주민자치조직의 구성원에 관한 연구 -청주지역의 주민자치위원회를 중심으로- (A Study on the Members of Citizen Autonomy Organization - A case of Citizen Autonomy Committee in Cheongju Area -)

  • This study is the research of occupation distribution about citizen members of autonomy organization in Cheongju area. Investigation of autonomy organization members acting as local readers makes it possible to understand direction for community promotion. Result of this study sums up two type occupational categories. First, in urban area independently managers is above participation ratio in public affairs appeared. On the other hand, ratio of private organization, employee, and experts are low. In rural area, it shows the participation ratio of functional representatives and farmers highly. Second, with investigation of detailed occupation, most independent contractors and such as architecture, real-estate, whole and retail sales, restaurant, nursery, and private educational institute. And small number of insurance, news paper, car sales, gas station mangers participate in autonomy organization. Private organization consist of educational organization, social welfare corporate and district head council, as well as some teachers and farmers.

서울시내 일부 병원 간호사의 자연출산조절 방법에 대한 인식과 교육의도 (Nurse's Perceptions and Educational Intentions Regarding Natural Childbirth Control Methods)

  • Purpose: This study was designed to identify nurses' perceptions and educational intentions regarding natural childbirth control (NCC) methods. Method: The participants were 313 nurses working at three general hospitals in Seoul. They were asked to complete a questionnaire composed of scales measuring knowledge and perceptions childbirth control methods, awareness of bodily changes in ovulation phase, perceptions of fetal life, which were developed by the author. Also, Chang's (2002) Sexual Autonomy Inventory was utilized. The data were analyzed by the SAS program. Results : Methods of condom and rhythm were considered to be more useful for childbirth control than other methods. Only 34-54% of them knew exactly about the NCC methods using menstrual cycle, body temperature, and mucus. The mean scores of sexual autonomy and awareness of bodily changes in ovulation phase were 3.8 and 3.4 out of 5, in respect. Educational intention was different statistically by the age, marital status, future intention to use NCC methods, and perception of educational need for NCC methods. Conclusion : Nurses' perceptions and educational intentions regarding NCC were low, especially in nurses who were married. It is recommended to encourage nurses to learn NCC methods for clients education.

한국과 미국의 지방교육자치 구조의 비교 (Comparison of Local Educational Autonomy between Korea and the U.S.)

  • 이 연구의 목적은 우리나라와 미국의 지방교육자치의 구조를 비교하여 향후에 전개될 우리나라 지방교육 자치의 방향에 대한 시사점을 도출하는 데 있다. 이러한 연구목적을 달성하기 위해 한국과 미국의 교육자치 제도를 비교 분석하는 방법론을 선택하여, 지방교육자치의 생성 배경과 원리 그리고 지방교육자치의 구조와 주요 구성요소를 비교 분석하였다. 연구결과는 다음과 같다. 첫째, 우리나라 지방교육자치의 구조를 어떻게 설정할 것인가를 우선 결정해야 한다. 둘째, 지방교육자치의 목적을 성취하기 위해서는 지방의 잠재적 교육자원을 통합하여 활용할 수 있도록 유도하는 지방교육자치의 원리를 새롭게 설정해야 한다. 셋째, 지방교육자치의 근본 원리의 하나인 주민통제를 기반으로 한 지역주민의 참여를 확대해야 한다.

고등학생의 아르바이트 업무자율성과 진로의식성숙과의 관계: 업무만족도의 매개효과 (Effects of Job Autonomy on Career Maturity in High School Students: Focused on the Mediation Effect of Job Satisfaction)

