This paper illustrates a new method for constructing composite power system effective load duration curve(CMELDC) at load points. The main concept of proposed method is that the CMELDC can be obtain from convolution integral processing of the outage probabilistic distribution function of not supplied power and the load duration curve given at each load point. The effective load duration curve (ELDC) at HLI plays an important part in probabilistic production simulation, reliability evaluation, outage cost assessment and power supply margins assesment for power system planning and operation. And also, the CMELDC at HLII will extend the application areas of outage cost assessment and reliability evaluation at each load point. The CMELDC at load points using the Monte Carlo method and a DC load flow constrained LP have already been developed by authors. The effective load concept at HLII, however, has not been introduced sufficiently in last paper although the concept is important. In this paper, the main concept of the effective load at HLII which is proposed in this study is defined in details as the summation of the original load and the probabilistic loads caused by the forced outage of generators and transmission lines at this load point. The outage capacity probabilistic distribution function at HLII can be obtained by combining the not supplied powers and the probabilities of the not supplied powers at this load point. It si also expected that the proposed CMELDC can be applied usefully to research areas such as reliability evaluation, probabilistic production cost simulation and analytical outage cost assessment, etc. at HLII in future. The characteristics and effectiveness of this methodology are illustrated by case study of IEEE-RTS.
In this paper, we propose and demonstrate a cost-effective technique to upgrade the capacity of dense wavelength division multiplexing (DWDM) networks to a 40 Gb/s line rate using the existing 10 Gb/s-based infrastructure. To accommodate 40 Gb/s over the link optimized for 10 Gb/s, we propose applying a combination of super-FEC, carrier-suppressed return-to-zero, and pre-emphasis to the 40 Gb/s transponder. The transmission of 40 Gb/s DWDM channels over existing 10 Gb/s line-rate long-haul DWDM links, including $40{\times}40$ Gb/s transmission over KT's standard single-mode fiber optimized for 10 Gb/s achieves successful results. The proposed upgrading technique allows the Q-value margin for a 40 Gb/s line rate to be compatible with that of 10 Gb/s.
Airport operations are well-known as a bottleneck in the air traffic system, putting growing pressure on the world's busiest airports to schedule arrivals and departures as efficiently as possible. Effective planning and control are essential for increasing airport efficiency and reducing aircraft delays. Many algorithms for controlling the arrival/departure queuing area are handled, considering it as first in first out queues, where any available aircraft can take off regardless of its relative sequence with other aircraft. In the suggested system, this problem was compared to the problem of scheduling n tasks (plane takeoffs and landings) on a multiple machine (runways). The proposed technique decreases delays (via efficient runway allocation or allowing aircraft to be expedited to reach a scheduled time) to enhance runway capacity and decrease delays. The aircraft scheduling problem entails arranging aircraft on available runways and scheduling their landings and departures while considering any operational constraints. The topic of this work is the scheduling of aircraft landings and takeoffs on multiple runways. Each aircraft's takeoff and landing schedules have time windows, as well as minimum separation intervals between landings and takeoffs. We present and evaluate a variety of comprehensive concepts and solutions for scheduling aircraft arrival and departure times, intending to reduce delays relative to scheduled times. When compared to First Come First Serve scheduling algorithm, the suggested strategy is usually successful in reducing the average waiting time and average tardiness while optimizing runway use.

