The digital tax, recently referred to as the Google tax was finally agreed at the 31st General Assembly of the OECD (October 8, 2021) with full support by 136 countries and will take effect from 2023. The purpose of this study is to analyze the digital tax prepared by the OECD for global MNEs, and to suggest the impacts on the Korean industry and to present the Korean governmental countermeasures. As the first study, we analyzed the international agreement on digital tax. In results, we found that even if global MNEs do not set up a business operation in overseas countries, if sales and profits are generated, 25% of the excess profit is borne as tax (pillar 1), and when MNEs do business in all the countries, they are liable to at least a 15% tax (pillar 2). We think that countries around the world have prepared a minimum countermeasure to protect their companies in anticipation that global MNEs will easily encroach on their markets in the future. As the second study, in order to discover the reason why the MNEs are so strong, we investigated the trends of Google and B2B SaaS companies in details. In results, we discovered that the global MNEs establishes a digital platform partnership ecosystem that enables them to enter foreign markets easily and expand rapidly. In conclusion, as a countermeasure for the Republic of Korea, governmental policies were proposed at the corporate (startup nurturing), industry, and national level respectively.
With the changing safety services and social order systems accompanied by the economic development and changing public security environment since the Chinese economic reform, the security service industry in China is growing daily and related problems are increasing. For the Chinese security service market to be activated, the monopoly of security services by the public security agencies must be removed. In addition, the research and development, expansion, and applications of safety and crime prevention technologies regarding the safety and protection of exhibition, sales, culture, sports, commerce activities, combinations of safety technologies and crime prevention processes, the provision of relevant technical operations, and the expansion of security service areas are required. Furthermore, the administration rights, property rights, and business management rights of security companies must be separated, the security headquarters must be integrated and coordinated for optimization of various resources solely by market needs, and their rights and affiliation relations must be clear. Besides, the competitiveness of security companies in the security service market must be enhanced by unifying the business management, and optimizing and sharing their resources. The security service ordinances of China that have been implemented now must be applied realistically, methods to activate the true market economy for security services must be researched, and various ordinances related to security services must be realigned in line with the characteristics of security services. Finally, for the mutual cooperation system between public and private security services, the public security agencies must acknowledge the importance of private security services and the status of security service providers in crime prevention and social order maintenance. They must establish partnership relations with each other beyond the unilateral direction and management system for security services and drive with positive attitudes the security service industry which is still in its infancy.

Community-based ecotourism (CBE), if well-developed can be a practical approach for promoting socio-economic well-being and sustaining ecological resources. The growth and its development worldwide especially in developing economies is a welcome development. The study aimed at assessing the Boabeng-Fiema Monkey Sanctuary in Ghana, as an example of traditional conservation system of management that has ensured greater community participation, equity, inclusiveness, and multi-level stakeholder partnership. In-depth interviews with key informants and documentary analysis of relevant peer reviewed and grey literature were the main qualitative data collection used. Results revealed that majority of the interviewees support and value the current system of traditional management. The enforcement of rules and regulations and other cultural and religious practices were discussed by key informants. Opportunities for multiple livelihood strategies as a result of the CBE is seen as critical for increasing local's acceptance and participation. The remarkable growth of the sanctuary, as well as the increase in human population, has created a shortage of land for domestic and other commercial purposes which is identified as posing a major challenge to the sustenance of the sanctuary. The study recommends diversification of livelihood opportunities presented by the presence of the sanctuary like the introduction of homestay concept, craft making- wood carving, painting, artisan shops.

The purpose of this study is to explore the present and future agricultural extension system and international cooperation systems for agricultural technologies in Ghana. The role of agricultural extension in the next decade should be quite different from what it was 10 years ago or even now. Its role as a facilitator of agricultural knowledge system would only increase as more participants from private sector would get involved in extension. The public sector extension would still continue to be the major extension provider in most parts of the country as the private sector alone would not be able to meet even partially the varied needs of farmers. Internal reforms are thus going to be the greatest challenge for the Ghana Extension System. The cooperation systems work in partnership with other stakeholder to provide agricultural extension and advisory services to farmers. Innovations (information/knowledge) emerging from the seed industry may be seen as dynamic and systemic process which can emerge from many sources. KAFECI's interventions must be flexible to accommodate such changes if the need arises in subsequent years (year 2 & 3). The framework and tools for technology transfer and dissemination is developed on "innovation platform" where a group of stakeholders/collaborators with diverse social and economic backgrounds, work towards a common objective or challenge.
Central Asian Countries had been independent in 1991 from USSR. Since then it have been increasing foreign trade and investment amount with outside countries including China, Japan, EU and South Korea. Korean enterprises and entities have endeavored to secure plentiful natural resources, oil and gas energy and expand the market share to exporting the consuming and industrial competitive goods and services for those countries. In the case of disputes of commercial transactions and investment, arbitration is regarded as a dispute resolution system which has been preferred in international transactions and investments by the business world. Since the collapse of the USSR, Central Asian Countries have worked to modernize its arbitration law and procedure to conform with international standard rules. Arbitral legislation in Central Asian countries is based on the Model Law as adopted in 1985. However, CIS's legislation systems of arbitration are not satisfied with the international standard in national laws and practices. That is the reason to consider for the specific parliament about arbitration for the dispute resolutions in the commercial transaction and investment between Korean enterprises and CIS. In this article, it is discuss problems and its alternatives in the dispute resolution about the commercial transaction and investment into Central Asian countries including the tendency to the increasing the trade volumes of goods and investment between South Korea and CIS. According to this article, South Korea consider the long term strategy followed the preferred economic relative partnership for business success on commercial transaction and investment with the Central Asian Countries.
