한국 농촌지역의 임신효율 (Reproductive Efficiency)에 관한 연구 : 충남 서산지역을 중심으로

  • Recently in Korea, integration of F.P. & MCH programs for effective and efficient implementation of the health programs has been discussed actively. In fact, categorical health workers in fields have been trained and changed as an integrated health workers by government. But one of the most important problems that had to be solved for successful integration of F.P. and MCH programs, is that there must be a common indicator for the evaluation of the two health services (integrated indicator). We regarded reproductive efficiency (=R.E.) that had been proposed by Charlotter M$\ddot{u}$ller et al, as the good integrated indicator. The object of this brief article is to introduce the meaning of reproductive efficiency and to illustrate the usefulnesses of R.E. as the integrated health indicator by applying this indicator to the data from preliminary survey of Seosan demonstration project for integration of F.P. & MCH service supported by WHO. The results and conclusions are as follows 1) Definition of R.E. is the percentage of pregnancies that succeed in production normal, surving children after taking into account the frequency of all measurable types of adverse outcomes (End point for evaluation of survival is one year of age). 2) On the basis of the past pregnant history, reproductive efficiency of the 2,484 eligible women (15-44 years) was roughly 75% (But, in the concept of good births, it is not regarded whether the survived infant is normal health or not). 3) Compared with the results of the other two surveys of the rural area in Korea, reproductive efficiency has been slightly decreased than before, in spite of family planning and MCH services for past 20 years. Because the quantity of increased abortion rate overwhelmed that of the decreased infant mortality rate. 4) Reproductive efficiency has the object for measure many events during the period from the conception (Wanted pregnancy) to an normal surviving children as an 1 year of age. So these heterogenous adversities, ie, induced abortion, still births, spontaneous abortion, neonate & infant death, are aggregated as R.E. However, if the information of these important events and reproductive efficiency were given, R.E. is used as the comprehensive evaluation indicator for F.P. and M.C.H. after meticulous analysis the various components of R.E. 5) Economic loss for adverse outcomes of preg were pregnancy were calculated applying the medical cost at the relatively small sized hospital of small city. Economic loss for 100 cases of adverse outcome is 10,420,000 won, and economic loss for infant death is 46.1% of the total loss. So, it is rational to invest much more effort and than before to MCH programs.

Tracing Fiscal Sustainability in Malaysia

  • One of the concerns in the economic policy circle is the fiscal sustainability. This current research revisit the notion of fiscal sustainability for Malaysia using the Indicator of Fiscal Sustainability (IFS) developed by Croce and Juan-Ramón (2003) where we employ samples of time-series data from 1970 to 2017. The findings reveal that 40 out of 48 years, during which the calculated IFS algorithm is above the threshold of 1, imply Malaysia was fiscally unsustainable. Despite having been fiscally unsustainable, Malaysia's fiscal stance shows improvement as a result of fiscal consolidation and fiscal reforms during the sample period. This is shown by the improved calculated IFS algorithm on average, which the value improved from 1.465 in 1970-1993 to 1.377 in 1998-2004 and to 1.146 in the 2006-2013. From the policy front, this indicator can serve as a precautionary early warning measure in formulating future fiscal path for Malaysia. This can be executed by targeting debt ratio and shifting the allocation of expenditures away from less efficient toward more growth-enhancing ones, which eventually would regain fiscal space to counter any incoming economic shocks in the future. This can enhance the fiscal transparency and assist in formulating a fiscal policy strategy in Malaysia.

Directions for Linkages between Policy Measures and the OECD Agricultural Environmental Indicators (OECD 농업환경지표와 정책연계 방안)

  • Agricultural environmental indicators (AEIs) are useful tool for evaluating environmental performance induced by agri-environmental policy measures. General and specific criteria have been set to assess the linkages between policy measures and environmental states. In addition, a number of specific AEIs such as nutrient balance indicators and farm management indicators have been posit to review environmental performance associated with agri-environmental policy measures. The proposed environmental subjects encompass soil quality, qualities of underground and surface water, water resource preservation, species and genetic diversity, diversity for wildlife habitats, and agricultural landscapes. The developed AEIs may contribute to establishment or adjustment of environmental targets and ex-ante or ex-post evaluation for environmental performance associated with policy measures. In addition, the AEIs may be useful to consider introduction of new agri-environmental measures and enhance policy efficiency by assessing environmental performance, considering specific locality, and harmonizing support measures.