  • 본 연구는 아르바이트의 업무자율성과 진로의식성숙의 관계에서 업무만족도의 매개효과를 검토하여 고등학생의 진로의식성숙을 향상시킬 수 있는 실천적 방안을 모색하고자 하였다. 조사대상은 아르바이트 경험이 있는 고등학생 849명으로 연구결과는 다음과 같다. 첫째, 업무자율성, 업무만족도, 진로의식성숙은 전반적으로 남학생보다 여학생이, 교육포부에 따라서는 고졸 희망학생이 전문대졸, 대졸이상 학생보다 더 높았다. 둘째, 아르바이트 업무자율성은 성별과 교육포부에 따라 진로의식성숙에 정적(+)인 영향을 미쳤다. 셋째, 업무만족도는 아르바이트 업무자율성과 진로의식성숙의 관계에서 부분매개 하였으며, Sobel test 결과 업무만족도의 매개효과는 유의한 것으로 나타났다. 이러한 결과는 아르바이트를 통한 진로의식성숙을 위해 청소년들에게 일의 주체로서 적극적으로 참여할 수 있는 기회를 현장에서 부여해야 함을 시사한다. 또한 고용주들은 청소년 직업교육 협조자 역할을 인식할 필요가 있으며, 학교와 지역사회는 질 높은 아르바이트를 통해 청소년들이 진로의식을 높일 수 있도록 아르바이트 진입경로를 공식화 할 수 있는 지원체계를 마련할 필요가 있다.

지방교육자치 전문연구기관의 설립 필요성과 가능성 탐색 (A Study on Necessity and Possibility of Specialized Research Institute for Local Education Autonomy)

  • 본 연구는 지방분권, 교육자치가 강화되는 상황에서 기관설립·운영의 중요성과 필요성이 점차 높아지고 있는 지방교육자치 전문연구기관 설립의 필요성과 가능성을 구체적으로 탐색하는 데 목적이 있다. 지방교육자치 전문연구기관의 설립 필요성은 외적 필요성과 내적 필요성의 두 측면에서, 그리고 설립 가능성은 법적 근거와 설립형태 및 재원확보의 측면에서 검토하였다. 전국단위의 교육자치 정책 및 법제 아젠다를 선도하여 공동현안 문제에 효과적으로 대응하고, 지역단위의 교육정책연구소와의 연계·협력을 통해 지역 맞춤형 정책 연구·개발을 지원하기 위해서는 지방교육자치 전문연구기관 설립이 절실한 시점이다. 전문연구기관의 공공성, 전문성, 경제성, 안정성 등을 고려할 때, 재단법인 형태가 적합할 것으로 보이며, 일반 지방자치 분야의 전문연구기관 사례와 마찬가지로 특례법 제정 등의 법적 근거가 마련되어야 할 것이다. 앞으로 구체적인 기관설립·운영방안을 마련하고, 기관설립을 추진하기 위해서는 교육부 및 전국시도교육감협의회 등의 협업적 논의와 학술적 논의를 병행할 필요가 있다.

시스템 사고에 의한 학교 자율화 정책 분석 (Analysis of School Autonomy Policy based on the System Thinking)

  • The purpose of this study is to analyze the school autonomy policy based on the system thinking perspective using causal loop diagrams. School autonomy was the main educational policy concerning school domain during the last government and was the instrument for school-based management, but it was not implemented effectively in site. The school autonomy policy practically disappeared as an explicit policy agenda in the current government. This study displays causal loop diagrams about the policy's logic and contents of school autonomy, in terms of curriculum, human resource management, and a supportive system. The causal loop diagrams depicting the implementation of the school autonomy policy are suggested concerning excessive enforcement and the confirmative mechanism for policy implementation. The conclusion provides some research implications and future directions.

간호 분담체계에 따른 간호사의 자율성 정도 (Autonomy Level of Nurse according to Nursing Delivery System)

  • This study is to grope for a plan to increase nurse's autonomy by grasping autonomy degree according to nursing delivery system. The subject of this study are 265 nurses who work for 4 general hospitals in Seoul, and 73 of them work in primary nursing delivery system, 99 of them in team nursing delivery system and 93 of them in functional nursing delivery system. Data collection was done through questionaires from Sep. 1, 1997 to Sep. 30, 1997, and autonomy was measured by Professional Nursing Autonomy Scale developed by Schutzonhofer. Data analysis as inspected with $X^2$ test, ANOVA, and t-test, using SPSS program. The results are as follows : 1. When it comes to the autonomy of all the nurses, mean score was 161.99. Which is medium level, and autonomy degree according to nursing delivery system had no significant differences. 2. There was a significant difference in autonomy degree according to inservice education among the subject's work-related characteristics, and there was no significant difference in autonomy distribution in each grade according to general characteristics although older group, married group, and junior college graduates group showed rather higher trends. 3. Considering each item, questions related to direct nursing such as "Vital sign monitoring", "Nursing rounding", "Withhold contraindicated drug", showed high score in autonomy scores, and long-term and indirect nursing behaviors such as "Nursing administration", "Nursing research", "Follow-up care" and "Educational planning".

