경관평가 기반 수변구역의 경관관리 전략 - 경안천 수변구역을 대상으로 - (Landscape Management Strategies Based on Landscape Assessment of Riparian Buffer Zone in the Han River: Focused on Gyeongan Stream)

  • We need to use aesthetic landscape assessment(ALA) as the means of riparian buffer zone(RBZ) management. This study verified the political validity of designation policy of RBZ and land purchase policy. The purpose of this study was to propose RBZ landscape management strategies through ALA of RBZ in Gyeongan Stream for the better attractive and healthy riparian landscapes. The natural type landscape units(LUs) covered 40.9% of the entire area and the cultivated land type LUs covered 20.58%. Landscape assessment consisted of landscape quality and landscape integration assessment. The criteria for assessing landscape quality(LQ) were naturalness, interest, uniqueness, and landscape function. LQ was ranked into five grades using a matrix. The landscape integration assessment consisted of an inner integration assessment in each LU and outer integration assessment among LUs. To review the propriety of designating the riparian area and the riparian ecological belt, differences in ecological appraisal and aesthetic valuation were reviewed through a t-test, Oneway ANOVA, and logistic analysis. The results of ALA, 29.15% of the entire area scored at grade 1 in LQ, while 31.95% scored at grade 5, indicating that grade 5 areas occupied a high share. Surveyed areas were divided into designated RBZ and undesignated RBZ. Results indicated that designated RBZ scored grade 1 in LQ took up 33.2% of the total, significantly higher than the 23.3% taken up by undesignated RBZ. When examined according to buffer distance, grade 1 areas within 50m took up 50.2% of the total area, lower than the 32.7% at buffer distances of 500m-1km. Results indicated a 1% statistically significant difference. Accordingly, analysis was undertaken for the expansion of designation of the riparian area and the selection of appropriate land for formation of a riparian ecological belt, and was designated at priority 1 and 2 for land purchase. This study can also contribute to the formation of a riverine eco-belt through discovery of design factors for upgrading the ecology, aesthetics, and landscape of the riparian area and application in determining land purchase priorities.

영산강·섬진강수계 수변구역 토지매수 우선순위 산정에 관한 연구 -주암호 수변구역을 사례로 - (A Study on the Land Purchase Priority Measurement of the Riparian Areas in Yeongsan and Seomjin River Basin - Focusing on the Riparian Areas of the Juam Lake -)

  • Riparian areas are significant functional grounds for inhabiting ecological system on the river such as the self-regulation of the water quality and the foundation of important corridors. For such functional device to operate, consecutive land purchase scheme that prioritizes targeted areas with high pollutant load rate imposes sustainable development of the ecological riparian belt. The purpose of this study is focused on measuring the methodology for selecting land purchse order before establishing riparian belt in accordance with pollution loading estimation and the basin approach. The Yeongsan and Seomjin river which includes targeted areas of the land purchase have been classified into the large-medium-small(standard basin) influence areas based on their catchment rage, which than sub-divided the research area of Juam lake by 38 small basins and 223 units. Small basins with the high pollution load rates have been assessed as the first prioritized targets. For the second priority, the condition of the point pollutant sources, original area of the targets, original restored area were concerned. The final decision of the land purchase order targeted only those within 50 meter range from the basin. To validate the accumulated data, the on-site investigation went along the targeted zones, which the result shows that all prioritized areas included both point and non-point pollutant sources, and had not a small originally restored areas.

댐 홍수터와 수변구역을 연계한 통합형 수변생태벨트 적지 선정방안 연구 - 금강 수계 대청호 사례 연구 - (Study on the Selecting of Suitable Sites for Integrated Riparian Eco-belts Connecting Dam Floodplains and Riparian Zone - Case Study of Daecheong Reservoir in Geum-river Basin -)

