How is Scientific and Technological Knowledge Linked in Technological Innovation in Korea? (우려나라 기술혁신에서의 과학-기술 지식연계 특성분석)

  • Technical change and technological innovation have become major drivers of economic progress in the knowledge oriented economies where growth, productivity, and competitiveness are increasingly based on improved technologies, novel products, upgraded processes or customized services. The creation of new knowledge, modifying or improving existent knowledge, or imitation of others, has become central to economic development. New discoveries, state-of-the-art information gathering procedures, or successful problem solving routines are often at he core of these innovations. Despite the generally acknowledged importance of science in many high-tech areas of major economic relevance, there is few science-related statistics to be found in high-profile international benchmarking reports. This paper aims to provide an answer by advancing our understanding of the possibilities of indicators quantifying linkages between science and technology. Central are the concepts of innovation capability and science/technology interface, which are used to assemble a wide range of empirical studies and quantitative indicators to summarize their possibilities and limitations for producing comparative statistics. For the purpose of the study, we extracted the US patents by Korean assignees or inventors, scientific papers cited in the patents in order to analyze the characteristics of linkage of scientific knowledge flows. The review focuses on indicators dealing with flows of written or codified information, and indicators of inventiveness that capture the non-codifiable tacit knowledge dimension. General conclusions will be drawn with a view towards further developments in the foreseeable future, suggesting new avenues for the design and implementation of patent-based and inventor-based relationships between scientific research and technical development within the context of regional or national systems of innovation.

Investment Benefit Analysis of Safety Assessment and Inspection Technologies of Hydrogen Bus Fuel System Using Contingent Valuation Methods (조건부가치측정법을 이용한 수소버스 연료장치 안전성 평가 및 검사기술에 대한 투자 편익 분석)

  • Recently, the government has been expanding the supply of hydrogen vehicles according to the roadmap for vitalizing the hydrogen economy, but is developing safety assessment and inspection technology for the relevant vehicles. This study analyzed the prevention of hydrogen bus accidents' economic effect that arises from the application and development of large-capacity CHSS oil pressure repetition-test assessment technology, hydrogen bus internal chamber pressure transmission and emission volume inspection technology, among various technologies capable of assessing the safety of a hydrogen bus fuel system. To this end, the contingent valuation method (CVM), one of the value evaluation methods of non-market goods, was applied to investigate users' willingness to pay for each inspection technology. The survey for users' willingness to pay was conducted by attaching posters to promote surveys on the internet and within buses to the entire public. As a result of the analysis, the average WTP of the hydrogen bus internal chamber pressure transmission volume inspection technology was 25.3 KRW, the average WTP of the hydrogen bus internal chamber pressure emission volume inspection technology was 18.6 KRW, and the average WTP of the large-capacity CHSS oil pressure repetition-test assessment technology was measured at 16.7 KRW. In addition, the costs and benefits of the introduction of the relevant inspection technology were defined through the interviewing of experts at related research institutions and businesses. As a result of conducting an economic analysis (4.5% discount rate) according to the development of each inspection technology, economic feasibility was seen in all assessment and inspection technologies. As much as the technology is indispensable for the safe use of hydrogen buses, it shows that investment in related technology is very necessary in the future. However, because it was decided that the relevant analysis will differ according to the distribution rate of hydrogen buses, further analysis following this future distribution rate of hydrogen buses is needed, and future users should be made clearly aware of the safety and environmental nature of the technology.

Economic Valuation of Multi-functionality on an Eco-pastoral system in Alpine grassland (산지생태축산의 다원적 기능에 대한 가치 평가)

  • This study examined the multi-functionality of an eco-pastoral system in alpine grassland and measured its economic value. The multi-functionality can be divided into three categories: direct-use value, indirect-use value, and heritage value. Direct-use value includes both extractive (forage and livestock production) and non-extractive (recreation and tourism) functions. Indirect-use value includes the functions of water conservation, soil erosion control, atmospheric control, landscape, livestock-manure management, and forest firebreaks. The heritage value includes the function of species diversity. The results showed that the annual value for 1 hectare of the eco-pastoral system in alpine grassland's direct use was estimated to be 21,090,874 Korean won; the indirect-use value was 15,562,203 won when the landscape in grassland system, and 16,018,224 won when the landscape comprised in silvopastoral system. The value of the species diversity in heritage terms ranged from 767,273 to 1,578,845 won, depending on whether it included any endangered species. The total value of multi-functionality of the eco-pastoral system in alpine grassland was estimated to be a minimum of 37,420,350 won/ha and a maximum of 38,687,942 won/ha. The results of this study can provide useful insights for the eco-pastoral system in alpine grassland policies in Republic of Korea.

The Nonlinear Association Between Internet Using Time for Non-Educational Purposes and Adolescent Health

  • Objectives: This study was performed to consider the association between Internet using time for non-educational purposes and adolescent health, and to examine how health status differs between Internet users and non-users. Methods: We analyzed 2009 data from the Korea Adolescent Risk Behavior Web-Based Survey, conducted on a nationally representative sample of students in grades 7 to 12. A total of 75 066 adolescents were categorized into four groups according to their Internet using time excluding using for educational purposes: non-Internet users (NIUs), occasional Internet users (OIUs) (<1 h/d), moderate Internet users (MIUs) (${\geq}1$ and <2 h/d), and heavy Internet users (HIUs) (${\geq}2$ h/d). Health factors included eight health risk behavior indices, four mental health indices and six physical health indices. Results: The distribution of Internet use was as follows: NIUs 17.4%, OIUs 68.1%, MIUs 12.7%, and HIUs 1.7%. In multivariate analysis, using OIUs as a reference, U- or J-shaped associations were observed for five health risk behavior indices (current smoking, current drinking, drug abuse, sexual intercourse, sedentary behavior on weekdays) and four mental health indices (stressed, depressed, suicidal ideation, attempted suicide) in both genders. After removing confounding effects, including age, region, school type, subjective school record, subjective economic status, presence of parents, living with family, and sedentary behavior, these associations were still observed. Conclusions: Health professionals should consider both Internet non-users (for non-educational purposes) and heavy users to be high-risk groups in terms of health status. Also, more well-designed studies are needed to clarify what factors are working in these nonlinear associations.