간호전문직 자율성(Professional Nurse Autonomy)의 개념분석 (Concept Analysis of Professional Nurse Autonomy)

  • Professional nurse Autonomy is an essential attribute of a discipline striving for full professional status. Purpose: This study was to clarify the concept of professional nurse autonomy to provide basic data needed for development of professional autonomy enhancing strategies. Method: This study use the process of Walker & Avante's concept analysis based on Wade's research (1999), and field data of 21 nurses. Results: Professional nurse autonomy is defined as competency and creative performance of the professional nurse in practice, to decide independently or interdependently nursing activities and to be had accountable for results of decisions, that reflect advocacy and caring. It was identified that critical attributes include responsible discretionary decision making, collegial interdependence, initiative, creativity, and caring, advocacy, cooperative relationship with clients, receptive capacity to others, activeness, self confidence, and devotion and responsibility to their profession. Antecedents include personal characteristics, educational background, experience and structural characteristics that enhance professional nurse autonomy. Consequences of professional nurse autonomy are feelings of self-efficacy, empowerment, job satisfaction, reduction of intention to leave their job. Conclusion: According to these results, it is recommended that the curriculum provides an environment for learning professional nurse autonomy, and that is used as basic data to develope strategies to enhance professional autonomy of nurse in practice and it's effects

A Study on the Local Education Autonomy System in the United States in relation to the Educational Superintendent

  • 미국에서는 소수의 전문가에게 정치적 이해관계가 첨예하게 얽혀 있는 문제의 결정을 전적으로 위임하지 않고, 주민이 직접 주 교육위원회나 지역 교육위원회의 구성원으로 참여할 수 있는 미국의 교육정책결정 및 집행과정은 다양한 교육주체 간에 이견이나 법령해석 차이 등으로 인해 발생할 수 있는 갈등과 분쟁을 사전에 예방하는 역할을 수행했다고 추정할 수 있다. 이러한 미국의 합의제는 현재 교육감 1인에게 과도하게 좌우되어 다양한 교육주체 간의 갈등이 발생하고 있는 우리나라 지방교육행정체제에 대한 보완점을 시사하는 것이다.

간호사와 의사가 지각하는 임상간호사의 전문직 자율성 정도 (The Clinical Nurses' Professional Autonomy Perceived by Staff Nurses and Doctors)

  • This study was done to identify the professional autonomy of clinical nurses perceived by staff nurses and doctors. The subjects consisted of 410 nurses and 219 doctors who are working at 4 general hospital in Daegu and Pusan. The nurses were surveyed by means of July 7 to September 27, 1997. The results are as follows : 1. The score which the nurses perceived clinical nurses' professional autonomy is 159.05 points. This score means mid level of professinal autonomy. 2. The score which the doctors perceived clinical nurses' professional autonomy is 140.37 points. This score means mid level of professinal autonomy. 3. The extent of the perceived clinical nurses' professional autonomy between two groups was remarkably high in the nurses group(P=.000) 4. The relationship between general characteristics and the perception of professional autonomy by nurses showed a significant difference in regard to the age, the marital status, educatioal level, the period of nursing career and the state of position. The score of professional autonomy by age was highest 41 years old or more, while the lowest was for 26-30 years old(P=.008). The score of professional autonomy of a married nurse was higher than an unmarried(P=.003). The score of professional autonomy by the period of nursing career was highest 9 years or more, the lowest was for 3-6 years(P=.009), Also, the higher the educational level(P=.000) and the state of position(P=.049), the higher the score of professional autonomy. But there were no statistically significant difference in regard to the religion and the field of work. 5. The relationship between general characteristics and the perception of professional autonomy by doctors showed no statistically significant difference.