  • 수변생태벨트는 유역의 비점오염원을 저감시키고 생태적인 연결성과 건강성을 증진할 수 있는 효율적인 기법이다. 국내에서도 수변생태벨트 조성 및 관리를 위한 법적인 제도를 운영 중이나 비점오염물질 제어, 생물서식처 등 완충 기능에 유리한 하천, 호소 내의 홍수터는 제외되어 개선이 필요하다. 이에 따라 본 연구에서는 금강 수계 대청댐 유역을 대상으로 댐 호소의 소단위별로 댐 홍수터와 수변구역의 수질, 생태계 특성을 종합적으로 평가하는 통합형 수변생태벨트 적지 선정방안을 제시하고 분석하였다. 먼저 GIS로 대청댐 유역을 138개 소단위로 구분하고 홍수터와 인접한 수변구역을 분석하였다. 통합형 수변생태벨트 적지 선정에 영향을 미치는 생태계, 수질 영향 관련 16개의 평가인자를 선정하고 AHP분석으로 인자별 중요도에 대한 가중치를 설정하였다. 소단위에 제내·외지별, 인자별 가중치를 적용한 통합 평가를 실시하여 적지 우선 순위를 도출하였다. GIS 적지 분석을 통해 도출된 대상지들이 실제 조성에 적합한 지역인지 타당성을 판단하기 위해 5개 대상지에 대한 토지이용, 오염원, 생태적인 연계성 등에 대한 현장 검증을 시행한 결과 모든 대상지가 적정함을 확인할 수 있었다. 본 연구를 통해 제시된 수변생태벨트 적지 분석 기법은 향후 통합적인 수변관리 정책 설정시 유용한 도구로써 적용될 수 있을 것이다. 단, 대상 댐별 특성과 현안에 따라 다양한 평가인자와 항목별 가중치 적용이 필요할 수 있다. 그리고 통합형 수변생태벨트 지역에 대해 그린-블루네트워크(Green-Blue Network) 측면을 고려한 세부적인 보전·복원방안 마련과 생태계서비스 측면의 평가 및 관련 법, 제도 측면의 상호 연계, 개선방안 등에 대해서도 추가적인 연구가 이루어져야 할 것이다.

토지이용 특성에 어울리는 완충식생 활용 계획 (A Plan for Utilizing the Buffering Vegetation based on the Land use Type)

  • Since Gyungan stream is included in the protected zone of the water supply source of the Metropolitan area in Korea, the water quality needs to be continuously managed. Therefore, a measure is required that can inhibit the flow of water pollutant into the water body and facilitate the ecological restoration of riparian vegetation. A field survey was conducted on the hydrological characteristics of the landscape elements established on the downstream catchment of the Gyungan stream, the result of which showed that the paddy field and urbanized area can be regarded as point pollution sources. The upland field can be regarded as a non-point pollution source. In order to improve the water quality in the Paldang lake, we first recommended creating a riparian vegetation belt. We also suggested introducing a treatment wetland and an artificial plant island to places in which the creation of a riparian vegetation belt is not ensured. We recommend creating a treatment wetland equipped with diverse functional groups. For creating the plant island, we recommend Zizania latifolia and Typha orientalis, which showed the highest productivity among aquatic plants. The former could be introduced around the outlet of a paddy field and the estuary of tributaries, while the latter could be introduced to a water body directly sourced from mountainous land.

한국 하천의 구간 별 특성과 생태적 복원을 실현하기 위한 대조식생 정보 (Characteristics and Reference Information of Riparian Vegetation for Realizing Ecological Restoration Classified by Reach of the River in Korea)

  • To realize river restoration that ecological characteristics of the river are reflected, we classified the river into four reaches of valley stream, upstream, midstream, and downstream based on substrate as well as riverbed gradient obtained from the relationship between distance from the river mouth, and above sea level. Considering that the rivers of Korea have been dominated by various and intense artificial interferences over a lengthy period, we determined cross sectional range of the river based on the geological map and clarified transformation degree by reach. Vegetation profile diagram was prepared by depicting horizontal range and vertical stratification of major vegetation appearing in a belt transect of 10 m breadth installed between weirs constructed in both sides of the river. Restoration models by river reach were prepared based on breadth of waterway, bare ground, herb, shrub, and tree dominated vegetation zones on vegetation profiles wherein a flooding regime was reflected. Species composition information collected from vegetation established in each zone was systematized to use for restoring each reach ecologically. Further, background that longitudinal reaches and horizontal zones were divided, was discussed by comparing with case studies in foreign countries. In addition, necessity of ecological restoration of the river was discussed based on degree of integrity of Korean rivers, ecological significance of riparian vegetation, and importance of reference information for ecological restoration of the river.

