디지털 아동 성착취 대응현황과 해외 인공지능 범죄 예측 시스템 비교분석 (Current Status of Response to Digital Child Sexual Slavery and Comparative Analysis of Overseas Crime Prediction System Using Artificial Intelligence)

  • 최근 사회적 공분을 불러일으킨 텔레그램 성착취 사건(일명 n번방 사건)을 통해 디지털 성범죄 양상이 변화하고 있음을 전 사회가 인지하게 되었고, 이 사건의 피해자뿐만 아니라 가해자 중 미성년자가 적지 않았다는 사실이 밝혀지면서 논란은 더욱 커졌다. 디지털 성범죄 특성상 피해의 지속성과 확장성이 크므로 정부와 국회, 시민단체 등의 초협력적인 법적, 사회적, 정책적 대책 마련이 시급하다. 이번 '텔레그램 성착취' 사건으로 국회는 발 빠르게 관련 법안을 발의하며 노력하고 있지만, 아직 '디지털 성범죄'에 대한 명확한 개념과 정의조차 이루어지지 않은 것이 현실이다. 피해자를 위한 실효성 있는 지원 제도도 미비하다. 따라서 본 논문은 우리나라와 해외 주요국의 디지털 성범죄에 대한 제도적 대응 방안을 비교·분석하여 아동 성착취 관련 문제점으로 지적되는 부분을 보완하고 범죄 근절을 위한 체계적인 정책방향을 제시하는 것을 목적으로 한다. 먼저 아동 성착취의 정의와 개념을 알아보고 특징, 발생원인 및 실태를 들여다볼 것이다. 이에 더해 국내외 플랫폼 디지털 성범죄 유통 및 삭제 현황을 살피고, 미국을 비롯한 해외 주요국이 빅데이터와 인공지능 기술을 피해자 보호와 가해자 추적에 적극 활용하는 사례를 통해 디지털 성범죄 문제 해결의 시사점을 제시하였다는데 의의를 갖는다.

방글라데쉬 농촌 개발을 위한 케이디에이비 농업 개발사업의 평가 (The Review of KDAB Agriculture Project for the Rural Development in Bangladesh)

  • Bangladesh that is known as the poorest country of the world has the large land of fertile soil and very good environment to live, even though we think she may be very bad to live. People being habituated to that good environment, the population explosion made the people to be starven, but the treatment has been simple support without deep analysis of the root of poverty. As the result it is general that the poverty is severer and severer in spite of continuous support. For the last century Korea changed from the country of poverty and despair to that of development and hope, to be model mid vision of under development countries including Bangladesh. At this point it is necessary to look back the way of development to help them to solve their poverty problem. That is the goal of this project, and this thesis is the result of it. It is evaluated for the 1st 5 years work of the project to apply the result to the next 5 years plan. This project had been proceeded from 1. Jul. 1990 to 30. Jun. 1995 at Chilmari area of Bangladesh, with teaching and training to wake up the mentality of the people, demonstration farming and cooperative association. It was proceeded as the Agriculture project of KDAB(Korean Development Association in Bangladesh, an NGO registered to Bangladesh) supported by Good Neighbors, KOICA and many churches and individuals. Especially the teaching and training work was proceeded as the branch of the Canaan Farmer`s School of Korea with instruction and support. After the basic survey for project, the confirmation of working place and the preparation of training facility, 10 times of long term training(3 months worse, boarding) was completed, with many times of short term training, informal training, demonstration farm, various demonstrating works. The results of the work are understanding of the not of problem by participatory observation, making plan to solve it, getting the trust from the people and beginning the practical work with the trainees for development of economy and living situation. The biggest problem of Bangladesh is being understood losing the desire to solve the poverty problem and the self-confidence to be able to do it. It is the conclusion that after solving the problem of thought and mentality, the education, technology and money can be effective for development. So the 1st 5 year project is evaluated as the basic work to analyse the root of problem, to chance mentality of people and to search income source. The next goal is to promote practical living level of people. For that it is necessary to develope die mentality of people including responsibility and self-confidence by teaching and training, to educate cooperative association and technology for economical development, to proceed integrated rural development work with economical development, educational improvement and reformation of environment. It is very important result that they decided to grow poultry for main economical source of Chilmari area, to do economical development work by joint operation of poultry through cooperative association.

