For last three years, our research team have conducted the project named "Development of construction project management technology based on BIM/GIS platform. "We developed construction cost estimation system as well as 3D modeling engine at the first two year and established a web-system which could estimate the benefits of the project and further analyze the economic and financial feasibility of the project. This paper mainly focused on the functions and specifications of web-system. The system was composed of two modules: economic feasibility estimation module and financial feasibility estimation module. While the economic feasibility estimation module determines economic feasibility of the project based on traffic demand forecasting from the public's perspective, the financial feasibility estimation module determine financial viability of the project using toll fee of the road from private entity's perspective. Compared with traditional feasibility study, the proposed system provide users with better flexibility which can make users easily to validate the project upon the change of project environments. The system was also verified with an already accomplished project. The verification showed that proposed system could provide satisfactory accurate results with reduced time and resources.

Korea classified into a development country when UNFCCC was concluded in 1995. So Korea doesn't have a GHG reduction duty until 2012. As the UNFCCC is strengthened, recently there is a growing interest in renewable energy and energy usage efficiency improvement for reducing GHG emission. It is associated with CES and renewable energy. CES is a total energy (heat, cooling and power)supplier in aggregated demand zone like a hotel, building, hospital and redevelopment district using CHP and it improves energy usage efficiency. At present, renewable energy is needed for GHG reduction duty but renewable energy doesn't have economic feasibility. So renewable energy is needed various support system to popularize which is a FIT and RPS. Especially RPS is carrying out instead of FIT in many advanced country and it will be inroduced in Korea. RPS is a duty which electricity service provider must guarantee renewable energy as much as specific ratio of total capacity. Therefore this study conducts an economic feasibility estimation of CES considering renewable energy when RPS will introduced in the future.

인프라 시설에 대한 투자와 같이 대형 프로젝트를 진행하는데 있어서 타당성분석은 프로젝트 전체 투자의 규모, 기간 등을 결정하는 기초자료의 역할을 하게 된다는 점에서 매우 중요하다. 하지만 국내에서 수행된 타당성 분석의 경우 평가 기준이 불분명하고, 평가 방법이 체계적이지 못한 등 많은 문제점들을 가지고 있다. 이에 본 연구에서는 타당성분석의 많은 문제점들 중에서 최근 그 중요성이 더욱 더 커지고 있는 경제적 타당성분석 및 재무적 타당성분석에 따르는 문제점을 정리하고 개선책을 제시하는 한편, 타당성분석 과정에서 예측 가능한 리스크를 식별 이론적, 정책적 관리 방안을 이용한 프로세스 통하여 투자자나 사업주체로 하여금 리스크를 관리 할 수 있는 방안을 제시하였다.

The SOC project such as road and railway performs a preliminary feasibility study according to the priority of the individual projects after establishing the master plans. For a preliminary feasibility study, feasibility evaluation should be performed according to the transport demand estimation and economic analysis. The feasibility of individual project will be performed by focussing on the results of analyzing economic feasibility. In case that analysis of the traffic demand and the economic feasibility every phase is performed, a lot of time and expense will be required in the course of promoting projects. So this study could give help to determine the priority of the project by intuitive method only in the phase to establish the master plan and a preliminary feasibility study.

Technological, policy and economic factors are both important variables in maximizing the results of a national R&D program and key indicators in evaluating an R&D program's eligibility for financial support. Economic analysis, in particular, is used when selecting R&D programs, setting priorities, and estimating economic effects. This paper examines a series of methodological issues related to the economic analysis of national R&D programs within the framework of the current preliminary feasibility evaluation system, and proposes alternative approaches to each of the issues discussed. The issues include the definition of R&D valuation and establishment of valuation factors; estimation of sales attributable to R&D investment; assessment of the total economic value of R&D as intellectual assets; estimation of R&D benefits and assumption of related to sales; and the application of discount rates based on the weighted average cost of capital. Finally, this study presents directions for future research on analytical procedures and methods of improving the reliability of the results of economic analysis within the national technology planning system.

We designed a conceptual model of the 2.3-BDO dehydration process using a hydroxyapatite-alumina catalyst and estimated its economic feasibility to predict the appropriate range of the purchase price of 2,3-BDO on commercial scale. The conceptual design and economic analysis can offer valuable information for the industrial application of 2,3-BDO because the most relevant studies have limitation in laboratory scale. Furthermore, the adequate range of 2,3-BDO price, in which the process has profitability, was investigated with the current market prices of 1,3-BD. The investigated price in terms of 2,3-BDO dehydration can pertain to estimation of the economic feasibility in 2,3-BDO production process.

본 연구의 목적은 예비타당성조사에서 수행한 도시부 간선도로 확장공사로 인한 부(-)의 편익을 산정하고 이것이 경제성 평가에 미치는 영향을 분석하는 것이다. 북부간선도로 태릉-구리 간 확장사업의 실제 예비타당성조사 단계에서 통상적인 편익 산출 방법론을 적용하였으며, 공사로 인한 차량운행비용, 통행시간, 교통사고, 환경비용의 부(-)의 편익을 산출하였다. 분석 결과, 부(-)의 편익의 적용여부는 사업의 경제적 타당성 평가에 많은 영향을 주는 것으로 나타났다. 하지만 공사기간, 공사의 종류, 공사구간 및 교통량 등에 따라 부(-)의 편익에 많은 영향을 주는 감소되는 용량 및 자유속도가 현저하게 다를 수 있으며, 향후에는 이러한 요소와 용량 및 자유속도에 대한 상세한 연구가 필요할 것이다.

경제성 분석에 의한 재무타당성 분석은 이론적으로나 실무적으로 그 타당성이 인정되고 있으나, 할인율 추정이 어려운 관계로 경제성 분석과 결과해석이 실무적으로 쉽지 않다. 따라서 본 연구는 신규호텔 건설 시 경제성 분석에 의한 재무타당성 분석의 구체적인 틀과 실무적용방법 및 기술을 제시하는데 근본적인 목적을 두고 연구하였다. 연구의 결과, 첫째, 대용베타방식에 의한 할인율(자본비용)을 실무적으로 추정하는 방식을 제시하여 경제성 분석결과에 대한 신뢰성과 타당성을 증대시킬 수 있었다. 둘째, 할인율과 현금흐름을 이용한 경제성 분석기법(순현가법, 내부수익율법, 수익성지수법 등)에 의한 재무타당성 분석의 전체적인 틀을 설명할 수 있었다. 셋째, 재무타당성 분석의 각 단계에서 요구되는 실무적인 분석기술을 제시할 수 있었다.

Feasibility study on energy saving system by utilizing exhausted heat from subway, which is one of the unused energy, was carried out. General heat source system using absorption chiller-heater was used for comparing to the energy saving system, and payback period method using initial cost and running cost of two systems, was used to perform economic estimation. Payback period was about ten years, and this period might be shortened if nation's economic support enact.
