문화도시의 충족조건: 인천 남구의 문화환경정책을 중심으로 (Requirement of Cultural City : Focusing on the Cultural Environmental Policy of Nam-gu, Incheon)

  • 현대사회에서 문화는 도시민들의 삶의 질 향상과 도시의 활성화를 위한 필수불가결한 요소이다. 새로운 도시패러다임으로 '문화도시'가 급부상하는 것도 이러한 맥락에서 이해할 수 있다. 세계적인 도시들이 문화도시를 표방하고 있으며, 국내 지자체 역시 문화적 요소를 가미한 도시정책을 추진하고 있다. 특히, 인천 남구는 문화도시의 성공적인 사례로 소개되면서, 타 지자체의 본이 되고 있다. 남구의 문화환경정책은 문화를 향유할 수 있는 기반시설, 문화적인 도시경관 및 생활공간 조성, 그리고 풍부한 컨텐츠를 갖추고 있다고 평가할 만하다. 문화도시는 문화친화적인 도시로 '지속가능한 도시발전'을 추구하는 것에 진정한 의의가 있다. 이를 위해 문화환경정책의 방향성을 확립하고, 관련 법 및 제도를 강화해야 할 것이다. 또한 도시계획 시, 문화계획을 고려해 문화지향적인 도시개발을 추진해야 한다. 무엇보다도 시민들의 역할과 방향을 제시, 파트너십을 제고하고 인간이 중심인 문화도시를 만들어가는 것이 중요하다.

국내 물류기업의 베트남 진출 비즈니스 모델과 시사점 - 베트남 북부 지역을 중심으로- (A Study on the Business Model and Implications of Korean Logistics Companies into Vietnam -The Case of Northern Vietnam-)

  • 본 연구는 베트남 북부지역 하노이, 하이퐁 지역을 중심으로 최근 이루어지고 있는 국내물류기업들의 비즈니스 모델을 검토해보고 시사점을 제시하였다. 기 진출한 물류업체(선사, 물류업체, 현지업체 등)와의 협력을 통한 물류서비스를 제공하는 비즈니스 모델들을(연안운송, 물류센터 및 ICD 운송, 콜드체인, 국경통과, 항만개발 등) 소개하였다. 이 모델별 단기/중기로 나누어 파트너 쉽 방안을 제시하면 단기적 사업으로는 Warehouse, ICD, Trucking 사업 등을 들 수 있으며 기 진출한 우리나라업체들과의 협업이 가능하며 창고부문 투자 이외에 ICD와 트럭킹 사업은 로컬업체와 조인트 벤처 투자(로컬업체 51% 이상 투자)가 필요하다. 또한, 장기적으로는 연안운송, 국경간 운송, 트럭킹, Deep Sea 신항만 투자 등을 고려할 수 있으며 전부 현지파트너 쉽이 필요한 사업이어서 로컬 업체는 51% 이상의 투자지분이 요구된다.

농업현대화를 위한 제도적 공동협력 프레임워크구축에 대한 연구: 우간다 Abim지역의 사례를 중심으로 (The Imperatives of Institutional Framework and Collaboration Mechanism in Agriculure Modernization-The Case of Abim District, Uganda)

  • 본 연구에서 우간다는 농업 현대화를 달성하기 위한 적절한 제도적 틀이 부족한 것을 알 수 있다. Constellation Model을 기반으로 본 논문에서는 다양한 이해 관계자에 의한 지배 구조와 행동의 다양한 수준에서 정책과 제도적 협력을 통해 농업 발전을 촉진하는 효과적인 방법을 제안한다. 먼저 이론적 관점에서 Abim 지역에서 농업발전이 가진 의미를 고찰하고, 이 지역 농업발전과 관련된 현행 제도적 장치와 협력 관계를 평가한 뒤, Abim 및 북부 우간다 지역의 농업 및 사회경제적 문제를 해결하기 위한 효과적인 제도적 협력 구조를 탐구한다. 본 논문에서의 중요한 결론은 제도적인 문제들이 우간다에 농업발전에 중요한 역할을 하며 제도적 격차, 관료적 행태 등이 농업 현대화를 저해하는 요인이라는 것을 밝혀냈다. 따라서, Abim지역의 주요한 개발파트너들과 지속 가능한 협력을 통해 상호 연계를 강화할 것을 제안한다.

