Policy Implementation Process of Korean Government's Public Diplomacy on Climate Change

  • In 2015, the State Council of South Korea finalized its goal to reduce greenhouse gas emissions by "37% from the business-as-usual (BAU) level" by 2030 across all the economic sectors. Of that reduction, 4.5% will be achieved overseas by leveraging Emission Trading Systems (ETS) aided by international cooperation. In line with this, considering both the demand for and supply of the carbon market increased after the Paris agreement, the importance of public diplomacy in negotiating climate change actions also rose. This study aimed to analyze the impact of international discussions such as the United Nations Framework Convention on Climate Change (UNFCCC) on domestic policies and the types of public diplomatic climate change policies pursued by different government agencies, and draw implications from them. This study attempted to find implications from the Korean government's public diplomacy on climate change for developing countries. Lessons learned regarding Korea's public diplomacy would provide a practical guidance to the Asian developing countries, which are suffering from environmental crisis at a phase of rapid economic growth.

Direction of Agriculutral Cooperation between South and North Korea to Solve the Food Problems in the United Korea (통일한국의 식량문제 해결을 위한 남북협력방안)

  • Assuming the united Korea, total population is estimated to be 70 million and grain demand for the people is estimated to reach 30 million metric tons. Cultivated land in North Korea is about the same as South Korea i.e. 2 million hectares. However grain production in North Korea is about one half of South Korea's, 6 million metric tons in the South and 3 million metric tons in the North a year. This implies that the United Korea need to import more than 20 million metric tons of grain a year and it will trigger many economic and social problems for the United Korea. In order to meet deficient grain supply, the United Korea can choose three possible policy options; importation of grains or increased investment in foreign agricultural development or increase in domestic supply Among the possible policy options, increase in domestic supply is desirable and can be achieved by developing North Korea's grain supply potential. North Korean agricultural development can also be achieved most effectively through cooperation between the South and North. An effective policy option for agricultural cooperation between the South and North is supply of agricultural inputs such as fertilizer and pesticides and exchanges of agricultural technology. Cooperation between the South and North in the agricultural sector should be achieved and developed further to solve the potential food problem before unification.

  • It remains that South and North Korea are the most conflict ridden region of the world and at high risk of military collision despite the appropriateness and necessity of unification between South and North Korea. Meanwhile, our government has pushed ahead with exchange between the two countries in many different fields to defuse this conflict and tension. But, these efforts have made it less meaningful as South-North relations are strained again. This can be because temporary recovery of political relation didn't proceed to system improvement and economic cooperation. This study on exchange cooperation of circulation · distribution between South and North Korea begins with expectation that this study will be based on realizing free circulation · distribution for the unification and making an economic bloc through exchange cooperation of circulation · distribution. To expand economy exchange and cooperation between the two nations, the field of circulation · distribution should be developed. On the basis of this discussion, this study suggests that cooperation relation and the mood of reconciliation created by political declaration are institutionalized in the national consensus and exchange should be expanded in the economic field as well as political field.

In the case of Korea, that advance of the China is going through bottleneck among by far bank Vietnam advance gradually expand. Therefore, in this study, I wished to quote plan for efficient and desirable Vietnam advance strategy establishment regarding our country enterprise's Vietnam advance through economy, politics, social environment analysis. In this study, can do on the basis of Vietnam advance connection domestic?outside literature investigation and virtue study through theoretical investigation according to these purpose and behaved theoretical investigation and lift construction materials allied industry, labor-intensive manufacturing industry, fisheries farm produce cultivation, processing household mascot etc. as energy industry, refined oil and petrochemical industry, electric-power industry, other field by our country medium and small enterprise.

A Study on the Cooperation & Development Schemes of South-North Korea Logistics in the Age of Changes (변화시대 남북물류의 협력과 발전방안에 관한 연구)

  • Concerning the political situations of Korea, after the coming of MB Administration the blockades between South and North has been deepened. Because of stopping of the tourism of Diamond Mountain, the Cheonan ship accidents and the ** bombardment of Yeonpyung island, the situation of confrontation of South and North is enlarged. After the death of Kim Jong-il, on 17 Dec. 2011, the new situations are opened in North Korea(NK). On the basis of economic cooperation between South and North, various logistical cooperation of South and North has been progressed. On November of 2002, the 1st Shipping Cooperation Meeting of South and North, which may be a basis of Shipping Agreement has been discussed. And the railway between South and North has been connected. This study, screening the change of South and North conditions, analyzed the tasks and current conditions of South and North logistics based on economic cooperation, with the previous researches and data of South and North Korea. And it grouped and suggested future development directions and practical agenda, after considering the recent changes. Furthermore it proposed the medium-long term logistical system of Korea peninsula and future strategies and vision. To solve the confrontation situations the role of South Korea is more important.

