Contract Awarding Process and its Reasonable Improvement for Defense Acquisition (공공사업 경쟁입찰에서 낙찰자 결정방법분석 및 국방획득사업의 합리적인 사업자결정 방안)

  • The current contract awarding process regulated by laws and ordinances is analyzed and more reasonable processes are suggested. To this end, the principle of economic analysis is described with emphasis on the cost-effectiveness analysis, and the laws and ordinances regulating the process are thoroughly examined. The current contract awarding rule is based on the weighted sum of effectiveness score and cost score. This may not conform to the framework of economic analysis where effectiveness is supposed to be measured as an output and cost measured as an input. An improvement is attempted to the defense acquisition system and it is recognized that the economic analysis and policy consideration should be performed separately. Concept of statistical testing is introduced to see if the results of the cost effectiveness analyses show the significant difference between the alternatives. It is suggested that the contract awarding process can be improved by performing significance test followed by the aggregation of the two analyses. A minor improvement is also suggested on the application of current rules.

A Systematic Review of Economic Analysis on Idiopathic Short Stature (특발성 저신장의 경제성 평가 연구 경향 분석: 체계적 문헌고찰)

  • Objectives We aimed to examine health-related economic analysis of available interventions on idiopathic short stature (ISS). Methods Eight studies were reviewed from English, Korean, and Chinese databases which were published up to December 24, 2020. Effectiveness, utility, and cost data were extracted from the studies and descriptive analysis of the individual studies was conducted Results Five studies were chosen. In the two economic evaluation studies, the incremental cost-effectiveness ratio (ICER) of growth hormone (GH) treatment was presented by performing cost-effectiveness analysis based on the deterministic decision tree approach for the GH and untreated group. Final adult height and direct medical costs were analyzed as effectiveness and cost outcomes. In 1 review article, an ICER of GH was presented based on systematic review on the effects of the GH treatment. In the two clinical trials, the effectiveness and cost of the 12 months Oriental medicine combination treatment were presented in comparison with the GH treatment alone. There were no literatures that provided utility data of available intervention on ISS. Conclusions The results of this study will be used as basic data for the economic analysis of Oriental medicine treatment on ISS in the future.

Optimal growth conditions and economic analysis of sea cucumber releasing

  • We tried to find the optimal growth conditions of sea cucumber and to analyze the economic effectiveness of the sea cucumber seedling release project in Korea. We first examined the optimal growth conditions of sea cucumber in the relating literatures. Then, we analyzed the economic effectiveness of the sea cucumber seedling release project of the Woncheon fishing village union of Gyeongnam Province in 2016-2018 by using the cost benefit analysis method. The net income of the release project of the Woncheon fishing village union was 69,850 Korean won. The benefit to cost ratio of the sea cucumber seedling release project of the Woncheon fishing village union was estimated to be 1.7, indicating that the project was economically feasible. In order to improve the economic feasibility of the sea cucumber release project, as we see in the case of the Woncheon fishing village union, it is necessary to manage the purchase of the sea cucumber seedling, to improve the recapture rate of sea cucumber, and to manage marketing of sea cucumber.

  • The purpose of this study is to suggest the evaluation standard of cost-effectiveness analysis for renew of architectural equipment in public building. Evaluation items of cost-effectiveness analysis for renew of architectural equipment in public building were used life cycle cost, energy consumption(ton of oil equivalent), green house gas emissions(ton of carbon dioxide) and maximum power demand. Life cycle cost is the process of making an economic assessment of an item, area, system, or facility by considering all significant costs of ownership over an economic life, expressed in terms of equivalent costs. The essence of life cycle costing is the analysis of equivalent costs of various alternative proposals. The social concern with green house gas and maximum power demand of architectural equipment field has been growing for the last several years.

An Economic Analysis of the Marine Afforestation Project in Gangneung Region, Republic of Korea (바다숲 조성사업의 경제적 효과 분석 : 강릉 주문진 바다숲 조성사업을 대상으로)

  • This study is aimed to analyze the economic effectiveness (direct fishing income effect) of the marine afforestation project in Gangneung region. Based on the surveyed data, the production values and costs of the marine afforestation project are estimated and compared to determine the economic validity of the marine afforestation project. Results show that the B/C ratio, as an indicator of economic evaluation, is 1.30 with an interest rate of 5.5%, indicating that the marine afforestation project in Gangneung region would be economically feasible under the current production and market conditions. However, it is expected that the economic effectiveness would be increased when considering benefits of recreational fishing and greenhouse gas reduction from the marine afforestation project.

