Services, despite the difficulty of its exact definition, can be defined as deeds, efforts, or performances by economical bodies, attributing to four unique characteristics - intangibility, inseparability, heterogeneity, and perishability. This study aims to research the global competition and problems of the local professional services, especially educational services and health services, and to suggest some devices for increasing the exportation of both educational services and health services. Educational services and health services were reserved in the multilateral negotiation to open the WTO parties' markets because of its national public benefits. But it is indispensable to open our local market by the bilateral FTA negotiation. Legal restrictions, therefore, related to both education and health should be erased according to the basic rule of the market competition, and it is advisable to control the national public benefit of these services by enacting the different legal systems. For recovering from minus balance of payment in the educational services or health services, furthermore, it is necessary to drive rather some offensive exporting policies than the defensive policy against supply from the foreign countries. In conclusion, the korean Foreign Trade Act and other relative acts should be revised, and both educational services and health services should be contained within the definition of "the international trade" for the governmental benefits of supporting the services exportation.

Purpose: This study was conducted to investigate the educational needs of parents of infants and toddlers with congenital heart disease (CHD) after hospital discharge. Methods: Qualitative content analysis was conducted of in-depth interviews of eight parents, and the results of an online survey of 171 parents were analyzed quantitatively. Results: Only 16.4% of parents reported that they had received education after hospital discharge on how to provide care for a child with CHD at home. The main reason why parents did not receive education on this topic was that they did not have sufficient opportunities or information (75.5%). In addition, 97.1% of parents stated that they needed educational programs that would be available at home after discharge. In terms of specific educational content, parents expressed the highest needs for education on the symptoms of CHD and ways to cope with them, the prognosis of CHD, and the growth and development of infants and toddlers with CHD. Conclusion: The study showed that parents' educational needs were high in many ways. However, the information and educational opportunities offered after discharge were insufficient compared to those needs. Further research is needed to develop post-hospital educational programs that meet their needs.

As a convergence media, IPTV is expected to provide better learning experience with customized and individualized contents. Yet, little has been known in the are of contents development. Hence, the purpose of this study was to explore educational use of IPTV in terms of design and development perspective. First, this paper identifies the concept and characteristics of IPTV in an educational context. Second, it categorizes the types of IPTV contents. Lastly, the paper discusses guidelines for the design, development, and management of educational IPTV contents.

Purpose: This study was done to develop a reliable and appropriate evaluation tool for sexual educational materials and to apply it to video materials for recommendation of excellent materials. Method: The items of the content for evaluation were based on the previous studies on the sexual education and evaluation tools. After testing validity and reliability of tool, final evaluation tool for sexual educational materials was developed. The evaluation tool was applied to 84 video materials and the excellent materials were recommended. Result: The final evaluation tool for sexual educational materials which consisted of two parts was developed. One is the evaluation of basic information which includes 8 items: target population, type of materials, producer, year of production, subject, theme, running time, and guide book. The other is the evaluation of content which includes 36 items related to characteristics of material, purpose, efficiency and scope of content. After applying the tool to 84 video materials, 39 excellent sexual education materials were suggested. Conclusion: The systematic development of materials for sexual education appropriate to the specific subjects should be done. Producers should describe the basic information on the outside of materials. For recommending the excellent materials, the periodical standardized evaluation of sexual educational materials should be done, and the database of the excellent materials should be provided for further utilization.

This study comprehensively draws a conclusion using factors of economic, social, and educational value and performed a survey on librarians and users to compare and analyze the difference in perception between the two groups. The result are as follows: First, Libraries had the social value not only on research and personal learning but also on establishment and vitalization of communities, provision of opportunities to share ideas between local residents and create something new, and provision of recreation to improve the residents' capability. Second, both groups evaluated the libraries' educational role and function relatively highly. In particular, the librarians scored very high for the items that the libraries' educational role was expanding, the libraries were a part of the educational system, and the libraries' value on reading and literacy was great, and the users thought that libraries had an value because they were a part of education and the educational system. Third, economic value part also obtained relatively lower scores than other values; the mean of the librarian group was 3.46 and the user group was 3.43. Among the economic values, the librarian group scored the highest for the area of economic value for local communities, and the greatest scores were given to manpower development by the users.

This study has a purpose to profile local sectors into meaningful groups by using facilities rates of Social Overhead Capital(SOC) for daily life. Comparing SOC for daily life among the meaningful groups, the profiling and comparison results bring the comprehensive understanding about the educational facilities in local sectors. For the research purpose, this study utilized Latent Profile Analysis(LPA) by using variables such as population, road information, SOC for daily life, usage of land, possession of land, and appraised value of land from the 2018 Geographic Information System(GIS) dataset of Gwangjin-gu, where is one of the administrative district of Seoul City. Results showed that there are four latent groups of sectors among 904 local sectors(100 squared-meters sector per each) in Gwangjin-gu. By comparing the four latent groups by using LPA, the results diagnose each sector's status and help to improve the policy about educational facilities. Specifically, by using dataset for SOC of daily life, there are four groups of local sectors and each group has different features. Based on the different features of local sector groups, there can be improved management of educational facilities matching with each group's features.

Digital Game design with educational purposes and User Experience measurement via game analytics has been extensively covered in literature, however non-digital games such as tabletops in education and its corresponding educational impact have limited research. In this paper, we propose a guideline to create non-digital educational games from scratch and evaluate them based on the know-how of developers and the investigation of scholars who have studied the engagement factors related to the digital games and applied their findings to non-digital games. Along with the guideline we provide an actual implementation, a game called HXGN_766, meant to serve as scaffolding of computational thinking and rudimentary Python programing concepts. We believe both, guideline and game, can be a useful reference for those interested on game design, educational content design, game quality control check, and unplugged computer science activities. This is the first in a series of papers where the game design concept, the evaluation methodology and the game itself will be presented with more detail.

The article determines that the study of the development of scientific and didactic knowledge about the educational process in higher education should be built mainly on the basis of qualitative research methods that ensure the identification and understanding of the changes taking place in didactic knowledge, in the unity of their internal and external manifestations. On the basis of the epistemological model of the study of science, a generalized model of didactic knowledge about the educational process in higher education, including didactic relations as a theoretical core, subject of research, research methods and positions of researchers, ways of interaction between science and educational practice, and thematic structures of didactic knowledge; scientific and methodological problems of didactic knowledge about the educational process in higher education at the present stage of its developments due to the post-nonclassical transformation and orientation of research towards the humanitarian ideal of scientific character.

In this paper, we studied on the building models of open educational resource service system for download or upload their own educational content to be shared with the others without worrying about copyright infringement. We first analyzed the building models of the international OER(Open Educational Resource) service sites. And then, based on these results, we present the new service models suitable to be built the open educational resource service system in phases. The proposed models have the flexibility to accommodate the needs of users and have the advantage that the copyright-related issues of the existing 'National Educational Information Sharing System' could be solved step by step.

The objective of this study is to work out a data-based educational and cultural program that can best identify the original role of library in a measure to activate it. To achieve this goal and introduce an educational and cultural program that would faithfully meet the desired characters of library, a research was made to examine the theoretical aspects of educational and cultural programs offered by public libraries, compare and analyze those conducted at the public libraries and life-long educational centers of the local autonomous bodies in Jeonbuk Province. Included in the research as subjects were 10 public libraries in the cities of the province including 5 branches of JeonJu Municipal Library and various educational and cultural programs operated directly by each municipal self-governing body under such title names as life-long educational centers, cultural houses, residential autonomy centers, women's halls, women's culture halls and women culture centers.