The Relationship Between the Locational Types and Biodiversity in the Sites of Geumgang Riparian Ecological Belts

  • Background and objective: This study was carried out to assess the relationship between the internal and external environments and the ecological items in five sites with a high level of artificial use intensity prior to the establishment of Geumgang River riparian ecological belts. Methods: The sites were classified into forest type, cultivated land type and urbanized type in accordance with their respective locational types. Ecological items including plant ecology such as proportion, naturalization index and urbanization index of native species were analyzed and animal ecology such as the number of species and population of wild birds, amphibians and reptiles, mammals, and butterflies and dragonflies, which are indicator insects, were investigated. In addition, species diversity indices of wild birds, butterflies and dragonflies found in all the subject lands were computed. Results: Among the plant ecological items, the ratio of native species in the forest type was higher than 90%, which was a satisfactory level, while the naturalization and urbanization indices were less than 10%. The number of species in the animal ecological characteristics was reduced in the order of forest type, cultivated land type and urbanized type. As the results of correlation analysis, the internal area of the planted area showed a negative correlation with the total of individuals. The area of grasslands showed a positive correlation with the number of dragonfly species and the total number of individuals, thereby illustrating that wet grasslands have positive effects. The area of surrounding forests, as an external environment, had a negative correlation with the urbanization index (UI) but a positive correlation with the inhabitation of butterflies and the total number of species. Conclusion: The results confirmed the need for more diversified special compositions including planted land, grassland, wetland, bodies of water and waterways within the subject land in the wetland ecological belt along with the need for surrounding forest location and preservation from the perspective of purchase and restoration of land for enhancement of wider biodiversity in the future.

영산강·섬진강 수계 수변구역 매수토지의 관리 현황 및 개선 방안 - 순천시 지역을 중심으로 - (A Study on the Management and Improvement of Purchased Land in the Youngsan·Seomjin-River Riparian Area - Focusing on the Suncheon City Region -)

  • This study observes the purchased lands in riparian areas of Suncheon City region and proposes a reasonable management method. For the study, the site surveying and analysis on the neglected purchased lands is executed, then, based on the site analysis result, the appropriate management method for each neglected purchased land is established. Each management method is approached from the ecological restoration perspective. According to site surveying and analysis of the neglected purchased lands, most of the sites were bare and agricultural lands. The reason for this is thought to be as when purchasing a land, the areas with higher nonpoint source pollution are bought preferentially. As for the dominant species coverage, 26% ($364,000m^2$) of the total neglected purchased land area in Sucheon City was covered with the dominated species, and for the exotic species coverage, 17% ($232,000m^2$) of the total neglected purchased land area in Sucheon City was covered with the exotic species. The survey site constituted of five different invasive species such as Japanese Hop (Humulus japonicus), Daisy Fleabane (Erigeron annuus), and Evening Primrose (Oenothera odorata). As for the natural succession on site, about 47% of the area showed poor natural succession process. The reason for this outcome is understood as having a lack of appropriate management for purchased lands. Based on the site surveying and analysis, especially the current management state of the and its location, the research site was categorized into preservation, restoration, and improvement sites. During the establishment of the ecological riparian belt, the comprehensive management for preservation, restoration, and improvement of the purchased lands should be executed.

생태계 서비스를 위한 주민 참여형 수변완충녹지 설계 고찰 - 한강수계 경안천변 매수토지 사례 연구 - (Design of Riparian Buffer Zone by Citizen's Participation for Ecosystem Service - Case Study of Purchased Land along Gyeongan-cheon in Han River Basin -)

  • 수변완충녹지는 유역의 비점오염원을 친환경적으로 정화시키고 탄소흡수원으로서 유용하며 다양한 생태계 서비스 기능을 제공하는 자연기반해법이다. 더불어 수변완충녹지는 생물 다양성과 인간의 행위 빈도가 높은 수역과 육역의 중간지대에 구축되는 지속가능한 사회생태시스템으로서 지역 공동체와의 긴밀한 상호 소통적 환경계획 과정으로 조성되어야 한다. 본 연구에서는 한강수계 경안천변 용인시 모현읍 갈담리 582-2 일원의 매수토지에 추진되는 수변생태벨트 사업을 대상으로 계획 및 설계를 소통적 행위로 이해하고 실천하기 위해 세 가지의 전략을 제시하고 이를 과정으로 구현하였다. 첫 번째, 관 주도의 사업을 지양하고 지역 거버넌스인 협의체를 중심으로 주민과 이해관계자들이 함께 참여하는 과정으로 개선하였다. 두 번째, 주민이 공감할 수 있는 생태계 서비스 기능 증진 측면의 설계 요소를 도입하고 선호하는 공간, 시설의 계획을 통해 수용성과 인식을 높이고자 하였다. 세 번째, 생물 서식처, 물순환 기반의 생태환경, 주민 생태체험·휴식공간 등의 균형있는 계획과 더불어 향후 이용 주체인 주민들이 조성 효과와 생태자원으로서의 가치를 체감하고 조성지의 운영, 관리에 참여, 환원될 수 있도록 하는 체계를 마련하였다. 이러한 설계 과정을 통해 사업 초기부터 주민참여 기반의 프로세스 모델을 정착하여 주민의 수용성, 주민 의견을 투영하는 사회생태시스템으로 작동되어 주민의 가치 인식, 조성 유지관리 단계까지 솔선수범할 수 있는 체계를 마련하였다. 그리고 국내 수변완충녹지 정책 패러다임의 변화와 향후 유사 사업 추진 시에 적용 가능한 시사점을 제공하는데 의의가 있다.