An Analysis on Economic Effectiveness of Environment Improvement Project in Oil Spill Damaged Fishing Grounds (유류피해지역 어장환경 개선사업의 경제적 효과 분석)

  • This study aimed to analyze the economic effectiveness on environment improvement project that has been implemented in five fishing grounds of Taean-gun which had been damaged by the Hebei Spirit oil spill accident. In the analysis, first, this study performed the survey on residents perceptions about the environment improvement project. Second, the cost-benefit analysis was carried out to evaluate the economic effectiveness of the project. The survey results of residents perceptions indicated that the damage of oil spill was considerable in the target areas. It also showed that residents wanted to continue the environment improvement project and the levels of project satisfaction were quitely high. The economic results showed that 3 areas(Woong-do, Wang-san, and Dang-mi) would have positive values of NPV and B/C ratio, but the other(Nu-dong) would have negative values. The findings of this analysis could be used as the base data for increasing operational efficiency of future environment improvement projects.

  • Purpose: The purpose of this study was to examine the economic effectiveness of by conducting a literature review of published articles, masters theses, and doctoral dissertations. Method: Prior to the literature review, inclusion-exclusion criteria were established. We then reviewed 1,029 CINAHL, MEDLINE, and Cochrane DB papers, and 153 RISS papers collected between Results: A total of 12 studies met the inclusion-exclusion criteria.-effectiveness: 6 cost-effectiveness studies, 1 cost-utility studies, and 5 cost-benefit studies. Each of the 12 reviewed studies concluded that home care nursing had greater economic benefits than other compared healthcare services. Conclusion: Home care nursing has significant economic benefits in multi health care service settings and for various patient groups. Therefore these results will be used a critical evidence for the development of economically effective home based health care systems for future policy making.

  • Economic evaluations in the healthcare are used to assess economic efficiency of pharmaceuticals and medical interventions such as diagnoses and medical procedures. This study introduces the main concepts of economic evaluation across its key steps: planning, outcome and cost calculation, modeling, cost-effectiveness results, uncertainty analysis, and decision-making. When planning an economic evaluation, we determine the study population, intervention, comparators, perspectives, time horizon, discount rates, and type of economic evaluation. In healthcare economic evaluations, outcomes include changes in mortality, the survival rate, life years, and quality-adjusted life years, while costs include medical, non-medical, and productivity costs. Model-based economic evaluations, including decision tree and Markov models, are mainly used to calculate the total costs and total effects. In cost-effectiveness or costutility analyses, cost-effectiveness is evaluated using the incremental cost-effectiveness ratio, which is the additional cost per one additional unit of effectiveness gained by an intervention compared with a comparator. All outcomes have uncertainties owing to limited evidence, diverse methodologies, and unexplained variation. Thus, researchers should review these uncertainties and confirm their robustness. We hope to contribute to the establishment and dissemination of economic evaluation methodologies that reflect Korean clinical and research environment and ultimately improve the rationality of healthcare policies.

Analysis of Economic Effectiveness in the Results of Construction R&D (건설R&D성과의 경제적 파급효과 분석)

  • In 1994, Korean construction research and development (R&D) projects received investments amounting to 1.2 billion KRW, an amount that rose to 164.8 billion KRW in 2007. Under the current system, construction researchers submit the application records of Construction Research and Development (R&D) in construction projects to the Korea Institute of Construction & Transportation Technology Evaluation and Planning. The performance of Construction R&D projects has thus been dependent on the subjective reporting of the results by the researchers themselves. For this reason, it is difficult to secure confidence in the records of Construction Research and Development. Therefore, this research suggested measures for revitalizing Construction Research and Development, analyzed approaches to cost-saving in Construction Research and Development, and analyzed economic effectiveness in the results of construction R&D.

A Review of Economic Evaluations in Acupuncture for Allergic Rhinitis (알레르기 비염의 침 치료에 대한 경제성 평가 연구 경향 분석)

  • Objective : The purpose of this study is to analyze research trends on the cost-effectiveness in acupuncture for patients with allergic rhinitis. Methods : The literature and research in allergic rhinitis was searched in electronic databases, such as National Health Service Economic Evaluation Database(NHS EED) and the Cochrane Database of Systematic Reviews(CDSR). The general characteristics and the results of each economic analysis such as incremental cost-effectiveness ratios(ICERs) were extracted. Results : In total, thirty seven studies were searched, and two studies were analyzed. They were cost-utility analysis(CUA)s that measured quality-adjusted life years(QALYs). One study showed that the ICER was €22,798 per QALY and was robust in sensitivity analysis. Another showed that the ICER was between €31,241 and €118,889 from society's perspective and between €20,807 and €74,585 from a third-party payer's perspective. Conclusions : Any generalization of these results needs to be made with caution given the specific effects of acupuncture and the difference of cost data in the various countries. Further studies are needed on this topic in order to demonstrate the cost-effectiveness clearly.