The problems and needs of families in Hong Kong are becoming more complex. Traditional family structures and functions are rapidly eroding. Moreover, family problems are further exacerbated by a growing number of socio-economic issues including rising divorce rates and extra-marital affairs. continuous family reunion migration from Mainland China, emotional and financial cost of caring for the older people and the changing economy which has pushed more families into hardship. In effect, more and more families are becoming vulnerable to risk. Traditional family services in Hong Kong are varied in mode, operation and provision, often overlapping in service boundaries with other family-oriented programs. In many instances, family service centers are stretched far beyond their capacity. As a consequence, they become too reactive, remedial and casework dominated. The University of Hong Kong Consultant Team recommended that family service programs have to protect vulnerable families and strengthen family capacities to promote maximum independence. The direction of family services is summarized as: strengthening families; child-centered, family-focused and community-based. New integrative family service centers aim at attaining the principles of promoting accessibility to users with minimum physical, psychological and administrative barriers; early identification of needs and intervention before the further deterioration of problems; integration of services cutting across program boundaries, and partnership between service providers to achieve efficient and effective use of scarce resources. Under the new model, multi-skilled teams can respond more proactively to a wide range of social needs, rather than addressing needs in isolation. To demonstrate the effectiveness of the new model, the consultant team has been commissioned by the government to evaluate the performance of these two-year pilot projects. More importantly, a coherent and family-friendly social policy should be formulated to strengthen family capacity against family-related problems.
CEPA (Comprehensive Economic Partnership Agreement) between India and Korea may vitalize Korean economy more and more. Currently most of Korean firms have entered into manufacturing industries like electronics and automobiles. But only a few Korean companies are trying to penetrate into Indian green industry so this paper suggest how to enter into Indian green industry, especially renewable energy sectors. First, Exporting main shaft, tower-flange and polysilicon products can be considered, as a first step of entry mode. Second, entry mode based on contract like technology licensing, strategic alliance and joint venture establishment can be also one of options. For example, Korean solar energy industry which show more competitiveness than that of Indians should try to make technological licensing on PV modules. In addition to this, they should also try to make joint ventures with right Indian partners and build up 'Solar City' nearby regions like Gurgaon in India where many Korean firms are located. Korean shipbuilding firms like Hyundai Engineering which keep on developing wind turbo engines can also try to make strategic alliance with Indian firms like Suzlon which has strong competitiveness. After that, they should explore Korean and Indian wind sector markets together. Third, brownfield investment can be last and final option as a entry mode as we consider the peculiar characteristics of renewable energy industry. Lastly, Korean government which are rush to indulge into green business should formulate more proper and realistic policies to give big incentives the concerned firms which are trying to open international green market so government should make Korean green firms not to lose good market opportunities related to green industry like renewable energy sectors. Renewable energy sectors are basically regarded as infrastructures so close contact to Indian central government as well as state government will be also required.
The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.
This study started with concerns for corporate philanthropy that is emerging as an alternative for resource development of social work field in Korea. However, corporate philanthropy is not operating as an accomplished conception yet, but as a type of the practical discourse. Therefore corporate philanthropy is interpreted a multiplicity of meanings is used ambiguously in social work practice field. This is because theoretical reviews on the conceptual thinking of corporate philanthropy are scant and is in need of empirical inquires into conceptual perception of social workers who uses this concept as a stakeholder to corporate philanthropy. After analyzing the data using Q methodology, the result shows that social workers' major perception patterns on corporate philanthropy perspective consists of three patterns; Win-Win Partnership, Social-obligation, Strategic Materialism. These patterns are classified by the dimension of 'classical view', 'socio-economic view', 'modern view' and 'philanthrophic view'. This result will attribute to develop theories, social work practice program and social worker' training program related corporate philanthropy. And to give facilities for lucid communication among practice and theory in social work field as it materializes the explicit conception of corporate philanthropy that is understood ambiguously in Korea.
It is needed to advance into the global market at the present time, which has the best educational contents along with the Korean Wave. In this study, an analysis was conducted to emphasize the necessity of entering educational contents into the global market, and in the necessity of disseminating educational contents and branding educational contents were approached. The strategies to enter the global market for educational contents are as follows; First, the government established a strategy for disseminating and using educational contents to expand overall cultural exchange with developing countries. Second, localization strategy for continuous growth of educational contents. Third, localization of contents and formation of partnership for local resistance, which is a response to unilateral propagation. Through the advancement of educational contents to the global market, it will be possible to sustain not only the positive effect on the national image, but also the economic effect that Korean Wave originally has.