상반회전 프로펠러 축계 저널 베어링 반력해석 (Reaction Force Analysis on the Journal Bearing of Shafting System with Contra-Rotating Propeller)

  • 국제해사기구(IMO) 2020 규정에 의해, 2020년 1월부터 지정된 배출규제해역 밖을 운항하는 선박도 황 함유량이 0.5% 이하인 저유황유를 사용하여야한다. 고가의 저유황유 소비를 최소화하기 위해 에너지저감 장치의 도입이 시급하며, 그 중에서도 상반회전 프로펠러 시스템이 가장 효과적이라고 알려져 있다. 상반회전 프로펠러를 구동하는 축계는 내축과 외축으로 구성되고 상호 영향을 주는 시스템으로 하나의 축으로 이루어진 일반 축계 시스템보다 훨씬 복잡하며 무거운 구조이다. 국내에서는 처음으로 상반회전 프로펠러 축계 시스템을 장착하기 위해 37K 정유운반선 용 상반회전 프로펠러 축계의 초기 설계가 진행되었다. 본연구의 목적은 초기 설계의 선급승인을 위해 베어링 반력해석을 수행하여, 저널 베어링이 선급에서 요구하는 설계기준을 만족하는지를 검증하는 것이다. 프로펠러의 추력은 축 중심에 작용하는 것이 이상적이지만, 선미부 선체 형상에 의해 발생하는 불균일한 반류 등의 영향으로 추력 편심이 발생한다. 본 연구에서는 추력 편심을 반영한 하중조건을 적용하여 축계해석을 수행하였고, 그 결과를 선급 요구 설계기준과 비교하였다.

비대면 가창 수업 방법 고찰 (A Study on Non-Contact Vocal Instruction)

  • 팬데믹으로 인한 사회적 거리 두기 시작으로 비접촉 사회를 형성하였다. 접촉을 제한하는 언 콘택트 시대가 도달함으로써 우리 사회 및 경제생활뿐 아니라 교육 활동에도 지대한 영향을 미치고 있다. 이 같은 감염병 사태에 대응하여 대학을 비롯한 모든 교육 기관들은 비대면 온라인 수업을 시행하였다. 특히, 예체능을 비롯한 실무 형태 위주의 학과 수업들은 비대면으로 인한 제한된 환경으로 많은 어려움을 겪고 있다. 가창 수업은 주로 1:1 대면 개인지도 또는 단체 수업 방법에서 비접촉 시대로 시행된 비대면 수업 전환으로 과도기를 경험하고 있다. 전통적인 교육 방식에 머물러 있던 국내 학교 현장에서 코로나 19 이후 비접촉 시대를 맞이하여 기술을 혁신하는 에듀테크가 본격화 할 것으로 전망되는 가운데 가속화된 교육 혁신에 대비하여 비대면 실기 수업이 나아갈 방향에 대해 살펴볼 필요가 있다. 본 연구는 언택트 가창 수업 방법연구를 위해 먼저 비접촉 사회로 인한 국내 대학 현황과 가창 수업 형태를 살펴본다. 그 사례 연구로 가창 수업 방법을 제시하고 그 수업을 수강한 학생들과 교수들의 설문 조사와 인터뷰를 진행하였다. 그와 더불어 비대면 가창 수업의 장단점을 조사하고, 만족하는 수업 방법의 연구결과로 '가창 녹화 모니터링 및 선행학습', '즉각적인 영상자료 보컬 분석 및 보충 음악 이론'이 두 가지 구성요소를 도출할 수 있었다. 시대적 변화와 함께 효과적인 비접촉 가창 수업을 위해서는 비대면 가창 수업의 문제점들을 보완하고, 새로운 비접촉 가창 수업 방법에 관한 지속적인 연구와 시스템 구축이 더욱 마련되어야 한다.

3D Printing 기술을 활용한 Digital Craft 융합적 사례 연구 (A Study on the Digital Craft Convergence Cases Using 3D Printing Technology)

