevalence and incidence of generalized diseases, and individual's financing burden.

Multi -Criteria ABC Inventory Classification Using Context-Dependent DEA (컨텍스트 의존 DEA를 활용한 다기준 ABC 재고 분류 방법)

  • Multi-criteria ABC inventory classification is one of the most widely employed techniques for efficient inventory control, and it considers more than one criterion for categorizing inventory items into groups of different importance. Recently, Ramanathan (2006) proposed a weighted linear optimization (WLO) model for the problem of multi-criteria ABC inventory classification. The WLO model generates a set of criteria weights for each item and assigns a normalized score to each item for ABC analysis. Although the WLO model is considered to have many advantages, it has a limitation that many items can share the same optimal efficiency score. This limitation can hinder a precise classification of inventory items. To overcome this deficiency, we propose a context-dependent DEA based method for multi-criteria ABC inventory classification problems. In the proposed model, items are first stratified into several efficiency levels, and then the relative attractiveness of each item is measured with respect to less efficient ones. Based on this attractiveness measure, items can be further discriminated in terms of their importance. By a comparative study between the proposed model and the WLO model, we argue that the proposed model can provide a more reasonable and accurate classification of inventory items.

  • Multi-criteria ABC inventory classification, which aims to classify inventory items by considering more than one criterion, is one of the most widely employed techniques for inventory control. The weighted linear optimization (WLO) model proposed by Ramanathan (2006) solves the problem of multi-criteria ABC inventory classification by generating a set of criterion weights for each inventory item and assigning a normalized score to the item for ABC analysis. However, the WLO model has some limitations. First, many inventory items can share the same optimal score, which can hinder a precise classification of inventory items. Second, the model allows too much flexibility in weighting multiple criteria; each item is allowed to choose its own weights so that it can maximize its score. As a result, if an item dominates the others in terms of a certain criterion, it may be classified into a higher class regardless of other criteria by assigning an overwhelming weight to the criterion. Consequently, an item with a high value in an unimportant criterion and low values in others may be inappropriately classified as class A, leading to an inaccurate classification of inventory items. To overcome these shortcomings, we extend the WLO model by using the cross-efficiency method in data envelopment analysis. We claim that the proposed model can provide a more reasonable and accurate classification of inventory items by mitigating the adverse effect of flexibility in the choice of weights and yielding a unique ordering of inventory items.