International Sanction on North Korea and Inter-Korea Fisheries Cooperation (국제사회의 대북제재와 남북수산협력)

  • In this study, the Inter-Korea Fisheries Cooperation Project was divided into four categories: North Korea's Fisheries Infrastructure Development Project, Fisheries Cooperation Project, Human Exchange Project, and North Korea Fisheries Investment Project. First, North Korea's fisheries infrastructure development projects include North Korea's fisheries resource research project, it's fisheries resource development project, and joint enforcement on illegal operation of Chinese ships. Second, fisheries cooperation projects include the operation of the North-South common fish area in the West Sea, the fishing project in North Korea's East sea, and the import of North Korean seafood. Third, human exchange projects include training of aquaculture technicians in North Korea, technology transfer and training of fishing vessels, and boarding of North Korea's fisherman in Korean fishing vessels. Fourth, North Korea's fisheries investment projects include aquaculture facilities and aquaculture feed support, aquatic product processing facilities and technology transfer, and fishery equipment support. However, as international sanctions are maintained in the international community to North Korea, Inter-Korea Fisheries cooperation, however, should be promoted according to the level of easing of international sanctions as international sanctions are maintained in the international community to North Korea. First, North Korea's fisheries resource research project, North Korea's fisheries resource creation project, joint enforcement on illegal operation of Chinese ships, and operation of the common fish area in the West Sea can be promoted if international sanctions are maintained at present, promote North Korea's fisheries resource research project. Second, boarding of North Korean's fisherman in Korean fishing vessels, conducting the fishing project in North Korea's East sea, and importing North Korean seafood can be aided if commercial transactions are possible with North Korea. Third, South Korea will support aquaculture facilities and aquatic feed, fisheries processing facilities and technology transfer, fishery equipment support, training of fisheries and aquaculture technicians, fishery fishing technology transfer, and training of fisherman when a comprehensive economic cooperation project is possible with North Korea.

A Study on the Readjustment Plans for Solution of Conflict in Gaeseong Complex - Centering around the Inter-Korean Commercial Arbitration System (개성공단 분쟁해결 제도 정비방안 - 남북상사중재제도를 중심으로)

  • In order to achieve full-scale economic cooperation between North Korea and South Korea, the Gaesong Industrial Complex should reopen first. In this case, the Inter-Korean commercial arbitration system should be clearly established to effectively resolve the disputes arising in the special economic zones of the Gaesong Industrial Complex. Even though the Inter-Korean Investment Security Agreement, the Agreement on the Resolution of Commercial Disputes between North Korea and South Korea, the Agreement on the Formation and Operation of the Inter-Korean Commercial Arbitration Committee, and the Agreement on the Formation and Operation of the Inter-Korean Commercial Arbitration Committee in the Gaesong Industrial District are in place, specific arbitration procedure is not concretely agreed upon and realized between the two Koreas. Therefore, the realization of commercial arbitration between them led by the Ministry of Unification or the government should be accomplished. In addition, it is necessary to consider the administrative trial or administrative litigation system in order to deal with administrative disputes that are not subject to commercial arbitration. Lastly, discussions on legal integration between the two Koreas should continue, focusing on the special economic zone of the Gaesong Industrial Complex, in order to prevent integration from being hindered by a different culture for a long time.

Development of an Economic Education Program Model for Young Children Related to Korean Seasonal Customs (세시풍속과 연계된 유아경제교육 프로그램 모형 개발)

  • This study developed a model economic education program for young children related to Korean seasonal customs. The model was developed via literature reviews and survey research concerning teachers’' recognition of ‘'early childhood economic education’', consultations with professionals in the field, and testing and modifying the program. The goals of the model program were: teaching children to understand basic economic concepts, helping children to develop an economic attitude that emphasizes interdependence, and acknowledging the importance of eco-friendly economic values. The model includes three educational areas and 21 content areas including understanding the concept of exchange, sharing and cooperation, and circulation with nature. This study also developed 37 early childhood economic education activities using the teaching and learning methods of experiencing nature, virtual experience, real life experience, and traditional games experience.

Economic Analysis of an Internet Portal, 'NANOIN'

  • In this research, economic analysis of Integrated Information System for Nano-convergence Industy (hereafter 'NANOIN'), which was developed and has been in operation by Organization of Nano-convergence Industrial Cooperation, is conducted. For this purpose, the research has been carried out in the following order. First, NANOIN user's maximum willingness-to-pay is estimated using contingent valuation method, the number for NANOIN users is estimated using Bass Diffusion Model, and annual benefit from NANOIN is estimated. Next, annual cost from NANOIN is estimated using annual budget for NANOIN related planned activities. Finally, economic value of NANOIN is evaluated using economic analysis applied to the estimated annual NANOIN benefit and cost. From the economic analysis, it is found that NANOIN has some economic value. It is expected that the procedures suggested in this research can help to systematically evaluate economic value for public goods which have not only uncertain benefit from user's side but also uncertain demand just like NANOIN.

A Study on the Improvement of Regulations on Economic Counterintelligence

  • Although the National Intelligence Service Act has been amended considering the growing importance of economic counterintelligence, a clear interpretation of certain provisions and improvement of the effectiveness of economic counterintelligence are required. This article presents some suggestions for regulations on economic counterintelligence. Firstly, the meaning of the term "disturbance of economic order in connection with foreign powers" will become clear by interpreting it with the terms of the Counterintelligence Duty Regulation and by setting categories referring to the U. S. regulations. Secondly, counterintelligence authorities' request for cooperation may be reinforced by amending relevant regulations or by applying a special procedure for the acquisition of data. Finally, strengthened punishment for activities in connection with foreign powers may improve the efficiency of counterintelligence. For these reasons, this paper aims to present a direction for the future, focusing on this new economic counterintelligence.