Changes of Landscape Structure for the Recent 20 Years in the Wangsuk Stream Basin of the Central Korea

  • Landscape changes for 20 years between 1981 and 2001 in the Wangsuk stream basin located on the central Korea were investigated on the basis of physiognomic vegetation map made from the aerial photograph interpretation and field check. Changes of landscape structure were noticeable in agricultural field and forest landscape elements. Changes in the agricultural fields due to transformation of agricultural pattern into the institutional agriculture dominated landscape change, although urbanization also contributed to such change. The former change due to change of food production structure originated from socio-economic development during this period and the latter to the overpopulation of Seoul. As energy sources for heating and cooking, fertilizer, and fodder for livestock transform from plant materials to fossil fuel, manufactured one, and grain, succession of forest escaped from direct human disturbance dominated change of landscape structure in forested land. Differently from the positive landscape change in the upper area, change in the lower area deteriorated landscape quality by increasing artificial land. It was estimated that such landscape deterioration in the Wangsuk stream basin would influence water quality of the stream. In order to realize sustainable land-use against such environmental degradation, systematic environmental management based on landscape ecological perspective such as "an eco-plan for creating riparian vegetation belt," which is under preparation by Ministry of Environment, was recommended.

생태복원지에 식재된 낙엽활엽수종의 이식 후 생장량 분석을 통한 관리기간 설정 연구 (Management Period Setting Study of through Analysis of the Growth Amount after Planting of Deciduous Broadleaf Species Planted in Ecological Restoration Sites)

  • 이식 과정을 통해 식재된 수목은 뿌리 절단, 수관 훼손과 같은 극단적인 교란으로 인해 식재 직후 생장량은 급격히 감소한다. 이후 시간이 경과하면서 원래의 생장량을 회복하는데 이때 소요되는 시간은 수종별로 차이가 있다. 따라서 이식 후 활착을 위한 수목관리를 위해 수종별 연간생장량의 변화를 분석하여 적정 관리 기간을 설정할 필요가 있다고 판단하였다. 이에 본 연구에서는 수변생태벨트 조성 지역에 식재된 낙엽활엽수를 대상으로 생장량을 분석하고 그 결과를 바탕으로 적정 관리 기간을 제안하고자 하였다. 이식과정에서 수목 활착율을 높이기 위해 시행하는 사전 작업인 뿌리돌림, 단근, 가지치기 등으로 인해 식재 직후의 생장량 둔화는 일반적인 현상이다. 이후 시간이 경과하면서 원래의 생장량을 회복하게 되는데, 소요되는 시간은 수종별, 식재 환경 등에 따라 차이가 존재할 수 있다. 연구결과 대부분의 수목은 이식 직후 급격한 생장량 감소를 보이는 것으로 나타났으며. 이후 수종별로 상이하긴 하나 대부분 2년 이후부터 서서히 생장량을 회복하는 것으로 나타났다. 수종별 생장량을 분석한 결과 공통적으로 이식 직후 급격한 생장량 감소를 보인 후, 이식전의 생장 수준을 회복하기 까지는 수종에 따라 2~4년 정도의 시간이 필요한 것으로 확인되었다. 결과적으로, 생태복원 및 오염물질 저감이라는 본 사업의 목적에 부합하기 위해서는 식재한 수목의 하자율 개선이 필요하며, 이를 위해서는 적정한 기반환경을 조성하는 것 외에 최소 2년간의 수목 관리기간을 설정하는 것이 필요하다.