  • 4차 산업혁명이라는 흐름에 따라 서로 다른 분야의 결합을 통해 새로운 분야가 생기는 융복합의 시기를 맞아 예술 분야 중 크래프트 영역의 확장성에 관해 연구하고자 하였다. 연구 내용은 디지털 크래프트의 정의와 가치에 대한 이론적 배경을 토대로 3D 프린팅 기술을 활용한 크래프트 사례를 분석한 것이다. 연구 결과, 3D 프린팅 기술을 활용한 크래프트 작품은 융합적 표현 방식에 따라 크게 네 가지의 형태로 나누어 볼 수 있었다. 첫 번째로 혼합형은 전통 크래프트 형식에서 크게 벗어나지 않으면서도 조화롭게 제작된 것이 가장 큰 특징이었다. 두 번째로 부품형은 일정한 형태와 세밀한 작업이 장점인 디지털 기술의 특징이 가장 잘 나타난 형태로 제작되었다. 세 번째로 구조형은 3D 프린터로 출력한 결과물을 베이스로 하여 전통 크래프트 기법이 덧입혀져 아날로그 감성이 묻어나는 작품이 되었다. 네 번째로 연결형은 본 연구의 분석 사례 중에서 독창성과 고유성이 가장 크게 엿보인 작품이었다. 디지털 기술이 널리 활용되고 있는 만큼, 효과적인 작업 방향성에 관하여 지속적인 연구가 필요하다고 판단된다.

  • Obstructive sleep apnea syndrome(OSAS) in childhood is unique and different n-om that in adulthood in several aspects, including pathophysiology, clinical features, diagnostic criteria, complications, management, and prognosis. Characteristic features of childhood OSAS in comparison with the adult form are the variety of severe complications such as developmental delay, more prominent behavioral and cognitive impairments, vivid cardiovascular symptoms, and increased death risk, warranting a special attention to the possible diagnosis of OSAS in children who snore. However, the childhood OSAS is often neglected and unrecognized. We, therefore, report a case of very severe OSAS in a 5-year-old boy who was sucessfully treated with continuous positive airway pressure(CPAP) treatment. Interestingly, the patient was comor-bid with the attention deficit hyperactivity disorder. Prior to the initial visit to us, adenotonsillectomy had been done at the age of 4 with no significant improvement of apneic symptoms and heavy snoring. On the initial diagnostic procedures, marked degree of snoring was audible even in the daytime wake state and the patient was observed to be very hyperactive. Increased pulmonary vascularity with borderline cardiomegaly was noted on chest X-ray. The baseline polysomnography revealed that the patient was very sleep-apneic and snored very heavily, with the respiratory disturbance index(RDI) of 46.9 per hour of sleep, the mean SaO2 of 78.8%, and the lowest SaO2 of 40.0%(the lowest detectable oxygen level by the applied oxymeter). The second night polysomnography was done for CPAP titration and the optimal pressure turned out to be $8.0\;cmH_2O$. The applied CPAP treatment was well tolerated by the patient and was found to be very effective in alleviating heavy snoring and severe repetitive sleep apneas. After 18 months of the CPAP treatment, the patient was followed up with nocturnal polysomnography(baseline and CPAP nights) and clinical examination. Sleep apneas were still present without CPAP on the baseline night. However, the severity of OSAS was significantly decreased(RDI of 15.7, mean SaO2 of 96.2%, and the lowest SaO2 of 83.0%), compared to the initial polysomnographic findings before initiation of long-term CPAP treatment. Wechsler intelligence tests done before and after the CPAP treatment were compared with each other and surprising improvement of intelligence(total 9 points, performance 16 points) was noted. Clinically he was found to be markedly improved in his attention deficit hyperactive behavior after CPAP treatment, but with minimal change of TOVA(test of variables of attention) scores except conversion of reaction time score into normal range. On the chest X-ray taken after 18 months of CPAP application, the initial cardiopulmonary abnormalities were not found at all. We found that the CPAP treatment in a young child is very effective, safe, and well-tolerated and also improves the co-morbid attention deficit hyperactive symptoms. Overall, the growth and development of the child has been facilitated with the long-term use of CPAP. Cardiovascular complications induced by OSAS have been also normalized with CPAP treatment. We suggest that early diagnosis and active treatment intervention of OSAS in children are crucial in preventing and ameliorating possible serious complications caused by repetitive sleep apneas and consequent hypoxic damage during sleep.

진공 내 상대론적인 영역의 전자빔을 이용한 플라즈마 항적장 가속기 기반 체렌코프 방사를 통한 결맞는 고출력 전자파 발생 기술 연구 (Study of Coherent High-Power Electromagnetic Wave Generation Based on Cherenkov Radiation Using Plasma Wakefield Accelerator with Relativistic Electron Beam in Vacuum)

