도시 저소득층소비자의 경제문제에 관한 연구 - 서울과 인천의 주부를 중심으로 (A Study on the Economic Problems of Urban Low-income Families)

  • This study attempts to explain the income and consumption problems of urban low-income consumers and to explore factors of their poverty. For the purpose of this study, interviews were conducted with 124 low-income home managers. All the subjects live in Seoul and Inchon. The major findings are: First, low-income families seriously suffer from low income and small property. And the degree of economic hardship is the most serious with wife-working families whose husbands have no job or are dead. Second, low-income consumers have low budgeting and purchasing skill. Third, low-income consumers have 'doing' orientation but have fatalistic value orientation. This study suggests that it is necessary to develop an integrative measurement of economic hardship. It also suggests that low level of low-income consumer's skill can be well explained in terms of man-nature value orientation.

CVM을 이용한 전통민속마을의 보전가치평가 연구 (A Study on Conservative Value Evaluation for the Ethnic Villages by Contingent Valuation Method)

  • The Ethnic Villages which are designated as a cultural property in Korea are important factors to recognize how the living environment was and to represent uniqueness should be preserved in Korea. For these reasons, this study investigates the Ethnic Villages in Korea and evaluates the economic values of the Ethnic Villages using CVM(contingent valuation method) which has been knows as one of the practical methods in the field of environmental economics. The results of this study indicate that the economic value of the Ethnic Villages for conservation and maintenance is 27,430 won per household/month, and this can be converted into 19,398 hundred million won per one year. This results proves validity of this study compared to the maintenance cost conserving the Ethnic Village of the Cultural Heritage Administration. It can be used as a policy basis to raise finances for conserving the Ethnic Village needed additional support.

  • Box-Cox model and T-factor method have been widely used to measure economic depreciations for industrial property. The Box-Cox model which combines economic efficiency with depreciation pattern is here extended to the reliability function. To do so a Rayleigh distribution which has been used to estimate the reliability of current assets was chosen as an efficiency curve of marginal productivity. Such an approach provides the possibility to classify the efficiency curves into four categories. It is also possible to analyze the types of depreciation curves. Therefore, the power family of a non-linear Box-Cox model could be set at certain constant values, then the model can be transformed into a linear model to estimate the economic depreciation rates by utilizing the reliability function. Estimating the resultant linear regression equation requires minimal number of observations, while at the same time facilitating the test of hypothesis on depreciation rates.

충남탄전(忠南炭田) 무연탄(無煙炭)의 특성(特性) (Property of the Jurassic anthracite (Anthracite from the Seongju Area of the Chungnam Coalfield))

  • The anthracite coalfields of Korea are confined to the areas where sedimentary rocks of Permian and Jurassic are preserved. The Chungnam coalfield lies in the sedimentary rocks of Jurassic which belongs to the Daedong Supergroup (the Nampo group). For the property analysis of each coal seam interbeded in Daedong Supergroup, Seongju area is chosen and twelve coalseams are taken. Many standard tests have been established for optical analysis (maceral analysis, coalification degree measurement), chemical analysis (proximate, ultimate analysis) and physical analysis (ignition temperature, ash fusion temperature, hardgrove grindability index and X-ray diffraction). The Jurassic anthracite mainly consist of vitrinite and macrinite and the range of the reflectance is $R_{max}$ 5.0-6.5 which means metaanthracite rank. By the chemical composition analysis, it shows low H/C and high O/C value compare with international average value. By the physical analysis, it has very high ignition temperature ($531-584^{\circ}C$) and ash fusion temperature ($1510-1700^{\circ}C$) and very low combustion velocity (0.2-1.9 mg/min). The very wide range of the hardgrove grindability index (46-132) means that the grindability controlled mainly by the structural conditions of coal bearing strata.