Recently, estuary reserovoirs have been actively constructed in Korea and also in Japan there are a large number of estuary reservoirs constructed. But most of the estuary reservoirs are located at the downstream of a river where geographical condition is best for the construction of an enclosing dam. And an effective utilization of water from the estuary reservoir seems to be difficult even if estuary reservoirs are considered to be the water resources the most available for their watershed. Studies on estuary reservoirs so far have been mainly concentrated on the physical and engineering problems of the dam construction itself. The purpose of the present study is to review the estuary reservoir planning in connection with the water resources development and to study a basis of the planning. First, the levels of water use in Korea and Japan were compared with those of other countries in the world. And then, some representative reservoirs were selected to study the roles of a reservoir and water-using conditions in the watershed. Based on the study, a survey was given on the relation between a dam construction upstream and an estuary reservoir construction downstream of a river. Finally, a comprehensive examination was made of the bases of estuary reservoir planning. (1) The estuary reservoir planning is deeply related to the plan for water use develo- pment in the watershed. After the upstream water resources were fully developed up to the most, water reso- urces development by an estuary reservoir should be started. (2) If an estuary lake has a capacity big enough, it can store flood discharge of the watershed without any loss and become a basic facility that will bring about the maxi- mum use of water from the watershed. (3) Estuary reservoirs store water used in the upstream watershed, so recycling of water use is attained by the reservoir. Water in the estuary lake is difficult to be fresh water in its long run. Therefore, estuary reservoir should be located at a place where polluted water is purified and refused. All the planning should be based on the assumption that water in the estuary lake is not fresh but polluted after a long time. (4) The estuary lake can only supply water to the lower basin directly. But the upstream area is benefited from the estuary lake by exchange of irrigation water sources between the lower and the upper area. So a large-scale exchange plan between new and existing water resources is important. By constructing estuary reservoirs and the exchange of water sources between upper and lower areas, the reasonable maximum use of water from the whole watershed is at- tained. (5) The big problem coming from the water resources development by an enclosing estuary is salt water intrusion into the lake. To maintain the estuary lake salt-free, multi-purpose use of the lake should be avoided. It is necessary to take such fundamental measures as abolition of back flow operation of gate, and the closing of the fish port and the fish ladder. The results mentioned above were found in this study and these results of this study could be used for the adequate planning of estuary reservoirs in connection with the maximum water use of the watershed.

Recently, rainwater harvesting facilities have increasingly constructed mainly in elementary schools and government buildings. Nevertheless, few methods are available for efficient planning and design of rainwater harvesting facilities by considering the weather conditions and purpose of rainwater management in each site, which may lead to a construction of uneconomic facilities. The current method estimates the size of rainwater storage tank by multiplying the size of building or plottage with a certain ratio and has many limitations. In this study, we first developed a method for planning and design of rainwater storage facilities using $Rainstock^{TM}$ model, which is based on mass balance, and economic analysis. Then, the model was applied for the design of a rainwater harvesting facility in a building with the catchment area of $1,000m^2$. The model calculation indicated that the economic feasibility of rainwater harvesting depends on not only the size of storage tank but also the water usage rate. When the water usage rate is $1m^3/day$, the rainwater harvesting facility is not cost-effective regardless of the size of the storage tank. With increasing the water usage rate, the economical efficiency of the facility was improved for a specific size of the storage tank. Based on the model calculation, the optimum tank sizes for $5m^3/day$ and $10m^3/day$ of water usage rates were $24m^3$ and $57m^3$, respectively. It is expected that the model is useful for optimization of rainwater storage facilities in planning and designing steps.
This paper will discuss about how we can foster educational support mechanisms to facilitate health promotion programs at the local level. Health promotion in Korea is in the early developmental stage; it has only been since the Health Promotion Act was legislated in 1995, the health promotion programs have been planned and implemented. In the context of the recent decentralization process, local health departments have a major responsibility for developing and implementing health promotion programs at the local level. The short history of health promotion in Korea has meant that local public health departments have limited experience and organizational capacity for health promotion planning & practice. The results of one survey for investigating the progress of health promotion at the local level are instructive. The survey demonstrated that the public health workers recognized that the lack of personnels, insufficient budget, the lack of policy & the organizational support, the lack of skill & knowledge to be effective health promotors, the lack of guidance for health promotion practice were major barriers to implementing health promotion programs at the local level. The object of this paper is to suggest some ways of overcoming barriers to implementing health promotion programs at the local level This paper emphasizes on the importance of educational supports as well as environmental supports - legislative, policy, organizational, economical - in building the organizational capacity and infrastructure of local health department for health promotion. It suggests some ways of providing educational supports to the public health workers at the local level. and supports the positions that educational opportunities for training in health promotion can be better provided to the public health workers at the provincial level rather than at the national level. It argues that the educational & training programs should be developed and based on the educational need assessment; that the application of the main educational principles & theoretical models for health promotion be used to develop educational programs for the public health workers; and that professional health organizations should make plans to provide more educational programs at their annual conferences or at other convenient times. These kinds of educational supports facilitate the ability of public health workers to improve their capacity for health promotion practice at the local level and help to alleviate some of the pressure on state resources.