  • 일반적으로 전자파의 동작 주파수가 높아짐에 따라 최대 출력이 작아지고, 파동의 파장도 작아지기 때문에, 회로의 크기도 작아질 수밖에 없다. 특히, kW급 이상의 고출력 테라헤르츠파 주파수 대역의 회로를 제작하려면, ${\mu}m{\sim}mm$ 규모의 회로 크기 문제 때문에 제작에 한계점이 있다. 이러한 한계점을 극복하기 위해 본 논문에서는 회로의 지름이 2.4 cm 정도의 원통형으로, 0.1 THz~0.3 GW급의 발생원 설계 기술을 제안한다. 판드로모티브 힘이 생기는 플라즈마 항적장 가속원리와 인위적인 유전체 활용한 체렌코프방사 발생 기술 기반의 고출력 전자파 발생원의 최적화된 설계를 위해 모델링 및 전산모사를 수행하였다. 객관적인 검증 과정을 통해 회로의 크기에 제한을 덜 받도록 하는 대구경 형태의 고출력 테라헤르츠파 진공소자 제작이 용이하도록 효과적인 설계의 가이드라인을 제시하였다.

만성신부전 환자에서 혈액투석 유지요법이 수면구조 및 수면 무호흡에 미치는 영향 (The Influences of Maintenance Hemodialysis on Sleep Architecture and Sleep Apnea in the Patients with Chronic Renal Failure)

  • 연구배경: 만성신부전 환자들은 수면과 관련된 호흡장애가 흔히 동반되는데 특히 수면 무호흡은 이들 환자의 심혈관계 기능부전을 더욱 악화시켜 장기 사망률에 영향을 미칠 것으로 생각된다. 혈액투석 유지요법은 만성신부전에 의한 대사장애를 교정하기 위하여 시행되는 가장 보편적인 내과적 치료법이지만, 이 방법이 수면 무호흡을 포함한 수면장애를 개선시킬 수 있는지 여부는 명확하지 않다. 저자들은 혈액투석 유지요법이 수면의 질과 수면과 관련된 호흡장애, 특히 수면 무호흡에 미치는 영향에 대해 관찰하고자 하였다. 방 법: 혈액투석 유지요법을 받고 있는 만성신부전 환자 47명을 대상으로 수면설문지검사를 시행하여 수면장애와 관련된 임상증상을 조사하였고, 이들 중 15명을 대상으로 혈액투석 전과 후에 수면다원검사, 혈중 신기능검사 및 전해질검사, 동맥혈가스분석을 시행하여 비교하였다. 결 과: 수면설문지검사를 시행한 47명중 40명(85.1%)이 수면-각성 주기의 장애와 관련된 임상증상을 호소하였으며. 55.3%가 코골음이 있다고 답변하였고, 27.7%의 환자는 수면 중 타인에 의해 무호흡이 관찰된 적이 있다고 답변하였다. 급속안구운동수면 시간이 혈액투석 전에 비하여 혈액투석 후에 증가하였다(p<0.05). 비급속안구운동수면 시간이 전체 수면시간에서 차지하는 백분율은 혈액투석 후에 감소하였고(p<0.05), 1단계 및 2단계 비급속안구운동수면이 전체 수면시간에서 차지히는 백분율은 혈액투석 후에 짧아지는 경향을 보였으나(p=0.051), 3단계 및 4단계 비급속안구운동수면은 혈액 투석 전후에 차이가 없었다. 수면 무호흡의 유형은 혈액투석 전과 후 모두에서 폐쇄성이 중추성에 비하여 우세하였으며, 혈액투석후의 무호흡지수 및 무호흡-저호흡지수는 혈액투석 전에 비하여 유의한 차이가 없었다. 혈액투석 후에 혈액뇨질소(BUN), 혈중 creatinine, potassium 및 phosphorus 농도는 유의하게 감소하였으나(p<0.05), 혈중 sodium 및 chloride 농도는 변화가 없었으며, 혈액투석 전과 후의 이들 검사 결과와 수면구조를 포함한 수면다원검사 각 지표와는 상호관련성이 없었다. 동맥혈가스분석에서 pH는 혈액투석 전에 비하여 혈액투석 후에 감소하였으나(p<0.05). $PaO_2$, $PaCO_2$$HCO_3^-$는 변화가 없었고, 혈액투석 전과후의 동맥혈가스분석 결과와 수면구조를 포함한 수면다원검사 각 지표와는 상호 관련성이 없었다. 결 론: 만성신부전은 수면장애를 유발할 수 있는 중요한 전신질환이다. 혈액투석 유지요법은 만성신부전 환자에서 시행되는 가장 보편적인 치료법이지만 수면구조 및 수면 무호흡을 효과적으로 개선시키지 못하였다. 따라서 만성신부전 환자를 치료함에 있어서는 혈액투석에 의한 대사장애의 적절한 교정과 더불어 수면장애의 치료에 대한 적극적인 고려가 필요하다고 생각한다.