A Study on Elderly Parent's Perception of Emotion and Interchange with their Adult Children (노부모가 지각한 성인자녀에 대한 감정과 교류에 관한 연구)

  • The purpose of this study intended to fully understand from the point of view of the elderly parent's satisfaction in the living to adult children. The subject of this study was elderly parent's over 55 years old whom live in Iksan. The sample was composed of 146 cases. The data were analyzed using SPSS statistic program. The major findings were as follows : 1) The effective indicator was related economic parts ; earns, the cost of living, educational background, sex, affection. 2) The affection related between elderly parent's and adult children was found to be high and the conflict between them was found to be low. 3) The economic interchange between elderly parent's and their adult children was influenced by religion, cohabitance with adult children. The effective indicator was conflict and dependent emotions. The serviced interchanges was influenced by spouse, sex, earns.

  • Across many industries, benchmarking is considered useful method to improve their service quality and achieve competitive advantage. Benchmarking, especially, has emerged as an increasingly important approach to improving the performance of logistics system and enables successful logistics services and doing good business in logistics services. There are no, however, literature approach for the relationship between benchmarking and port. It is the highest worth researching the application of benchmarking method on the port, since port is the most important component in supply Chain. Therefore, this paper tries to demonstrate the application of the benchmarking method on the port. To do this study, the literature approach developed by several researchers for logistics benchmarking is used as the basic framework. In addition, the following studies are executed: First, the survey of previous studies on logistics benchmarking. Second, finding the indicator and selecting the target in the port benchmarking. Third, the systematic execution schemes of the port benchmarking. Finally, based on the above studies, this paper provides a background for discussions on the future prospects for the application of the benchmarking method on the port.

  • Coastal zone management indicators are being used as an important means of decision making in the process of policy establishment for integrated coastal management and implementation, and these indicators are very useful tools that enable the evaluation of the coastal zone management from an integrated perspective, the understanding and analysis of interactions according to each department. Accordingly, most of organizations in international society and advanced coastal states tend to develop coastal zone management indicator system in order to check current coastal environment, social and economic status, also to grasp effectiveness of the coastal zone management policy. In this research, therefore, the characteristics of coastal zone management indicator system was drawn through understanding of strength and weakness, and conducting comparative analysis of the coastal zone management indicator system according to each level having classified domestic and international coastal zone management indicator system into three aspects at large: natural and environmental aspect; social and economic aspect; and network aspect. As a result, following features were drawn as the common characteristics among the cases in the advanced coastal states: the management means for realization of sustainable coastal zone management; scientific decision making tools for various stakeholders; evaluation means for effectiveness of coastal zone integrated management; and dualization of coastal zone management indicator system; etc. Lastly, based on these common values revealed in the domestic and international coastal management indicator system, a suggestion for correct establishment of the domestic coastal management indicators was proposed in the regional aspect.

A Study on the Developement of Evaluation Indicator for Brand Self-diagnosis of Agricultural Management Organizations (농업경영체의 브랜드 자가진단을 위한 평가지표 개발)

  • This study is to develop evaluation indicator for brand self-diagnosis of agricultural management organizations and analyze importance weight to be used in the field. Self-diagnosis evaluation indicator of brand equity of agricultural management organizations were selected by brainstorming of brand specialists. As a result, six evaluation indicator of communication, organization, responsiveness, clarity, customer relations and quality control were selected. Importance weight of self-diagnosis evaluation indicator of brand equity of agricultural management organizations was analyzed by AHP(Analytic Hierarchy Process) and Fuzzy AHP. The results of Fuzzy AHP were as follows. Communication for 13.9%, organization for 6.5%, responsiveness for 9.9%, clarity for 7.7%, customer relations for 26.5%, and quality control for 35.5% respectively. In order to enhance brand equity of agricultural management organizations, first, cultivation guidelines should be set up to produce equal quality products among members. Second, quality levels need to be subdivided, brands and packages should be different by level. Third, persistent efforts to find new clients and distributors. Fourth, various efforts to maintain the existing excellent clients and distributors.