Cities in Korea have rapidly urbanized and they are not well prepared for natural disasters which have been increased by climate change. In particular, they often struggle with urban flooding. Recently, green infrastructure has been emphasized as a critical strategy for flood mitigation in developed countries due to its capability to infiltrate water into the ground, provide the ability to absorb and store rainfall, and contribute to mitigating floods. However, in Korea, green infrastructure planning only focuses on esthetic functions or accessibility, and does not think how other functions such as flood mitigation, can be effectively realized. Based on this, we address this critical gap by suggesting the new green infrastructure planning framework for improving urban water cycle and maximizing flood mitigation capacity. This framework includes flood vulnerability assessment for identifying flood risk area and deciding suitable locations for green infrastructure. We propose the use of the combination of frequency ratio model and GIS for flood vulnerability assessment. The framework also includes the selection process of green infrastructure practices under local conditions such as geography, flood experience and finance. Finally, we applied this planning framework to the case study area, namely YeonJe-gu an Nam-gu in Busan. We expect this framework will be incorporated into green infrastructure spatial planning to provide effective decision making process regarding location and design of green infrastructure.

Background: Palliative therapies have an important role in increasing the quality of healthcare and in dealing with physical and psychosocial problems due to cancer. We here aimed to evaluate the managerial perspectives and opinions of the hospital managers and clinical directors about specialized palliative care centers. Materials and Methods: This study was conducted in two large-scale hospitals in which oncology care is given with medical directors (n:70). A questionnaire developed by the researchers asking about demographic characteristics and professional experience, opinions and suggestions of medical directors about providing and integrating palliative care into healthcare was used and responses were analyzed. Results: Potential barriers in providing palliative care (PC) and integrating PC into health systems were perceived as institutional by most of the doctors (97%) and nurses (96%). Social barriers were reported by 54% of doctors and 82% of nurses. Barriers due to interest and knowledge of health professionals about PC were reported by 76% of doctors and 75% of nurses. Among encouragement ideas to provide PC were dealing with staff educational needs (72%), improved working conditions (77%) and establishing a special PC unit (49)%. An independent PC unit was suggested by 27.7% of participants and there was no difference between the hospitals. To overcome the barriers for integration of PC into health systems, providing education for health professionals and patient relatives, raising awareness in society, financial arrangements and providing infrastructure were suggested. The necessity for planning and programming were emphasized. Conclusions: In our study, the opinions and perspectives of hospital managers and clinical directors were similar to current approaches. Managerial needs for treating cancer in efficient cancer centers, increasing the capacity of health professionals to provide care in every stage of cancer, effective education planning and patient care management were emphasized.

This study was conducted to develop an ecological park planning model to enhance the functions of habitats and ecological corridors in Green Belt Areas, because changing policies have resulted in the degredation of the Green Belts due to progressive fragmentation of ecosystems. The principal outcome of the study is to plan an ecological park model through the restoration of habitats. In order to evaluate the capacity of the model to enhance the ecological functions of habitats and ecological corridors in Green Belt Areas, a simulation of habitats was carried out in the Sungnam-Yusoo region. The model was developed via following steps: 1. Selection of candidate sites and selection of the study site by analyzing development factors; 2. Selection of target species that can represent the habitat at the site; 3. Analysis of the site's suitability index for the target species; 4. Establishment of a conceptual plan to enhance and expand the currently produced suitability index; 5. Creation of a master plan based on the conceptual plan; and 6. Evaluation of the enhanced and expanded suitability index of the site. The study showed that the Habitat Unit (HU) of Rana coreana, which was selected as the target species of the study, increased from $28,044m^2$(3.6%) to $224,352m^2$(28.8%), and the HU of the site as the ecological corridor for wild animals increased from $4,674m^2$(0.6%) to $152,684m^2$(19.6%). The study results show that the ecological deficits of the Green Belt Area can be overcome by enhancing the ecological functions of the region, which should be beneficial. The model could be utilized for effective enhancement and management of other Green Belt Areas.
