Agglomeration Economies and Intra-metropolitan Location of Firms: A Spatial Analysis on Chicago and Seoul (집적경제와 도시내 기업입지에 대한 공간분선: 서울과 시카고를 대상으로)

  • Urban spatial structure is closely related to the spatial distribution of urban economic activities. The spatial distribution pattern is no more than an aggregated expression of the location and/or relocation behavior of individual firms and establishments. In this respect, it is important to identify and examine the factors that affect the spatial behavior of individual firms for a more comprehensive understanding of urban space. Agglomeration economies are one of the most prominent urban economic phenomena in the modern metropolitan area. Most firms in an urban space seek external economies through the spatial clustering of their activities. Agglomeration economies feature prominently in the analysis of urban economic structure across urban areas. While the agglomeration economies between cities focus at the macro-scale of analysis, such economies within any given city focus more on the micro geographical scale. There have been a number of researches on agglomeration economies, among which there are relatively few approaches based on an intra-urban context. This proper explores the agglomeration economies at the micro scale and tries to reseal the spatial realization of the agglomeration economies within and between sectors. Three sectors are considered in the analysis; manufacturing, retail and service. The model is based on simultaneous equation systems combined with spatially weighted variables and estimated by the KRP estimators.

Performance and the Current Reform Process of Regional Development Agencies in England (영국 지역발전기구의 활동 성과와 구조재편 동향)

  • Since their establishment in 1999, Regional Development Agencies in England have been a critical catalyst for sustaining regional development, by linking the central government and the region. Nevertheless, the new Coalition Government formed in May 2010 is to abolish RDAs and is to be replaced by Local Enterprise Partnerships(LEP). This article looks at the performance and the present reform process of the English Regional Development Agencies(RDA). It argues that RDAs have been a sort of laboratory to expose the possibility of realizing the new regionalist approach away from the government-centered approach. Nevertheless, the case of RDAs in England shows that the RDA model is less likely to be effective without substantial devolution. It shows that the extent to which RDAs contribute to the regional economy tends to be much higher in soft infra-centered projects, such as business supports and skills development, than physical infrastructure projects. It argues that the LEP model, which is to replace RDAs, is controversial, especially in terms of spatial boundary and financial structure.

Greedy Heuristic Algorithm for the Optimal Location Allocation of Pickup Points: Application to the Metropolitan Seoul Subway System (Pickup Point 최적입지선정을 위한 Greedy Heuristic Algorithm 개발 및 적용: 서울 대도시권 지하철 시스템을 대상으로)

  • Some subway passengers may want to have their fresh vegetables purchased through internet at a service facility within the subway station of the Metropolitan Seoul subway system on the way to home, which raises further questions about which stations are chosen to locate service facilities and how many passengers can use the facilities. This problem is well known as the pickup problem, and it can be solved on a traffic network with traffic flows which should be identified from origin stations to destination stations. Since flows of the subway passengers can be found from the smart card transaction database of the Metropolitan Seoul smart card system, the pickup problem in the Metropolitan Seoul subway system is to select subway stations for the service facilities such that captured passenger flows are maximized. In this paper, we have formulated a model of the pickup problem on the Metropolitan Seoul subway system with subway passenger flows, and have proposed a fast heuristic algorithm to select pickup stations which can capture the most passenger flows in each step from an origin-destination matrix which represents the passenger flows. We have applied the heuristic algorithm to select the pickup stations from a large volume of traffic network, the Metropolitan Seoul subway system, with about 400 subway stations and five millions passenger transactions daily. We have obtained not only the experimental results in fast response time, but also displayed the top 10 pickup stations in a subway guide map. In addition, we have shown that the resulting solution is nearly optimal by a few more supplementary experiments.

Common Innovative City in Gwangju and Jeonnam Province: Location Selection Process and Regional Development Effects (광주.전남 공동혁신도시 입지선정과 지역발전 효과)

  • Central government of Korea devised the balanced national development as one of important agenda of government administration, and set up special act for balanced national development. According to special act, a plan to transfer public institutions to local areas was publicized on June 24, 2005. Thus 175 public institutions located in the capital area will be transfered to 11 local governments, and innovative cities will be built in local areas until 2012. However, Gwangju and Jeonnam province adopted not two individual innovative cities but one common innovative city in cooperation with two local governments. This study focuses on the characteristics of location selection process of common innovative city in Gwangju and Jeonnam province. Discussion about construction of common innovative city was started in need of new model for common development of two provinces, and most of peoples agreed a plan to establish on common innovative city within Jeonnam area near Gwangju area. Gwangju Jeonnam Regional Innovation Council, in particular, played an important role in the process of location selection and initial discussion about common innovative city. In addition, Common innovative city to be built in Naju city will be provided positive regional development effects in several dimensions. In result, it has been evaluated as a successful model of innovative city to be constructed with transfer of public institutions to local areas.

An Assessment of Coastal Area Using Geographic Information Systems and Multi-Criteria Analysis (지리정보시스템(GIS)과 다기준 분석법(MCA)을 적용한 연안지역 평가)

  • There are many conflicts or interests among various stakeholders on the development of the coastal area. The integrated methodology, which is reflective of physical conditions, socio-economic circumstances, and people's sense of values, is thus needed to solve the problems. In this study, geographical information systems(GIS) and analytic hierarchy process(AHP) that arc one of multi-criteria analysis methodologies are loosely coupled to develop better analytic procedures for coastal assessment. Socio-economic and environmental parameters of the study area, Hampyung Bay area, are converted to a GIS system-applicable format, while AHP is used to assess the relative importance level of each parameter by calculating weighting factors. After standardizing and rasterizing spatial data from various sources. the weighting factors are applied to produce the layers for each parameter. Map algebra and overlay analyses are used to create the final layer according to the decision making logic or model proposed here. Cell values of that layer could be considered as spatial alternatives. In addition to this finding, the flexibility with the weighing factors enable decision-makers to understand the procedures and alternatives in relevance with selective strategies for coastal management.

