Basis Strategies for Improving the Economics of Petroleum Stockpiling (베이시스를 이용한 석유비축의 경제성 제고 방안)

  • The current petroleum stockpiling by Korean government is based on the static concept of dead-stock. However, the recent changes in economic environment is requiring a transition to the dynamic concept of flow-stock. This study suggested selective trading strategies using basis of changing oil prices as an option for improving the economics of domestic strategic petroleum reserve (SPR), and quantitatively analyzed their effects. For this purpose, we tested the validity of selective trading strategies using the weekly spot and forwards prices of WTI for the period of October 1997 to August 2002. Summarizing the simulation results, the selective trading strategies would increase the expected values of profits and decrease their volatilities compared to those of traditional routine strategies. And, the adoption of trigger value could increase the improvements by the selective trading strategies. Based on the results, we suggest that, in order to improve the economics of domestic petroleum stockpiling, it is necessary to actively utilize the reserve facilities and the reserved petroleum with proper derivatives position.

Relationship between Adaptation Luminance and Threshold Zone Luminance for Vehicular Traffic Tunnels (터널 순응휘도와 경계부 휘도의 관계 연구)

  • PURPOSES : This study has been performed with the objective to determine threshold zone luminance of adaptation luminance by target safety level in a vehicular traffic tunnel with design speed set at 100km/h. METHODS : The study made a miniature capable of portraying changes in luminance distribution within $2{\times}10^{\circ}$ conical field of view of the driver approaching to the tunnel for the test. Test conditions were set based on justifications for CIE 88-1990's threshold zone luminance used as a reference by domestic tunnel light standards (KS C 3703 : 2010). Luminance contrast of object background and object is 23%, object presentation duration is 0.5 seconds, and size of the object background is $7.3{\times}11.5m^2$ RESULTS : Threshold zone luminance was set within adaptation luminance of $100{\sim}3,000cd/m^2$. Adaptation luminance and threshold zone luminance based on 50%, 75% and 90% target safety level all showed a relatively high linear relationship. According to findings in the study, it is not appropriate to specify the relationship between adaptation luminance and threshold zone luminance as luminance ratio. Rather, direct utilization of the linear relationship gained from the study findings appears to be the better solution. CONCLUSIONS : Findings of this study may be used to determine operation of threshold zone luminance based on target safety level. However, a proper verification and validity of test results are required. Furthermore, a study to determine proper threshold zone luminance level considering target safety level reviewed in this study and various decision-making factors such as economic conditions in Korea and energy-related policies should be carried out in addition. Additional tests on adaptation luminance greater than $3,000cd/m^2$ will be performed, through which application scope of the test findings will be broadened.

Testing for Nonlinear Threshold Cointegration in the Monetary Model of Exchange Rates with a Century of Data (화폐모형에 의한 환율 결정 이론의 비선형 문턱 공적분 검정: 100년간 자료를 중심으로)

  • The monetary model suggests that nominal exchange rates between two countries will be determined by important macroeconomic variables. The existence of a cointegrating relationship among these fundamental variables is the backbone of the monetary model. In a recent paper, Rapach and Wohar (2002, Journal of International Economics) advance the literature by testing for linear cointegration in the monetary model using a century of data to increase power. They find evidence of cointegration in five or six of ten countries. We extend their work to the nonlinear framework by performing threshold cointegration tests that allow for asymmetric adjustments in two regimes. Asymmetric adjustments in exchange rates can occur, for example, if transactions costs are present or if policy makers react asymmetrically to changing fundamentals. Moreover, whereas Rapach and Wohar (2002) found it necessary to exclude the relative output variable in some cases to maintain the validity of their cointegration tests, we can include this variable as a stationary covariate to increase power. Overall, using their same long-span data, we find more support for cointegration in a nonlinear framework.

  • Down-town community is an essential element for ESSD. But the population of down-town has been decreased since 1990's. Therefore this study is about how to improve the down-town residential tendency through the civic research, examination of related policies and legal system. And the result is as follows. First, Taegu has lots of problems as a residential space, that are caused by bad residential environment. They also, however, represent the validity of arrangement of down-town community and we could find the possibility for development. Second, Japan perceived the importance of down-town community and a great deal of effort was done to save residential space with various programs. But it is ignored in Korea for economic reason. Therefore we need to change our view of Down-town residence. Third, the role of government, people and specialist are important for the improvement of Down-town community. 1) The central government and ask its responsibility. 2) The local government makes the best use of present laws and is required of management with elasticity in favor of the regional character. And it need to set the future image and aim of the city. The aim should be the one that meets the practical need of down-town community and suitable programs need to be activated. 3) Generally, the citizens who are living in a region know it's problems the best. So the citizens themselves can advertise their Down-town community and participate to solve its problems 4) Down-town community requires a differential policy from general residence. Thus the professional have duty for the development of proper know-hows for Down-town community.

  • Blockchain can control transactions in a decentralized way and is already being considered for manufacturing, finance, banking, logistics, and medical industries due to its advantages such as transparency, security, and flexibility. And it is predicted to have a great economic effect. However, Blockchain has a Trilemma that is difficult to simultaneously improve scalability, decentralization and security characteristics. Among them, the biggest limitation of blockchain is scalability, which is very difficult to cope with the constantly increasing number of transactions and nodes. To make the blockchain scalable, higher performance should be achieved by modifying existing consensus methods or by improving the characteristics and network efficiency that affect many ways of scaling. Therefore, in this paper, we propose a cluster-based scalable PBFT consensus algorithm called CBS-PBFT which reduces the message complexity O(n2) of PBFT to O(n), which is a representative consensus algorithm of blockchain, and the validity is verified through simulation experiments.