Locational Characteristics of Performing Art Industries and the Linkages with the Local Economic Landscape (공연예술 산업의 입지 특성과 지역 경제경관의 연계성)

  • The purpose of this study is to understand the locational characteristics of performing art industries and to investigate the linkages with local economy. For the purpose, we examine the spatial concentration of cultural and artistic resources in Korea first, and than focus on Seoul where the resources of performing art industries are concentrated to the utmost. To distinguish the distribution aspect and locational characteristics of performing art industries, we apply the Kernel density analysis and LISA (Local Indicator of Spatial Association) on the address data of performing art theater, gallery, and movie theater. In contrast to galleries and movie theaters. the spatial distribution pattern of performing art theaters reveals a unique local cluster centered on the Daehakro area. We confirm that the Daehakro area constitutes a performing art industry cluster in their dense distribution of various related activities making up the value chain of the performing art industry. Multiple regression analysis probes the related economic activities to explain the distribution of performing art theaters as well as the linkages with the local economic landscape.

Evaluating the Levels of Port Services by the Average Waiting Cost of Ships (선박당 평균대기비용에 의한 항만의 서비스 수준 평가)

  • This study estimates the port waiting cost of international trade ports in Korea by an opportunity cost approach. In the next step, we present a method to assess the levels of port services by the average waiting cost of ships derived from the results of the first step. Because the port waiting cost reflects the social cost, it is difficult to use as a service indicator even though it is the decision support information for a particular port facility expansion. The percentages of waiting ships and time also are insufficient indicators to reflect only the quantitative aspects by the time. However, the average waiting cost of ships in this study can be utilized as a service indicator to reflect waiting time and the loss of economic value simultaneously. It is also very useful information for a shipper and a carrier to select a port. Based on the average waiting cost of ships in 2007, it is analyzed in order of lowest service ports sequentially such as Pyeongtaek-Dangjin, Pohang, Donghae, and Samcheonpo. It is different from the sequential order of ports by the port waiting cost such as Pohang, Incheon, Gwangyang, Pyeongtak-Dangjin, and Ulsan. The port waiting cost is to a port authority as a key indicator what the average waiting cost of ships is to a port user as a useful indicator to evaluate the levels of port services.

An Indicator Analysis for the Development of Regional Balance of Korea (지역균형발전을 위한 각 지역별 특정지표 분석)

  • The purpose of this study is to analyze the development of regional balance of 16 metropolitan councils in Korea, using an indicator index analysis. In each council, 18 indicators of the year 2015 which reflect regional development have been selected to diagnose the performances of the three sectors: economy, social, and cultural infrastructure. For the index of economic indicators, Gyonggi-do records the highest number of the indicators and followed by Chungnam-do which reaches about 94% of Gyonggi-do. The lowest region is Gwangju Metropolitan City which shows only 57% of Gyonggi-do. In the social sector, Gyonggi-do and Seoul City have high indexes while Gyeongsangbuk-do and Gangwon-do show relatively low indexes. This implies that the national economic and social capitals are concentrated in Gyonggi-do and Seoul City. For the index of cultural infrastructure sector, Jeju-do is the highest council and higher about 58% than that of Gangwon-do which is in the second highest level. In particular, the greatest unbalanced sector among the councils is the cultural infrastructure in which Jeju-do is the five times higher than that of Gyonggi-do and Inchon Metropolitan City. As a result, the cultural infrastructure sectors are particularly concerned in establishing the national policy for the development of regional balance of Korea.