A Social Responsibility of Landscape Architecture as a Green Infrastructure for Environmental Justice Realization

  • The main task of landscape architecture is to create a higher quality of the environment by utilizing resources or to provide effective stewardship for the preserved environment. These outcomes enhance the correlation between humans and the environment. Landscape architect deals with direct use of market economic goods in private property resources such as capital, land, plant, structure. But it also has indirect use of non-market economic goods in public resources like scenic view from the forest, sea, urbanscape, and refreshing atmosphere. At this point, landscaping products should have a role of public goods, and even these attribute to individuals or certain group. From the results of neo-liberalism regime in modern era such as guarantee of private property, deregulation for free market, and reduction of social welfare, minority has getting less opportunity to enjoy the quality life in ecotop and social welfare. With all future, landscape architecture should have the role of social infrastructure through planning concept that ensures public interests first. The virtuous functions of Green Infrastructure is a proper tool in realizing environmental justice in that it efficiently protects environment, and distributes fair benefits to all people.

Japanese Financing Policies for Innovation Since the 1990s

  • Since the 1990s, the Japanese government has made considerable attempts at stimulating innovation with an aim to pull the country out of a possibly permanent economic decline. Several laws and policy initiatives were introduced to encourage better interaction between universities (and research institutions) and industry. The results of these efforts have been mixed. While the number of university-industry joint and commissioned research has increased, revenues from the licensing of university-owned patents have fluctuated year by year. Although the number of startups and spin-offs from universities rose, their long-term survival and contribution to the economy remain uncertain. The Japanese experience features both strengths and weaknesses. Strengths include the long-term commitment of policy makers, the ability to set specific targets, and the active engagement of several key economic ministries. Nevertheless, the effectiveness of these policy initiatives was hampered by limitations within the policies concerning the roles of universities and their mode of interaction with industry based on intellectual property rights, the inadequacy of demand-side innovation policies, the fragmentation of bureaucracy, and a lack of a credible evaluation system.

해외 부동산 개발형 도시재생사업의 사업구조 분석 (A Comparative Analysis on Project Scheme of Property-led Regeneration: Focused on Cases of London and Tokyo)

  • 본 연구는 영국과 일본의 부동산 개발형 도시재생사업의 사업구조에 대한 비교분석을 통해 국내 경제기반형 도시재생사업에의 시사점을 도출하는 것을 목적으로 한 연구이다. 부동산 개발형 도시재생사업은 1980년대의 신자유주의의 영향에 따라 등장한 사업수법으로 규제완화 및 공공지원과 민간주도의 거점 개발방식을 통해, 지역경제 활성화 등의 효과를 도모하고자 하는 방식이다. 특히 2000년대에 진행되고 있는 부동산 개발형 도시재생사업으로 영국의 스트라트포드 및 킹스 크로스, 일본 오오테마치와 시노노메 지구의 사례를 통해 국내에의 시사점을 도출하고자 하였다. 사례별 도시재생사업의 추진체계, 참여 주체별 역할, 공공의 지원 등에 대한 비교분석을 통해 다음과 같은 시사점을 도출할 수 있었다. 사업방식 측면에서는 국가적 대원칙에 따른 '선택과 집중'을 통한 국가적 자원의 효율적 배분, 추진체계 측면에서 토지 소유자등 직접적인 이해당사자 외에도 공공개발기관, 민간개발업체, 지자체, 국가, 관계기관 등 다양한 이해당사자가 참여하는 거버넌스 체계의 구축, 기반시설 정비에 대한 공공의 지원이 공통적 특징으로 나타나고 있었다. 이상의 부동산 개발형 도시재생사업에서 공공의 직접적인 사업시행은 감소하였으나 규제완화를 통한 민간자본 유치, 지역의 경제적 성장, 고용창출 등의 측면에서 효과적인 수법으로 평가받고 있다. 특히 경제기반형 도시재생사업의 성공적인 수행을 위해서는 공공시행자 및 지방정부의 역량강화에 주목할 필요가 있을 것으로 판단된다.