제3자물류의 실태분석 및 활성화 방안에 관한 연구 (A study on the current status and ways of activating 3PL)

  • Despite the importance and necessity, the 3PL has not been activated to date. Among many views, customers claim that logistics service provider(LSP) are not prepared or capable of offering satisfactory 3PL services, while LSP emphasize the lack of mutual trust, closed corporate culture of the customer and excessive demand for reducing the costs. With this keeping in mind, it surveyed difference of perception between users and providers of 3PL services in terms of the actual status of using 3PL services, the degree of satisfaction and key factors for selecting 3PL provider through the questionnaire. As shown in this study, 43.3% of the respondents outsourced logistics services. However, Most company outsourced only inland transportation (49.5%) which is a simple and limited scope of 3PL services, but it also indicated that the percentage of users have ranged was less then 10% in outsourcing their whole logistics sector to 3PL provider and employing other logistics functions. Among respondents, a majority of the service provider stated that they offered satisfactory cost-saving to the customers, while users felt that the degree of satisfaction for using 3PL services was evaluated as at an average level and they more highly regarded the strong partnership of their 3PL provider rather than the saving of cost and improvement of customer's services. Moreover, in contrast to the 3PL providers which regard the most important factor for selecting 3PL service provider is the logistics cost quoted, users of 3PL services felt that the quality of services was more significant than the reduction of cost, and this tendency for selecting 3PL providers was shown in more advanced countries. While users of 3PL services indicated that the main reason for not using 3PL services was to avoid disclosing information of their business and it costs much for employing 3PL providers than doing themselves, 3PL providers thought it was due to reluctancy of opening information and resistance from the logistics division engaged in logistics activities concerned. Accordingly, providers and users of 3PL services should trust each other and prepare plan to activate 3PL services under the collaborative relationships as soon as possible.

Sustainability Appraisal of Chinese Railway Projects In Nigeria: Afoot

  • It is no news that Nigeria's infrastructure challenge is enormous. In the global ranking, Nigeria ranked low in quantity and quality of its infrastructural provision which has a great impact on the ease of business transaction. Low investments in transportation have brought about the current infrastructural deficit. Recently, the Nigerian government has made effort to address at least to some extent the infrastructural deficit through Public-Private Partnership, but this has not yielded the desired result. Moreover, the sustainability issues relating to railway projects such as, emissions, noise pollution, ecosystem, and other environmental issues calls for urgent attention. Hence, this necessitated consideration on sustainability appraisal for the Chinese rail project in Nigeria. This study reviews sustainability of railway projects built by the Chinese firm in Nigeria with particular emphasis on the environmental and social impact of these projects. The study further identified issues and challenges in project implementation with a particular focus on civil dialogue and community engagements. A detailed literature search was conducted on railway projects and infrastructure by systematically reviewing selected published articles.The analysis of the selected articles identified sustainability issues and potential for improvement of Chinese railway projects and how they contribute to or inhibit competitiveness in the Nigerian railway market. From the literature searched, some of the projects constructed by Chinese firm revealed that there is economic and social impact of railway projects delivered by the Chinese firm in terms of capacity development and knowledge transfer potentiality. For instance, in the just concluded Lagos-Ibadan railway projects, the study gathered that the project brought about 5000 jobs and local staff were trained by the Chinese company, this will boost man power and local content capability. Also, it will significantly improve Nigeria's infrastructure and boost its economic development. The study suggests that Nigerian government should ensure and provide an enabling environment that is conducive for investment on the continent. Peace, improved security, and decent governance are the best conditions for sustainable transportation growth.

도시재생사업에서 민관 파트너십의 활용 방안: 거버넌스 관점에서 본 유형 및 사례를 중심으로 (Utilization of Public-Private Partnerships in Urban Regeneration Projects: Focusing on Types and Cases from a Governance Perspective)

  • 본 연구의 목적은 도시재생사업의 효과적인 추진과 사업구조 구축을 위해, 거버넌스의 관점에서 민관 파트너십의 활용 방안을 모색하는 것이다. 연구결과를 요약하면 다음과 같다. 첫째로, 거버넌스의 관점에서 본 도시재생사업에서의 민관 파트너십 유형은 중앙정부 주도형, 지방정부 주도형, 민간사업자 주도형, 지역주민·커뮤니티조직 주도형으로 분류할 수 있다. 둘째로, 해외사례 분석을 통해 선진국들은 다양한 민관 파트너십의 구성을 통해 도시재생사업을 효과적으로 추진하고 있음이 확인된다. 셋째로, 국내의 도시재생사업에서 민관 파트너십 활용 방안으로, 도시재생사업의 유형과 규모의 다양화 방안 마련, 다양한 민관 파트너십 활용을 위한 제도설계 마련, 다양한 민간참여의 활용을 위한 교차보조 방식의 활용, 투명하고 효과적인 민관 파트너십에 필요한 사회적 자본의 형성 방안 마련을 제안하였다.