병원 간호행정 개선을 위한 연구 (A Study for Improvement of Nursing Service Administration)

  • Much has teed changed in the field of hospital administration in the It wake of the rapid development of sciences, techniques ana systematic hospital management. However, we still have a long way to go in organization, in the quality of hospital employees and hospital equipment and facilities, and in financial support in order to achieve proper hospital management. The above factors greatly effect the ability of hospitals to fulfill their obligation in patient care and nursing services. The purpose of this study is to determine the optimal methods of standardization and quality nursing so as to improve present nursing services through investigations and analyses of various problems concerning nursing administration. This study has been undertaken during the six month period from October 1971 to March 1972. The 41 comprehensive hospitals have been selected iron amongst the 139 in the whole country. These have been categorized according-to the specific purposes of their establishment, such as 7 university hospitals, 18 national or public hospitals, 12 religious hospitals and 4 enterprise ones. The following conclusions have been acquired thus far from information obtained through interviews with nursing directors who are in charge of the nursing administration in each hospital, and further investigations concerning the purposes of establishment, the organization, personnel arrangements, working conditions, practices of service, and budgets of the nursing service department. 1. The nursing administration along with its activities in this country has been uncritical1y adopted from that of the developed countries. It is necessary for us to re-establish a new medical and nursing system which is adequate for our social environments through continuous study and research. 2. The survey shows that the 7 university hospitals were chiefly concerned with education, medical care and research; the 18 national or public hospitals with medical care, public health and charity work; the 2 religious hospitals with medical care, charity and missionary works; and the 4 enterprise hospitals with public health, medical care and charity works. In general, the main purposes of the hospitals were those of charity organizations in the pursuit of medical care, education and public benefits. 3. The survey shows that in general hospital facilities rate 64 per cent and medical care 60 per-cent against a 100 per cent optimum basis in accordance with the medical treatment law and approved criteria for training hospitals. In these respects, university hospitals have achieved the highest standards, followed by religious ones, enterprise ones, and national or public ones in that order. 4. The ages of nursing directors range from 30 to 50. The level of education achieved by most of the directors is that of graduation from a nursing technical high school and a three year nursing junior college; a very few have graduated from college or have taken graduate courses. 5. As for the career tenure of nurses in the hospitals: one-third of the nurses, or 38 per cent, have worked less than one year; those in the category of one year to two represent 24 pet cent. This means that a total of 62 per cent of the career nurses have been practicing their profession for less than two years. Career nurses with over 5 years experience number only 16 per cent: therefore the efficiency of nursing services has been rated very low. 6. As for the standard of education of the nurses: 62 per cent of them have taken a three year course of nursing in junior colleges, and 22 per cent in nursing technical high schools. College graduate nurses come up to only 15 per cent; and those with graduate course only 0.4 per cent. This indicates that most of the nurses are front nursing technical high schools and three year nursing junior colleges. Accordingly, it is advisable that nursing services be divided according to their functions, such as professional, technical nurses and nurse's aides. 7. The survey also shows that the purpose of nursing service administration in the hospitals has been regulated in writing in 74 per cent of the hospitals and not regulated in writing in 26 per cent of the hospitals. The general purposes of nursing are as follows: patient care, assistance in medical care and education. The main purpose of these nursing services is to establish proper operational and personnel management which focus on in-service education. 8. The nursing service departments belong to the medical departments in almost 60 per cent of the hospitals. Even though the nursing service department is formally separated, about 24 per cent of the hospitals regard it as a functional unit in the medical department. Only 5 per cent of the hospitals keep the department as a separate one. To the contrary, approximately 12 per cent of the hospitals have not established a nursing service department at all but surbodinate it to the other department. In this respect, it is required that a new hospital organization be made to acknowledge the independent function of the nursing department. In 76 per cent of the hospitals they have advisory committees under the nursing department, such as a dormitory self·regulating committee, an in-service education committee and a nursing procedure and policy committee. 