  • Korea became the 5th country by opening the Kyungbu-Highspeed Railway in April of 2004, which has contributed to technical innovations and motivated to increase SOC investment for the Railroad facilities. This increase of Railroad facilities will need the many railroad civil engineers who are in charge of construction and maintenance. Moreover, we need more qualitative engineers to catch up with the speed of technical renovation and to play an important role in exporting our railroad technique to outside country such as China, and Russia. In this paper, a new alternative of training railroad civil engineers will be investigated in relation to NURI Project, which is sponsored by Ministy of Education.

  • This paper introduces household's decision for schooling and firm's decision for technology-specific training together into the second generation model of endogenous innovation, and analyses how schooling and technology-specific training interact each other, how they respectively affect innovation and economic growth, and also how the portfolio mix of schooling and technology-specific training changes as economy becomes more innovative. Main results are as follows: First, schooling and technology-specific training both have "inverted-U"shape growth effects. Second, schooling investment per labor required for growth maximization is always greater than that for firm profit maximization. Third, the optimal schooling for growth maximization decreases with technology-specific training. Fourth, the schooling effect on technology-specific training is "U"shaped, so that for firm's profit maximization schooling is substitutable for technology-specific training at the relatively lower level of schooling but complementary at its relatively higher level. Fifth, as economy becomes more innovative, the portfolio mix of education changes in favor of schooling.

  • Although many organizations have implemented and used ERP systems for years, industry reports point out that the usage level does not reach their expectation. As a result, they do not enjoy the benefits from the investment into ERP systems. This study attempts to develop a research model and test the model empirically for identifying factors that affect the usage of an ERP system at a public organization. This study has classified potential factors into three groups of technical system characteristics (usability, usefulness), organizational support characteristics (operational support, education and training, evaluation and measurement), and user characteristics (organizational citizenship, self-efficacy). Then, a structural equation model has been established on the basis of previous literature and tested with empirical data. In summary, this study has found that self-efficacy, usefulness, and operational support have an effect on the ERP usage. Self-efficacy is the strongest factor; Usefulness is the second; and the third is operational support. On the contrary to the previous literature, this study has not found a significant effect of organizational citizenship on the usage. The result confirms that an organization can increase the ERP usage by improving the usefulness of an ERP system to some extent. However, to boost the usage further, the result implies that organizations need to strengthen the self-efficacy of their members by reinforcing operational support, providing education and training steadily, and establishing an evaluation mechanism in relation with the ERP usage.

  • The company of 4 core materials that are needed for photovoltaic generation is located in area around this university in Gunsan, Saemangeum. And also, it was almost completed the value chain about the production of Polysilicon, Ingot, Wafer, modules and the design, construction of generation system. The industry-academy-government has understood that because of the relative companies' production and investment, it leads to a supply and demand of manpower and thus will have field centered manpower education. This program will help the problem of lack of manpower in relative companies by establishing competitive major agreement like vocational education system. Also, the university and the participating company in joint have pushed ahead field business education to make the least of industrial-education's mismatch, the training of professional manpower connected with related industries to make the universities chemical characteristics, companies securing excellent manpower and contributed to the revitalization of the regional economy. • Although GIS technology has been developed rapidly, the education system for GIS technology and its utilization has not been well facilitated in our society. Consequently, the economic value in GIS application system is not estimated properly in the public sector. On the other hand, industries currently suffer lack of technocrats or researchers to develop GIS. In addition, the demand for GIS education on its concept and know-how has increased drastically as GIS analytic technology has come to be applied to more varified fields. Under these circumstances, this study researched and analyzed the current state of GIS education in the public, private and academic sectors in Korea. Furthermore, it recommended improving the educational environment for GIS experts training based on the results of the questionnaire used in the survey. Most of all, the national investment should be conducted systematically in order to improve quality of education in the public, private and academic sectors.

  • The purpose of this study is to analyze the relationship and effects of variables both directly and indirectly (e.g., investment (INV), government expenditure (GE), unemployment rate (UR), economic growth (EG), and income inequality). The analytical phases consist, first, to transform the data using the Log Natural (Ln) method. Second, to check normality and multicollinearity of data. Third, to test direct effects of variables (government expenditure and investment effect on the unemployment rate and economic growth; investment on government expenditure; economic growth on unemployment rate; economic growth and unemployment rate on income inequality). Fourth, to test indirect effects using Sobel test, which involves UR and EG as intervening variable. Fifth, to test hypotheses with p-value < 0.05. The results of the study reveal that, of the 12 relationships, statistics show that 11 variations of the association have significant positive and negative effects. Theoretically, the different characters and goals of GE and INV in each country will have a different impact on EG and UR goals. The study provides an input, especially for the government. To create optimal EG through GE and INV, it is necessary to allocate budgets to industrial sectors that can absorb a massive labor force and to new economic growth sectors.

  • Recently, organizational efforts to adopt ISMS(Information Security Management System) have been increasingly mandated and demanded due to the rising threat and the heavier cost of security failure. However there is a serious gap between awareness and investment of information security in a company, hence it is very important for the company to control effectively a variety of information security threats within a tight budget. To phase the ISMS, this study suggests the priorities based on evaluating the Importance of 13 areas for the ISMS by the information security experts and then we attempt to see the difference between importance and investment through the assessment of the actual investment in each area. The research findings show that intrusion incident handling is most important and IT disaster recovery is the area that is invested the most. Then, information security areas with the considerable difference between priorities of importance and investment are cryptography control, information security policies, education and training on information security and personnel security. The study results are expected to be used in making a decision for the effective investment of information security when companies with a limited budget are considering to introduce ISMS or operating it.