한국 자연보호구역 현황 및 향후 개선방안 -호주의 사례를 중심으로- (The Current Status and Future Prospective of Protected Areas in Korea - Case study in Protected Areas of Australia -)

  • This study aimed at comparing protected areas of Korea and Australia based on international conservation criteria by IUCN and analyzing what we need to improve for future management of protected areas of Korea. The registration status of protected areas of Korea listed on IUCN were 11 places in the Ia, 17 in II, 7 in IV, 7 in V; in total 42 places were recorded. However, the lists were missing many important areas. In Korea, we have only 4 protected area categories out of 6 indicating ecological diversity and management in its protected area system are insufficient. On the other hand, 9340 protected areas of Australia were listed on IUCN and evenly distributed in the total of six categories. Therefore, Korea should investigate measures for system establishment which ensures the diversity and indicative of our natural ecosystems and establish balanced system of protected areas including all IUCN categories I-VI through revaluation of natural, cultural, economic and social conditions and the needs.

How to Strategize ROO Schemes for Korea-Indonesia CEPA

  • Nine FTA like Korea-Chile FTA, Korea-Singapore FTA, Korea-EFTA FTA, Korea-ASEAN FTA, Korea-India CEPA, Korea-EU FTA, Korea-U.S.A. FTA, Korea-Peru FTA and Korea-Turkey have been concluded and implemented in 46 countries as of May, 2013. In addition to these nine FTA, Korea has been negotiating FTA or CEPA(Comprehensive Economic Partnership Agreement) with China and Vietnam and Indonesia. Now Korean government is about to conclude FTA agreement with Indonesia which is one of crucial trading partners in Asian countries so the objective of this paper is to suggest how to design ROO schemes properly in such upcoming FTA agreement since more activation of trade and more utilization of FTA can be depend on the details of ROO schemes. As a result, this paper suggests well-design of ROO schemes as follows ; First, self-issuance origin proof system can be considered because authority-issuance origin proof system may reduce the utilization ratio of FTA. Second, combination of indirect and direct verification system in terms of origin verification system will be more preferable because this will be more fitting to Asian countries as considering trading environments and characteristics of Asian market. Third, criteria to determine origin can be based on wholly obtained plus substantial transformation system which contains CTC plus VC along with some percentage of de minimis. In addition to this, the number of products stipulated in PSR should be minimized and applied similar manner to avoid complexity of deciding origin.

민간투자사업의 후생효과 분석 (Analysis on the Welfare Effect of the PPP Implementation)

  • 본 연구는 공공부문과 민간투자사업자를 포함한 일반균형모형을 사용하여 재정사업과 BTL 민간투자사업의 후생 차이를 비교 분석한다. 다른 모든 조건이 동일할 때 정부가 세입 세출을 동일하게 유지해야 한다고 가정할 경우, 민간투자사업하에서의 국민경제 후생수준이 재정사업하에서의 후생수준보다 높은 것으로 나타난다. 정부가 균형재정의 제약을 회피할 목적으로 민간투자사업을 무리하게 추진하는 경우 미래의 임대료가 모두 부채로 간주되기 때문에 상당한 사회적 비용이 초래될 수 있음을 명시적으로 보인다.

How to Enhance International Competitiveness of Korean Pharmaceutical Industry with CEPA as a momentum?

  • CEPA(Comprehensive Economic Partnership Agreement, hereinafter CEPA) between India and Korea may influence some changes on Korean pharmaceutical industry which shows less competitive advantages than Indian industry in many regards. So the purpose of this paper remains on suggesting the way of enhancing international competitiveness for Korean industry on the basis of double diamond model. Through the comprehensive and deep analysis, our findings on recommendable business strategies for Korea are as follows ; in terms of factor conditions, first, cooperative strategy in R&D for developing generics will be required. Second, Introduction of CMO business can be considered. In terms of demand condition, Korean firms should find out the chance for demand creation in Indian market which has future market potential and American market exploration, as soon as possible. With regards to strategy, structure and competition, trying M&A with leading Indian companies and utilizing well organized medical professionals in India will be considered. In the points of related and supportive parts, lastly, Korean government should try to make so called "National Strategic R&D committee" for pharmaceuticals and bring u-healthcare service to Korea in the first place. If Korean pharmaceutical industry implement above-mentioned strategies, CEPA can be turned into business opportunities from the crisis. As a result, Korean firms shall have more powerful global competitiveness eventually.