Evolution Characteristics and Drivers of Gumi National Industrial Complex (구미국가산업단지의 진화 과정의 특성과 그 동인)

  • This study analyzes the characteristics of the evolution process of the Gumi National Industrial Complex as well as its external and internal drivers based on the cluster adaptation cycle model. The Gumi National Industrial Complex has made remarkable progress through expansion in spatial and industrial realm and has become a representative IT industry cluster in Korea. It evolved during a growth period from the 1990s, a maturity period from the mid-2000s, and a mature stagnation period from the mid-2010s. But it has now entered a period of decline. While external drivers at the international and national level greatly influenced the Gumi National Industrial Complex in its evolution from foundation-building to maturity, internal drivers such as the outflow of large firms as well as a lack of SME research capacity and institutional base have added to the management difficulties of SMEs in the mature stagnation period. Therefore, in order for the Gumi National Industrial Complex to move into a revitalization period that strengthens resilience against external shocks, it is necessary to enhance the capacity of SMEs by expanding the roles of the central government, local government, and support agencies. In addition, it is necessary to create and embed strong medium enterprises within the Gumi National Industrial Complex, so that the Complex can be reborn as a sustainable innovation ecosystem.

Land Cover Change: A Regional Context, Asia, 1983~1994 (토지피복 변화: 1983~1994 아시아 지역의 특징)

  • Using monthly AVHRR-NDVI composite images, global vector data and statistical information, land cover change patterns in Asia during the major growing season (June, July and August) were analyzed for each country. Specifically, explanations on NDVI changes were developed at a regional scale emphasizing human impacts on ground vegetation. The annual mean change in each country showed NDVI-gain trends in high latitude areas and some parts of eastern China and northern/western India. On the contrary, NDVI-loss trends were distinctive in Japan, Korea, some parts of southeastern China, Vietnam, Laos, Cambodia, Thailand, Myanmar and some parts in southwestern/eastern India. These patterns largely coincided with socio-economic information reflected by human behavior. The NDVI change trends showed significant correlation with forest area changes. Also, a multiple regression model showed that the NDVI change patterns were significantly dependent on the changes in forest area and total population.

The Return Migration of Koreans in Central Asia to the Russian Far East (중앙아시아 고려인의 러시아 극동 지역 귀환 이주)

  • The purpose of this study is to systematically explain and discuss the return migration of Koreans in Central Asia to the Russian Far East. The Koreans' return migration is explained by the combination of push and pull factors inherent in the host and home countries. The structural or institutional push factors in Central Asia include the linguistic policy of a country, civil war, ethnic conflicts, while the micro ones are the Koreans' high concern of their children's education and the improvement of a socio-economic status. The macro pull factors operated in the Russian Far East are the permission to use the housing facilities and land previously controlled by military authorities and the laws of recovering the koreans' basic right and honor, while the micro ones are the networks of relatives and friends living in Central Asia and the Russian Far East. The two aspects related to the Koreans' return migration are also discussed. Firstly, the return migration of Koreans in Central Asia is interpreted as a migration of ethnic affinity. Secondly, the establishment of an autonomous district of Koreans in the Russian Far East is discussed.

Neoliberal Energy Policy and the Limits to 'Green Growth' (신자유주의적 에너지정책과 '녹색성장'의 한계)

  • The current government tries to pursue a series of energy plans and strategies which have been recently established under the banner of 'green growth'. Although there have been several critical comments on the energy policy, the structural background under which the energy policy has been established and implemented has not yet been scrutinized. This paper understands the current government's strategy for 'green growth' and energy policy as a process of neoliberalization. In particular, the energy policy is characterized as industrialization, marketization, technologization, and financialization of energy, which bring about a lot of detailed issues. This kind of 'green growth' strategy is far from the model of sustainable development, and rather seems to be well interpreted in terms of what Harvey calls 'accumulation by dispossession'. As the government's strategy for 'green growth' and energy policy denies the roll of citizens and civil society which would mediate and arbitrate the contradiction between environment preservation and economic growth, and conflicts between market mechanism and state intervention, so alternatives to the 'green growth' strategy should be orientated to a citizen-participating and civil society-led energy policy.

  • The article deals with problems of innovation development on a network basis, which require effective mechanisms of innovation communications. In research the organizational aspects of ICT infrastructure development for innovation networks sustainable development based on cooperative marketing principles is considered. The proposed research idea is based on the idea that ICT implementation is based not only on the operational approach for innovation management as a factor of efficiency of internal communications, but also on knowledge economy and post-industrial economy trends. Therefore, the purpose of study is to develop an ICT model of innovation infrastructure to improve its effectiveness (strategic character) and efficiency (operative character) through increasing the efficiency of network communication interactions. Creation of information space and communication tools to support innovation network sustainable development and cooperation activities in research is proposed to be solved with the help of specialized ICT platform. It is shown, that ICT platform of innovation cooperation innovation network is important tool for common work of participants. ICT platform is considered as an integrated information system designed to automate business processes related to the sustainable development of innovation network, segment management and integration with HEI information systems and industrial cooperation. The main factors that determine the need to use a special ICT platform for innovation network cooperation were considered. The main issues of concurrent engineering (C-technology) application in high-technology industries and innovation cooperation for integrated product development were studied.