  • The present waste problems require a change of thinking with regard to conventional economics. It has been generally believed that competitive markets maximize social welfare. But, the other hand, a few economists argue that "the competitive markets cannot always be relied on to provide all goods in the efficient amount." One of the best examples of the latter contention is the environmental problem. What is the basic thinking of the conventional economics that causes this problems \ulcorner What is the present problem that requires the change of conventional economic thinking \ulcorner The environmental problem result from the conventional economic thinking such as pursuing the limitless of the Gross National Product(GNP), believing the increasing returns in economics of scale and the efficiency of competitive market. This economic principles, howe- ver, does not apply currently to public goods, especially environmental amenity and natural resource because the price of markets does not reflect the natural goods of services. We call this eternality. Externalizes are no considered by either buyers or sellers of goods of which production or use results in an eternality. This leads to market failure are causes an waste problem in the economic activities. Today, it is almost impossible to say in a word what the solution for waste problems is because they are by-products complicated and entangled human activities. In this paper, I have introduced the causes of environmental problems only from the economic point of view. I have also described the needs of conversion of conventional economic thinking. Firstly, sustainable development, maintaining the natural resources, should be the basis of the economic growth rather that pursuing the limitless growth of GNP. Secondly, an appropriate scale of human's production activity should be taken into account to reduce the impact to the natural environment. Thirdly, internalization of eternality is asked to correct the market failure. This requires the public policy such as imposing a talsubsidy, assigning a property right or implement a more detailed environmental quality standard through, because use of the natural resources can be. allocated optimally by the intervention of government or social associations.

가열식용유(加熱食用油)에 관(關)한 연구(硏究) ( I ) -대두(大豆), 채종(菜種), 미당(米糖), 옥수수, 들깨유(油) 유동성(流動性) 관(關)해서- (A Study on the Heated Edible Oils( I ) -Flow Properties of Soybean, Rapeseed, Rice bran, Corn and Perilla Oils-)

  • Flow properties of heated edible oils, such as soybean, rapeseed, rice bran, corn and perilla oils, were measured with Maron-Belner type capillary viscometer. These oils were heated at $180{\pm}5^{\circ}C$ (general cooking temperature) for $5{\sim}20$ hours except soybean oils ($5{\sim}40$ hours). Fluidities of these heated oils except rice bran oil were decreased according to heating time and decreasing ratio of fluidity was outstanding after 15 hour heating in corn oil and 20 hours heating in soybean and perilla oils. All the oils examined in this experiments except rice bran oil showed non-Newtonian motion after 15 hour hinting at high shear stress and Newtonian motion at less than 10 hour heating. In the soybean oil non-Newtonian flow property was outstanding after 30 hour heating at $180{\pm}5^{\circ}C$. Rice bran oil exhibit characteristic flow property, that is, non heated rice bran oil has lowest fluidity but heated one has highest fluidity compared to other oils examined in this experiment. Change of fluidity with extension of heating time was not detected and non heated rice bran oil showed non-Newtonian motion.

Reliability-based Life Cycle Cost Analysis for Optimal Seismic Upgrading of Bridges

  • This study is intended to propose a systematic approach for reliability-based assessment of life cycle cost (LCC) effectiveness and economic efficiency for cost-effective seismic upgrading of existing bridges. The LCC function is expressed as the sum of the upgrading cost and all the discounted life cycle damage costs, which is formulated as a function of the Park-Ang damage index and structural damage probability. The damage costs are expressed in terms of direct damage costs such as repair/replacement costs, human losses and property damage costs, and indirect damage costs such as road user costs and indirect regional economic losses. For dealing with a variety of uncertainties associated with earthquake loads and capacities, a simulation-based reliability approach is used. The SMART-DRAIN-2DX, which is a modified version of the well-known DRAIN-2DX, is extended by incor-porating LCC analysis based on the LCC function developed in the study. Economic efficiencies for optimal seismic upgradings of the continuous PC segmental bridges are assessed using the proposed LCC functions and benefit-cost ratio.