Augmentation of Thermotolerance in Primary Skin Fibroblasts from a Transgenic Pig Overexpressing the Porcine HSP70.2

  • A high environmental temperature affects the economic performance of pigs. Heat shock protein 70 (HSP70) has been reported to participate importantly in thermotolerance. This study aims to produce transgenic pigs overexpressing porcine HSP70.2, the highly inducible one of HSP70 members, and to prove the cellular thermotolerance in the primary fibroblasts from the transgenics. A recombinant plasmid in which the sequence that encodes the porcine HSP70.2 gene is fused to green fluorescence protein (GFP) was constructed under the control of cytomegalovirus (CMV) enhancer and promoter. Two transgenic pigs were produced by microinjecting pCMV-HSP70-GFP DNA into the pronucleus of fertilized eggs. Immunoblot assay revealed the varied overexpression level (6.4% and 1.4%) of HSP70-GFP in transgenic pigs. After heating at $45^{\circ}C$ for 3 h, the survival rate (78.1%) of the primary fibroblast cells from the highly expressing transgenic pig exceeded that from the non-transgenic pig (62.9%). This result showed that primary fibroblasts overexpressing HSP70-GFP confer cell thermotolerance. We suggest that transgenic pigs overexpressing HSP70 might improve their thermotolerance in summer and therefore reduce the economic loss in animal production.

  • This research is about brief accomplishment analysis of Low-Income Class Business Incubator Project, based on applicants' perspective who has been supported by this project, which is funded by the enterprise. As a result of 'quality focused evaluation method', it shows that Low-Income Class Business Incubator Project's applicants experience both economic and non-economic accomplishments such as "work with responsibility," "better future in reality," "Self and change of relationships around self". It concludes that "experience of difference" or "providing hope for Low-income class" brought positive effects on applicants who participated in this projects. The study revealed the virtue of this Low-Income Class Business Incubator Project and reassured its message: the importance of major corporate' responsibility in solving social issues, especially in poverty and its independence.

  • Recent study about near-surface is proposed to overcome non-economic of underground railway and to reduce people's complaints of ground elevated railway. In this report, precast modular structure system replacing temporary facilities is applied to ensure the construction ability and economic feasibility. To verify the performance of connection joint between permanent structural wall and upper slab, loading test is carried out. As a result of the test, wall replacing temporary structure to slab connection is possible to transfer bending moment. By 30% increase of bending resistant performance for connection joint using coupler, coupler connection joint is more advantageous to resist bending moment compared to channel connection.

  • Wide spread application and non-biodegradability of the poly(ethylene terephthalate) generate a huge amount of waste and disposal, posing serious environmental problems. Disposal of the PET wastes also can be thought as an economic loss of valuable chemical resources. We present various ways of feedstock recycling of PET waste to deal with environmental and economic problems. Feedstock recycling is one of promising technologies. It is based on the concept of depolymerizing the condensation polymer such as PET through solvolytic chain cleavage into low molecular products which can be purified and reused as raw materials for the production of high quality chemical products.

An Analysis on Joint Choice of Tenure and Dwelling Type in Cheonan (천안시 주민들의 주택보유형태 및 주택점유형태 결합선택 분석)

  • This study explores the plausible socio-economic variables that influence joint choice of tenure and dwelling type in Cheonan. For estimating these joint choice models, multinomial logit framework is employed. Following the practice of other studies, we chose the age of householder, education level of householder, occupation of householder, residence duration in Cheonan, experience of capital area residence, plan of capital area move and the monthly income of household as socio-economic variables, and size of house, access of subway area, residence area as house characteristics. According to the estimation result, we can derive som implications. For example, the higher monthly income of household, more member of student, bigger size of house, longer residence duration of Cheonan, the more they prefer owing house apartment to renting it. In addition, as householders are older, size of house is bigger, they prefer owing-non apartment to owing house-apartment.

A Study on the Activation of Coastal Passenger Routes in Korea: At a Management Level in the "P" Car-ferry Liner (우리나라 연안여객항로의 활성화에 관한 연구 -P선사의 진해-거제항로를 중심으로-)

  • The purpose of this study is to activate Korea's coastal passenger shipping by improvement of the deterrent factors on the basis of field data collected in order to help stimulate it and enhance its competitiveness. As the representative model of this study, the "P" car-ferry liner was chosen, whereby various deterrent factors were observed in the course of the SWOT analysis and through the questionnaires. The major deterrent factors in summary were inflexible government regulations for additional ship operation, disadvantages of taxes policy, port facility shortages, non-allowing of ship's night operation, complicated and inflexible ship's operation controls by the concerned authorities, unreasonable divisions of steaming areas, and existences of obstacles on the ship's running routes, etc. which considered all are important to activate the liners.