9. Personnel arrangement and working conditions of nurses 1) The ratio of nurses to patients is as follows: In university hospitals, 1 to 2.9 for hospitalized patients and 1 to 4.0 for out-patients; in religious hospitals, 1 to 2.3 for hospitalized patients and 1 to 5.4 for out-patients. Grouped together this indicates that one nurse covers 2.2 hospitalized patients and 4.3 out-patients on a daily basis. The current medical treatment law stipulates that one nurse should care for 2.5 hospitalized patients or 30.0 out-patients. Therefore the statistics indicate that nursing services are being peformed with an insufficient number of nurses to cover out-patients. The current law concerns the minimum number of nurses and disregards the required number of nurses for operation rooms, recovery rooms, delivery rooms, new-born baby rooms, central supply rooms and emergency rooms. Accordingly, tile medical treatment law has been requested to be amended. 2) The ratio of doctors to nurses: In university hospitals, the ratio is 1 to 1.1; in national of public hospitals, 1 to 0.8; in religious hospitals 1 to 0.5; and in private hospitals 1 to 0.7. The average ratio is 1 to 0.8; generally the ideal ratio is 3 to 1. Since the number of doctors working in hospitals has been recently increasing, the nursing services have consequently teen overloaded, sacrificing the services to the patients. 3) The ratio of nurses to clerical staff is 1 to 0.4. However, the ideal ratio is 5 to 1, that is, 1 to 0.2. This means that clerical personnel far outnumber the nursing staff. 4) The ratio of nurses to nurse's-aides; The average 2.5 to 1 indicates that most of the nursing service are delegated to nurse's-aides owing to the shortage of registered nurses. This is the main cause of the deterioration in the quality of nursing services. It is a real problem in the guest for better nursing services that certain hospitals employ a disproportionate number of nurse's-aides in order to meet financial requirements. 5) As for the working conditions, most of hospitals employ a three-shift day with 8 hours of duty each. However, certain hospitals still use two shifts a day. 6) As for the working environment, most of the hospitals lack welfare and hygienic facilities. 7) The salary basis is the highest in the private university hospitals, with enterprise hospitals next and religious hospitals and national or public ones lowest. 8) Method of employment is made through paper screening, and further that the appointment of nurses is conditional upon the favorable opinion of the nursing directors. 9) The unemployment ratio for one year in 1971 averaged 29 per cent. The reasons for unemployment indicate that the highest is because of marriage up to 40 per cent, and next is because of overseas employment. This high unemployment ratio further causes the deterioration of efficiency in nursing services and supplementary activities. The hospital authorities concerned should take this matter into a jeep consideration in order to reduce unemployment. 10) The importance of in-service education is well recognized and established. 1% has been noted that on the-job nurses. training has been most active, with nursing directors taking charge of the orientation programs of newly employed nurses. However, it is most necessary that a comprehensive study be made of instructors, contents and methods of education with a separate section for in-service education. 10. Nursing services'activities 1) Division of services and job descriptions are urgently required. 81 per rent of the hospitals keep written regulations of services in accordance with nursing service manuals. 19 per cent of the hospitals do not keep written regulations. Most of hospitals delegate to the nursing directors or certain supervisors the power of stipulating service regulations. In 21 per cent of the total hospitals they have policy committees, standardization committees and advisory committees to proceed with the stipulation of regulations. 2) Approximately 81 per cent of the hospitals have service channels in which directors, supervisors, head nurses and staff nurses perform their appropriate services according to the service plans and make up the service reports. In approximately 19 per cent of the hospitals the staff perform their nursing services without utilizing the above channels. 3) In the performance of nursing services, a ward manual is considered the most important one to be utilized in about 32 percent of hospitals. 25 per cent of hospitals indicate they use a kardex; 17 per cent use ward-rounding, and others take advantage of work sheets or coordination with other departments through conferences. 4) In about 78 per cent of hospitals they have records which indicate the status of personnel, and in 22 per cent they have not. 5) It has been advised that morale among nurses may be increased, ensuring more efficient services, by their being able to exchange opinions and views with each other. 6) The satisfactory performance of nursing services rely on the following factors to the degree indicated: approximately 32 per cent to the systematic nursing activities and services; 27 per cent to the head nurses ability for nursing diagnosis; 22 per cent to an effective supervisory system; 16 per cent to the hospital facilities and proper supply, and 3 per cent to effective in·service education. This means that nurses, supervisors, head nurses and directors play the most important roles in the performance of nursing services. 11. About 87 per cent of the hospitals do not have separate budgets for their nursing departments, and only 13 per cent of the hospitals have separate budgets. It is recommended that the planning and execution of the nursing administration be delegated to the pertinent administrators in order to bring about improved proved performances and activities in nursing services.