Case Study on Dynamics of RDA PLA Model with Agri-SMEs (농업인 참여식 실천학습모델 개발과 성과분석 -농촌진흥청 강소농 사업을 중심으로-)

  • This case study aims to explore how RDA PLA model affects the agri-SMEs' empowerment. As an agri-business management renovation program from main workshop it was conducted on March to December 2011 with agri-SMEs and extension officials nationwide by RDA. Especially, as a packaged action learning process in the model used participatory action research. This study collected data with participants observation, interviews, situational analysis and systematic review of discourse in qualitative method. For the validity and identifying empirical results, this study used statistic analysis as a mixed method. Further including various pedagogic methods and business coaching skills, this model was conducted from workshop in RDA, in turn, on-farm business coaching as follow-up, CoPs' activities, and local ATCs extension services by each actors. The dynamic process and effects of each process led some change for farmers' innovative knowledge, skills, attitude, practice and aspiration on their farm business. RDA PLA model development based on the previous practices and research, which provided a configurated picture in the holistic action learning process. In statistic research, this study focused on 279 farmers as respondents who had participated in the program. It shows that their income and benefits increased from their renovative practices on farm business. Following the sampling group, it was surveyed by four indicators - products, customer, quality and cost. The level of contribution of education on economic impact 15% is quoted from previous paper. Even in some limitations of public sector, RDA PLA model actively suggests the paradigm shift of agricultural HRD and development of alternative extension-service system.

  • An analysis of railroad industry has been insufficient whereas there are lots of analysis of accumulation of technology, economic performances and ripple effects for macroscopic view and other industry of R&D investments. This study decided intellectual rights, patent, and paper as common indicators of scientific and technological performances for setting up performance targets through surveying and analysis of preceding study and verified a appropriateness of scientific and technological performances for railroad R&D 11 projects which were successfully finished. Preceding study has been set up performance targets by research investments as input, but this study made a performance target by model through a cross-sectional and residual analysis of performances of railroad R&D 11 Projects in applying research investments, capital investments and inner labor cost per man and research time as inputs, and verified a validity and a empirical analysis through analysis of other project.

Evaluation of Stiffness Structure and Grouting Efficiency beneath the Precast Slab Track by Elastic Wave Tests (탄성파시험에 의한 프리캐스트 슬래브궤도의 강성구조와 충전성능 평가)

  • Recently, precast concrete tracks are replacing ballast track for efficient and economic maintenance of track. Precast concrete railroad tracks are manufactured in factory, and transported to railroad construction site for installation. Therefore, quality of precast concrete track itself should be sufficiently good. On the contrary to the convenient manufacturing of precast concrete track, the installation of a precast concrete track requires careful steps. Typically, a precast concrete track is placed on an approximately 15-cm thick lean concrete layer. A mortar is filled between lean concrete layer and precast concrete track to adjust the sloping angle of a precast concrete track for a safe train operation at a curvy section. Then, the use of filled mortarproduces a void underneath a precast concrete track, which is harmful to structural safety of a precast concrete track undercyclic loading. Therefore, it is essential to make sure that there is no void left beneath a precast concrete track after mortar filling. In the continuous resonance method, the amplitude of frequency response measured using an instrumented hammer and an accelerometer is plotted against a pseudo-depth, which is half of the wave velocity divided by frequency. The frequency response functions are measured at consecutive measurement locations, 6-cm interval between measurement points, and then combined together to generate a 2-D plot of frequency response. The sections with strong reflections or large amplitude of frequency response are suspicious areas with internal voids and unfilled areas. The 2-D frequency response plot was efficient in locating problematic sections just by examining the color shade of a visualized plot in 2-D format. Some of the problematic sections were drilled to make a visual inspection of mortar filling. The visual image of interface between mortar and precast concrete track was verified using the validity of the continuous resonance technique adopted in this research.

  • Recently, with concentrated social and engineering interests on durability, diversified subsequent researches have been progressed. The Chloride-induced corrosion, carbonation, freeze-thaw etc, deterioration factors of concrete act to concrete not privately but complexly, Fly ash is most frequently used admixture which is using a reduction method of deterioration. And the fly ash effects on improvement of durability with enhancement of fluidity, decrease of crack with reduction of hydration heat, promotion of long-age strength and have a economic advantage which replaces cement as a binding material. But, fly ash have different qualities and occasionally reduce the durability and strength by adhesion of AE admixture with unburned carbon powder etc. In this study, the experiments will take about various replacement ratio of fly ash concrete, and will analyze, consider the results, after these will verify applicability and validity as admixture and binding material.

IV ECM Threshold Cointegration Tests and Nonlinear Monetary Policy in Korea (분계점 공적분 검정법을 사용한 한국의 비선형 테일러 통화정책 검증)

  • The goal of this paper is to examine the validity of nonlinear Taylor rules in Korea. To perform our tests, we utilize new IV ECM threshold cointegration tests that are invariant to nuisance parameters. The new tests have a standard chi-square distribution and the same critical values can be used throughout. This is in contrast to OLS ECM threshold cointegration tests, which depend on nuisance parameters and have nonstandard distributions. After finding significant support for nonlinear cointegration, we find that the Bank of Korea raises the call rate of interest only when inflation is above a threshold rate. We additionally find that the Bank of Korea increases the call rate of interest to possibly counter domestic currency deprecation only when the rate of currency deprecation exceeds a threshold.
